CYPRESS CITY COUNCIL
HELD
April 2, 2001
The adjourned regular meeting of the Cypress City Council was called to order at 5:35
p.m. by Mayor McGill in the Board Room, West Wing of City Hall, 5275 Orange Avenue,
Cypress, California.
PRESENT: Council Members Keenan, McCoy (arrived at 5:40 p.m.), Piercy, Mayor
Pro Tern Sondhi, Mayor McGill
ABSENT: None
Also present were City Manager Importuna, and staff members DeCarlo, Hensley, Liu,
Sinn, Storey, and Vasquez.
The City Manager stated the two items to be discussed at the Workshop were the
Capital Improvement Program and joint meetings between the City Council and
Commissioners.
The Director of Public Works stated the Capital Improvement Program is the seven-
year program that is the road map for the improvements of the health, safety and
welfare of the community. Projects are submitted by each department, City Council, and
Commissioners. These projects are then reviewed by the CIP committee and prioritized
based upon four criteria (mandates, necessary, desirable, and supplemental). The
projects are then presented to the City Council for review.
The Director of Public Works stated that staff continued with the Council's previous
direction of $1.6 million to be utilized for CIP as follows: $800,000 for residential street
resurfacing, $100,000 for sidewalk repair, $300,000 for Warland Avenue payments,
$250,000 for public facility construction, modification, and repair, and $150,000 for
Lincoln Avenue. The 2001-2002 CIP includes approximately $800,000 in additional
funding for projects.
Sources for funding of projects include General Fund, CDBG, Gas Tax, and Measure
M, and the Recreation and Park District projects include Recreation and Park District
Funds, Open Space, and state grants.
The recommended projects for the current program year are: arterial rehabilitation,
asphalt renovation at public facilities, Ball Road parkway improvements, City Hall boiler
room stair replacement, street signs, City Council Chambers remodel, City Hall HVAC
compressor replacement, City Hall computer room emergency power, Civic Center roof,
drain repair, install disabled curb ramps, Maintenance Department front office remodel,
monument entry signs at City limits, Moody Street improvements, Police Department
HVAC replacement, residential street rehabilitation, upgrade locker rooms at City Yard,
sewer repairs/modifications, sidewalk removal/replacement, traffic signal head
replacement, Walker Street at Vessels Circle traffic signal, Warland Drive
reimbursement, art in public places, Community Center emergency lighting, Community
Center renovation, Community Center security lighting, Cypress College tennis court
renovation, Oak Knoll Park fence replacement, Oak Knoll snack bar reroof and termite
control, Oxford School irrigation conversion, roller hockey rink improvements, Senior
Center marquee, and Youth League facilities renovation.
The Public Works Director stated the unfunded projects are: Civic Center green tree
spotlights, Civic Center tennis court upgrade, Community Center expansion, dog park,

enclosure under the Council Chambers, handicap access ramps, multiuse facility at
Cedar Glen Park, Police Department external property storage facility, Police
Department upper deck resurfacing, Police Department restroom remodel, pocket
parks, restrooms under the Council Chambers, and Willow Pond renovation.
Council Member Piercy asked that the traffic signal at Lexington Junior High School
allocation be considered for this year instead of next year because of traffic and safety
issues.
The Director of Public Works stated that in order to try and meet the proposed school
parking lot renovation project date of this summer, he would need to start the process
now. He stated it would be very difficult to have everything completed by that time.
Council Member McCoy stated he would prefer waiting until the school district had
completed the rehabilitation of the parking lot before the City moves forward with a
traffic signal.
The Director of Public Works stated that while the City has applied for grants to cover
the cost of the signal, it is not guaranteed the grant will be approved.
The Director of Finance stated staff can come back to Council at a later date for an
appropriation to cover the initial engineering costs for the traffic signal installation.
It was moved by Mayor Pro Tem Sondhi and seconded by Council Member McCoy, to
receive and file the Capital Improvement Program report.
The motion was unanimously carried by the following roll call vote:

The Assistant to the City Manager stated that the City Council's current meeting
schedule through July 2001 is full and therefore, making it difficult to schedule a
meeting of the Council with the various Commissions. Staff's proposal is to have
individual Council Members assigned to attend a Commission meeting to represent the
entire Council. The Council Member will then report back at a City Council meeting.
The City Manager stated that the Commission Recognition Dinner should remain a
social event to acknowledge the work the Commissioners have done.
The City Manager suggested surveying the Commissions to find a time for them to
meet with the entire City Council.
It was the consensus of the City Council to have staff survey the Commissions to
determine meeting times.

Mayor Pro Tem Sondhi:
Stated she would be unable to attend the City Council meetings on April 9, 2001 and
May 14, 2001.

Council Member Piercy:
Attended the O.C. Sanitation District meeting where discussions were held on the
amendment for groundwater replenishment. The entire project was approved that
evening.
