January 7, 1960
A regular meeting of the Cypress Planning Commission was called
to order at 7 30 P. M. in the Cypress City Hall by Chairman
John Beekman.

STANDARD DEVELOPMENT CORPOPATION REZONE REQUEST
PUBLIC HEARING
It was stated that this was the time and place as noticed for
public hearing in the matter of the zone change and/or variance
and/or conditional permit applications of the Standard Develop-
ment Corporation to permit the reclassification of the present
A-2 heavy agriculture and M-1 manufacturing zones to R-1 and C-2
zones in approximately the area bounded by Bloomfield Avenue on
the west, Cerritos on the south, Ball Road on the north, and a
few hundred feet east of Walker Street on the east. Chairman
Beekman stated that it was the opinion of himself and the majority
of the Planning Commission members that this involves So many major
decisions and incorporates such a major change that they feel
that no decision could be made tonight. The matter should be ad-
vertised in the newspapers and another date for a public hearing
should be set, devoted entirely to this subject. Mr Robert S.
Barnes, attorney for Standard Development Corporation then asked
when and where would the hearing be. After some discussion be-
tween Chairman Beekman and Nr. Barnes, Chairman Beekman stated for
the record that no matter vhcm it involves we are not going to rush
this application, even if it takes one, two, or three months to
accomplish.

Upon motion of Commissioner Wright, seconded by Commissioner
Wicker and unanimously carried, the Planning Commission continued
this hearing to January 15, 1960, at 7 30 P M., in the Cypress
Elementary School Auditorium.
MINUTES
The Assistant Secretary read the minutes of the Planning Commission
meeting of December 3, 1959. Upon motion of Commissioner Wright,
seconded by Commissioner Slegers and unanimously carried, the
minutes of December 3, 1959, were approved as read
SPAAN CONDITIONAL PERMIT APPLICATION
Chairman Beekman stated that this was the time and place as noticed
for public hearing on the conditional permit application No. C-109
of Gilbert Spaan to permit the construction of two single family,
single story, stucco frame dwellings in the R-4 zone with less than
the required building site area A Mr, Mac Smith of Harmony Homes,
representative for Mr. Spaan, rose from the audience and submitted
an amended plot plan to the Commission. Commissioner Wright moved,
seconded by Commissioner Wicker and unanimously carried, that the
amended plot plan be made part of the conditional permit application
and be substituted for the original plot plan. Upon motion of Com-
missioner Wicker, seconded by Commissioner Ferreira and unanimously
carried, the Planning Commission recommended granting of conditional
permit No C-109 as amended, with the condition that a twelve -foot
concrete driveway be constructed for the garage of the front dwelling.
BOSTON CONDITIONAL PERMIT APPLICATION
Chairman Beekman stated that this was the time and place as noticed
for public hearing on the conditional permit application No. C-110
of Mason A. and Florence E Boston to permit the construction of a
trailer park for dwelling trailers in the C-2 and A-2 zones. Said
park is to have 51 trailer sites, each with sewer, water, electricity,
and gas connections Sewage is to be disposed of by septic tanks.
Streets will be black -topped as well as all automobile parking sites,
and there will be a minimum of two automobile parking sites for each
trailer site. City Engineer Neff stated that said trailer park

would have to conform, in the way of sanitation and lot size, to
the Orange County Trailer Park Ordinance, which has been adopted
by the City of Cypress. A Mr Young, owner of 10 acres immediately
adjacent to the west of the applicants' property, spoke in favor of
the trailer park After study by the Planning Commission, upon
motion of Commissioner Bordner, seconded by Commissioner Ferreira
and unanimously carried, the Planning Commission continued this
hearing until the next regular meeting in order that applicants may
submit a revised plot plan and a report from the County Health
Department.
EXTENSION OF WICKEK DRIVE
City Engineer Neff reported on the possible extension of Wicker
Drive and the drainage problem in that area. After some discus-
sion, upon motion of Commissioner Wicker, seconded by Commissioner
Slegers and unanimously carried, the Planning Commission reported to
the City Council that they see no immediate need for study on this
problem since there is no major development known to the Commission
that would justify it and it would be too expensive.
DECREASE IN FRONT YARD SETBACKS
Chairman Beekman appointed City Engineer Neff and Commissioner
Wright on a committee to study the question of a decrease in front
yard setbacks for all C-2 zones. Upon motion of Commissioner Wright,
seconded by Commissioner Wicker and unanimously carried, the Plan-
ning Commission adopted Resolution No. 7, requesting that the City
Council adopt the subdivision ordinance.
ADJOURNMENT
Upon motion of Commissioner Slegers, seconded by Commissioner Wright
and unanimously carried, the meeting was duly adjourned until
January 15, 1960, at 7 30 P. M. in the Cypress Elementary School
Auditorium. Adjournment time 9 00 P. M.

January 15, 1960
At approximately 7.30 P M , at the Cypress Elementary School
huditorium, the Assistant Secretary to the Planning Commission
stated that the public hearing on the zone change application
of the Standard Development Corporation, scheduled to be heard
at this time and place before the Cypress Planning Commission,
would not be heard and would be hereby continued until the next
regular Planning Commission meeting, February 4, 1960 There
being no members of the Planning Commission present this public
hearing is hereby continued until 7.30 P. M., in the Cypress
Elementary School Auditorium, February 4, 1960 The Standard
Development Corporation by written communication had specifically
requested that this public hearing be continued until the afore-

MINUTES
It was duly ordered that the reading of the minutes of the last
meeting of January 7, 1960 be deferred until the next regular
meeting
STANDARD DEVELOPMENT CORP REZONING REQUEST PUBLIC HEARING
It was stated that this was the time and place as noticed for the
continued public hearing in the matter of a zone change and/or
variance and/or conditional permit application of the Standard
Development Corporation to permit the reclassification of the
present A-2 heavy agriculture and A-1 manufacturing zones to a-1
and C-2 zones in approximately the area bounded by Bloomfield
Avenue, Cerritos, Ball noad and Walker Street Since there was
no one present to represent the Standard Development Corporation,
the Planning Commission Chairman and the Counsel to the Planning
ission stated that they had been contacted by the attorneys
for the applicant who had requested that this public hearing be
continued until April Upon motion of Commissioner Bordner,
seconded by Commissioner Wright and unanimously carried, the
Planning Commission ordered the public hearing on the Standard
Development corporation request hereby continued until the re-
gular Planning Commission meeting in April 1960

BOSTON CONDITIONAL PERMIT
The Planning Commission Chairman stated that this was the time
and place for the continued hearing on the conditional permit
application of Mr and Mrs Mason Boston, conditional permit
request No C-110. At this time, Mrs Boston submitted a new
plot plan to accompany her application for construction of a
trailer park for dwelling trailers in the C-2 and A-2 zones Upon
motion of Commissioner Bordner, seconded by Commissioner Wright
and unanimously carried the Commission accepted the duly filed
plot plan by Mrs Boston as a substitute for the originally
filed plot plan After considerable discussion, upon motion of
Commissioner Bordner seconded by Commissioner Wright and unani-
mously carried, the Commission recommended granting of application
No C-110 with the following conditions
1 That the entire property to be utilized for the aforementioned
trailer park as indicated on the plot plan be surrounded by
a five-foot masonry block wall, with the exception that between
the two entrance driveways a four -foot masonry block wall
be constructed,
2 That grass shrubbery and proper landscaping, similar to that
shown on the plot plan, be accomplished throughout the area
of the trailer park
3 That the westerly entrance driveway be curved toward the
east in a manner similar to that shown on the plot plan for
the easterly entrance driveway
A=tROWOOD CONDITIONAL PERMIT
The rlanning Commission Chairman stated that this was the time
and place as noticed for public hearing on the application for
conditional permit, No C-113, by Walter J Arrowood to permit
the location of a mobile home in the C-2 zone Upon motion of
Commissioner Van Klaveren, seconded by Commissioner Wright and
unanimously carried, the Planning Commission recommended granting

of Conditional Permit C-113 for a three-year period Prior to
the vote by the Planning Commission, a Mr James Duncan rose
from the audience and objected to a more than one-year time
limit Planning Commissioner Bordner wondered if the Planning
Commission was setting a precedent by allowing a mobile home in
a C-2 zone
DeSUTTER CONDITIONAL PERiIT
The Chairman stated that this was the time and place as noticed
for public hearing on conditional permit application No C-112
of Antoine F DeSutter to permit the establishment of a hay
sales and trucking yard in the A-2 zone Upon motion of Com-
missioner Ferreira, seconded by Commissioner Wright and unani-
mously carried, application No C-112 was recommended to be
granted with the condition that the truck entrance driveway be a
20 -foot paved drive
WICKER. CONDITIONAL PERMIT
The Chairman stated that this was the time and place as advertised
for public hearing on application for conditional permit No C -114 -
by C L nicker to permit the erection of an ice cream store and
retail poultry store in the C-2 zone with less than the required
front and side yards file Assistant Secretary stated that, due
to the fact that Mr Wicker desired to have changes made in his
application from that which was originally granted under C-107,
this new application had been made However due to an error
which was not known to the City Manager's office until it was too
late to correct it, the posting for the public hearing scheduled
for this time was in the wrong location Therefore it will be
necessary for the Planning Commission to establish a new hearing
date. Mr Wicker then removed himself from the Planring C.ommission
table and, from the audience, asked the Planning Commission if it
were possible for this permit to be heard tonight It was then
decided, with the aid of legal counsel, that this could not be

done Upon motion of Commissioner Wright seconded by Commissioner
Van Klaveren and unanimously carried, (Commissioner Wicker not
voting) the Commission set 11 00 A M , Saturday, February 13,
as the new hearing date for the Wicker conditional permit request
C-114 The Assistant Secretary asked if the Secretary could post
the Wicker property for the new hearing and Secretary Neff stated
that he could Commissioner Wicker once again took his seat with
the Planning Commission
MEEKHOF CONDITIONAL PERMIT
The Chairman stated that this was the time and place as advertised
for public hearing on conditional permit application No C-111 of
Calvin J Meekhof to permit construction of an addition to an
existing poultry lay house in the A-2 zone with less than the
required rear yard and side yard After considerable discussion
in which i:r Duncan rose from the audience and stated that he was
definitely against the issuance of this permit because of fly
problems, etc , and in which a Mr Haseler also objected to the
permit The Planning Commission upon motion of Commissioner
Wright seconded by Commissioner Van Klaveren and carried by a
vote of five Ayes and one No (Commissioner `E`ordner dissenting)
the Planning Commission recommended granting of said permit with
the condition that a six-foot solid board fence be constructed
along the north property line from the front line of the existing
garage to the rear property line Said fence to be painted and
maintained in good condition at all times
REZONING, DE POLTER & WETZEL ANNEXATIONS
The Assistant Secretary stated that the De t'olter and Wetzel
Annexations had been brought into the City as A-2 zones auto-
matically under an ordinance of the City of Cypress and that
certain landowners within these annexations had requested that
the City rezone them to commercial Chairman Beekman stated that

tris is a matter which should be studied by the City's land use
survey soon to be made
STREET NAMING COMMITTEE LETTER
The Assistant Secretary read a letter from the Orange Count
Street Naming Lommittee requesting the Cypress Planning Commission
to endorse the recommendation of the Committee that Lincolr Avenue
be renamed Carson Avenue throughout Orange County The Planning
Commission, after discussion, requested the Assistant Secretary to
send a letter to the Orange County Street Naming Committee stating
that the Commission was in favor of uniform street name and number
for Carson Avenue and would like to meet with Anaheim and Buena
Park in order to arrive at one name agreeable to all The Plan-
ning Commission requested that such a meeting be arranged if at
all possible
CYPRESS SCHOOL DISTRICT LETTER
The Assistant Secretary read a letter received from the Cypress
School District requesting that the Planring Commission inform
the District of all filed development requests within the City
of Cypress The letter also stated that they were hereby filing
with the Cypress Planning Commission their new masterplan and
survey for the School District's future development The maps
and survej information were presented to the Planning Commission
by the Assistant Secretary The Commission_ instructed the Assis-
tant Secretary to trarsmit a letter to the School District in
reply to the letter read
LAND USE SURVEY
The Assistant Secretary then read a motion of the Cypress City
Council, made by Councilman Arrowood, requesting that the City
immediately authorize an official land use survey of the City of
Cypress The Planning Commission then indicated their approval
of this project by the Cypress Council

The Planning Commission Chairman stated that this was the time and
place as noticed for public hearing on sign variance application
number SV -3, applicant Mark L. Wright. The Chairman stated that
this was a permit requesting authorization to erect a double faced
sign in the front yard advertising the applicant's business on the
premises Commissioner Wright left the commission table and removed
himself to the audience The City Engineer, Nat Neff, reported that
he had no objections or comments to make on the application Upon
motion of Commissioner Bordner, seconded by Commissioner :ticker and
unanimously carried, Sign Variance SV -3 was recommended to be granted
and passed on to the City Council for farther action. Commissioner
Wright again took his place at the commission table
COiN'DITIONAL PERMIT APPLICATION OF CLARENCE DAVIS
Chairman Beekman stated that this was the time and place as noticed
Por public hearing on Conditional Permit Application No. 0-116,
applicant Clarence 1 Davis, to permit the erection of a wood frame
stucco building for a retail bakery in a A-2 zone with less than the

required side and front yards. The City Engineer reported that the
County has a new set of set back regulations After discission,
upon motion of Commissioner Bordner, seconded by Commissioner Wright
and unanimously carried, the Planning Commission recommended granting
of Conditional Permit ho. C-116, with the understancing that all
building code requirernerts be met.
USE VARIANCE NO 143 RENEWAL, E L. McWILLIAMS
The Chakman of the Commission stated that this was the time and
place as noticed for public hearing on UV -143, an
extension of time on Use VariE.nce-108 authorizing
in the A-4 zone. The original permit was granted
the zone of this particular area had been changed
application to permit
a dwelling trailer
in a M-1 zone, but
since the granting
of Use Variance 108. The City Engineer reported no objections to
the extension of time on this variance. Upon motl.on of Commissioner
Bordner, seconded by Commissioner Thicker and unanimously carried,
the Planning Commission recommended the granting of a three ,year
extension of time for the present location of dwelling trailer on
the property of Mr McWilliams, 5561 Bishop Street, Cypress
S1ANDA11D DEVELOPMENT CORPORATION APPLICATIONS
Chairman Beekman stated that trls wa; the time and place as noticed
for public hearing Application UV -142, Conditional Permit C-115 and
Zone Change No 6 of the Standard Development Corporation He
further stated that at this present hearing all 3 applications will
be heard simuitaneoasly and all testimony and evidence will be
taken by the Planning Commission for all 3 applications at this
one hearing. At that time Chairman Beekman read each individual
ap Dlication followed by Mr Sam Barnes, Attorney, representing
Standard Development Corporation, reading the addendum to the
various applications. Mr Barnes stated that the witnesses which
will be called on by the Standard Development Corporation, will
attempt to prove that the R-1 and C-2 zone and use is the only
economically feasible use for their property bounded roughly b;,

Bloomfield, Ball Road, a line a few hundred feet East of Walker
Street and Cerritos Avenue(approximately 400 acres) within the
City of Cypress
The first witness was Mr. George Mann, an independent appraiser,
with offices at 1325 Blair Street, South Pasadena. Mr. Mann gave
his qualifications as encluding his work in farming, banking, as
a dairy appraiser and 30 years in appraising experience. hr Mann
stated that in his opinion there was not sufficient demand for new
dairies in this area to enable the property in question to be
utilized for dairy purposes A portion of the property in question
is A-2 anda portion of it presently is zoned M-1 Mr Mann stated
that there are less dairy condemnations now for extensions of freeways,
schools, etc , whlch effects the present dairy property requirements
He stated it would not be feasible to subdivide this property for
dairies Most Dairymen do not have finances for new dairies, and
bank financing is difficult at the present time Taxation of dairies
in Orange County is higher than in most counties of California He
stated that in his opinion there was only approximately 22$ return
(profit)to an average dairy operation in this area at the present
tirne He stated it would not be practical to use the existing area
for any other type of agriculture. The Planning Commission then
received a credit memorandum giving statistics for a typical dairy
operation Also received was a letter from Dwight Baier•.
Attorney Barnes reported briefly on the soil tOxture, the high
water table problem in this area and t'ae low productivity for crops
within this stated area The Commission received and filed a letter
fromRichard Franks in regard to the abovo mentioned subjects. Also
receLved and filed was a letter from Mr Harold Stern, part owner
of a portion of the property described in the application now under
consideration.
The second witness for Standard. Development was a Mr Joseph �iccio,
a geologist with the Pacific Soils .engineering group. Mr. Riccio
stated that his organization had made test borings on the Harada

property and had found perched water as close to the surface as
5 feet aftez rains He stated that in his opinion special l ootings
would have to be constructed for any industrial buildings that
might be built on this site, but that there wou.Ld be no problem for
the constructions of dwellings. At this point there was an inter-
ruption regarding the recorder and Mr Bryan Gibson of Standard
Development Corporation stated that his company would present to
the City of Cypress a complete transcript as taken by his Court
Reporter present at the meeting of the entire public hearing The
Planning Commission received as evidence a letter from Mr Edward
Pearson of Pacific Soils Engineering with a map containing the
general state:iients made by Mr Riccio
The third witress was Mr Earne Gi Moeller of Santa Fe Springs,
California, an industrial development consultant. He stated that
he had had a large part the location of the iiobertshaw Fulton
Company and many other companies in the. Anaheim area and other
areas of Orange County. Mr. Moeller read a letter to the Planning
Commission in which it stated that in his opinion M-1 zoning on
the Harada property is impractical because of having no relation
to a railroad His remarks indicated that certain M-1 zoning
within the City of Cypress, other than the Harada property, was
also apparently zoned without relation to railroad lines. He
stated that this critically lowers the value for industrial use of
said property Only small plants locate .Jff of railroad lines de
further stated that there was a high water table problem in this
area which was not conducive to industrial development, and that
he felt the Harada property was not a proper M-1 zone area He
present
thought that it would be difficult to extend the/spur line of the
Southern Pacific railway South of Cerritos Avenue irto the Harada
property The Planning Commission received and filed the afore-
mentioned letter read by Mr. Moeller. At this time a map numbered
1 and a map numbered 2 were received and filed and erter'd into

eviderce by the P1 ming Commission Yap No 1 shown by the
representatives of Standard Development indicated industrial areas
in the County of Orange Map No 2 also showed the industrial
relationships within the County of Orange The two aforementioned
maps were fastened to an existing easel in front of the Planning
Commission, and Mr Moeller utilizing said maps pointed out that
large industrial areas were not found away from the railroad tracks
in Orange County He stated that the location of freeways was also
located
important to industry, and that there were no freeways/immediately
adjacent to the property in question Mr Moeller stated that he
did not think that the Harada property now zoned iii -1 would ever
develop industrially
At this point Chairman Beekman called for a five minute recess.
Chairman again called the Planning Commission meeting to order, and
the testimony of Mr Moeller continued utilizing a Map No 3 showing
the zoning of the City of Cypress, said map being received by the
Planning Commission.
The fourth witness was a Mr Frank Wood of Newport Beach, realtor.
Mr Wood stated that he is now an appraiser for tre Division of
Highways, County Road Departmert and many other groups and or-
ganizations. He stated that there are a number of dairies in the
general area operating at the present time compatibly with R-1
areas adjacent to them. He pointed these areas out on a map
Chairman Beekman asked if he knew about the lawsuits now pending
before certain dairymen and poultrymen in the City of Cypress brought
by people in 11-1 residential areas immediately adjacert to the City.
The witness stated that he did not know of said lawsuits Mr. Wood
stated that according to his findings the highest price paid for
dairy property in this area in recent years was approximately
4j5000.0-0 He named three buyers who had purchased property for
approximately this price very recently They were Mr Peter Gorzman,
Mr Martin hanni and a Mr Swager In his opinion p5000.00 per acre

is the highest price that a dairyman can economically and feasibly
pay for dairyland in this area at the present time He stated that
the water table in this area has been a problem in the erection of
a factory building on Miller Street immediately South of Orange-
thorpe adjacent to the City of Dairyland SEid. factory approximately
100 x 100 feet is owned by the Hydro Swarf Company Mr Wood felt
that the highest and best use of the property under consideration
at this hearing is R-1 residential. He believes that the value per
acre of the property in question is not less than 0000 00 This
opinion he based on 15 sales of property in this area In his
opinion none of the property in question could practically or
economically go for dairy purposes. Chairman Beekman asked the
gentleman if he had investigated the construction of the new Los

The fifth witness to be called before the Planning Commission was
a Mr Joseph A Gallagher, Sr , an appraiser since 1923. He is now
connected with the American Hight of way and Appraisal Company and
has in the past appraised property for the Feather River project,
the Bunker Hill project in Los Angeles and many others. A written
statement by the companies by which this gentleman has been employed
in the past was received as evide-ce by the Planning Commission.
Mr Gallagher stated in clarifying his qualifications to speak as
ar expert appraiser that he had appraised for FHA and was the past
National President of the American Society of Appraisers
In his opinion the highest and best use of the property in question
which would bring the highest returns now and Ln the future is
residential He also thought that certain sections should be set
aside for comi.ercial use, and that there should also be provisions
for schools He stated that Orange County is a fast growing County
and that Cypress has incre sed only 22% during a recent time period
while other cities in Orange County have increased in development
as auch as 1700% He stated that development was corning into the
entire surrounding area and that it would be ver difficult for

Cypress to stay as Jt is at the present time He thought that the
3ossmoor residertail development was an extremely beautiful develop-
ment of ;,;20,000.00 to ,;28,000 00 homes This, in his opinion, was
the ideal residential development It is his opinion and the
opinion of the Bank of America appraisal department thattk"is area
car not develop economically to dairies From 50 sales in tris area
he finds that $10,000.00 per acre is tre going price for agricultural
or vacant acreage in the Cypress area at the present time He placed
the value of the subject property at $9000.00 per acre He does not
feel that dairies should be czindered and that residential and dairy
areas are compatible Chairman Beekman asked him if he considered
himself a City Planner, if he felt he was qualified to speak as a
City Planner After hesitation he stated that he felt he was At
this point Mr Wicker excused himself from the meeting
Chairman Beekman asked Mr Gallagher what his opinion was of the
Brentwood tract in comparison with the }?ossnioor tract Mr
Gallagher stated that he felt Hossmoor was much superior to Breetwood.
Chairman Beekman asked him ebo.,t school sites and parks and sites
for public buildings within the area in question The witness
replied that he thought that the Los Alamitos Park would do very well
as a park for this area, not to mention the beaches and other re-
creational areas within Orange County and Los Angeles County
Chairman Beekman asked if this area in question was not in the
secondary flight pattern of the Los Alamitos Naval Air Station.
1`he witness replied "No", and then stated that possibly it was but
that it wouldn't hurt even if it was in the flight pattern
The sixth witness to appear was a Mr. Kenneth Mitchel whose office
is at 9831 West Pico, Los Angeles, a City Planner of some six years
experience. For eleven years Mr Mitchel worked with the Federal
Housing Administration and as consultant for several cities regarding
planning. At one time he reviewed plans for FhA Attorney Barnes
asked Mr Mitchel if he felt that a housing development on the property
in question would be within the regulations and requirements of FHA

Reply "Yes" Mr Mitchel stated that he felt this was a very
suitable place for housing and that there is a presert demand
for houses in this area. He felt that this would be the highest
and best use of the property in question He stated that the map
submitted with the application by Standard Developmert Corporation
was a land use study only and not a final map of' the proposed de-
velopment In reply to a question of the Planning Commission, does
the proposed residential development assimilate with the surrounding
use? The arswer was we attempted to back up our residential de-
velopment to the surrounding use property whenever possible.
Question' What about recreation in the area? Answer• This p oposed
development is close to a golf course and other recreational places
Witness No 7, Mr. Bryan Gibson, officer of Standard Development
Corporation, stated that his company owned the Harada property and
paid a price of 516350 00 per acre His company had an optior on the
Stern property. He stated his company has built about 4000 units
and that there is now a demand for economy priced homes in this area
He stated that FHA and VA had cleared the Brentwood tract as far a
the flight pattern was concerned He further stated that FHA has
approved the first 300 units in the area in question along Moody
Street He said that financing of the proposed project had been
discussed t,.ith the Union Bank and the California Bank in Los Angeles
and that a letter from the California Bank states that it will discuss
credit for this project developmert at any time that the developers
are ready to do so A letter to this effect was received and filed
by the Planning Commission A letter of the Union Bank of Los Angeles
stating that it would like the opportunity to loan on this tract was
also received and filed with the Planning Commission Mr Gibson
stated that they had their own mortgage company He further stated the
price of the Stern property was set at 0000.00 per acre.
Witness No. 8 before the Planning Commission was a Mr aoserthal who
gave his profession as an y'1g'ineer He briefly stated that the property
for this development is definitely feasible from an engineering

standpoint and would cause no problems regarding utilities, streets,
etc. Mr Barnes stated that this was a conclusion_ of testimony by
Standard Development Corporation At this point, Mr. Howell asked
the following questions of the various witnesses. He asked of
Mr. Mann, "Do you know of offers to present owners of property in
this area for uses now zoned in the City of Cypress?" Answer• "No"
Question What percentage of alkali is there in the property in
question? Answer "Approximately 200 acres (the Harada property)
have varying degrees of alkali. The east portion of the property in
question (the Stern property) would be the best for agricultural
use." Question Are dairies in the greater Los Angeles milk shed
now moving' Answer. "Very few are moving at the present time."
The City Attorney then asked the following questions of Mr. Moeller.
Question• Have you any information as to the relationship of indus-
trial growth to population growth in the County of Orange? Answer:
"No," Question Would large acreage improve the value of property
for industrial use? Answer• "No. The average acreage at the pre-
sent time which is popular is approximately 10 acres per industry "
Question. Do you feel that there is a potential in Cypress for a
Vernon type of industrial city development? Answer "No "
Question Are we one of the few areas in Orange County remaining in
which there are large areas available for industrial uses'
Answer. "This is true and sewers being available to the area is
extremely important to its development industrially or otherwise."
Question of Mr Howell of Mr. Gallagher. What price bracket do you
feel would be the most practical for any housing tract to be developed
on the property in question' Answer
13,000 to $16,500 per house."
Question I understand that the FHA has predicted 17% less "starts"
of housing tracts for the year 1960 in this area, do you agree to
this? Answer "No",
Chairman Beekman asked if anyone present had any questions to
ask at this time. There were none.

Attorney Sam Barnes t11'ier made the following statement I've wish of
the City Planning Commission and the City Council one of three possible
alternatives, either a granting of rezoning, granting of conditional
permit or granting of use variance for tre uses requested in our
applications £';,is area is a growing area , it is not feasible to
use it for agriculural purposes any longer. This is not a good
F-1 rea If it is allowed to remain under the present M-1 and A-2
zoning it will not develop. Any land owner should be able to make the
best use of his property
At t -is time Chairman Beekman stated that the Planning Commission
wou'_d entertain a motion to continue this hearing urtil the next
regular meeting of the Cypress PLnning Commission and that it would

A regular meeting of the Cypress Planning Commission was called
to order at 7:30 P. M. in the Cypress Elementary School Auditor-
ium, by Chairman John Beekman.

Upon motion of Commissioner Bordner, seconded by Commissioner
Wright and unanimously carried the minutes of the meeting of
March 3* 1960, were approved as submitted`
COORDINATED SERVICES VARIANCE REQUEST NO. UV -144
Chairman Beekman stated that this was the time and place as
noticed for public hearing on use variance application No.
UV -14.4 of Coordinated Services to permit the erection of 144
stucco -frame, single-family dwelling units on 30 acres in the
A6.2 zone located on the north side of Cerritos Avenue*, ?70 feet
east of Bloomfield Street. Mr. Walter Kuppens, owner of the
property, spoke on behalf of granting of said request. He
stated that he wanted to sell his property to subdividers be...
cause he could get the best price for his land from them, and
that the land was too expensive for the development of dairies
there, City Engineer Neff reported that this request does not
comply with the existing City ordinance, lot sizes are too small,
and setbacks, etc* do not comply. After some discussion, upon
motion of Commissioner Wright* seconded by Commissioner Van
Klaveren and unanimously carried, the Commission continued this
natter antil the next meeting in order that they might study it
further. Mr. Clyde Graham, Realtor from Long Beach, representing
Mr. Kuppens, asked if it is at all possible that this variance
request might be granted in the future,

VAN ZANDT - WORTHINGTON CONDITIONAL PERMIT APPLICATION
Chairman Beekman stated that this was the time and place as
noticed for public hearing on conditional permit application
No. C-117 of William A. Van Zandt and Ivan Worthington to pers.
mit the erection of a 19 unit motel with swimming pool in a
C-2 zone located at 5662 Lincoln Avenue. Said motel is to have
a 10 -foot rear yard, five foot side yards, and. 24 -foot front
yard setback from the front property line* The motel is to have
18 paved parking spaces, one garage and is to be of stucco -frame
construction. All parking areas and drives are to be black -
topped and concrete curb and gutter is to be placed according
to State requirements. The motel is to be connected with sewers.
City Engineer Neff reported that the front yard setback should
be considerably more and that the City ordinance calls for a
115 foot setback. Mr. Van Zandt then rose from the audience
and presented a plan of elevation, eto. to the Commission.
Upon motion of Commissioner Bordner, seconded by Commissioner
Wright and unanimously carried, the Planning Commission recom-
mended granting of conditional permit No. C..117 with the follow-
ing conditions:
1. That a concrete block wall, five feet minimum
height be erected on both side property lines of
the property and chain link fence along the back
property line;
2. That the swimming pool comply with the County
Ordinance and be fenced and equipped with self-
locking gates,
DAVIS CONDITIONAL PERMIT NO, C-116 AMENDMENT
Chairman Beekman presented conditional permit amendment applica..
tion No. C-116 of Clarence T. Davis to amend conditional permit
No, C-116 to read: "20 foot front yard setback from the front
property line;" and also add the following* "To allow in the

A-2 zone the erection of two 41 x 41 maximum double-faced
signs advertising the business on the property. One sign to
be located 11 feet west of the east property line, the second
sign to be located 32 feet west of the east property lined
Said signs to be located no closer to Lincoln Avenue than two
feet north of the front property line. A minimum of three (3)
off-street parking sites are to be provided for the bakery
sales business. Said parking spaces are to be 101 x 201 each."
Upon motion of Commissioner Wright, seconded by Commissioner
Bordner and unanimously carried, the Planning Commission re..
commended granting of this amendment to conditional permit No.
C-116, as requested.
CYPRESS RIDERS CORRAL 31 CONDITIONAL PERMIT NO. C-119
Chairman Beekman stated that this was the time and place as
noticed for public hearing on conditional permit application No.
C-119 of Cypress Riders Corral 51 to permit the use of the pro-
perty (15 acres) in the M-1 and R-4 zones at 9301 Miller Street
for recreational events involving horses and horsemanship
(Gymkhana events). There will be approximately 8 acres for off-
street parking. The erection of a steel fence (a maximum of 41
in height) in the form of an oval is to be used as a horse arena.
Mr. Jack Smith, president of the Cypress Riders,rosc and spoke on
his own behalf. Upon motion of Commissioner Bordner, seconded by
Commissioner Wright and unanimously carried, the Planning Com-
mission recommended granting of conditional permit No. C-119
with the following conditions:
1e That dust be controlled at all times so as not to
blow on adjoining property;
2. That separate men's and women's restroom facilities
be provided for each 100 people on the premises,
3. This permit is to be limited for a period of one year.

LUIS CONDITIONAL PERMIT APPLICATION NO, C-118
Chairman Beekman stated that this was the time and place as
noticed for public hearing on conditional permit application
No. C.•118 of Amilcar and Mary Evelyn Luis to permit the construc-
tion of a stucco-frame, single -family dwelling in the A-2 zone
located at 9092 Deni Street. Said dwelling is to have less than
the required side yards and area. Mrs, Frank Correia spoke on
behalf of the application. Upon motion of Commissioner Wright.,
seconded by Commissioner Ferreia and unanimously carried, the
Planning Commission recommended granting of conditional permit
No. C-1)8 as requested.
SETBACK REGULATIONS
Commissioner Wright reported that more time was need to study
the new front yard setback regulations and proposed County set-
back regulations. Whereupon Chairman Beekman appointed the
Planning Commission a committee of the whole to study this matter
further at a special meeting, The Assistant Secretary was re-
quested to obtain copies of the new County setback ordinance
for each Commissioner.
MASTEH PIAN OF HIGHWAY CHANGES
City Engineer Neff reported on the master plan of highway changes
as requested by the County and the City Council, Chairman Beekman
thereupon appointed the Planning Commission a Committee of the
whole to study this matter further at a special meeting,
STANDARD DEVELOPMENT CORPORATION •- CONTINUATION
Chairman Beekman stated that this was the time and place for
continuation of the public hearing on use variance No, UV-142,
conditional permit No, C-115 and zone change No. 6 of the
Standard Development Corporation,
Mr. Sam Barnes, Attorney, representing Standard Development
Corporation asked if the Commission had any questions of the
witnesses he had presented at the previous meeting, There were
none. Mr, Barnes then introduced Mr, R, D. Boggs, Real Estate

Appraiser and Realtor, spoke on behalf of the applicant. He
stated that there were 13,500 cows in Cypress, 1138 acres in
the A.-2 zones are now being used for dairies, 1129 acres are
not being used for dairies and the total amount of acreage
zoned for dairies could contain around 19,000 cows at the
rate of 20 cows per acre,. He then submitted a Book of Assessors
Maps as an exhibit to the Planning Commission. He stated that
a dairy must purchase shipping rights from the creameries in
order to be in the dairy business. He also stated that the land
in question could possibly be used for only about two uses,
strawberries or cut flowers. The question was asked if it
could be used for poultry, whereupon Mr. Boggs stated that it
could.
At this point Mr,. Barnes stated that he had submitted all the
witnesses and all the material that he wished to present before
the Planning Commission. He then presented Mr, Mann who stated
that there was no utilization for poultry use on this land, that
poultrymen are moving out of this area because of poultry diseases,
fit this point Chairman Beekman asked if anyone would like to ask
any questions of the witnesses presented by Standard Development
Corporation,
Mrs. Frank Correia, 9092 Denni Road, stated that you do not have
to have shipping rights in order to operate a dairy, You can
have a cash and carry or drive-in dairy which does not require
shipping rights, She also stated that as to the acreage not
being used fully for dairy purposes, some dairies do not have
20 cows per acre, portions of some dairies are being used for
pasture, feed purposes, waste disposal, etc. Some of the acreage
may be used to raise calves,
Mr. Pete Gorzman, 9922 S. Walker Street, questioned Mr.. Mann on
the price he had quoted on milia, stating that this was not an
accurate price. He also stated that even though the tax rate is

lower in San Bernadino and Riverside Counties, we have a much
lower hauling rate which offsets the higher tax rate*
Mr. George Harada, former owner of part of the property in
question„ stated that there was no profit in farming there and
that he would 110 to get rezoned as much as the developer,
Whereupon Chairman Beekman asked him if he still had an interest
in the property in question„ Mr. Harada answered that it was
complicated, but that he had to have the property rezoned in so
many years in order to get his money. A Mr* Franks, public
accountant for the Harada brothers, stated that they still hold
the First Trust Deed on the property.
At this point the Chairman declared a recess at 9:45 P. M.
The meeting was resumed at 10.10 P. M.
Chairman Beekman stated that the Commission would hear any per..
sons who have anything to say in opposition to the application.
A Mr. Waters, 1432 2nd Street, Pomona, owner of 10 acres adjacent
to the property in question, stated that he was in favor of the
applicants because he would be able to sell his property for a
higher price if it were rezoned for subdivisions.
A Mr, W. C. Wykoff, Realtor with the Melmac Realty Company,
stated that he was in favor of the application because it was
becoming more and more difficult to place people near their
employment. Chairman Beekman stated that since Mr. Wykoff was
not a resident of Cypress nor had he any option to buy land in
Cypress, he could not see any reason for Mr. Wykoff''s testimony
at this hearing.
At this point Chairman Beekman again stated that the Planning
Commission would hear anyone who wished to speak in opposition
to this application, The Assistant Secretary presented the
following communications that had been sent to the Planning
Commission protesting this application.
1* A petition addressed to the City Council and
Planning Commission with 15 signatures,
2. A resolution passed by the Cypress Committee for
Better Government.
A Mr. Calvin Meekhof, chicken rancher at 9731 South Walker Street,
Cypress, spoke in opposition to this application. He stated
that poultrymen are leaving the area because they had a dread
of subdivisions,
A Mr. Pete Gorzman, 9922 Walker Street, Cypress, spoke in op..
position to the proposed zone change.
Mrs. Frank Correia, 9092 Denni Road, Cypress, spoke in opposition
to the proposed zone change. She stated that Cypress had to have
some housing somewhere, but if houses are going to be close to
dairies, there would have to be some provisions made that they
would not go against the dairies,,
Chairman Beekman asked City Attorney Howell to submit the figures
taken from the annual statistical report which are prepared by
the Statistical Research Department of the County, which he dide
The report showed that Cypress had the highest land values per
capita of any city in Orange County.
The City Attorney stated for the record that inquiries had been
received officially by the City from representatives of industrial
brokers and companies for industrial sites in the City. He also
stated that the Planning Commission would take under consideration
the fact that the City Council has adopted a resolution, the
intent of which is to have an independent planning organization
survey the City and propose a new master plan of land use.
It was moved by Commissioner Slegers, seconded by Commissioner
Van Klaveren that the public hearing be closed and the matter
be taken under submission. At this point Mr. Barnes protested
the motion stating that he had been promised an opportunity to
make a closing statement before the Commission voted on this
matter. Whereupon the Chairman declared the motion out of order.

Mr, Barnes stated that the matter had been set for hearing
and he thought it only fair that a decision be rendered,
either a yes or no. He stated that there has been too much
delay, that if the request be turned down, then the Commission
could solve the problem by detaching the property in question
from the City. He said that taking the matter under submission
would only delay it and that the question of exactly what is
going to be built on this property such as type of houses,
schools, etc. is not the problem at this point,
It was moved by Commissioner Slegers, seconded by Commissioner
Van Klaveren and unanimously carried, that the public hearing
be closed and the matter be taken under submission
WICKER CONDITIONAL PERMIT AMENDMENT
Chairman Beekman presented an amendment to conditional permit
No. C-114 of C. L. Wicker to permit the erection of two lighted,,
metal signs in the front yard advertising the Old Fashion Products
and retail poultry stores on the premises in the C-2 zone.
Upon motion of Commissioner Wright, seconded by Commissioner
Bordner and unanimously carried, the Planning Commission recom-
mended granting of the amendment to conditional permit No. C-114
as requested,
ADJOURNMENT
There being no further business, upon motion of Commissioner
Wright, seconded by Commissioner Bordner and unanimously carried,

STANDARD DEVELOPMENT CORPORATION
Chairman Beekman stated that this was the time for the Planning
Commission to present their decision on the Standard Development
Corporation's request for zone change No. 6, conditional permit
No. C-115 and use variance No. UV -142.
Mr. Richard T. Harra, an attorney representing Standard Development
Corporation asked permission to submit a new plot plan for the use
variance application only. He stated that the applicants are very
willing to work with the Commission in working out any of the
conditions that the Planning Commission might impose. He requested
that the hearing on the use variance be re -opened for receipt of
the new plot plan.,
Chairman Beekman asked the City Attorney if a subdivision could
be granted under a use variance. The City Attorney stated that
it could, but that granting of the use variance did not eliminate
the requirements of complying with the Subdivision Map Act, Upon
motion of Commissioner Wright, seconded by Commissioner Bordner
and unanimously carried, this matter was tabled until later in the
evening.

TUINHOUT CONDITIONAL PERMIT NO. C-120
The Chairman stated that this was the time and place as noticed
for public hearing on conditional permit application No. C-120
of Ale Tui_ihout and Harvey Hettinga to permit the erection of a
retail sales drive-in dairy in the A-2 zone, located at Miller
Street at the Cypress, Garden Grove Boundary. Mr. Hettinga sub-
mitted an amended plot plan to the Planning Commission, and stated
that this new plot plan had been corrected to take 10 feet off of
the parking area in order to have the same legal description that
was submitted with the application. Upon motion of Commissioner
Wright, seconded by Commissioner Bordner and unanimously carried,
said plot plan was accepted as part of the application in place
of the one originally submitted. After some discussion, it was
moved by Commissioner Wright, seconded by Commissioner Van Klaveren
that the Commission recommend granting of conditional permit No,
C_120 with restrictions. This motion was declared out of order
by the Chairman. Upon motion of Commissioner Bordner, seconded by
Commissioner Wright and unanimously carried, the Planning Commission
recommended granting of conditional permit No. C-120 with the
following conditions.
1. That applicant dedicate to the City of Cypress for
street purposes an area within the proposed right-of.•way
for Miller Street and along the front property line,
120' wide and 2001 long,
2. That the westerly 60' x 200' section of this dedication
be paved at the present time with paving of a temporary
nature.
3. That concrete curbs and gutters be constructed along
the front property line;
4. That the property be fenced on the west and south sides
with a concrete block wall, a minimum of 5' in height;
5. That all improvements on the street be subject to the
approval of the City Engineer.

MARTEN SIGN VARIANCE APPLICATION
The Chairman stated that this was the time and place as noticed
for public hearing on sign variance application No. SV.J of Royal
Marten and E. Espinola to permit hanging a steel sign suspended
over the sidewalk and public right-of-way 4: 6" from the front
property line, located at 5441 Lincoln Avenue. Mr. Espinola spoke
on his own behalf and stated that if the sign were hung as requested
it would be seen by a lot more poople. Upon motion of Commissioner
Wright, seconded by Commissioner Bordner and unanimously carried,
the Planning Commission recommended granting of sign variance Noj,
SV-4 as requested.
VAN ZANDT•.WORTHINGTON CONDITIONAL PERMIT AMENDMENT
Chairman Beekman presented the amendment to conditional permit
application No. C-117 to permit the erection of one vertical,
metal and plastic, neon sign advertising the motel on the premises.
Said sign is to be 54 feet from the east property line and up to
the front property line and have a maximum of 100 square feet.
Upon motion of Commissioner Van Klaveren, seconded by Commissioner
Ferreira and unanimously carried, the Planning Commission recommended
granting of amendment to conditional permit No. C-117 as requested.
MERCURO CONDITIONAL PERMIT APPLICATION
Chairman Beekman stated that this was the time and place as noticed
for public hearing on conditional permit application No, C-121 of
Tony T. Mercuro to permit the erection of a stucco frame building
(30 x 40) on a concrete slab with a truss roof for the purpose of
manufacturing snow cones, ice cream and related products in the
A.-2 zone located at 6292 Lincoln Avenue. After some discussion,
it was moved by Commissioner Wright, seconded by Commissioner

erection of 144 stucco -frame, single family dwellings in the
A-2 zone. The City Engineer reported that the plot plan should
comply with the master plan of highways as adopted by the City
and should meet with the various requirements as outlined by the
Orange County Planning Commission. It was moved by Commissioner
Wright, seconded by Commissioner Van Klaveren and unanimously
carried, that this matter be continued until we have further
clarifications and stipulations regarding same.
COUNTY PLANNING COiiMISSL ON LETTER
The Assistant Secretary read a letter from the Orange County Plan.,
ning Commission requesting a report from the Cypress Planning Com-
mission regarding a petition from P. F. Soto for Moore Homes, Inc.,
requesting the existing setback line of 120 feet from the centerline
of Miller Street be reduced to 60 feet on certain property south
of Lincoln Avenue. Upon motion of Commissioner Van Klaveren,
seconded by Commissioner Wicker and unanimously carried, the
Assistant Secretary was instructed to report to the County Planning
Commission that the Cypress Planning Commission objects to the re.
quest of P. F. Soto.
ADDITIONS TO MASTIEH PLAN OF HIGHWAYS
The City Engineer stated that due to the deadline situation, that
a change on the Cityis master plan of highways was processed
through the City Council at their last meeting, said change being
making Denni Street, from Lincoln Avenue to Cerritos Avenue, into
a secondary highway on the master plan of highways. Upon motion
of Commissioner Wright, seconded by Commissioner Wicker and unani-
mously carried, the Planning Commission concurred with the City
Councilts action on this matter,
WETZEL AND DEPOLTER ANNEXATIONS ZONE CHANGE REQUEST
Upon motion of Commissioner Ferreira, seconded by Commissioner
Wright and unanimously carried, the City Engineer was instructed
May 5, 1960
to survey the situation regarding the zone change request of the
City Council for the Wetzel and De Polter Annexations and report
back to the Commission.
SETBACK REPORT
Upon motion of Commissioner Wright, seconded by Commissioner Wicker
and unanimously carried, the Planning Commission recommends that
the City Council amend the zoning ordinance of the City of Cypress
to provide new front yard setback requirements for C.•2 zones that
would comply with the County's request.
At this point, 9 00 Pe M. the Chairman declared a recess.
The meeting was resumed at 9.10 P. M.
STANDARD DEVELOPMENT CORPORATION
Chairman Beekman stated that the Commission would again take
up the matter of the Standard Development Corporation request.
Mr. Hanna stated that the applicants would not be able to submit
a correct map until the requirements are spelled out,
Upon motion of Commissioner Bordner, seconded by Commissioner
Wright and unanimously carried, the Planning Commission adopted
Resolution No. 8, recommending that the City Council deny the
request of Standard Development Corporation for a zone change
and/or conditional permit and continue the consideration of the
use variance request by reason of the applicants' request and
filing of a new precise plot plans
The Chairman appointed a committee to meet with the Standard
Development Corporation representatives to discuss this application
and see what progress can be made. Upon motion of Commissioner
Wright, seconded by Commissioner Wicker and unanimously carried,
the Commission approved the Chairman's appointment of Commissioners
Wright, Ferreira, and Bordner, City Engineer Neff and the Chairman,
serving as an ex -officio members to the Committees
It was moved by Commissioner Wicker, seconded by Commissioner
Van Klaveren and unanimously carried, that the Commission would
not accept any material, tentative maps or land subdivision requests

that have not been filed in accordance with State law, for
consideration of the Planning Commission.
It was moved by Commissioner Wright, seconded by Commissioner
Bordner and unanimously carried, that the plot plan submitted by
Mr. Hanna for Standard Development Corporation be made a part of

plan originally submitted.

After some discussion, Chairman Beekman read Resolution No 9
of the Cypress Planning Commission, regarding Standard Development
Corporation use variance application No. UV -142, Said resolution
recommends to the Cypress City Council denial of the application
for a use variance filed by Standard Development Corporation.
Upon motion of Commissioner Wright, seconded by Commissioner
Wicker and unanimously carried, Resolution No. 9 was adopted.
At this point, Mr. Gibson, representative of Standard Development
Corporation, requested a copy of Resolution No. 9, and also re-

The Assistant Secretary stated that this was the time and place
as noticed for public hearing on conditional permit application
No. C-122 of Margaret Hennessy to permit the erection of a detached
garage in the front yard of a lot in the R-4 zone with a five foot
side yard and 19' 6" from the southernmost (front) corner of the
garage to the front property line located at 5711 Camp Street.,
Cypress. A Mr. Thomas, representative for Mrs. Hennessy, spoke
on her behalf. After considerable discussion between the Commis-
sion and Mr. Thomas, Commissioner Bordner moved that the condi-
tional permit application be disallowed, Said motion died for
lack of a second. Upon motion of Commissioner Slegers, seconded
by Commissioner Van Klaveren and unanimously carried, the Com-
mission decreed that from a line projected easterly from the rear-
most portion of the dwelling to a line projected easterly from the
front of the dwelling be the east side yard. Upon motion of
Commissioner Van Klaveren, seconded by Commissioner Slegers and
carried by a vote of three Ayes to one No (Commissioner Bordner
dissenting) the Commission recommended that conditional permit

SALVADOR CONDITIONAL PERMIT APPLICATION
The Assistant Secretary stated that this was the time and place
as noticed for public hearing on conditional permit application
No. C-123 of Frank Salvador to permit the erection of three
poultry laying houses in the A-2 zone with 251 rear yards and 61
side yards located at 9372 Holder Street, Cypress. A Mrs, Wanda
Owens, 9402 Holder Street, rose from the audience and spoke against
the application because of the fly problem. A Mr, Jim Dillon,
9362 Holder Street, spoke on behalf of Frank Salvador. After some
discussion, upon motion of Commissioner Van Klaveren, seconded by
Commissioner Siegers and unanimously carried, the Commission re-
commended granting conditional permit No. C-123, as requested,
PENLAND CONDITIONAL PERMIT APPLICATION
The Assistant Secretary stated that this was the time and place
as noticed for public hearing on conditional permit application
No, C-124 of Stanley K. and Elizabeth Penland and Henry Erdahl
to permit the addition to an existing single family dwelling and
the addition of an attached 3 -car garage in the A-2 zone located
at 9751 Walker Street. A Mr. Bill Phillips, representative for
the applicants, spoke on behalf of granting the conditional per-
mit. After considerable discussion, upon :notion of Commissioner
Bordner, seconded by Commissioner Van Klaveren and unanimously
carried, the Commission recommended granting of conditional permit
No. C-124 with the condition that applicants offer to dedicate the
westerly 30 feet of property along the proposed extension of Grindlay
Street,
CYPRESS SCHOOL DISTRICT REQUEST
The Assistant Secretary presented a request from the Cypress
School District for the setting of a special meeting date to hear
their conditional permit application for temporary business office

Chairman Beekman stated that this was the time and place as
noticed for public hearing on conditional permit application
No. C-126 of the Cypress Elementary School District and Clayton
and Yetive Gouyd, to permit the conversion of the ground floor
of an existing dwelling in the R-4 zone to a School District
business office. Miss Dickerson and Mrs. Swain, representing the
Cypress School District, were present to speak on behalf of their
application. Upon motion of Commissioner Wright, seconded by
Commissioner Bordner and unanimously carried, the Planning Com-
mission recommended approval of this application.
CLAYTON AND YETIVE GOUYD CONDITIONAL PERMIT APPLICATION
Chairman Beekman stated that this was the time and place as
noticed for public hearing on conditional permit application
No. C-125 of Clayton and Yetive Gouyd, requesting the erection
of two 2 -family dwellings on a single building site in the R-4
zone. The Gouyds were present and spoke on their own behalf.
Upon motion of Commissioner Wicker, seconded by Commissioner Wright
and unanimously carried, the Planning Commission recommended the
granting of conditional permit No. C-125 for the erection of the
two duplexes with the following recommended conditions:

1. That the applicant and property owner dedicate to
the City of Cypress for street improvement purposes
an area 40 feet from the centerline and 198 feet along
the front of the property;
2. The proposed structures shall have a front yard setback
of 65 feet from the centerline of Walker Street,
3. Applicant shall post a bond or cash with the City of
Cypress in an amount to be determined by the City
Engineer, to cover the cost of construction of con-
crete curb and gutters along the front of applicants'
property for the first 80 feet north of the south
property line. At such time as Walker Street is improved
to its ultimate width of 80 feet, applicant must agree to
accomplish said construction of curb and gutter at the time
of street widening,
-. That there be provided one and one-half parking spaces for
each family unit in the front of proposed duplexes
POST OFFICE ANNEXATION
Upon motion of Commissioner Bordner, seconded by Commissioner Wright
and unanimously carried, the Planning Commission recommends to the
City Council the immediate initiation of annexation proceedings for
the property on which is to be constructed the new Cypress Post
Office.

request of the Road Commissioner, Al Koch, that the City of Cypress
include in its master plan of highways the extension of Denni
Street south from Cerritos Avenue to Katelia Avenue. After con-
siderable discussion a committee consisting of Commissioner
Bordner, Commissioner Beekman and Commissioner Wright was in-
structed by the Planning Commission to meet with County officials
regarding this Denni Street extension request

Alamitos has no objections to the plans. A Mr. Drielsma, architect
for the applicants, stated that he would be willing to work out
any problems of drainage with the City Engineer. After considerable

missioner Bordner, seconded by Commissioner Wright and unanimously
carried that the public hearing on conditional permit No, C-128
be continued until the next regular meeting in order that the
City Engineer can inspect the property and check the condition of
said wrecking yard.
GLASER CONDITIONAL PERMIT APPLICATION
Chairman Beekman stated that this was the time and place as noticed
for public hearing on conditional permit application No. C-129 of
Dr. Leon H. Glaser, property owner, and Arthur Hotchkiss, to permit
the establishment of a sandblasting and spray painting plant in an
existing building in the M-1 zone located south of Crescent Ready -
Mix on the west side of Valley View Street, After some discussion,
upon motion of Commissioner Bordner, seconded by Commissioner
Wright and unanimously carried, the Commission recommended granting
of conditional permit No. C-129 with the condition that the sign
advertising applicant's business on the property have an 80 -foot
setback from the centerline of the street,
DECKER CONDITIONAL PERMIT APPLICATION
Chairman Beekman stated that this was the time and place as noticed
for public hearing on conditional permit application No, C-130 of
Howard and Alena Decker to permit the erection of a new single
family dwelling in place of an existing dwelling in the A-2 zone
located at 9411 Grindlay Street, Mr. Decker stated that the house
on the property was an old one and that he wanted a new one. Mr,
Aton, builder of the proposed new dwelling, spoke on behalf of granting
the application After some discussion, upon motion of Commissioner
Wright, seconded by Commissioner Ferreira and unanimously carried,
the Commission recommended granting of conditional permit No, C-130,

SPEHAR ZONE CHANGE NO. Z-7
Chairman Beekman stated that this was the time and place as noticed
for public hearing on zone change application No. Z-7, of Raymond
Spehar to permit the reclassification of the present A-2 Heavy
Agriculture zone to an M-1 Industrial zone on the property of the
applicant, bounded by Cerritos Avenue, Rancho Los Coyotes boundary
and the south extension of Miller Street, Mr, Spehar was present
and spoke on his own behalf, stating that he intends to put a
manufacturing plant on the property, After considerable discussion,
it was moved by Commissioner Wright, seconded by Commissioner Van
Klaveren and unanimously carried, that the Commission recommends
denial of zone change application No. Z-7, due to the fact that
zoning of a small parcel of land for M-1 in an area surrounded by
A-2 zoning, would be spot zoning which is being frowned upon by
all cities. Mr. Spehar was informed that if the surrounding area
would apply for an M-1 zone change, the Commission would then
consider the granting of a zone change for this parcel of land,
DENNI STREET EXTENSION SOUTH
The special committee on Denni Street extension, consisting of
Commissioners Bordner, Beekman and Wright, had not as yet rnet
with Iiir, Koch of the Orange County Road Department and the City
Manager was instructed to arrange a meeting between Mr, Koch and
the specialcommittee, Chairman Beekman stated that an alternate
should be appointed to serve on the committee in place of Commissioner
Bordner, in the event that Commissioner Bordner was not reappointed
to the Planning Commission, since his term expired August 27, 1960,
At this point it was moved by Commissioner Wright, seconded by
Commissioner Slegers and unanimously carried, that the Commission
adopt Resolution No. 10, recommending to the City Council reappoint-
ment of Commissioners Bordner and Van Klaveren. (Commissioners

Chairman Beekman presented a letter from the County Planning Com-
mission requesting their recommendation on County Use Variance

Chairman Bordner stated that this was the time and place as noticed
for public hearing on zone change application No. Z-9 of the Cypress
County Water District to permit change in zone of a one -acre parcel

at the northwest corner of Walker Street and Orange Avenue from
R-4 to C-2 to permit construction of an office and auxilliary
building. After the public hearing was closed the City Engineer
reported that the applicant will put in full curb and gutter. Upon
motion of Commissioner Garcia, seconded by Commissioner Wicker and
unanimously carried, the Commission recommended granting of zone
change application No. Z-9 with the condition that applicant dedicate
to the City for street widening purposes an area 40 feet from the
centerline of Walker Street and an area 40 feet from the centerline
of Orange Avenue for the full length of applicant's property on
both streets and improve said dedicated areas with curbs and gutters
and street paving to match existing paving as required by the City
Engineer.
DISCUSSION ON EIFCTION OF OFFICERS
At this point, there was further discussion on the election of new
officers. Commissioner Garcia stated that he had understood that
Commissioner Wright was Vice -Chairman of the Planning Commission.
Commissioner Wicker informed. the Commission that Mr. Wright had
stated that he would not be interested in serving as Chairman of
the Planning Commission.
DENNI STREET EXTENSION SOUTH
Upon motion of Commissioner Garcia, seconded by Commissioner Baroldi
and unanimously carried, the City Manager and the City Engineer
were instructed to study the problem of extending Denni Street south
and to meet with the Orange County Road Department to discuss the
situation further.
FIRST SOUTHERN BAPTIST CHURCH REQUEST
Chairman Bordner read a letter from the First Southern Baptist Church
requesting permission to place directional signs in various inter.
sections within the City. He then read a letter from the City Manager
stating that once signs are permitted for one group, other groups
will likewise want signs, and as the number of signs grows they become

a hazard to traffic and obscure street names and traffic control
signs, and that the Police Chief concurs with this statement.
Upon motion of Commissioner Garcia, seconded by Commissioner
Baroldi and unanimously carried, the Commission recommended denial
of said request of the First Southern Baptist Church.
MISCELLANEOUS
The City Manager stated that a large quantity of miscellaneous
literature is received at the City Hall for the Planning Commission.
Said literature will be placed on file in the City Hall for the use
of the Planning Commission as they wish. He also stated that a
handbook entitled "California. Planning Commissioners Handbook" had
been received and he would inquire about the possibility of acquiring
one for each of the Commissioners.
The City Manager presented a notice of a proposed annexation to the
City of Buena Park and asked if the Commission wished to be notified
of such information as it is received by the City. The Commission
stated they would like to be informed of these annexations.

There being no further business to come before the Commission,
upon motion of Commissioner Wicker, seconded by Commissioner Ferreira
and unanimously carried, the meeting was duly adjourned at 8.30 P. N,,

to order at 7 45 P M. in the Cypress City Hall,

Chairman Wicker stated that this was the time and place as noticed
for public hearing on Ordinance No. 78, regarding cemetery zoning,
amending Ordinance No. 41, master zoning ordinance. The propone-
nents were heard and spoke in favor of the ordinance, No one present
opposed the ordinance and no communications had been received by the
Planning Commission in regard to said ordinance. Thereupon, the
public hearing was declared closed by unanimous vote, After some
discussion, Commissioner Garcia moved that the Planning Commission
recommend to the City Council the adoption of the amendment to
Ordinance No. 41, said amendment being Ordinance No, 78, subject
to such conditions as might be recommended by the City Engineer
and the City Attorney. Said motion was seconded by Commissioner
Baroldi and unanimously carried.

Upon motion of Commissioner Slegers, seconded by Commissioner

TUINHOUT CONDITIONAL PERMIT AMENDMENT
Secretary Toups and Commissioner Garcia arrived at this point.
Chairman Wright stated that this was the time and place as noticed
for public hearing on the amendment to conditional permit applica-
tion No. C-120 of Ale Tuinhout. The Chairman asked if anyone present
wished to be heard There being no one who wished to be heard and
there being no written communications received, upon motion of Com-
missioner Baroldi, seconded by Commissioner Wicker and unanimously
carried, the public hearing was declared closed After discussion,
it was moved by Commissioner Slegers, seconded by Commissioner
Baroldi and unanimously carried, that the Commission recommends
granting of amendment to conditional permit No C-120 as requested
with the condition that applicant have a minimum clearance of 10
feet from the bottom of the sign to the ground.
MAIONI CONDITIONAL PERMIT
Chairman Wright stated that this was the time and place as noticed
for public hearing on conditional permit application No. C-132 of
Philip and Harriet Maioni The Chairman asked if anyone present
wished to be heard Mr. Joseph Horvath, 6131 Orange Avenue,
stated that this property was zoned M-1 and that he had a light
manufacturing business on the property next to the applicants'
property, if residential were brought in, what about any noise he
might make at night, the proposed dwelling will be pretty close to
his shop The Chairman then asked if anyone else present wished to
be heard There being no one else wishing to be heard and no written
communications being received, upon motion of Commissioner Garcia,
seconded by Commissioner Baroldi and unanimously carried, the hearing
was declared closed. After discussion, upon motion of Commissioner
Garcia, seconded by Commissioner Slegers and unanimously carried,
the Commission recommended granting of conditional permit No C-132
with the following conditions.

1 That applicants post bond or cash equivalent to the
cost of constructing curbs and gutters along Orange
Avenue, fcr the full 100 feet of applicants' property;
2. That applicants' attention be drawn to the fact that
they are moving a residential house next to an existing
manufacturing use in a properly zoned area and that they
could and should anticipate future noise disturbances
and this is the chances that they are willing to take.
VAN RUITLN CONDITIONAL PERMIT
Chairman Wright stated that this was the time and place as noticed
for public hearing on conditional permit application No. C-133 of
Pete Van huiten (land owner) and Jack W. Tyler. The Chairman then
asked if anyone present wished to be heard A Mr Albert Young,
5013 West Kingpine Road, holling Hills, asked several questions re-
garding sale of alcoholic beverages, location of driving range,
noise problem, etc A Mrs Ben F Good, 5552 Orange Avenue, spoke
in regard to sale of alcoholic beverages There being no one else
wishing to be heard and there being no written communications re-
ceived, upon motion of Commissioner Wicker, seconded by Commissioner
Slegers and unanimously carried, the hearing was declared closed
It was moved by Commissioner Garcia, seconded by Commissioner Siegers
and unanimously carried, that the Commission recommends granting of
conditional permit No. C-133 with the following conditions
1. That driveways on Lincoln Avenue be constructed in
accordance with the rules and regulations of the State
Division of Highways and that curbs and gutters be
constructed on 300 feet along Lincoln Avenue,
2 That any and all outdoor lighting apparatus be so con-
structed, directed, and shielded so as not to cast
direct beams of light on any adjacent property not owned
by the applicant;
3. That adequate adult supervision be maintained on the
premises at all times when opened to the public in
order to handle and control the persons on the premises,
4 That a six foot (6') high, chain link fence be erected
completely surrounding all operations on the property
with the exception of that portion facing Lincoln Avenue,
5. That applicant install 4 -foot wide sidewalks along the
front of his property facing Lincoln Avenue,
6. That applicant dedicate to the City on Bloomfield Avenue
for street widening purposes a minimum of 40 feet from
the centerline plus an area sufficient for a l* to 1 foot
street slope where applicant's property borders on
Bloomfield Avenue,
7 That applicant post a bond or cash in an amount to be
determined by the City Engineer for construction, at
the time of street improvement, of curbs and gutters
along Bloomfield Avenue where applicant's property
borders on said street;
8 That the word "BAR" be deleted from the plot plan.

Development Corporation The Chairman then asked if anyone present
wished to be heard. A Mr. Schmidt, representative for Standard
Development Corporation spoke in favor of the application. A Mr
M. Morita spoke against said application There being no one else
wishing to be heard and there being no written communications received,
it was moved by Commissioner '.Dicker, seconded by Commissioner Garcia
and unanimously carried, that the public hearing be declared closed.
After considerable discussion, it was moved by Commissioner Slegers,
seconded by Commissioner 'dicker and unanimously carried, that this
matter be continued until the Planning Commissioners have time to
study the sub -division ordinance and that maps be submitted by the
School District as to location of schools.
BEUINSMA. VAN LEEUWEN, HALLNER USE VARIANCE PERMIT
Chairman Wright stated that this was the time and place as noticed
for public hearing on use variance application No. UV -146 of P.
Bruinsma, J. Van Leeuwen and L. A. Hallner. The Chairman then
asked if anyone present wished to be heard Mr. Bowman, Vice
President of Emblem homes, Inc , agent for the applicants spoke in
favor of the application Ir Jacob Van Leeuwen stated that the
Anaheim Union School District had contacted him and they are in-
terested in 20 acre sites as school sites and this particular parcel
does not contain 20 acres. The question of vehicular access on
Orange Avenue was brought up and one solution to that problem would
be to put a 20 -foot alley to the east, due to the fact that a service
road is not feasible because of the narrowness of the property.
Mrs Ben F Good, spoke in favor of the applicants and asked several
questions regarding location of schools and park sites The Chair-
man asked if anyone else present wished to be heard. There being
no one else wishing to be heard and no written communications being
received, it was moved by Commissioner Garcia, seconded by Commis-
sioner Slegers and unanimously carried, that the public hearing
be declared closed. After discussion, it was moved by Commissioner
Wicker, seconded by Commissioner Slegers, that this matter be
continued until the Planning Commission's next meeting in order
that the Cypress School Board could submit maps as to the location
of proposed new school sites At this point, Mr. Bowman addressed
the Chair and requested either a recommendation in favor of granting
said variance or a denial in order that it may go before the City
Council at its November 14, 1960, meeting; that because of time
limitations they could not wait until the December meeting and the
deal would fall through Thereupon, Commissioner Wicker withdrew
his motion with permission of the second, stating that he had no
objections to housing or the tract but felt this application should
be treated the same as the preceding application. Commissioner
Wicker then moved, seconded by Commissioner Slegers and unanimously
carried, that the Planning Commission recommends denial of the
granting of use variance permit No UV -146
MARINE INDUSTRIAL SUPPLY USE VARIANCE
Chairman Wright stated that this was the time and place as noticed
for public hearing on use variance permit application No. UV -147 of
Marine Industrial Supply Company. The Chairman then asked if anyone
present wished to be heard A Mr Fred Kraft, 625 Elm Avenue, Long
Beach, representative for Marine Industrial Supply Company, spoke
on behalf of the application. There being no one else wishing to
be heard and there being no written communications received, upon

unanimously carried, the public hearing was declared closed. After
considerable discussion) it was moved by Commissioner Garcia, se-
conded by Commissioner tricker and unanimously carried, that the Plan-
ning Commission recommends granting of use variance No. UV -147 with
the condition that applicant obtain clear title to at least half of
the alley prior to issuing of a building permit, and that the City
Attorney and the City Engineer cooperate with the applicant for the
purpose of assisting the applicant in obtaining said clear title to
one-half of the alley.

Chairman Wright stated that this was the time and place as noticed
for public hearing on zone change application No Z-10 of J Leal,
H Slegers and M Morita The Chairman then asked if anyone pre-
sent wished to be heard A Mr Bill Asaw, representative for the
applicants) spoke in favor of granting the zone change There being
no one else wishing to be heard and no written communications being
received, the hearing was declared closed The City Engineer reported
that most cities would not allow rezoning such a large piece of
property without submission of precise plans, but would indicate that
they are favorable to such a zone change and at such time as the
developer is ready to develop they would then go ahead and rezone
Otherwise the City would not have the control for setting improve-
ments, etc. Some cities encircle the property for future rezoning
or pass a resolution of intention until the precise plan is presented
It was moved by Commissioner Wicker that zone change application No
Z-10 be approved Said motion died for lack of a second. Commis-
sioner Baroldi moved, seconded by Commissioner Garcia, that it is
the opinion of the Planning Commission that this property is suit-
able for C-2 zoning and that when a precise plan for development
is submitted for C-2 with tenants and suitable guarantees of
development proceeding expeditiously, the Planning Commission will
recommend such a zone change. Said motion was carried by a vote
of three Ayes to one No (Commissioner Wicker dissenting).
COMMUNICATIONS
City Manager Harber read several communications from the Orange
County Planning Commission and from the Orange County Boundary
Commission for the information of the Planning Commissioners
RESOLUTION NO 11
City Manager Harber stated that at the present time, the Planning
Commission meeting date being the first Thursday and the City Council
meeting date being the second Monday of each month, there is not
enough time elapsing between the two meetinW to bring before the
City Council meetings matters that have been acted upon by the
Planning Commission Lifter some discussion, it was moved by Com-
missioner Garcia, seconded by Commissioner Wicker and unanimously
carried that the Planning Commission adopt Resolution No 11,
establishing the third Thursday of each month, at 7 30 P M.,
in the City Hall, as the regular monthly meeting of the Cypress
Planning Commission

City Manager Harber suggested that the Planning Commission have a

land use ordinance. It was also suggested that a joint meeting be
held with the City Council to discuss the over-all development of
the City The City Attorney was instructed to consult with the
City Manager and the City Engineer as to amendments needed to the
land use ordinance and to prepare a rough draft on amendments to
said land use ordinance for the next meeting of the Planning Com-
mission

Mr Schmidt, a representative cf Standard Development, spoke in favor of
the application
Mr Mackay then spoke at length in regard to location of school sites.
Mr Harber recommended that Use Variance 145 be approved subject to the

City Manager Harber discussed the necessity of strengthening Zoning
Ordinance in regard to minimum width and length of building lots, lot
coverage requirements, parking requirements, garage and carports. General
discussion of future development prospects, controls and regulations
followed. The conclusion was to study the Zoning Ordinance and problems
further for recommendations at the next Planning Commission Meeting
