A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
IDENTIFYING MONIES BUDGETED IN THE 1973-74 CITY OP
CYPRESS BUDGET AS HARD CASH MATCH FOR PAR (POOLING ALL
RESOURCES) POLICING
WHEREAS, the City of Cypress entered into a contract with the California
Council on Criminal Justice for a grant award in the amount of $120,000 to
fund the second year of a program entitled, PAR (Pooling All Resources) Policing,
for the period of July 1, 1973, through June 30, 1974; and
WHEREAS, the PAR Policing program includes the utilization of 100 percent of
the time of one Police Captain, two Police Lieutenants, one Police Sergeant, five
Police Cadets, and 50 percent of the time of one Administrative Assistant, those
positions with the exception of the Administrative Assistant, being created by
the initiation of the PAR Policing program and not being in existence prior to
the PAR Policing program; and
WHEREAS, in the grant contract the California Council on Criminal Justice has
provided only $94,461 toward the payment of the salaries and benefits of these
positions when in actuality the total cost is $124,750 with the remaining $30,289
being shown in the grant contract as being provided by hard cash match from the
City of Cypress; and
WHEREAS, in the 1973-74 City of Cypress budget document reference is made to
the continuation of the PAR Policing program and monies are provided for the pay-
ment of the $30,289 in salaries and benefits not paid by the California Council on
Criminal Justice and not paid previously by the City of Cypress prior to the
initiation of the PAR Policing grant program; and
WHEREAS, at the time of the adoption of the 1973-74 City of Cypress budget
the Cypress City Council included $30,289 in the personal services section of the
Police Department budget for the specific purpose of meeting the hard cash match
requirement of the grant contract.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Cypress,
that;
The $30,289 included in the 1973-74 City of Cypress budget in the personal
services section for the Police Department under the positions of Captain,
Lieutenant, Sergeant, Cadet, Administrative Assistant, and employee benefits be
considered as hard cash match to the PAR Policing program grant contract funded
by the California Council on Criminal Justice through monies provided by the
Law Enforcement Assistance Administration.
PASSED AND ADOPTED by the City Council of the City of Cypress at a regular
meeting held on the 13th day of May, 1974.
