OF THE PLANNING COMi'ISSION
OF THE CITY OF CYPRESS
January 2, 1958
The meeting was called to order at 7 30 P M in the Cypress
Elementary School Auditorium, Cypress, California, by Vice -
Chairman McCarney
Commission members present. Comissioners McCarney, Wright,
Wicker, Van Klaveren, Wheelock,
and Commissioner Beekman came
in late.
Also present were the Secretary to the Planning Commission and
Assistant to the Secretary
Upon motion of Commissioner Wright, duly seconded and unani-
mously carried, the reading of the minutes of the previous
Comctission meetings was dispensed with
The Vice -Chairman of the Commission stated that this was the
time and place regularly scheduled for the hearinE of a precise
plan for regulating land uses within a portion of the City of
Cypress. The area to be considered at this particular public
hearing is that portion of the City between Ball Road and Lincoln
and Bloomfield and Holder, within the city of Cypress The pur-
pose of the meeting is to give all interested land owners an
opportunity to express their views as to the types of permitted
uses that they think should be allowed on their property. The
Secretary to the Planning Commission pointed out on the maps the
the various proposed new zoning for the area in question
At that time the Vice -Chairman stated that, area by area, each
sectional map would be opened to the audience for any objections,
discussion, comments, etc. The first area to be discussed was
the area bounded by Lincoln, Walker, Miller and Orange :streets,
within the City A Mr Gaspar, having property immediately below
Newman Street on the East side of Walker, requested that his lot
be zoned C-2 that he desired to establish a welding shop on the
rear of this property A iir Sam nosen of 9372 South Walker
Street requested C-2 zoning on his property, due to the fact that
he desired to build a medical -dental center on said property
At this time, three petitions, signed by numerous residents of
the area requested that the entire area in question be allowed
to remain with its present zoning
A Mr Kenneth Bordner of Bishop Street, who was speaking for
fourteen (14) other persons on one of the aforementioned petitions,
stated that he did not desire C-2 zoning on the north side of
Bishop Street and that he definitely wanted the zoning to remain
as is
A Mr. Koumis, 5502 Karen Street, protested C-2 zoning for his
property and adjoining property in his area on Walker Street
The City Attorney explained that Walker Street may be widened
some day and, in such a case, the property along Walker would be
worth a great deal as C-2 business property

A Mr Ralph Young stated that, to the best of his knowledge, two
property owners on the east end of Karen Street wanted to stay in
the R-4 district These property owners were not present
The preceding discussion was on Sectional Map 16411.
Then the Chair opened discussion on that property located on
Sectional Map 17411. A Mr. R. W. Helms and a mr Garcia, speaking
for Mr. Beasly, requested that that portion of Section 17, bounded
by Ball, Bloomfield, and Denni, which was indicated on the proposed
zoning map to be M-1, be changed to M-1 zoning It was stated by
these gentlemen that they believed this area was definitely best
suited for industrial development
A Mr Waters asked what was allowed in M-1 zoning, and, after being
told by the Commission, he then requested A-2 zoning for his par-
ticular parcel of land of approximately ten (10) acres located
immediately above Ball and just west of Denni
A Mr Marquez, owner of property on the southeast corner of Denni
and Orange, requested that this section be zoned A-2 because of
the fact that he has a dairy on the property and has no intentions
of selling it for industrial purposes A letter which he submitted
to the Planning Commission was read by the Assistant to the Secretary.
A Mr Chester A Larkin requested that his property on Denni close
to Ball on the west side be zoned A-2 as he has no intentions of
utilizing it for industrial purposes The Assistant to the Sec-
retary reed the letters submitted by Mr Chester A Larkin, Jr ,
and Sr
A Mr White, owner of a stable in Hawaiian Gardens, requested A-2
zoning for the corner of Bloomfield and Lincoln He stated that
he desired to lease that corner for a stable, but that he was not
the owner.
A Mr Van Ruiten, resident and owner of property along Bloomfield
and at the corner of Bloomfield and Lincoln, objected to a stable
being constructed on the corner of Bloomfield and Lincoln and
stated that he would like to have half of his property, fronting
along Lincoln east of Bloomfield, zoned i•i-1 for the west half and
C-2 for the second or eastern half of said parcel Discussion
was then opened for Section 15411 There were no persons present
making themselves heard on this sectional map, but the City Mana-
ger stated Mr Job Denni, Sr , had requested that all of his
property north of Orange and east of Miller be zoned M-1 and
that a small section now zoned M-1 below Orange which he owns
remain M-1.
Upon motion of Commissioner Wright, duly seconded and unanimously
carried, the hearing was closed.
The Planning Commission then proceded to discuss, analyze, and
recommend zoning for each sectional map north of Ball in the
following manner
Upon motion of Commissioner Wright, duly seconded and unanimously
carried, it was moved that all of the proposed new zoning in that
area of the City south of Ball be sent to the City Council as the
Commission's recommendation for zoning without further change to
the proposed maps
Upon motion of Commissioner Wright, duly seconded and unanimously

carried, the Commission approved of Map 15411, with the addition
of all of the requests of Mr Job Denni, Sr
On motion of Commissioner Wicker, duly seconded and unanimously
carried, the Commission approved of the proposed new zoning for
Map 17411, with the following exceptions*
That the Marquez property at the southeast corner of
Denni and Orange be zoned A-2, and
That the Waters property on Ball and the Larkin
property on Denni be zoned A-2, also
On Sectional Map 16411, the map was approved according to its
present proposed zoning, with the following exceptions upon
individual motion
Upon motion of Commissioner Wright, duly seconded and
unanimously carried, that the two five -acre parcels
immediately east of Karen be zoned h-4;
Upon motion of Commissioner McCarney, duly seconded
and unanimously carried, the east/of walker Street
below Newman be zoned k-4, side
Upon motion of Commissioner Wright, duly seconded and
unanimously carried, that section north of Bishop
Street be zoned C-2,
Upon motion of Commissioner McCarney, duly seconded and
unanimously carried, that section below '-'ishop presently
zoned M-1 be changed to B-4,
Upon motion of Commissioner Van Kiaveren, duly seconded
and unanimously carried, the Correia and Schipper annexa-
tions be zoned A-2
Upon motion of Commissioner Wright, duly seconded and unanimously
carried, all of the proposed sectional zone maps of the City, as
altered by Commission action, are to be sent to the Council
There being no further business to come before the Commission, the
meeting was duly adjourned until the next regular meeting

February 6, 1958
The meeting was called to order at 7 30 P. M. in the Cypress
City Hall by Vice Chairman McCarney
Upon motion of Commissioner Ferreira, duly seconded and unani-
mously carried, the reading of the minutes of the previous
Commission meeting was waived.
CITY OF STANTON MAPS
The Assistant Secretary to the Planning Commission showed the
Commissioners the maps for the proposed new zoning of the City
of Stanton, which had just been received from said City. At this
point Chairman Beekman took his chair and requested a roll call
The Assistant Secretary called roll.
Commission members present* Commissioners Beekman, McCarney,

Commission members absent. Commissioners Wright and Wicker
OLIVEIrRA USE VARIANCE 106
Use Variance Application 106, having been duly posted according
to law, was presented to the Planning Commission by the Assistant
Secretary Use Variance Application 106 of Manuel Oliveira was
to permit the applicant to relocate a new house in line with
present dwellings which are 56 feet from the center of Orange
Avenue, at 5442 Orange Avenue The Chair asked whether anyone
present had any objections to this variance, and there were none
The Assistant Secretary indicated that there had been no objections
filed with the Planning Commission Upon motion of Commissioner
McCarney, duly seconded and unanimously approved, U V Appli-
cation No 106 was unanimously approved and sent to the Council
for further action
USE VARIANCE 107, MARTIN NANNE
The Assistant secretary presented Use Variance "pplication No
107 of Martin Nanne for a deviation from the 'sity Zoning

Ordinance as to the location of corrals next to non -dairying
property in the A-2 Agricultural zone This variance had been
posted according to law and no objections had been registered
with the Planning Commission. No objections were registered by
anyone present at the meeting Upon motion of 1'ommissioner
Ferreira, duly seconded and unanimously carried, the Planning
Commission passed on UV -107 with the following conditions.
1 That any hay barn constructed on the north side of
the property be located not less than 20 feet from
the north property line;
2. That no calf or bull pens be constructed closer
than 200 feet to any adjoining building not on
the premises,
3 That the corrals be located not less than 170
feet from the existing dwelling on the property
immediately north of applicant's dairy property,
4 That a brick or block wall be constructed along
a portion of the north boundary of applicant's
dairy, according to the regulations of the City
and County and according to the following stipulation
That said wall,., beginning at the front property
line on Walker .treet, running westerly for the
first 33 feet 4 inches, be 3 feet in height,
that the second section of said wall, running the
next 33 feet 4 inches, be 4 feet in height,
that the third section of said wall be 33 feet
4 inches and 5 feet in height, that the last
section of said wall be 138 feet in length
and 6 feet in height; said wall to be con-
structed as one continuous entity.
5. That the corrals be located no closer than 57 feet
south of the north property line of applicant's
dairy,
6 l hat said corrals be located no closer than 170
feet of the existing dwelling on the adjacent
property north of applicant's dairy property.
USE VARIANCE '01L ROBERT TIDWELL
The assistant Secretary presented an amendment to the previously
authorized Use Variance 101 of Robert Tidwell to permit the con-
struction of a real estate office at 6032 Lincoln Avenue in the
R-4 zone The requested amendment is to permit the present
double-faced neon sign, advertising said realty office, and in
front of said office Upon motion of Commissioner McCarney,

duly seconded and unanimously carried, the Commission denied the
amendment to Use Variance 101, indicating that they felt that the
sign had been placed on the property before permission for its
placement at its present location had been officially received
from the City Council and Planning Commission
ADJOURNMENT
There being no further business, the meeting was adjourned until
the next regular Commission meeting.

March 6, 1958
The meeting was called to order at 7 30 P M in the Cypress
City Hall by Chairman Beekman The Assistant Secretary called
roll
Commissioners present• Wright, Van Klaveren, Ferreira, and
Beekman
Commisioners absent. Wicker, NcCarney, and Wheelock
The Assistant to the Secretary read the minutes of February 6,
1958, which minutes were duly approved as read
USE VA3IANCE 108
Use Variance Application 108, having been duly posted according
to law, was presented to the Planning Commission by the Assis-
tant Secretary. Said variance application was to permit the
location of a dwelling trailer at 5561 Bishop Street in the
iii -1 district. After considerable discussion, this application
by E L McWilliams of Cypress was unanimously approved on mo-
tion of Commissioner Van Klaveren, duly seconded and carried.
Said variance was recommended to be given for one year only
and was sent to the Council for further action.
CORDEIRO VARIANCE EXTENSION
The Assistant Secretary stated that Mr Cordeiro had applied
for a six months' extension on the use variance for a dairy in
an R-4 zone on Orange Avenue which he had previously been given
some six months ago by the Planning Commission and City Council
After considerable discussion, upon motion of Commissioner
Wright, duly seconded and unanimously carried, the Planning
Commission denied the extension and sent such recommendation
to the City Council for further action
ZONING MAPS
The Assistant Secretary presented the official district maps
(zoning) to the Planning Commission as they had been sent back

by the City Council after certain changes had been made for the
Planning Commission's further study and recommendation It
was moved by Commissioner Wright, duly seconded and unanimously
carried, that the Secretary of this Commission give notice,
as required by law, of a public hearing to be held by this
Planning Commission to consider the adoption of official dis-
trict maps Nos 16-4-11, 17-4-11, 20-4-11, and 21-4-11, on the
18th day of March, 1958, at 7.30 P M. at the Cypress Elemen-
tary School Auditorium in Cypress, California
ADJOURNMENT
There being no further business, the City Planning Commission
adjourned the meeting until the set hearing date of iarch 18,
upon motion of Commissioner Wright, duly seconded and unani-
mously carried.

March 18, 1958
The meeting was called to order at 7 30 P i'i in the Cypress
Elementary School Auditorium, Cypress, California, by Chairman
Beekman
All Commission members were present on roll call
The Chairman of the Commission stated that this was the adver-
tised and published time for another public hearing on the
proposed changes to land use zoning maps, as were sent back by
the City Council to the Planning Commission for further hearing
and consideration The Chairman stated that those maps which
were re -submitted to the Planning Commission. for further con-
sideration with the proposed changes made by the Council would
be taken up one by one beginning with Sectional Map 17-4-11
Any persons wishing to be heard on each map as it is brought
before the group may rise and speak
SECTIONAL MAP 17-4-11
A Mr Lee Williams, speaking on the proposed zoning at 4114
Lincoln Avenue, requested A-2 zoning for a stable and riding
academy for the location at the corner of Bloomfield and
Lincoln He stated that this location, in his opinion, was not
suitable for ordinary types of commercial business.
A i'ir Waters, speaking for his property located close to the
corner of Denni and Ball on the north side of Ball, indicated
that he would not protest M-1 zoning on his property, since
the persons around him were in favor of such zoning
SECTIONAL MAP 16-4-11
A Mr Gaspar spoke in favor of leaving a present sixteen -foot
wide strip of his property on Walker• Street, immediately below
Newman, in its present zone classification which is C-2
A Mr Ken 1ordner, residing on Bishop Street, stated that an
F? -4 zoning for the north side of Bishop Street would be suitable
as far as he and his neighbors were concerned
Mr Sam ziosen indicated that he would like to have his property

immediately south of the City Hall on Walker Street zoned com-
mercial as he wished to put in a medical -dental center
Councilman Van Leeuwen said that he was just now asked by
Rosen if he would desire to have his corner property below
Mr Rosen's zoned C-1, also, and Mr. Van Leeuwen stated that he
would have to think it over
SECTIONAL MAP 20-4-11
A Mr Kuppens, owner of a dairy on property immediately west of
Moody and on the north side of Cerritos, indicated that he would
approve of i'1-1 zoning on his property, but that he also had no
real objection to A-2 zoning
SECTIONAL MAP 21-4-11
The Planning Director indicated that a special RC recreational
zoning was recommended by the City Council for the Vessels pro-
perty immediately north of Katella
At this time the hearing was duly closed The Chairman asked
for a notion on the dispensation of the proposed RC zone on
Sectional Map 21-4-11 Upon motion of Commissioner McCarney,
seconded by Commissioner Wright and unanimously carried, the
Planning Commission recommended that the Vessels property be
changed to RC recreational zone
Upon motion of Commissioner McCarney, seconded by Commissioner
Wright and unanimously carried, the Commission recommended that,
on Sectional flap 20-4-11 the Kuppens property and the small
piece of property immediately east of the Kuppens property on
Cerritos be zoned M-1
Upon motion of Commissioner i•icCarney, seconded by Commissioner
Wright and unanimously carried, the Commission recommended that
the Vessels property be re -zoned to RC recreational

Upon motion of Commissioner McCarney, seconded by Commissioner
Ferreira and carried by a vote of six to one, the Commission
recommended that the corner property on the southwest corner
of Bloomfield and Lincoln be zoned A-2
Upon motion of Commissioner Wright, seconded by Commissioner Van
Klaveren and unanimously carried, the Commission recommended that
the Larkin property, near Denni and Ball, be zoned M-1.
The last two recommendations were on parcels on Sectional Flap
17-4-11 Upon motion of Commissioner Wright, seconded by Com-
missioner Van Klaveren and unanimously carried, the Commission
recommended that, on Sectional Map 16-4-11, the north side of
Bishop Street, between the westerly alley and the railroad tracks
and south of the alley between Lincoln and bishop, be zoned 3-4
Upon motion of Commissioner McCarney, seconded by Commissioner
Wright and unanimously carried, the Commission recommended that
the southeast corner of Newman and Walker, on Sectional h'Iap
16-4-11, be zoned R-4 This corner is presently C-2.
Upon motion of Commissioner Wright, seconded by Commissioner
Wicker and carried by a roll call vote of four to three (Com-
missioners Beekman, Ferreira and Wheelock dissenting), the
Commission recommended that the Sam Rosen property on Walker
Street, north of Orange Avenue, be zoned C-1 The last recom-
mendation and all following recommendations are on property
located on Sectional Map 16-4-11
Upon motion of Commissioner McCarney, seconded by Commissioner
Wright and unanimously carried, the Commission recommended that
the Van Leeuwen property and all property immediately to the
north and to the east, not otherwise specifically moved upon
by this Commission at this meeting, be zoned R-4

Upon motion of Commissioner McCarney, seconded by Commissioner
Wright and carried by a vote of six to one, the Commission re-
commended that the strip of property on the northwest corner of
Miller and Orange be zoned M-1.
Upon motion of Commissioner Wright, seconded by Commissioner
McCarney and unanimously carried, the Commission recommended
that the triangular piece of land below Lincoln and adjacent
to the Pacific Electric tracks on the west, bordered by the
City limits on the east, and whose northerly boundary is a
prolongation of the northern line of Bishop Street, be zoned
C-2
Upon motion of Commissioner Wright, seconded by Commissioner
Van Klaveren and carried by a vote of five to two, the Planning
Commission adopted Resolution No. 3, including all of the re-
commendations of this body as shown on the minutes of this
meeting and are hereby recommended by the Planning Commission
to the City Council for further action
There being no further business, the meeting of the Planning
Commission was adjourned until the next regular meeting

April 3, 1958
The meeting was called to order at 7 30 P M in the Cypress
City Hall, City of Cypress, by Chairman Beekman
On roll call by the Assistant Secretary, all Commission members
were present with the exception of L#ommissioner Wicker.
M INUTE S
The Assistant Secretary read the Commission minutes of march
6, 1958, which were then duly approved as read
GAGE USE VARIANCE, UV -109
The Assistant Secretary stated that this was the time for hearing
on Use Variance Application UV -109 by Esten V. and Dorothy Gage,
requesting permission to construct a single-family dwelling to
be located in an M-1 zone, with less than the required rear yard
Upon motion of Commissioner McCarney, seconded by Commissioner
Van Klaveren and unanimously approved, the Commission recommended
approval of Use Variance Application 109 as submitted.
INFORMMATION REQUEST
A fir. Mooney came before the Planning Commission to request in-
formally the Commission's opinion as to the possibility of a per-
mit to operate a salvage yard on the north side of Orange Avenue
north of Juanita Street After discussion, the Planning Commis-
sion indicated that the majority of the members would probably
not look favorably upon such a request However, they offered
he
the suggestion to Mr Mooney that/inquire as to any objections
by neighbors and property owners within this proposed salvage
yard area
ADJOURNMENT

May 6, 1958
(Adjourned Meeting)
The Chairman of the Commission not being able to be present, the
Commission, upon motion of Commissioner Wicker, duly seconded and
unanimously carried, appointed Commissioner Wright as Chairman
Pro Tem for the evening
The Assistant Secretary called roll All Commissioners were present
with the exception of Commissioners Ferreira and Beekman
Officers present* The Secretary and the Assistant Secretary to
the Planning Commission
The minutes of the meeting of April 3 were then read by the Assistant
Secretary and, upon motion of Commissioner Wicker, duly seconded
and unanimously carried, said minutes were approved as read.
GALKIN VARIANCE
The Assistant Secretary stated that this was the time and place
posted advertising the public hearing for variance UV -111 of
Alex A valkin, requesting permission to relocate a dwelling on a
building site with less than the required side yards in the A-2
heavy agricultural district Upon motion of Commissioner Van
Klaveren, duly seconded and unanimously carried, the Commission
recommended the granting of Use Variance 111
KOUMIS VARIANCE
The Assistant ,:.secretary stated that this was the published time for
public hearing on Use Variance 112 of George A Koumis for the
legalizing of a present 15 -foot rear yard for an existing dwelling
at 5502 Karen Street,;'Cypress This is in an R-4 zone Upon motion
of Commissioner 'Wicker, duly seconded and unanimously carried, the
Planning Commission recommended the granting of said variance, 112
APPOINTMENT OF RECREATION COMMITTEE MEMBER
It was discussed as to the appointment by the Planning Commission
of a new member to the Recreation Committee of Orange County since
Commissioner McCarney was no longer able to fill this appointment
It was decided by the Commission that no further action would be

taken on a new appointment until HcCarney's replacement on the
Planning Commission had been appointed by the Mayor and Council

June 5, 1958
The Chairman of the Cypress Planning Commission called the meet-
ing to order at 7'30 P M in the City Hall.
Commissioners present
Beekman, Wright, Van Klaveren, Wicker,
Wheelock, Van Leeuwen (replacing
Ferreira who is on vacation)
Commission officers present Secretary Neff and Assistant
Secretary Wesenberg
Pir. Kenneth Bordner was seated as the newest member of the Cypress
Planning Commission and was welcomed by all of the members present
MINUTES
The minutes of the previous meeting, May 6, 1958, of the Cypress
Planning Commission were read by the Assistant Secretary and were
then duly approved as read
DIVISION OF LOTS ;UESTION
Upon motion of Commissioner Wright, seconded by Commissioner Van
Klaveren and unanimously carried, the Planning Commission moved
that, henceforth, all persons applying for a use variance in
which there is a division of an original lot, that, before ac-
ceptance of the application by the Planning Commission, the ap-
plicant must show a record of survey on the two or more new lots
so formed.
Upon motion of Commissioner Wright, seconded by Commissioner
Van Klaveren and unanimously carried, it was moved that the
aforementioned regulation regarding divided lots is to become
a permanent requirement in such instances providing the City
Council approves of said regulation
APPOINTI4ENT OF REGIONAL PARK COMMITTEEMAN
Upon motion of Commissioner Wright, seconded by Commissioner Wicker
and unanimously carried, G H Wheelock was appointed as the

Commission's representative on the Orange County Regional Park
Committee.
ARTESIAN LAND REQUEST
The Assistant Secretary stated that there had been a request sub-
mitted to the Planning Commission by a Mr Keiter and associates,
proposed developers of the Artesian Land Company property, in which
they requested a special Planning Commission meeting to be held
as soon as possible for the Commission's consideration of a use
variance application for cemetery purposes. Upon motion of Com-
missioner Wright, seconded by Commissioner Wicker and unanimously
carried, the Commission stated that there would be no special
meeting as they did not believe such was wise until the Commis-
sion had more definite information on the Forest Lawn Annexation
(A short recess was called at this point.)
BUILDING SITE SIZE
Upon motion of Commissioner -substitute Van Leeuwen, seconded by
Commissioner Van Klaveren and unanimously carried, the hl -1 zone
in the City of Cypress is to have a building site size of not
less than three-fourths (3/4) of one (1) acre with a 100 -foot
minimum frontage
Upon motion of Commissioner Wright, seconded by Commissioner
Wicker and unanimously carried, the Planning Commission set
June 23rd. at 7:30 P M. in the Cypress City Hall as the time
and place for the public hearing on all proposed new zoning
maps for the City of Cypress.
ZONING ORDINANCE QUESTION - CEMETERY
The City Attorney presented to the Planning Commission a new
cemetery zone clause or section for the proposed new zoning
ordinance. There was considerable discussion No action was

An adjourned regular meeting of the Cypress Planning Commission
was called to order at 7.30 P M. in the City Hall with Chairman
Beekman presiding

It was moved by Commissioner Wright, seconded by Commissioner Van
Klaveren and unanimously carried to dispense with the reading of
the minutes of the previous meeting
LA MESA COMPANY CEMETERY VARIANCE
The Chairman stated that the Planning Commission would now con-
sider UV -113 of the La Mesa Agriculture and Finance Company, Inc
to permit the establishment of a cemetery in the southern section
of the City.
Upon request of the applicant, it was moved by Commissioner Wright,
seconded by Commissioner Bordner and unanimously carried, that the
name of the company on the application be corrected to read,
"La Mesa Agreculture and Finance Co., Inc "
Following much discussion, Commissioner Bordner moved that the
matter be held over in order that a public hearing may be held,
said public hearing to be duly noticed and advertised. Said
motion was seconded by Commissioner Wright and unanimously carried
It was moved by Commissioner Wright, seconded by Commissioner Van
Klaveren and unanimously carried, that a public hearing on Use
Variance Application No. UV -113 be held before the Planning
Commission on Thursday, July 10, 1958, at 7 30 P M in the City
Hall and that the Assistance Secretary is hereby instructed to
cause the required notices to be published.

moved by Commissioner Wright, seconded by Commissioner Wicker and
unanimously carried, that Sectional District Map No. 28-4-11 be
approved as presented.
It was moved by Commissioner Wright, seconded by Commissioner
Wicker, that the following resolution, No. 4, be and is hereby
adopted'
RESOLVED that after public hearings the following Sectional
District Maps of the City of Cypress, showing the uses of land
and other matters, be and the same are hereby approved
District Maps 15-4-11 16-4-11, 17-4-11, 20-4-11,
21-4-11, 22-4-11, 27-4-11 and 28-4-11
BE IT FURTHER RESOLVED that the above Sectional District
Maps are recommended to the City Council for its consideration,
and the Chairman of the City Planning Commission is directed to
endorse his signature upon each of such Maps certifying same to
the Council
ADOPTED this 23rd day of June, 1958, by the following vote

PROPOSED LAND USE ORDINANCE
It was moved by Commissioner Wright, seconded by Commissioner
Van Leeuwen and unanimously carried, that a twenty-year limita-
tion on unimproved subdivided lots be included on Page 29C1 of
the proposed zoning ordinance.
It was moved by Commissioner Wicker, seconded by Commissioner
Wright and unanimously carried, that the paragraph on cemetery
zones on Page 26B be changed by inserting the following• "an
area approved for cemetary purposes."
It was moved by Commissioner Wicker, seconded by Commissioner
Van Leeuwen and unanimously carried, that, in the A-1, E-1, E-2,
E-4, R-1, R -2-D, R-2, R-3, R-4, C-1 and C-2 district regulations,
that the front yard or setback requirement be changed to provide
that the existing setback requirements apply only to streets
having a 60 -foot right-of-way and that there be added to these
district regulations provisions for greater front yard or set-
back requirements if the property fronts on a major, primary or
secondary highway
There being no one else in the Commission chamber wishing to be
heard, the Chairman declared the public hearing closed.
Moved by Commissioner Wright, seconded by Commissioner Wheelock
that the following resolution, No. 5, be and the same is hereby
adopted
RESOLVED that after public hearings as required by law, the
proposed Ordinance Establishing Land Classifications and Districts
Within the City of Cypress and Regulating the Uses of Property
Therein, Adopting Sectional Maps of said Districts, Defining the
Terms Used in said Ordinance, Providing for the Adjustment, and
Enforcement and Amendment Thereof and Prescribing Penalties for
Its Violation, is hereby approved and recommended to the City
Council for its consideration, that the Assistant Secretary to
this Commission shall certify a copy of this proposed ordinance
to said Council

It was moved by Commissioner Bordner, seconded by Commissioner
Wicker and unanimously carried, that the City Engineer be directed
to undertake a study and report to the Commission on proposed
street extensions or new streets for the City of Cypress.
FILL DIRT REMOVAL
There appeared before the Commission a Mr Martin, who explained
his plan to remove topsoil from 20 acres owned by Dr Clark and
located on the south side of Orange Avenue, immediately east of
Bloomfield Avenue Mr Martin_ was advised to submit a formal
application to the City, outlining said plans.
ADJOURNMENT
It was moved by Commissioner Van Leeuwen, seconded by Commissioner
Bordner and unanimously carried, that the meeting be adjourned until

SOARES VARIANCE APPLICATION UV -115
The Assistant Secretary stated that this was the time and place
for the public hearing on Soares Use Variance Application No
115 applicant Joseph Soares Said application requested a
commercial dairy permit on ten (10) acres of property in an
A-2 zone with a twenty -cow maximum per acre limitation The
City Engineer was asked if there was any serious water problem
likely to occur if this Use Variance was granted He indicated
that there was not
A Mr• James Leveline asked if there would be a water trap at the
intersection of Walker and Ball if this variance were granted,
and the City Engineer explained that there would not be as the
City intended to improve the culvert system in that area
Upon motion of Commissioner Bordner, seconded by Commissioner
Wheelock, and unanimously carried, Use Variance No. 115 was
recommended to be granted and passed on to the City Council for
final action.
CLARK VARIANCE NO UV -114
The Assistant Secretary stated that this was the time and place
as posted for the public hearing on Use Variance Application No.

114, applicant Russell B Clark Said use variance application
is to permit a twenty acre excavation for fill dirt removal in
the vicinity of Bloomfield and Orange The City Engineer in-
dicated that the property is fairly high and gave no other re-
commendation. A Mr William Shubin appeared before the
Commission and opposed the granting of this variance. Mr.
Waters, Mr Pete Van Ruiten, and Mr. Koumis appeared before the
Commission and opposed the granting of this variance. A Mr.
W. H. Beazley appeared before the Commission and stated. that if
the Forest Lawn cemetery did not go through he would be opposed
to the granting of this variance, otherwise he would not be
opposed
The Planning Commission was told by the Assistant Secretary that
a letter from a Mrs. Smithen, property owner in the area, had
been received and filed by the Planning Commission
All of the persons appearing before the Planning Commission with
the exception of Mr. Koumis were land owners in the area imme-
diately adjacent to the proposed open excavation.
Upon. motion of Commissioner Bordner, seconded by Commissioner
Wright, and unanimously carried, the Planning Commission re-
commended to the City Council that this variance be denied.
EXPLOSIVES ORDINANCE
The Planning Commission unofficially stated that they were in
favor of a City Ordinance prohibiting the manufacutre or storage
of explosive material of any kind within the City of Cypress.
PRECISE PLAN OF PROPOSED SHOPPING CENTER
The Assistant Secretary showed the Planning Commission the
precise plan of the proposed shopping center to be constructed
in the City of Buena Park at the intersection of Miller and
Lincoln The Commission looked over the plan and indicated their
approval of said plan.
ELECTION OF VICE-CHAIRMAN
Commissioner Wheelock moved the nomination of Mark Wright for
August 7, 1958 -2-
the position of Vice -Chairman of the Commission Mr Van Klaveren
seconded the motion.
Commissioner Bordner moved nominations be
closed, which was seconded by Commissioner Van Klaveren and unani-
mously carried. Whereupon the question of the election of Com-
missioner Wright was placed before the Commission by Chairman
Beekman and it was unanimously carried that Commissioner/foe ap-
pointed as Vice -Chairman

MRS LEAKDEHS USE VARIANCE APPLICATION
The Assistant .secretary stated that this was the time and place
for the public hearing on the use variance application of Mrs
Harriet E
Leanders for the continued use of an automobile
wrecking yard and the retail sale of used automobile parts on
Bloomfield Avenue above Ball Road Upon motion of Commissioner
Wright, seconded by Commissioner Van Klaveren and unanimously
carried, the Planning Commission recommended that Use Variance
Application No 116 of Mrs Leanders be granted with the following
conditions
1 That there be a time limit of one (1) year,
2. That the premises outside the fenced area be kept
free of junk, rubbish, car parts, scrap metal, etc.
3 That the eight -foot -(8') fence be maintained in a state
of good repair and appearance
A Mr Merrill Holbert and a Mr Cecil Hosey appeared to speak in
favor of the use variance and indicated that they would be the
operators of the proposed wrecking yard Upon motion of
Commissioner Wright, seconded by Acting Commissioner Jan Leeuwen
and unanimously carried, items 5, 6, and 7 of the Planning
Commission agenda were deferred until the next regular Commission
meeting

Van Klaveren, and unanimously carried, the Assistant Secretary
was instructed to ascertain whether or not the two last
annexations to the City of Cypress had been properly included

GARCIA USE VARIANCE RENEWAL
The Assistant Secretary stated that this was the time and place
for the public hearing on Use Variance Application No. UV -117
of Mr A G Garcia for the renewal of his present use variance
permit for an existing fertilizer grinding and storage plant in
an M-1 zone in the City of Cypress It was stated that a written
protest had been received from a Stella B Siegfried A protest
was also heard from the floor of the meeting room from a Mrs
Leanders Said protest was against the dust and flies around the
Garcia fertilizer plant After considerable discussion, upon
motion of Commissioner Wright, seconded by Commissioner Wicker
and unanimously carried, the Commission recommended to the City
Council the granting of use variance permit No 117 with the
following conditions
1 That the proposed sign advertising said business,
to be located on the southeast corner of Ball
and Bloomfield, should be located 60 feet from the

2 That said variance be granted for a time period of
six (6) months,
3 That a reasonable effort should be made by Mr Garcia
to control flies and dust during this six months'
trial period If a reasonable effort had been made,
that the variance should then be renewed for a

INDUSTRIAL SUBDIVISION ORDINANCE
The City Attorney and City Engineer presented copies of the pro-
posed new subdivision ordinance to the Planning Commission The
Commission took the ordinance under advisement and will discuss
said ordinance at its next meeting
ALLEY OWNERSHIP DETERMINATION
The City Attorney advised the City Planning Commission that, in
his opinion, it would be unwise to make a title search of all the
alleys in the City because of the very great expense that would
be incurred
PROPOSED STREET EXTENSIONS
The City Engineer reported that the County had not, as yet, re-
ported back to him on their opinion regarding the proposed ex-
tension of Miller Street south to Katelia The City Attorney
informed the Planning Commission as to the procedure involved in
making street extensions. Said procedure included a public hearing,
after notification to those property owners involved, by both the
Planning Commission and the City Council
ADOPTION OF LAND USE MAP 8-4-11
Resolution No 6, stating that by means of a popular election the
land use zoning for the Lawrence Annexation (Land Use Map 8-4-11)
was established as a CEM cemetery zoning, was adopted on motion
of Commission Wicker seconded by Commissioner Wright and unanimously

Assistant Secretary was instructed to inform all persons within
the City, having trailers illegally upon their premises, that within
thirty days they must apply for a use variance or legal action will
be taken against them
LINDEBOOM VARIANCE
The Assistant Secretary stated that this was the time and place for
public hearing on Use Variance Application No. UV -120 of the
Lindeboom Dairy to permit in the A-2 zone less than the required
side yards for two hay barns and also less than the required side
yards for one single family dwelling Mr Lindeboom appeared on
his own behalf Upon motion of Commissioner Van Klaveren, seconded.
by Commissioner Wicker and unanimously carried, the Planning Com-
mission recommended granting of Use Variance 120 with the condition
that a properly constructed sheet metal fence, eight feet in
height, be placed along the north side of each of the two hay barns
and be constructed according to the City Building Code and that
said fence be properly maintained and painted at all times Mr
Van Klaveren moved that the time limit of one year be placed on
the hay barn variance, seconded by Mr Wicker, after which both
the motion and second were withdrawn by their respective makers
Upon motion of Commissioner Van Klaveren, seconded by Commissioner
Wicker and unanimously carried, the further condition was added,
that a five-year time limit be placed on the hay barn portion of
the use variance
MERCURO VARIANCE
The Assistant Secretary stated that this was the time and place for
public hearing on Use Variance Application No UV -122 of Tony Mer -
euro to permit an eighty square foot V-shaped advertising sign

in the C-2 district in front of an existing ice cream business
Upon motion of Commissioner Wright, seconded by Commissioner
Bordner and unanimously carried, the granting of UV -122 was re-
commended with the following two conditions
1. That said sign be a minimum of ten feet in
height above the ground and that construction
be in compliance with the City and County
Building Codes,
2 That this variance be granted for a time period
of one year.
GERSH VARIANCE
The Assistant Secretary stated that this was the time and place
for public hearing on Use Variance Application No UV -121 of
Mrs Edith Day Gersh to permit the operation of a City Hall by
the City of Cypress in an existing frame dwelling which has been
converted into an office in the R-4 zone Upon motion of Com-
missioner Wright, seconded by Commissioner Van Klaveren and
unanimously carried, the Commission recommended granting of UV -
121 with the condition that said variance be in effect only as
long as the property is used by the City of Cypress as a City
Hall
COUNTY STREET NAMING COMMITTEE REPORT
The Assistant Secretary stated that the County Street Naming
Committee had sent a map, showing certain streets within the
County of Orange that are proposed to have name changes in order
to bring about uniformity of street names for major streets
throughout the County The map was looked at and discussed by
the Commission Upon motion of Commissioner Wheelock, seconded by
Commissioner Wright and unanimously carried, the Assistant Secre-
tary was instructed to send a letter to the Street Naming Committee,
indicating that the Planning Commission approved of their recommended

change of the name of Lincoln Avenue to Carson Avenue as it passes
through Cypress, only if the other governmental jurisdictions along
the right-of-way of Lincoln Avenue would also agree to change the
name to Carson Avenue; also, that the Commission felt that the
name "Lincoln Avenue," would be an even better choice if it were
to be agreed upon by the other jurisdictions through which this
street passes The Planning Commission further wished to suggest
to the Street Naming Committee that a study be made and action
taken toward uniform street numbering throughout Orange County
PROPOSED SUBDIVISION ORDINANCE
The Chairman of the Planning Commission discussed at length with
the other members of the Commission the recently submitted proposed
subdivision ordinance
IINUTES OF LAST CITY COUNCIL MEETING

123 of Mrs. Ralph Ellsworth for the location of a dwelling trailer
in the C-2 zone Upon motion of Commissioner Bordner, seconded by
Commissioner Wheelock and unanimously carried, the Commission re-
commended granting of this variance on the condition that it be
granted for a five-year term and be limited to one trailer. Mrs.
Ellsworth appeared before the Commission on her own behalf
SUBDIVISION ORDINANCE
After some discussion, upon motion of `commissioner Bordner, seconded
by Commissioner Wheelock and unanimously carried, the Commission
ordered the proposed industrial subdivision ordinance to be sent
to the City Council for their further study with the minor correc-
tions as have been made by the Planning Commission
RE -ZONING APPLICATION
The Assistant Secretary stated that this was the time and place
as advertised for the public hearing on the application of the
Hetco Builders, Inc for a zoning reclassification on Bishop Street
in the City of Cypress Zoning reclassification request No 1

requested a change of zone from C-2 to R-3 Upon motion of Com-
missioner Bordner, seconded by Commissioner Van Klaveren and
unanimously carried, the Commission recommended denial of this re-
quest because it was felt by the Planning Commission that this
constituted spot zoning which is not considered to be good zoning
policy and which is strongly discouraged by the vast majority of
city planning experts The Planning Commission also felt that
there was not sufficient room in the proposed area to be rezoned
to allow for proper establishment of apartment houses A Mr Cutter,
landowner immediately across the street from the proposed rezoning,
also appeared before the Commission and indicated his disfavor of
such a rezoning move
ROSEN TRAILER LETTER
The Assistant Secretary read a letter from Mr Samuel Rosen, re-
garding his dwelling trailer located on his property immediately
adjacent to the City Hall The Planning Commission requested Mr
Rosen, who appeared in person, to immediately file for a use
variance for said dwelling trailer
ADJOURNMENT
There being no further business, upon motion of Commissioner Bordner,
seconded by Commissioner Van Klaveren and unanimously carried, the
Commission. was ajourned until the next regular meeting Adjourn-
