SILVA USE VARIANCE REQUEST
The Assistant Secretary stated that this was the time for the
continuation of the hearing on the use variance request of
Anthony Silva, UV -125, requesting permission for erection of a
single-family dwelling and garage in the A-2 Agricultural district
with less than the required side yard and front yard Mr Silva
was present to answer questions as posed by the Planning Commission
Mr Van Dyke was also present and answered questions asked of
him by the Commission. Upon motion of Commissioner Bordner,
seconded by Commissioner Van Klaveren and unanimously carried,
the Commission

The minutes of the meeting of December 3, 1958, were read by the
Assistant Secretary and were duly approved as read
NEW PLANNING COMMISSIONER
Planning Chairman John Beekman introduced the new Planning Com-
missioner, Mr Hubert Slegers, to the rest of the Planning Commis-
sion and other persons present
GARCIA VARIANCE
The Assistant Secretary stated that this was the time and place
as advertised for public hearing on the application of Mr. A. G.
Garcia for Use Variance No. 124, to permit the addition of a
truck loading shelter onto the existing fertilizer processing plant
building in accordance with the plot plan attached to the appli-
cation. Mr Garcia was present to speak on behalf of his variance
application A Miss Stella Siegfried, living in Borrego Springs
California, and having property adjacent to Mr. Garcia's property,
wrote a card indicating a disapproval of the requested variance
Upon motion of Commissioner Wright, seconded by Commissioner Wicker
and unanimously carried, the Commission recommended the granting
of said use variance according to the application
SILVA VARIANCE
The Assistant Secretary stated that this was the time and place
as advertised by posting for public hearing on Use Variance

Application No. 125 of Mr. Anthony Silva, Jr and Lois if Silva,
requesting permission to erect a single-family dwelling and
garage in the A-2 Agricultural district for occupancy by an
agricultural employee, said dwelling to have less than the re-
quired side yard and front yard, in accordance with the application
and accompanying plot plan The City Planning Director, °ir. Neff,
indicated that the four -foot (4') side yard requested was too
small Upon motion of Commissioner Wright, seconded by Com-
missioner Wicker and unanimously carried, the Commission ordered
Mr Silva's use variance application request to be continued until
the next regular meeting of the Planning Commission and requested
that the Assistant Secretary try to have Mr Silva present at the
next Planning Commission meeting to answer questions
C-2 ZONE CHANGE REQUEST
The Assistant Secretary announced that this was the time and place
as advertised by posting for public hearing before the City of
Cypress Planning Commission on a zone change request, No 2,
Robert D Moore, Jr , applicant, to permit reclassification of a
ten -acre (10) portion of vacant property on the Northwest corner
of Ball and Holder streets in an A-2 Agricultural district to C-2
Commercial Mr Gray, agent for Mr Moore spoke to the Commission
regarding the proposed use of this property for a shopping center
Upon motion of Commissioner Wright, seconded by Commissioner Wicker
and unanimously carried, the Planning Commission recommended
granting of this permit with the condition that there be a 30 -foot
B-1 strip on the West and North sides of said property Mr. Job
Denni appeared before the Commission, asking about fencing of
this area

The minutes of the Commission meeting of February 16, 1959, were
read by the Assistant Secretary and were duly approved as read
SAM ROSEv USE VARIANCE
The Assistant Secretary stated that this was the time and place
as published and posted for public hearing on Use Variance request
UV -127 by applicant Samuel S Rosen to permit the location of an
existing dwelling trailer in the C-1 zone On motion of Com-
missioner Bordner seconded by Commissioner Van Klaveren and unani-
mously carried, the Planning Commission recommended that Use
Variance No 127 be granted on a five year basis
BERGERON USE VARIANCE APPLICATION
The Assistant Secretary stated that this was the time and place
as posted and advertised for public hearing on Use Variance Ap-
plication No UV -126 of Mr Elmer L Bergeron for the erection
of corrals and necessary structures for the stabling of thorough-
bred horses on a piece of property located in an R-4 zone A
group of citizens present submitted to the Planning Commission two
petitions containing a large number of names of property owners
living on Karen, Newman, and Walker Streets in the general vicinity
of the proposed stabling area There were approximately 26 parcels
of land. represented All of the petitioners were protesting the
location of the proposed stable

A Mr. Kelly,living on Karen Street,rose in the audience
and stated that one of the reasons there were so many people
against the stabling of thoroughbreds in the vicinity, was due
to the fact that they would be a possible drain on the limited
resources of the neighborhood water company. Mr. Coker, who is the
prospective owner of the property in question, rose in the audience
and stated that he intended to drill a well on the property for the
supplying of water. Mr. James Leveline of Newman Street stated that
to stable horses in a residential neighborhood is a definite hazard
to children living in the area, and he stated that the City should
guard its R-4 zones. A Mr Harold Quillen, representing a Mrs.
Hethrington, property owner in the immediate area, stated that
he was speaking for his client who was definitely against the pro-
posed Use Variance Upon motion of Commissioner Bordner, seconded
by Commissioner Van Klaveren, and unanimously carried, the Planning
Commission recommeded to the Council denial of Use Variance 126.
ACTIONS OF CITY COUNCIL
The Assistant Secretary gave the Planning Commission the final
actions of the City Council in regard to Use Variance requests
as they occurred at the last two council meetings.
IN QU IAY
A private citizen, Mr Harold Stepp, was present and asked the
Commission if it would be possible for him to erect a duplex on his
property on Newman Street The Planning Commission agreed that such
was possible.
ADJOURNMENT
There being no further business,upon motion of Commissioner Ferreira,
seconded by Commissioner Bordner and unanimously carried, the Plan-
ning Commission was adjourned at 8 15 P M until the next regular
meeting.

REPORT ON COUNCIL ACTIONS
The Assistant Secretary informed the Planning Commission of the
action taken by the City Council at its last regular meeting, re-
garding matters which had been acted upon by the Commission
PROPOSED MILLARD ANNEXATION
The boundaries of the proposed Millard Annexation on Holder Street,
south of Lincoln Avenue, were explained by the Assistant Secretary
and a lengthy discussion ensued Upon motion of Commissioner
Wright, seconded by Commissioner Slegers and unanimously carried,
the Planning Commission recommended to the City Council that they
proceed with the proposed Millard Annexation and that they also
take under advisement the possibility of extending the annexation
or other annexations to include all of the property north and south
of said Millard Annexation on the west side of Holder Street
NEW COUNTY ZONE CHANGES
The Assistant Secretary and the Planning Commission Counsel ex-
plained to the Commission_ the proposed new zone changes now being
considered by the County of Orange in that area to the north of
the City boundaries The Planning Commission instructed the
Assistant Secretary and the Secretary to make a survey of these
proposed zone changes and to report back on their recommendations

and conclusions at the next regular Commission meeting The
Planning Commission also instructed the Assistant Secretary to
write a letter to the County Planning Commission, informing
them that the Cypress Commission is now taking this matter under
deliberation and that they request until the middle of May for
sufficient time to make a complete study and recommendations as
to the proposed new zoning

Upon motion of Commissioner Wright, seconded by Commissioner
Ferreira and unanimously carried the meeting was duly adjourned

Chairman Beekman stated that, since this was a special meeting
called for a specific purpose, the reading of the minutes of the
last meeting would be waived.
Chairman Beekman stated that the first order of business was the
consideration of the proposed zoning changes in the unincorporated
area north of the City of Cypress.
The Assistant Secretary presented for study Sectional Maps 8-4-11
and 9-4-11 and explained the Planning Director's recommendations
for these areas. The proposed new zoning restrictions were then
discussed.
It was moved by Commissioner Wicker, seconded by Commissioner
Wright and unanimously carried, that a recommendation be made to
the Orange County Planning Commission that the territory on Map
8-4-11 which is proposed to be zoned A -R be retained as A-1 as it
is presently designated.
It was moved by Commissioner Wright, seconded by Commissioner Van
Klaveren and unanimously carried, that the City concurs with

Planning Director Neff's recommendation of A -2-D zoning for that
portion of Map 8-4-11 which is between Lincoln and Crescent and
Sumner Place and Moody, which is the new zoning proposed by the
Orange County Planning Commission. Excepted was the Bakker Dairy
property which is recommended to be retained as A-1
It was moved by Commissioner Wright, seconded by Commissioner
Wicker and unanimously carried, to concur with the Orange County
Planning Commission's recommendation for a C-2 zoning on a 300 -foot deep
strip on the North side of Lincoln Avenue from Sumner Place to
Moody Street.
It was moved by Commissioner Wicker, seconded by Commissioner Van
Klaveren and unanimously carried, that on Map 9-4-11, the area
north of Crescent, bounded by the Cities of Dairyland and Buena
Park, be zoned R -2-D, as recommended by Planning Director Neff.
It was moved by Commissioner Wicker, seconded by Commissioner
Van Klaveren and unanimously carried, that the area on Map 9-4-11
between the Dairyland boundary and Watson Street and Crescent and
De Long be zoned .3-2-D, as recommended by Planning Director Neff.
Councilman Arnold moved that this area be reconsidered because of
the single-family dwellings along De Long Street Said motion was
seconded by Commissioner Wright, because he wanted to discuss the
subject further. Said motion to reconsider this area was unanimously
carried.
Councilman Arnold moved that the area between Crescent and De Long
and Dairyland and Watson be zoned A-1. This motion died for lack
of a second.
Councilman Arrowood moved that the Cypress Park be zoned R -2-D and
that the area already in residential use along De Long Street be
zoned R-1. Said motion was seconded by Commissioner Wright and unani-
mously carried.
It was moved by Councilman Arrowood, seconded by Commissioner Wright
and unanimously carried, to concur with the recommendation that the

R-4 zone be changed to A-1 and R -2-D as proposed by the Orange
County Planning Commission on Map 9-4-11
It was moved by Commissioner Wright, seconded by Commissioner Van
Klaveren, that the area north and east of the Pacific Electric tracks
on both sides of Walker Street remain C-2 and M-1, as presently
zoned. Following considerable discussion, Commissioner Wright with-
drew his motion, with permission of the second
Commissioner Wright then moved recommendation be made to the Orange
County Planning Commission that the area presently zoned C-2 east
and west of Walker Street north of the boundary line of the City of
Cypress be retained C-2. Said motion was seconded by Commissioner
Van Klaveren and unanimously carried.
It was moved by Councilman Arrowood, seconded by Councilman Baroldi
carried
and unanimously', that the City concurs with the Orange County Plan-
ning Commission's proposed changes to R-1 and R-3 in the area remain-
ing west of Walker and north of the Pacific Electric tracks.
Commissioner Wright moved, seconded by Commissioner Van Klaveren
and unanimously carried, that the City concurs in the C-2 zoning
for the area north of Lincoln and west of the City of Cypress and
bordered on the east by Buena Park.
Councilman McCarney moved, seconded by Councilman Arrowood and unani-
mously carried, that, in the area east of Electric Street and north
of Lincoln, the present zoning of C-2 and M-1 be retained.
Councilman Arrowood moved, seconded by Councilman McCarney and
unanimously carried, that the zoning on the area between Watson
and Electric Streets, north of Lincoln Avenue to the railroad tracks
remain C-2 and M-1 as presently zoned.
Commissioner Wright moved, seconded by Councilman Arrowood and unani-
mously carried, that the area immediately west of Watson Street
north to the railroad tracks be retained as presently zoned: C-2
frontage on Lincoln and M-1 north to the tracks. In the remainder
of the area west of Watson to Moody Street between Lincoln and the

railroad tracks, it was moved by Commissioner Wright, seconded by
Councilman McCarney and unanimously carried, that the City concurs
with the Orange County Planning Commission's recommendation of C-1
along Lincoln for a depth of 400 feet, C-2 for the next 400 -foot
depth and the remainder of the area north to the tracks M-1.
ADJOURNMENT
There being no further business to be brought up before the meeting,
upon motion of Councilman Arrowood, seconded by Councilman Baroldi
and unanimously carried, the joint meeting of the City Council and
the Planning Commission was adjourned at 9 00 o'clock P M

The reading of the minutes of the previous two Commission meetings
were dispensed with until the next regular Commission meeting
VAN LEEUWEN USE VARIANCE REQUEST
The Chairman of the Planning Commission stated that this was the
time as advertised for public hearing on Use Variance application
No. 128 by Jacob Van Leeuwen, Jr to permit the addition of one
30 cow row of new stanchions on to the west side of the existing
milking barn in an R-4 zone The Planning Director recommended
that this variance be granted. Upon motion of Commissioner Wright,
seconded by Commissioner Ferreira and unanimously carried, the
Planning Commission recommended that UV -128 be granted.
GOURLEY USE VARIANCE REQUEST
The Chairman of the Planning Commission stated that this was the
time as advertised for public hearing on Use Variance application
No 132 by Dr. L. H Glaser and Mr. Cavell N Gourley to permit the
erection of 100 -ton concrete ready -mix batch plant in the M-1 zone
In reply to questioning, Mr Gourley stated that the sign advertising
the business, as indicated on the application, was purely temporary
and would be replaced at a later date with a permanent sign Upon
motion of Commissioner Wright, seconded by Commissioner Van Klaveren
and unanimously carried, the Commission recommended that Use Variance
Application No. UV -132 be granted with the following conditions*

1. That the owner agree to dedicate to the City of Cypress
for street improvement purposes, an area 60 feet from
the centerline of Miller Street and the full width of
property as indicated on plot plan.
2. The Planning Commission recommends that an encroachment
permit be given for sign advertising this business to be
located 60 feet from the centerline of Miller Street and
an encroachment permit for the existing dwelling to be used
as an office at its present location until such time as
Miller Street is widened
3. That aforementioned sign, advertising the business, be
constructed according to County regulations
4. That a bond, guaranteeing construction of concrete curb
and gutter the entire length of property at the time of
street widening, be posted with the City of Cypress
5. That a hard -surface paving be placed from proposed batch
plant up to, and connecting with the existing pavement
of Miller Street.
BOSTON USE VARIANCE APPLICATION
The Chairman stated that this was the time and place as advertised
for public hearing on Use Variance application No UV -129 of Mr, and
Mrs, Mason A. and Florence E. Boston to permit the erection of two
apartment houses containing a total of twelve units and car port in
the C-2 District Due to the fact that the City Engineer was not
positive regarding the set back on Lincoln Avenue that should be
required, upon motion of Commissioner Van Klaveren, seconded by
Commissioner Wright and unanimously carried, this Use Variance
application was to be held over until the next regular Planning
Commission meeting.
LOURENCO VARIANCE
The Chairman stated that this was the time and place as advertised
for public hearing on Use Variance application No. UV -133 by Joseph
F Lourenco to permit the erection of a single family dwelling in

the Iii -1 zone with less than the required building site Upon
motion of Commissioner Ferreira, seconded by Commissioner Wicker
and unanimously carried, the Planning Commission recommended
granting of UV -133 with the condition. that a paved driveway be
placed between the proposed dwelling and the existing pavement
of Orange Avenue.
At this point, Chairman Beekman was excused to attend to other
business, and Commissioner Wright took the Chair as Acting Chairman.
LINDEBOOM USE VARIANCE APPLICATION
The Assistant Secretary stated that this was the time and place
as advertised and posted for public hearing on Use Variance applica-
tion No. UV -130 of Eize Lindeboom to permit the erection of a cash-
and-carry drive-in retail milk sales store and milk bottling and
processing plant in the A-2 zone Upon motion of Commissioner
Wicker, seconded by Commissioner Van Klaveren and unanimously
carried, the Commission recommended granting of the Lindeboom
variance with the following conditions
1. That the proposed milk store building as indicated on the
plot plan be placed a minimum of 115 feet from the center-
line of Miller Street.
2. That applicant agree to dedicate, for street purposes, to
the City of Cypress 60 feet from the centerline of Miller
Street.
3. That applicant post a bond with the City of Cypress guaranteeing
of
construction/concrete curb and gutter at the time of street
widening, immediately in front of milk store and processing
building. The amount of said bond to be in accordance with
the stipulation of the City Engineer, City of Cypress
4 That the sales island, or milk store, be located a minimum
of 35 feet north of the present flood control channel right-
of-way.

JOHN LEAL USE VARIANCE APPLICATION
The Assistant Secretary stated that this was the time and place
for Public Hearing
as advertised/on Use Variance application No UV -131 by John Leal
to permit the erection of a cash and carry milk sales and milk
processing building in the A-2 zone Upon motion of Commissioner
Ferreira, seconded by Commissioner Wicker and unanimously carried,
the Commission recommended granting of Use Variance No. 131 with
the following conditions•
1. That three half circle concrete driveways connecting with
the existing pavement on Ball Road be constructed (two
drives in the rear of the sales box structure and one
in front of said structure)
2. That applicant post a bond to the City of Cypress guarantee-
ing construction of concrete curb and gutter in front of
said sales and processing buildings at such time as Ball
Road is widened.
3 That applicant dedicate to the City of Cypress for street
purposes, 50 feet from the centerline of Ball Road
VAN HUNNICK USE VARIANCE APPLICATION
The Assistant Secretary stateu tnat this was the time and place
as advertised for public hearing on Use Variance application No
UV -134 by applicants Garrett and Ann Van Hunnick to permit the
establishment of a drive-in retail milk sales store (cash and carry)
in the M-1 zone. Upon motion of Commissioner Van Klaveren, seconded
by Commissioner Wicker and unanimously carried, the Commission re-
commended granting of Use Variance No 134 with the following condi-
tions
1. That applicant post a bond to the City of Cypress in an
amount stipulated by the City Engineer, guaranteeing con-
struction of concrete curb and gutter in front of milk sales
store at the time of the street widening.

2. That applicant agree to dedicate to the City of Cypress
60 feet from the centerline of Miller Street.
3 That applicant pave the existing driveway to the existing
pavement on Miller Street
4 That this Use Variance permit is granted temporarily, until
such time as Miller Street is widened to its maximum width.
LIi�COLN AVENUE ANNEXATION REQUEST
The Assistant Secretary stated that a number of property owners
in County territory on the north side of Lincoln Avenue and immediately
east of the present City boundary, had petitioned the City of Cypress
for annexation Upon motion of Commissioner Botdner, seconded by
Commissioner Van Klaveren and carried by a vote of two Noes and
three Ayes, (Commissioner Wicker and Commissioner Ferreira dissenting),
the Planning Commission recommended to the City Council that this
area be annexed to the City of Cypress.
COUNTY USE VARIANCE
The Assistant Secretary presented an application for a Use Variance
permit submitted by the Orange County Planning Commission to the
Cypress Planning Commission for the latter's comments and recommenda-
tions The Use Variance permit in question was for the establishment
of a business for the storing and sorting of cullets (salvage glass)
in an existing warehouse in the M-1 light industrial zone, on the
west side of Watson Street south of the Pacific Electric right-of-way
and north of Lincoln Avenue, in County territory, applicant Sallee
Enterprises. Upon motion of Commissioner Van. Klaveren, seconded
by Commissioner Bordner and unanimously carried, the Planning Com-
mission requested the Assistant Secretary to write a letter to the
Orange County Planning Commission stating that it was the feeling
of this Commission that it would not be a desirable industrial
endeavor to be placed in such a central location in the middle of
Cypress

PROPOSED NEW DEVELOPMENT REGULATIONS ORDINANCE
The City Attorney explained to the Planning Commission that he
had prepared a proposed ordinance for the City regulating such
things as curbs and gutters, paving of streets, dedication of
right-of-way, etc., by those developing property in the City of
Cypress. The City Attorney polled the various Commission members
as to their personal opinions as to this proposed regulatory
ordinance.
Commissioner Van Klaveren - opposed only to that section
of the proposed ordinance making it mandatory that a person
or company constructing improvements would be required to
pave from the existing pavement to the established Master Plan
of Highways' curb line.
Commissioner Wicker - concurred with Commissioner Van Klaveren's
feelings.
Commissioner Bordner - agreed with all aspects of the proposed
ordinance

The minutes of the Planning Commission meeting of Apri1,28, 159,
were dispensed with for the time being, upon motion of Commissioner
Wright, seconded by Commissioner Wicker and unanimously carried
The Assistant Secretary read the minutes of the Planning Commission
meeting of April 2, 1959, which were duly approved as read The
Assistant Secretary read the Planning Commission minutes of the
meeting of May 7, 1959, which were also duly approved as read
HUDSON USE VARIANCE APPLICATION
The Planning Commission Chairman stated that this was the time and
place as advertised for public hearing on Use Variance application
No UV -135, applicant Harold V Hudson Said application to permit
the location of a single family frame and stucco dwelling and de-
tached garage (to be moved in) in the A-2 zone with less than the
required building site and less than the required front yard and
side yard Mr Neff stated that he thought there was a definite
possibility this would be a good place for a zone change rather than
a use variance, due to the fact that there are a number of dwellings
in the area The contractor representing Mr. Hudson said that there
had been an error in the legal description of the property as it went
through escrow some time back, but that this error had now been cor-
rected. A Mr. James C Stewart, resident on Holder Street, spoke in

favor of the variance Upon motion of Commissioner Slegers,
seconded by Commissioner Ferreira and unanimously carried, the
Planning Commission recommended the granting of this variance.
CORDEIRO USE VARIANCE APPLICATION
The Chairman stated that this was the time and place as advertised
for the public hearing on Use Variance application No UV -136, ap-
plicant Tony Cordeiro. Application is to permit the erection of
four (4) hay barns in the A-2 zone with a five foot (5t) side yard.
Mr. Neff, City Engineer and Secretary, gave his recommendation of
approval on this variance A Mr. William Parker, spoke as agent
for Mr. Cordeiro. Upon motion of Commissioner Ferreira, seconded
by Commissioner Wright and unanimously carried, the Commission re-
commended the granting of Use Variance No 136, with the following
conditions:
1. That a sturdy, solid wood fence consisting of 2"x 6"boards
be constructed on the property line the length of the four
hay barns
2. That the driveway, as indicated on the plot plan, leading
from the hay barn area to the street be paved to the exist-
ing street pavement on Orange Avenue.
SOUSA USE VARIANCE APPLICATION
The Chairman stated that this was the time and place as advertised
for the public hearing on Use Variance application No UV -137 of
Mr Joseph P Sousa to permit the expansion of the existing auto-
mobile wrecking yard in the A-2 zone to include the remainder of
the applicantts property. Upon motion of Commissioner Wright, se-
conded by Commissioner Van Klaveren and unanimously carried the
Planning Commission recommended the granting of UV -137 with the
following conditions.
1 That applicant dedicate the remainder of his property
40 feet (40t) from the centerline of Orange Avenue, not
heretofore granted or dedicated, to the City of Cypress
along the entire frontage on Orange Avenue.

2. That applicant construct a new eight foot (8') corrugated
iron fence, all metal with metal posts, enclosing the new
addition to his yard and that it be maintained in a proper
state of repair.
3 That applicant must conform to all conditions of his pre-
viously granted variance for an automobile wrecking yard
at this location, namely,that there be no burning on the
premises, that there be no stock -piling of vehicles or
other materials higher than the top of the surrounding
fence, that wrecked vehicles are not to be parked out-
side of the fenced area
BAKER VARIANCE APPLICATION
The Chairman stated that this was the time and place as advertised
for public hearing on Use Variance application No. UV -138 of Mrs.
Ruth Baker to permit the establishment of a child care center in
accordance with all City, County, and State regulations. The City
Engineer gave his approval to this variance. Upon motion of Com-
missioner Van Klaveren, seconded by Commissioner Slegers and unani-
mously carried, the Planning Commission recommended granting of
UV -138 with the condition that applicant comply with all State,
County, and local fire and other safety regulations.
VESSELS USE VARIANCE APPLICATION
The Chairman stated that this was the time and place as advertised
for public hearing on Use Variance application No UV -139 of the
Vessels Land & Development Company to permit the erection of a
double-faced neon sign, 19' x 15', on the west side of the entrance
to the present golf course and in place of the present sign adver-
tising said golf course. The City Engineer recommended approval
of this variance. Upon motion of Commissioner Wright, seconded by
Commissioner Bordner and unanimously carried the PlE.nning Commission
recommended the granting of UV -139

CULLET PLANT
The Assistant Secretary stated that no action would be necessary
by the Cypress Planning Commission on the request of Sallee
Enterprises to establish a glass cullet plant in the County ter-
ritory immediately north of the Cypress City limits. The County
Planning Commission had already granted this variance.
WETZEL ANNEXATION
The Assistant Secretary outlined to the Planning Commission the
boundaries of the proposed Wetzel Annexation to the City of Cypress
The boundaries of which were to be roughly, Lincoln Avenue, Watson
Street, the Pacific Electric Railroad, and the present Cypress City
limits on the east side Upon motion of Commissioner Ferreira, se-
conded by Commissioner Bordner and unanimously carried, the Commis-
sion recommended that the City Council proceed with the annexation
of this described territory.
READING OF MINUTES
The Assistant Secretary read the minutes of the Planning Commission
meeting of April 28, 1959, whereupon Commissioner Wright moved,
seconded by Commissioner Wicker and unanimously carried that the
minutes of April 28, 1959, be approved as read.

The Chairman stated that this was the time as set for public
hearing on conditional permit application C-101, by applicant
Phillip and Harriet Maioni, to permit the location of a single
family frame dwelling in an M-1 zone Upon motion of Commissioner
Wright, seconded by Commissioner Ferreira and unanimously carried,
the Planning Commission recommended the granting of conditional
permit C-101 with the condition that applicant dedicate to the
City of Cypress 40 feet from the centerline of Orange Avenue for
street improvement purposes.
ZONE CHANGE
Commissioner Wright and Commissioner Bordner were appointed by the
Chairman to study the possibility of re -zoning that area immediately
adjacent to the north side of Orange Avenue and east of Miller
Street and to report back to the Commission at a later date
SOUTHERN CALIFORNIA PLANNING CONGRESS
Upon motion of Commissioner Wright, seconded by Commissioner Bordner

Mr Bordner and Mr Wright reported on their investigation of
the possible rezoning of a portion of Orange Avenue East of
Miller Street It was their opinion that this section, on the
North side of Orange Avenue, should not be rezoned at the present
time
WRIGHT VARIANCE
The Assistant Secretary stated that this was the time and place
as advertised for public hearing on yard variance application
No V-140 by Mark L Wright, applicant, to permit the addition
to an existing dwelling in the C-2 zone with a less than required
front yard setback Upon motion of Commissioner Bordner seconded
by Commissioner Ferreira and unanimously carried, the Comrnissior
recommended that this variance be granted
SPYESMA ZONE CHANGE
The Assistant Secretary stated that this was the time and place
as advertised for public hearing on Spyksma zone change request
No 3 by Charles Spyksma, applicant, to permit the reclassification
of a three -acre portion of property at the Northwest corner of

SOUTHERN CALIFORNIA PLANNING CONGRESS
The Assistant Secretary stated that the City Council had authorized
the Planning Commission to have membership in the Southern
California Planning Congress The Planning Commission now has
such membership
TRAUTMAN REQUEST
A Mr Trautman, who had previously been granted a use variance
for a machine shop in the A-2 zone on Welker Street South of
Orange Avenue, appeared before the Planning Commission and
requested permission to utilize one of his present buildings
for a woodworking shop The Commission membe-s felt thc,t it
would be much safer for Mr Trautman to apply for a conditional
permit for said woodworking shop Thereupon, hr Trautman
said that he would think it over and would return later
NEW SUBDIVISION CN LINCOLN
The Assistant Secretary presented a map of a proposed new apartment
subdivision on the North side of Lincoln Avenue South of Pierton
and East of the extension of Sumner Place in unincorporated
territory After discussion, upon motion of Commissioner Van
Klaveren seconded by Commissioner Bordner and unanimously
carried, the Planning Commission went on record as having no
objections to the proposed subdivision
C-2 ZONE CHANGE
The Assistant Secretary presented a map of a proposed C-2 zone
change in the City of Buena Park on the Northeast corner of
Los Altos Drive and Lincoln Avenue Upon motion of Commissioner
Van Klaveren, seconded by Commissioner Bordner and unanimously

PETER VAN RUITERN CONDITIONAL PERMIT APPLICATION
The Assistant Secretary stated that this is the time and place as
advertised for public hearing on conditional permit application
No. C-104, applicant Peter Van Ruiten, to permit the construction
of an 18 -hole pitch and putt golf course, minature golf course, and
golf driving range with club house in the C-2 and A-2 zones. Upon
motion of Commissioner Van Klaveren, seconded by Commissioner Wright
and unanimously carried, the Planning Commission recommended granting
of conditional permit C-104 with the following conditions
1. That driveways on Lincoln Avenue be constructed in
accordance with the rules and regulations of the
State Division of Highways.
2. That any and all outdoor lighting apparatus be so
constructed, directed, and shielded so as not to
cast direct beams of light on any adjacent property
not owned by the applicant.

of the property in question, arose in the audience and asked certain
questions which were answered by the Planning Commission
DURON CONDITIONAL PLEMIT APPLIC;ITION
The Assistant Secretary stated that this is the time and place as
advertised for public hearing on conditional permit application
No. C-103, applicant Guillermo A. and Petra H. Duron, to permit
the erection of a one-story frame stucco, single family dwelling
in a C-2 zone with area and yard limits less than those stipulated
by City ordinance. A Mr. John Feldholder, agent for the applicant,
spoke on behalf of the applicant and explained certain matters re-
garding the application Upon motion of Commissioner Bordner, se-
conded by Commissioner Wright and unanimously carried the Planning
Commission recommended granting of conditional permit C-103 with
the following condition That there be a minimum of ten (10) feet
between the existing house to the west and the proposed structure,
and that there be a minimum five-foot side yard on the west side
of the proposed dwelling, and that there be a twenty-five foot
six inch (25' 6") front yard set back from the front property line
BASTER PLAN OF CITY HIGHWAYS
The Planning Commission requested of the City Engineer's staff to
send them small maps showing the City Engineer's recommendation for
a master plan of highways within the City, and that the matter will
be taken under consideration by the Commission at the request of the
City Council at the next Planning Commission meeting

MINUTES
Upon motion of Commissioner Bordner, seconded by Commissioner
Wicker and unanimously carried, the Planning Commission minutes
of April 28, 1959, were dispensed with. The Assistant Secretary
then read the Planning Commission meeting minutes of October 1,
1959, which were duly approved as read.
DAMRON ZONE CHANGE
The Assistant Secretary stated that this was the time and place
as noticed for public hearing on the zone change application No. 4
of Dr Hilton H Damron to permit the reclassification of an exist-
ing A-2 zone to C-2 and R-3 zones The Assistant Secretary stated
that a letter had been submitted to the Planning Commission protest-
ing the proposed R-3 zoning. The letter was signed by Peter Gorzernan.
The Assistant secretary also stated that there had been filed with
the Planning Commission, this evening immediately before the Commis-
sion meeting, a petition signed by ten (10) persons protesting
the R-3 zoning requested by Dr Damron Dr. Damron spoke on his
own behalf in favor of the proposed rezoning and answered questions
placed to him by the Planning Commission. A Mr. Alvin Meekhoff,
9137 Walker Street, Cypress, rose from the audience and protested
,the proposed zoning. A Mr Carl Trautman, who lives immediately
north of the proposed rezoning area, rose from the audience and

spoke in favox of the zone change. A Mr. Allen Hassler, 9722
Walker Street, spoke in favor of the zone change A Mrs Bernice
Brown, who does not reside in the City but owns property across
the street from the acreage in question, spoke in favor of the
rezoning Secretary to the Planning Commission Mr. Nat Neff
stated that the legal description did not coincide properly with
the dimensions of the plot plan submitted by the applicant He
stated that the discrepancies would have to be resolved before
any zone change could be made Certain members of the Planning
Commission then spoke either for or against the proposed zone
change. Commissioner Van Klaveren spoke against the proposed
change. Commissioner Slegers was not in favor of the proposed
change Commissioner Bordner spoke in favor of the change Com-
missioner Wicker stated that in his opinion he was not for the
proposed zone change Mayor Van Dyke rose from the audience and
stated that there were certain things that should be kept in mind
in considering any zone change. He felt that a sewer assessment
district would have to be formed in the area if this zone change
were granted Upon motion of Commissioner Slegers, seconded by
Commissioner Ferreira and carried by a vote of four (4) ayes, one
(1) no, and one declining to vote, the Planning Commission recom-
mended denial of this application.
GONZALES CONDITIONAL PERMIT
The Assistant Secretary stated that this was the time and place
as noticed for public hearing on conditional permit application
No C-106 of John and Soledad Gonzales Said application was to
permit the erection of two stucco frame, single family dwellings
(one with attached garage) in the R-4 zone with less than the re-
quired area and in addition to two existing dwellings now on the
building site A Tor Miller, representing Mr & Mrs Gonzales,
spoke on behalf of the applicants and answered Commissioners'
questions There was a lengthy discussion on the problem of not

having sufficient room on the fifteen foot (15') easement now
existing as Wicker Drive in order to allow fire trucks and other
emergency vehicles to turn off of said Wicker Drive in the event
that any of the property owners along this street (undedicated)
should erect fences up to the existing fifteen foot easement A
Mr. Jackson, representing Mr. Gonzales, also spoke in favor of the
issuance of this permit Upon. motion of Commissioner Bordner, se-
conded by Commissioner Wicker and unanimously carried, the Commis-
sion recommended that a decision on this application be held in
abeyance for one month pending the applicant's attempt to acquire
an easement deed signed by all abutting property owners along
Wicker Drive and providing a 30 -foot easement between the Gonzales'
property and Walker Street. Upon motion of Commissioner Bordner,
seconded by Commissioner Wicker and unanimously carried, the Com-
mission rescinded the previous motion and recommended that appli-
cation No C-106 be granted providing the applicants could procure
from the property owners abutting on Wicker Drive, between the
Gonzales' property and Walker Street, a 30 -foot dedicated easement
for street purposes
MILBOURN CONDITIONAL PERMIT
The Assistant Secretary stated that this was the time and place
as noticed for public hearing on conditional permit application
No. C-105 of Gerald M and Violet M Milbourn to permit the loca-
tion of a single story, stucco frame, single family dwelling to
be moved onto a building site on Which one dwelling already exists
Said building site is located in the A-2 zone. Upon motion of
Commissioner Bordner, seconded by Commissioner Slegers and unani-
mously carried, the Planning Commission recommended granting of
conditional permit No C-105 with the condition that applicants
dedicate for street purposes forty feet (40') from the centerline
of Orange Avenue
MISCELLANEOUS BUSINESS
Upon motion of Commissioner Bordner, seconded by Commissioner Wicker

and unanimously carried, the Planning Commission established
the regulation that henceforth, all applications for either a
conditional permit or a use variance involving the moving in
of any type of dwelling or structure to be used for habitation
must be accompanied by three (3) clear photographs, not less than
4" x 6", showing the front view, a side view, and the rear view
of the structure which is proposed to be moved into the City
LINCOLN CENTERLINE REPORT
The City Engineer reported to the Planning Commission the proposal
that in the future, on all applications for conditional permits,
use variances, etc , the City shall calculate the south setback on
the south side of Lincoln Avenue starting from the State Division
of Highways right-of-way line Upon motion of Commissioner Wicker,
seconded by Commissioner Bordner and unanimously carried, the Plan-
ning Commission recommended to the City Council that this be accepted
as future policy for the City
MASTER PLAN OF HIGHWAYS
Maps of the proposed new master plan of highways for the City of
Cypress were passed out to all Planning Commission members. At
the next meeting the Commission will discuss the proposed master
plan

AFiROW00D-HARTSON SIGN VARIANCE APPLICATION
Chairman Beekman stated that this was the time and place as
noticed for public hearing on the sign variance application No.
SV -2 of Walter Arrowood and E. W. Hartson to permit the erec-
tion of a double faced 120 square foot sign advertising the
applicant's business in the C-2 zone A Mr James Whittaker of
6112 E. Lincoln Avenue, rose from the audience and stated that
he was in favor of the sign variance. Upon motion of Commis-
sioner Wright, seconded by Commissioner Wicker and unanimously
carried, the Planning Commission recommended granting of sign
variance No SV -2.
WICKER CONDITIONAL PERMIT APPLICATION
At this point Commissioner Wicker excused himself from the Com-
mission table and joined the audience during the proceedings on
his application for a conditional permit.

Chairman Beekman stated that this was the time and place as
noticed for public hearing on the conditional permit application
No. C-107 of C L Wic:ier to permit the erection of a soft ice
cream store in a C-2 zone with a front yard setback of 30 feet
from the south right-of-way line of Lincoln Avenue and the erec-
tion of a retail poultry store in the C-2 zone with a 30 -foot
front yard setback from the south right-of-way line of Lincoln
Avenue and no side yard on the east side. A Mr Lattin, owner
of the property immediately to the west of Mr. Wicker's property
rose from the audience and spoke in favor of granting said condi-
tional permit. Upon motion of Commissioner Wright, seconded by
Commissioner Van Klaveren and unanimously carried, the Planning
Commission recommended granting of Conditional Permit No C-107
with the following conditions.
1. That a paved area (PMS) for off-street parking be
provided 125 feet deep and for the full width of the
property fronting along Lincoln Avenue (1321),
2. That the proposed retail poultry store be set back
41 feet from the front property line,
3. That sidewalks and curbs be provided according to
State regulations for the full width of the property.
CITY HALL SIGN VARIANCE APPLICATION
Chairman Beekman stated that this was the time and place as
noticed for public hearing on the sign variance application of
Edith D. Gersh to permit the erection of a 2' 10" x 2' double
faced sign designating the Cypress City Hall in the R-4 zone.
Upon motion of Commissioner Wright, seconded by Commissioner
Wicker and unanimously carried, the Planning Commission recom-
mended granting of Sign Variance No S-1.
MASTER PLAN OF ARTERIAL HIGHWAYS DISCUSSION
After some discussion Commissioner Wright moved, seconded by Com-
missioner Bordner, that the proposed Master Plan of Highways for
the City of Cypress, as recommended by Secretary Neff, be approved

for recommendation to the City Council Chairman Beekman declared
the motion out of order. Upon motion of Commissioner Bordner,
seconded by Commissioner Wright, and unanimously carried, the
Planning Commission recommended the extension of Walker Street
through to Katella Avenue. Upon motion of Commissioner Wright,
seconded by Commissioner Bordner, and unanimously carried, the
Planning Commission recommended that Cerritos Avenue be made
into a primary street. Upon motion of Commissioner Wright, se-
conded by Commissioner Bordner and unanimously carried, the
Planning Commission approved the proposed Master Plan of Highways
as modified and recommended to the City Council that said Plan
be adopted as the official Master Plan of Arterial Highways for
the City of Cypress.
MISCELLANEOUS
The Assistant Secretary read a letter from a Mr Kermit Haines
of Harmony Homes requesting that the Planning Commission have
a special meeting to hear their proposed application for a con-
ditional permit. Mr. Haines was also present at the meeting and
rose from the audience to ask what the Commissions' attitude would
be on said proposed conditional permit. Chairman Beekman stated
that until a formal application had been received by the Commission
no action whatsoever could be taken.
ADJOURNMENT
Upon motion of Commissioner Beekman, seconded by Commissioner
Wright and unanimously carried, the meeting was duly adjourned
until the next regular meeting.
