A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CYPRESS, GIV-
ING NOTICE OF PUBLIC HEARING AND SETTING TIME AND PLACE OF SAID
PUBLIC HEARING ON REZONING SECTIONS 20, 21, 22, 27, and 28 OF THE
CITY OF CYPRESS
WHEREAS, it is desirable that the City adopt a precise plan
for the regulation of all land uses within the City, and
WHEREAS, in the formulation of said precise plan certain pro-
posed changes are being considered in certain areas of the City, and
WHEREAS, it is necessary to set a time and place when and
where all protestants against such proposed changes may be heard,
NOW, THEREFORE, BE IT RESOLVED that the Cypress City Planning
Commission will hold a public hearing to consider the adoption of
a precise plan for regulating all land uses within a portion of the
City of Cypress The maps showing the portion of the City to be
considered and the proposed uses to be permitted therein are avail-
able for inspection at the City Hall prior to the hearing. The
area to be considered for regulation of land uses is all that portion
of the City of Cypress south of Ball Road The hearing will be held
Thursday, December 5, 1957, at 7 00 o'clock P M at the auditorium
of the Cypress Elementary School, 5202 East Lincoln Avenue, Cypress,
California; and
BE IT FURTHER RESOLVED that the notice of said public hearing
be published and posted according to California law.

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CYPRESS REGARDING PROPOSED CHANGES IN
THE PRECISE ZONING PLAN FOR THE CITY OF CYPRESS
WHEREAS, this is the time set by law for a public
hearing to consider the changes in the precise zoning plan
for the City of Cypress as proposed by the City Council,
and
WHEREAS, notice has been given as required by law
and all interested persons present have been permitted to
express their views respecting such proposed zoning plan,
NOW, THEREFORE, be it resolved as follows
1 The public hearing is hereby closed, and the
Colluuission finds and determines that the proposed zoning
plan as shown by the Sectional District Maps is necessary
for the general public welfare,
2 The proposed changes to the precise zoning plan
for the City of Cypress as referred to this Commission by
the City Council, are hereby approved except as noted on
the Sectional District Maps, and are recommended for adoption,
3 The Sectional District Maps as marked and attached
hereto are hereby referred to the City Council for its action,
4. The Secretary or ssistant Secretary to this
Commission shall transmit to the City Council a copy of the
Resolution the Sectional District Maps of the City as marked,

and other matters, be and the same are hereby approved

BE IT FURTHER RESOLVED that the above Sectional District
Maps are recommended to the City Council for its consideration,

APPROVING ORDINANCE ESTABLISHING LAND CLASSIFICATIONS AND
DISTRICTS WITHIN THE CITY OF CYPRESS AND REGULATING THE USES OF
PROPERTY THEREIN, ADOPTING SECTIONAL MAPS OF SAID DISTRICTS,
DEFINING THE TERMS USED IN SAID ORDINANCE, PROVIDING FOR THE
ADJUSTMENT, AND ENFORCEMENT AND AMENDMENT THEREOF AND PRESCRIBING
PENALTIES FOR ITS VIOLATION
It was moved by Commissioner Wright, seconded by Commissioner
Wicker, that the following resolution be and the same is hereby
adopted.
RESOLVED that after public hearings as required by law, the
proposed ordinance establishing land classifications and districts
within the City of Cypress and regulating the uses of property
therein, adopting sectional maps of said districts, defining the
terms used in said ordinance, providing for the adjustment, and
enforcement and amendment thereof and prescribing penalties for
its violation, is hereby approved and recommended to the City
Council for its consideration, that the Assistant Secretary to
this Commission shall certify a copy of this proposed ordinance
to said Council.

A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF
CIPRESL, REQUESTING ADOPTION OF SUBDIVISION ORDINANCE
WHEREAS, the Cypress City Planning Commission has given
careful study to the proposed ordinance regulating subdivisions
within the City of Cypress, and
WHEREAS, applications are now being made to the City for
subdivision improvements
NOW, THEhEFORE, BE IT RESOLVED by the City Planning Com-
mission of the City of Cypress that it hereby is requested
that the City Council of the City of Cypress, at the earliest
possible time, adopt the subdivision ordinance which has been
previously submitted to the City Council by the Planning Com-
mission for adoption.

A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF CYPRESS
RE STANDARD DEVELOPMENT CORPORATION
It was moved by Commissioner Bordner, seconded by Commissioner
Wright and unanimously carried, that the following resolution be
adopted
WHEREAS, there have been filed with the City of Cypress cer-
tain applications on behalf of Standard Development Corporation
known as Zone Change No 6, Conditional Permit No C-115, and
Use Variance No UV -142 requesting a zone change and/or use vari-
ance and/or conditional permit for approximately 400 acres of
land located within the City of Cypress, and
WHEREAS, hearings have been held, notice given as required by
law, and the matter has been taken under submission by this Com-
mission for decision,
NOW, THEREFORE, BE IT RESOLVED that the City Planning Commission
of the City of Cypress hereby finds and determines as follows
1 That all notices and hearings required by law have been
given,
2. That all fees required have been paid;
3 That the property the subject of this hearing is now
zoned M-1 and A-2;
4 That the present uses of the property are now and have
been for some time in the past of an agricultural nature;
5 That the applicant requests permission to develop a
large-scale residential and commercial development on
the property comprising in excess of 1,000 homes
6 That the adjoining land use and classification within
the City is not residential or commercial, but is either
agricultural, manufacturing or recreational;
7 That the City is in the process of a complete land use

study for the purpose of reconsidering the overall plan
of development for the City,
8 That the City Planning Commission and the City Council
have within the last two years held over seven public
hearings for the purpose of re -zoning and re-classifica-
tion of the land uses within the City, and that the sub-
ject property was at that time classified within its
present classification with the approval of the owners,
9 That the land which is the subject of this hearing is all
or substantially all usable for the use allowed by its
present land use classification,
10 That there have been no maps, plot plans or outlines of
any proposed development on the property which the Plan-
ning Commission could consider for purposes of a use
variance or conditional permit;
11 That the proposed use requested by applicant is not com-
patible with the present master plan of development of
the City, that the zoning law and the districting classi-
fication were enacted to promote the health, safety and
welfare of the City as a whole and was intended to en-
courage the most appropriate use of land throughout the
entire City
THEREFORE, BE IT FURTHER RESOLVED as follows
1. That the Cypress City Planning Commission hereby denies
the request for a zone change and/or conditional permit
and continues its consideration of the use variance
request by reason of the applicant's request and filing
of a map

A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CYPRESS REGARDING ZONE CHANGE
CASE NO. Z-11
WHEREAS, the Planning Commission of the City of Cypress held
a public hearing on January 19, 1961, regarding Zone Change Case
No Z-11, and
WHEREAS, the Planning Commission has studied the subject
property and considered evidence submitted at the public hearing

SECTION I: The Planning Commission finds that the subject

County of Orange, State of California, with the existing
boundary of the City of Cypress; thence Westerly and North-

of Tract No 1150, as shown on a Map thereof recorded in
Book 36, Page 32 of Miscellaneous Maps in the Office of the
County Recorder of said County; thence Easterly, along said
Southerly line, to the West line of the East 487.08 feet
of the Southwest Quarter (SW4) of said Southeast Quarter
(SE4); thence Northerly, along said West line, to the North
line of the South 351.78 feet of the Southwest Quarter
(SW4) of said Southeast Quarter (SEq); thence Easterly, along

SECTION II: The Planning Commission finds that the facts in
this matter are as follows:
1 At the time of the public hearing there were no protests
to the requested change of zone
2 The proposed change of zone would not adversely affect the
surrounding area
3. The zoning requested by the applicant is the most suitable
zoning for the land in question, at this time
SECTION III: The Planning Commission recommends that the City
Council approve this request for a change of zone, from A-1 to C-2
and M-1.
SECTION IV• The Planning Commission finds that the subject
property is suitable for the requested change of zone and such
change of zone would not adversely affect the zoning plan of the
City

A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CYPRESS CHANGING THE REGULAR
MEETING NIGHT OF THE PLANNING COMMISSION
The Planning Commission of the City of Cypress does hereby
RESOLVE and ORDER as follows.
SECTION I: Effectively immediately, the regular meeting night
of the Planning Commission of the City of Cypress shall be the
first Thursday of each month.
SECTION II: Regular meetings of the Planning Commission shall
be held at the City Hall of the City of Cypress at 7 30 PM on the
first Thursday of each month, commencing February 2, 1961.
SECTION III' This Resolution was carried by the following

A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CYPRESS APPROVING A MASTER PLAN
OF DRAINAGE.
WHEREAS, the City Engineer of the City of Cypress did here-
tofore prepare and submit to the Planning Commission, a certain
Master Plan of Drainage dated January 4, 1961, to which reference
is hereby made for further particulars, and
WHEREAS, the Planning Commission of the City of Cypress con-
ducted a public hearing with respect to said Master Plan of
Drainage on the 19th day of January 1961, after notice duly given
as required by law, and
WHEREAS, the Planning Commission of the City of Cypress con-
ducted a second public hearing with respect to said Master Plan
of Drainage on the 2nd day of February 1961, after notice duly
given as required by law
NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission
of the City of Cypress does hereby resolve, determine and order
as follows.
SECTION I. The Planning Commission of the City of Cypress
hereby approves and adopts said Master Plan of Drainage prepared
by the City Engineer and dated January 4, 1961
SECTION II• This Resolution was carried by the following

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CYPRESS REGARDING THE ADOPTING OF THE
NEW COMPREHENSIVE ZONING ORDINANCE AND CON-
TAINING A REPORT OF FINDINGS AND SUMMARIES OF
HEARINGS OF THE PLANNING COMMISSION
WHEREAS, the Planning Commission of the City of Cypress has studied
the adoption by the City of a Comprehensive Toning Ordinance to replace the
ordinance under which the city has been operating, and
WHEREAS, a public hearing was held by the Planning Commission on
March 15, 1960, at which Public Hearing all persons interested were given
an opportunity to be heard and to make suggestions, some of which were
incorporated into the proposed ordinance, and
WHEREAS, the staff of the City has devoted many hours into prepara-
tion and revision of the proposed Zoning Ordinance
NOW, THEREFORE THE PLANNING COMMISSION FINDS RESOLVES
AND DETERMINES AS FOLLOWS
SECTION I The Planning Commission finds that after complete study
and a full Public Hearing, the proposed Comprehensive Zoning Ordinance
forwarded herewith to the City Council is the best feasible Zoning Ordinance
for the City and will encourage orderly and attractive commercial, industrial
and residential growth The Planning Commission finds that the adoption of
the proposed ordinance is for the best interests of the entire City of Cypress
SECTION II The Planning Commission respectfully recommends to
the City Council the adoption of the proposed Comprehensive Zoning Ordinance
of the City of Cypress as forwarded concurrently herewith
SECTION III This Resolution was carried by the following roll call

WHEREAS, the Planning Commission of the City of Cypress held a
public hearing on June 1, 1961, regarding Conditional Use Permit Case
No C-119, and

SECTION III• The Planning Commission recommends that the City
Council approve this request for a renewal of Conditional Use Permit No
C-119 for a period of one year, allowing the use of this property in M-1 and
R-4 zones to be used for recreational events involving horses and horseman-
ship, subject to the following conditions.
(1) The noise emanating from the subject property be controlled and
kept to a minimun
(2) The subject property be adequately watered to prevent the excessive
creation of dust.

for a period of three years allowing the continued use of this property in an
M-1 zone to be used for a fertilizer, grinding and storage plant subject to the
same conditions heretofore imposed at the time of granting the original Use
Variance.
SECTION IV. The Planning Commission finds that if the conditions
set forth in Section III are met the subject property would be suitable for the
requested renewal of the Use Variance.

REGARDING USE VARIANCE CASE NO UV -161
WHEREAS, the Planning Commission of the City of Cypress held a public
hearing on October 5, 1961 regarding Use Variance Case No UV -161• and
WHEREAS, the Planning Commission has studied the subject property

public hearing with respect to said Master Plan of Drainage on the 5th day of

WHEREAS the Flanning Commission of the City of Cypress held a
public hearing on November 2 1961 regarding Zone Change Case No Z-24,
and
WHEREAS, the Planxung Commission has studied the subject property
and considered evidence submitted at the public hearing
NGW THEREFGRE, BE IT RESOLVED, that the Planning Commission
of the City of Cypress does hereby resolve, determine and order as follows
SECTIGN I The Planning Commission finds that the subject property
is located as follows
The north half of the southwest quarter of Section 22,
Township 4 south, Range 11 west, except that portion
thereof lying southerly of the southerly line of Rancho
Los Coyotes, also except the south 300 feet thereof,
also except the north 272 feet of the east 390 feet
thereof• also except the west 600 feet thereof
SEC TION II The Planning Commission finds that the facts in this matter
are as follows,
(1) At the time of the public hearing there was a written protest
from the Southern Pacific Railroad Company objecting to this
proposed zone change There was also a protest from the Southern
Pacific Railroad who indicated that they felt a portion of this area
adjacent to the railroad tracks should be reserved for industrial
development
(2) The proposed change of zone would not adversely affect the
surrounding area
(3) The zoning requested by the applicant is the most suitable
zoning for the land in question at this time, except that area
contiguous to the railroad be deleted from the proposed zone
change for 300 feet from the center line of the railroad right of
way
SECTIGN III The Planning Commission finds that the subject property
is suitable for the requested change of zone and such change of zone would not
adversely affect the zoning plan of the City
SECTION IV The Planning Commission recommends that the City
Council of the City of Cypress approve this request for a change of zone from
Zone A-2 to Zone R -I deleting therefrom the area heretofore described
SECTION V This Resolution was carried by the following roll call vote
