Resolution No. 1369RESOLUTION NO. 1369 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS EXPRESSING ITS SUPPORT IN COMMITTING FUTURE SUPPORT FOR THE PROGRAMS OF STRAIGHT TALK CLINIC, INC, OF CYPRESS. WHEREAS, Straight Talk Clinic of Cypress was incorporated as a nonprofit organization on September 17, 1971, and the Board of Directors consisted of Cypress community leaders dedicated to helping young people; and WHEREAS, the Cypress City Council expressed its support for the programs and philosophy of the Straight Talk Clinic and confirmed this support by cooperating with the officials of Straight Talk, and in addition, provided a monetary support; and WHEREAS, this monetary support consisted of donating a 2500 sq. ft- building, with a tot ' value of approximately $30,000, for use by the Straight -alk Clinic, and WHEREAS, the Cit; of Cypress invested approximately $8,000 in pre- paration of the Straight Talk Clinic site and in the renovation of the building; and WHEREAS, the City also contributed approximately one hundred hours of administrative staff time in writing and following up on a federal grant application to the Law Enforcement Assistance Administration on behalf of Straight Talk. This staff time consisted of approximately $600 additional contribution; and WHEREAS, the Cypress Police Department is currently engaged in a federally funded program entitled, "PAR Policing", which includes the concept whereby policing is more effective by placing an emphasis on crime prevention; and WHEREAS, should Straight Talk Clinic become a fully staffed ongoing program, it would provide a very worthwhile local resource for the Cypress Police Department to utilize as a referral agency in its crime prevention activities; and WHEREAS, Straight Talk Clinic has submitted a proposal to the Orange County Revenue Sharing Division in the amount of $92,056 and it appears that the Orange County Revenue Sharing Committee is receptive tc the proposal if they are assured that the City of Cypress would be willing to provide some form of contribution and share in the responsibility for the continued operation of the program, if revenue sharing funds are unavailable after the first year. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Cypress would make every effort to raise funds for subsequent funding of the Straight Talk Clinic. The City will spearhead and coordinate a multi -community approach to the funding of Straight Talk In addition, the City will make a formal grant request to all federal and state agencies, which appear to provide assistance to counseling activities such as Straight Talk, Inc. AND BE IT FURTHER RESOLVED that it is the Council of the City of Cypress to continue the using every means possible, short of providing if revenue sharing funds are unavailable after PASSED AND ADOPTED by the City Council of regular meeting held on the 25th day of June, ATTEST: CITY CLERKOF E CITY OF CYPRESS 7.
