OF THE PLANNING COMMISSION
OF THE CITY OF CYPRESS
August 19, 1957
Mr Wright, Acting Chairman of the newly formed Planning Com-
mission, announced that the first business would be the hearing
of Use Variance t'pplication No 101, a request for a use variance
permit from Hobert L Tidwell, 8932 Katella Avenue, Garden Grove,
requesting permission to locate a realty office 180 feet east
of Miller Road in the City of Cypress. Upon motion by Mr Wicker,
seconded by Mr Beekman, and unanimously carried, Use Variance
No 101, as requested by Hobert L Tidwell for a real estate
office to be located approximately 180 feet east of Miller Hoad
on the south side of Lincoln Avenue, was approved, subject to
the following conditions
1 Curbs and gutter to be installed on Lincoln Avenue,
2 Off street parking for 10 cars to be provided, and
surfaced with approved asphalt pavement,
3 Office to be set back 110 feet south of the center
line of Lincoln Avenue,
4 A sign, 8 feet by 10 feet, to be set back 20 feet
south of the property line
Upon motion by Mr. Beekman, seconded by Mr Wicker, and unani-
mously carried, Use Variances UV -3803, UV -3721, and UV -102
were ordered posted.
There being no further business, the meeting was duly adjourned
until September 5, 1957

OF THE PLANNING COMMISSION
OF THE CITY OF CYPRESS
September 5, 1957
The meeting was called to order at 7.30 P. M. in the City Hall,
City of Cypress
Commission members present Jones, Wicker, Ferreira, McCarney,
and Beekman
Commission members absent Wright and Van Klaveren
City Manager WesenberF acted as temporary chairman until an
acting chairman could be elected
Nominations for an acting chairman wer- opened Upon motion of
Commissioner Wicker, duly seconded and carried, Mr McCarney was
elected acting chairman for the evening.
USE VARIANCE APPLICATION NO UV -102
Mr Neff, Planning Director for the City of Cypress, read the
first application for a use variance permit which was for a
retail sales building at the Lincoln Nursery, Use Variance 102,
applicant, Masaro 6uruki, location, 6302 Lincoln Avenue, City of
CypreRs; request for the construction of a retail nursery sales
building in an R--4 zone After discussion, the Planning Commission
agreed upon the following conditions for the allowing of said
permit
1 That the building in question be 75 feet back from
the front property line on Lincoln Avenue and side
yards be a minimum of 20 feet,
2 That there be provisions for off-street parking for
a minimum of 10 cars in front of said building with
the area 75 by 90 feet in front of said building
to be blacktopped,
3 That there be 2 driveways, each a maximum of 32 feet
in width in the front of said property, the balance
of frontage to have concrete curb and gutter and
concrete gutter along the entire frontage of applicant's
property,

4 That toilet facilities be available on the premises,
5. That the building be constructed accordinE to plan
submitted
Upon motion of Commissioner Wicker, seconded by Commissioner Jones,
and unanimously carried, the Use Variance Permit 102 is hereby
approved by the Planning Commission and sent to the City Council
for final approval.
E W FELLOWS USE VARIANCE APPLICATION NO UV -3721
FOR ENLARGEMENT OF EXISTING AUTO WRECKING YARD
AND THE ESTABLISHMENT OF A RETAIL USED CAR AND
AUTO PARTS BUSINESS AT A LOCATION APPROXIMATELY
800 FEET NORTH OF BALL ROAD ON THE EAST SIDE OF
BLOOMFIELD STREET IN A-2 HEAVY AGRICULTURAL
DISTRICT
Due to a recent fire at said applicant's establishment, it was
decided by the Commission that no action would be taken at this
time, pending further investigation of the situation and applicant's
desires after said fire. The City Manager and City Engineer were
requested to ascertain the present situation, and the hearing on
this application would be continued until the next regular Com-
mission meeting Upon motion of Commissioner Wicker, seconded by
Commissioner &erreira, and unanimously carried, the hearing on
Application UV -3721 was continued until the next regular Commission
meeting and the applicant will be allowed to amend his application
as necessary due to the fire
USE VARIANCE APPLICATION NO UV -3803, REQUESTING
A VARIANCE FOR A DWELLING TRAILER
Mr Neff read application UV -3803, requestin& permission for a
dwelling trailer to be located on Orange Avenue 400 feet east of
Juanita z)treet and in the rear of existing dwellings Applicant
F G Kumberlin, location of trailer is in the A-1 general agri-
cultural and M-1 light industrial districts Upon motion of Com-
missioner wicker, seconded by Commissioner Ferreira, and unani-
mously carried, application UV -3803 is approved according to the
stipulations and conditions of the application with the additional

condition that the variance be given for a one-year period only,
with provision for renewing said variance at the end of that time,
and providing that the property owner submits a letter of consent
to the City Application for Use Variance Permit No UV -3803 is
hereby approved and forwarded to the City Council for final action
In the instance of each preceding use variance public hearing,
there were no objections presented, either in writing or in person,
at the time of said hearings conducted during this present Com-
mission meeting
ORGANIZATION
The Acting Chairman opened nominations for permanent Chairman of
the Commission Upon motion of Commissioner Jones, seconded by
Commissioner Ferreira, Commissioner NcCarney was nominated for
permanent Chairman Upon motion of Commissioner Wicker, seconded
by Commissioner McCarney, Commissioner Beekman was nominated for
permanent Chairman Upon motion of Commissioner Jones, seconded
by Commissioner Ferreira, nominations were closed A secret
ballot was then taken, and City Clerk Martin Olsthoorn publicly
counted the ballots and announced that there were four votes for
Commissioner Beekman and one for Commissioner NcCarney, whereby
Commissioner Beekman was officially elected as Chairman of the
Planning Commission
Upon motion of Commissioner Beekman, seconded by Commissioner
Ferreira, and unanimously carried, Commissioner McCarney was
elected as permanent Vice Chairman by unanimous consent of the
Commission
Upon motion of Commissioner Beekman, seconded by Commissioner
Wicker, and unanimously carried, City Engineer and Planning Direc-
tor Nat Neff was unanimously elected as Secretary to the Planning
Commission

The Secretary to the Commission read the minutes of the previous

Commission meeting of August 19, and upon motion of Commissioner
Beekman, duly seconded and unanimously carried, said minutes were
approved as read
ADJOURNMENT
There being no further business, upon motion of Commissioner
Wicker, duly seconded and unanimously carried, the meeting was
adjourned until the next regular meeting of the Planning Commission

November 7, 1957
The regular meeting of the Cypress Planning Commission was
called to order by Chairman Beekman at 7.30 P. M. in the Cypress
City Hall
Commission members present Beekman, McCarney, Wright, l' erreira,
Wicker, and Jones
Commission officers present Secretary to the Planning Commis-
sion, Assistant Secretary to the
Planning Commission
The City Council of the City of Cypress was also present at this
meeting
It was unanimously agreed to dispense with the reading of the
minutes of the previous meeting
TRAUTMAN VARIANCE
The Secretary read the application for Use Variance Permit, No
104 of Carl F Trautman, 9761 South Walker Street, Cypress, for
the construction in the A-2 agricultural zone of two commercial
buildings One building is to be used as a light ■achine shop
and the other as a display room for custom-built automobiles
and poultry feeding machines This property was posted and
a
property owners within/300-foot radius were duly notified ac-
cording to State law Upon motion of Commissioner Wright, duly
seconded and carried by a vote of 5 to 1 (Commissioner McCarney
dissenting), it was recommended by the Planning Commission to
the City Council that Use Variance Permit No. 105 be granted,
according to the application and accompanying plot plan and with
the following additional conditions
1 That there be no storage of any type of material
outside of buildings,
2. That there be a 75 -foot building setback from the
centerline of Walker Street,
3 That there be provided off-street parking for six cars,

4 That any sign upon the face of either of the two
buildings in question, advertising the businesses
conducted within, shall be no more than 25 square
feet in area
DISCUSSION OF AUTHORITY
There followed a lengthy discussion between the Planning Com-
mission and those members of the City Council which were present,
regarding the powers and procedures of the Planning Commission
Commissioner Wright stated that he thought the Council should
tell the Planning Commission what they want them to do. Mr
Van Dyke suggested that the Commission was established to have
more "brains" to do the job He further stated that the Council
doesn't care whether or not they have all the power or any par-
ticular power The idea, according to Mayor Van Dyke, was that
the Council felt that two legislative bodies working on the
planning problems and applications in the City would be much
better than just one, but that they should at all times mutually
cooperate Attorney Howell stated that the authority could
either be in the commission or in the Council as far as final
say on the conditional and use variance permits It was finally
agreed between the two present bodies that all procedures re-
garding planning gust be according to the County procedures and
that, from this time on, all procedures regarding planning would
be the same as in the County. The City Manager indicated that
such prodecures had already been put into effect City Attorney
Howell explained about the zoning ordinance situation and the
maps adoption procedure.
PROCEDURES ADOPTION
Upon motion of Commissioner McCarney, duly seconded and unani-
mously carried, the Planning Commission approved the procedures,
Items 1, 2, 3, of the printed County Planning Commission procedures

list An additional Item 4 was also adopted in this motion, said
Item 4 to state.
"That all individuals applying for a use variance must
submit to the Planning Commission two (2) copies of a
plot plan, showing the uses of the property within a
300 -foot radius of the applicant's property "
Upon motion of Commissioner McCarney, duly seconded and unani-
mously carried, the Commission adopted Resolution No 1, which
resolution set the hearing date for land use plans covering
Sections 20, 21, 22, 27, and 28 of the City of Cypress Said
public hearing for previously listed zoning plans is to be held
at 7.00 P. M., Thursday, December 5, in the Cypress School
Auditorium This resolution is to be posted and published ac-
cording to California law.
STREET NAMING
Upon motion of Commissioner Wright, duly seconded and unanimously
carried, the Commission authorized the Secretary to send a letter
of endorsement to the Orange County Street Naming Committee, en-
dorsing their project of uniform street names throughout the
County, and to further request that the Street Naming Committee
look into the matter of uniform street numbering as well
ADJOURNMENT
There being no further business, the meeting of the Planning
Commission was duly adjourned until the next regular meeting

October 3, 1957
The meeting was called to order at 7.30 P. M. in the Cypress
City Hall, City of Cypress, by Chairman Beekman
Commission members present
Commission members absent.
Ferreira, McCarney, Beekman,
Wright, and Van Klaveren
Jones and Wicker
The minutes of the previous meeting were read by Assistant Secre-
tary Wesenberg The minutes were approved as read by unanimous
vote
TIDWELL VARIANCE, UV -101
Mr Robert Tidwell appeared before the Commission, stating that
due to a technical error, the number of feet set -back for his
building on Lincoln Avenue was incorrect as stated by the City
Council and Planning Commission He requested that this set-
back footage be changed in order to comply with the actual in-
tentions of the Commission and Council The Planning Commission
upon motion of Wright, seconded by Ferreira and unanimously carried,
recommended to the City Council that UV -101 be amended. regarding
the set -back of indicated real estate office to the corrected
figure of ninety-seven (97) feet from the centerline of Lincoln
Avenue.
CORDEIRO VARIANCE, UV -104
It was stated by the Secretary of the Planning Commission that this
was the stated time for the public hearing on Mr. Tony Cordeiro's
use variance request for a comTercial dairy in an R-4 District
on Orange Avenue east of Moody, in the City of Cypress, all
necessary notifications to property owners in the area having been
sent, and the necessary posting having been done regarding this
October 3rd hearing. After due discussion with Mr. Cordeiro, the
Planning Com mission made the following recommendations to the City
Council and, upon motion of ComAssioner Wright, seconded by

Commissioner Ferreira and unanimously carried, approved Use Variance
104, and submitted it to the City Council. The added conditions
are as follows•
1 That a ten -foot wide drainage ditch be excavated on the far
eastern boundary of said property, said ditch to be eighteen
(18) inches to twenty-four (24) inches deep,
2. That all buildings be set back a minimum of seventy-five (75)
feet from the centerline of Orange Avenue,
3 That there be a dedication for street purposes in case of
street widening to a point thirty (30) feet from the
centerline of Orange Avenue,
4. That there be appropriate asphalt dips in the place of culverts
at all driveways indicated to be improved on the accompanying
plot plan along the drainage ditch presently existing along
the northerly side of Orange Avenue
E W FELLOWS USE VARIANCE, 3721
The Secretary stated that this was the time for hearing of use var-
iance request No 3721 by E W Fellows, 9800 South Bloomfield,
Cypress, requesting the enlargement of an existing automobile
wrecking yard and the establishment of a used car and automobile
parts business in the A-2, Heavy Agricultural District The exist-
ing automobile wrecking yard on the premises was conditionally
approved for one (1) year by the City of Cypress on November 13,
1956 The Secretary stated that this was a continuation of the
public hearing advertised and published for September 5, 1957,
at which time the Fellows request was tabled until the next meet-
ing Upon motion of Commissioner Wright, seconded by Commissioner
Ferreira and unanimously carried, Use Variance 3721 was recommended
approved and sent to the City Council for further action The
following conditions were recommended to be attached to this use
variance•

1. That an eight -foot (8') sheet metal fence be erected
according to the Orange County Building Code and at
all times properly maintained, said fence to completely
encompass the proposed yard;
2 That said variance be given for a period of one year from
the date of approval;
3 That the area outside of the fenced yard portion on ap-
plicant's property be kept completely clear and clean of
all junk, foreign matter, debris, etc.,
4 That there be a dedication of road easement in case of
street widening and improvement, according to the County
master plan of highways.
FRANK VESSELS VARIANCE AMENDMENT
Commissioner Beekman gave to the Commission for their consideration
the proposal to amend previously given Use Variance 3759 in order
to make it read as follows. "That there be a forty -foot (40')
paved asphalt driveway, conforming to County standards, from the
property line to the existing pavement, the applicant agreeing to
furnish to the Cypress City an agreement to the effect that the
applicant will install a closed culvert and curved concrete curbs
ten feet (10') east and west of the entrance to the Vessels Golf
Course at such time as Katella Avenue is widened by the City
The previously mentioned asphalt driveway to have the proper curve
in order to handle any flow of runoff water flowing along the
northerly side of Katella " The following recommendation was
approved unanimously by the Commission and sent to the Council
for further action.
ADJOURNMENT
There being no further business, the Planning 0ommission meeting
was adjourned until the next regular meeting next month

MINUTES OF THE MEETING
OF THE PLANNING COMMISSION
OF THE CITY OF CYPRESS
December 5, 1957
The meeting was called to order at 7'00 P M in the Cypress School
Auditorium by Chairman Beekman This was a public hearing on the
proposed changes in zoning in that area of the City of Cypress south
of Ball Road.
Commission members present* Commissioners McCarney, Wright, Beekman,
Wheelock, and Ferreira
Commission members absent. Commissioners Van Klaveren and Wicker
The notices for this public hearing on zoning were duly published
and posted according to California State law, November 25, 1957
ihe City Planning Director, Mr Neff, explained the proposed changes
in zoning in the area in question The City Attorney read a list
of the various business, agricultural projects, etc , which are al-
lowed in the various zones up for discussion this evening Chairman
Leekman asked the audience if there were any comments or objections
upon the proposed new zoning in this aforementioned area of the City
as shown on the maps before the audience by the City Planning Direc-
tor
A Mr. Kuppens, owner of a dairy on Cerritos Avenue, asked if it would
be necessary for him to apply for a variance for a cash and carry
dairy on his property He was informed that he would have to apply
for such a variance for a cash and carry
There being no other objections or comments from the audience and
none having been received in writing by the Planning ',omrnission,
Commissioner Wright moved, duly seconded by Commissioner McCarney,
and unanimously carried, that the public hearing be closed
Upon motion of Commissioner Wright, duly seconded and unanimously
carried, the Commission adopted Resolution No. 2, setting the
hearing date for public hearing on proposed zoning for Sections
15, 16, 17, and a portion of 9, within the City of Cypress for the
second day of January, 1958, at 7 00 P M in the Cypress School
Auditorium The Assistant Secretary read the minutes of the L%om-
mission meeting of November 7, 1957. Upon motion of Commissioner
Wright, duly seconded and unanimously carried, said minutes were
approved as read.
PARKS LETTER
Commissioner Beekman read a letter from a Mr. John McInnis, Chairman
of a special parks committee for Orange County, requesting that the
Commission appoint one of its members to serve on said County Parks
Committee for the over-all planning of parks in Orange county
Whereupon, Chairman Beekman appointed Commissioner McCarney to serve
on said Parks Committee.
