March 23, 1959
An adjourned regular meeting of the City Council of the City of
Cypress was called to order by Mayor Van Dyke in the City Hall,
9352 Walker Street, at 7.30 o'clock P.M. The Pledge of Alle-
giance to the Flag was led by Councilman Arnold.

DILLON ANNEXATION HEARING
The City Attorney stated that this was the time and place set for
the public hearing on the petition for annexation of a parcel of
uninhabited territory, situated on the east side of Holder Street,
a short distance north of Orange Avenue, which parcel of land is
known as the Dillon Annexation. The Deputy Clerk stated that no
written protests had been filed with the City Clerk's office.
There were no protests from the floor of the Council Chamber,
Councilman Arnold moved that the Council adopt a resolution
annexing said property known as the Dillon Annexation, which mo-
tion was seconded by Councilman Arrowood,, Upon being informed by
the City Attorney that an ordinance was required, rather than a
resolution, Councilman Arnold, with permission of the seconds with-
drew his motion, Whereupon, the City Attorney presented an ordi-
nance annexing said Dillon Annexation to the City of Cypress. It
was moved by Councilman Arrowood, seconded by Councilman Arnold
and unanimously carried, that said ordinance be read by title
only, Thereupon, the City Attorney did read the title of said
ordirnce. It was then moved by Councilman Arnold, seconded by
Councilman Arrowood, that said ordinance, No, S7, be introduced
and passed on to the next regular Council meeting for second read.

FIREWORKS ORDINANCE AMENDMENT
The City Attorney presented and discussed the requirements of a
proposed amendment to Ordinance No. 18, the Fireworks Control
Ordinance, establishing setbacks and regulations on signs in con-
nection with fireworks stands, It was moved by Councilman Baroldi,
Councilman
seconded by/Arrowood and unanimously carried, that said proposed
ordinance be read by title only. Thereupon, it was moved by
Councilman Baroldi, seconded by Councilman Arrowood, that said
ordinance, No. 54, be introduced and passed on to second reading
and final adoption, which motion was unanimously carried by the
following roll call vote:
AYES. Councilmen Arnold, Arrowood, Baroldi, McCarney,
and Van Dyke

STANTON FLOOD CONTROL DISTRICT DISCUSSION
The City Manager introduced Mr. H. George Osborne of the County
Flood Control District who discussed the Stanton Flood Control
District and the new Bolsa Chica channel as it is related to the
southern section of the City of Cypress. Mr, Osborne requested
the Council to consider joining in the plan which he had explained.
Mr. Osborne explained that the channel as planned will go through
the Harvey Aluminum property, He also explained that the cost to
property owners will be 000,00 per acre. It was moved by Council-
man McCarney, seconded by Councilman Arrowood, and unanimously
carried, that the City Manager contact the Harvey Aluminum Company
and ask them to have a representative present at the next regular
Council meeting to discuss this matter,

TRUCK WEIGHT ORDINANCE AMENDMENT
The City Attorney presented and read the title of a proposed
ordinance, amending Ordinance No. 30, to provide that trucks
may leave the main through streets in the City only for loading
and unloading within the City of Cypress. Councilman Baroldi
requested that the amendment include a provision for weighing of
trucks, also. It was moved by Councilman Arrowood, seconded by
Councilman Baroldi and unanimously carried, that said proposed
ordinance be read by title only. Upon motion of Councilman
Baroldi, said ordinance, No 55, was introduced and passed on to
second reading and final adoption, which motion was seconded by
Councilman Arrowood and unanimously carried by the following roll
call vote:
AYES: Councilmen Arnold, Arrowood, Baroldi, McCarney,
and Van Dyke
NOES: None
ABSENT. None
HAND BILL REGULATORY ORDINANCE
Upon motion of Councilman Arrowood, seconded by Councilman Arnold
and unanimously carried, the Council voted to table this matter
until a later date.
C---2 ZONE CHANGE ORDINANCE
The City Attorney presented for second reading and final adoption
Ordinance No. 52, establishing a C-2 land use classification on a
ten -acre parcel of land at Holder and Ball. It was moved by Council-
man Baroldi, seconded by Councilman Arrowood and unanimously carried,
that said ordinance be read by title only. The City Attorney then
read the title of said Ordinance No. 52. There followed discussion
on the problem of fixing responsibility for maintenance and upkeep
of the parking strip between the curb line and the sidewalk. Upon
motion of Councilman McCarney, seconded by Councilman Arrowood

and unanimously carried, the matter was tabled until the next
regular Council meeting on April 13, 1959.
ABANDONMENT OF DENNI STREET ORDINANCE
The City Attorney presented for second reading and final adoption
Ordinance No. 53, setting 8:00 o'clock P. M. on April 13, 1959,
at the City Hall as the time and place for the public hearing on
the abandonment of Denni Street, north of Lincoln Avenue in the
City of Cypress. It was moved by Councilman Baroldi, seconded by
Councilman Arrowood and unanimously carried, that said ordinance
be read by title only. The City Attorney then read the title of
said Ordinance No. 53. It was moved by Councilman Arrowood that
said Ordinance No. 53 be and is hereby approved and adopted, which
motion was seconded by Councilman Baroldi and unanimously carried
by the following roll call vote:
AYES: Councilmen Arnold, Arrowood, Baroldi, McCarney,
and Van Dyke
NOES. None
ABSENT. None
SMITHEN DRAINAGE REUEST
The Deputy City Clerk stated that the City had received a letter
from a Mrs. Lillie Smithen, regarding drainage of storm waters
from her property at Denni and Ball. The City Manager was in-
structed to inform Mrs. Smithen that the City's plans for drainage
channels in that area are being held in abeyance for lack of funds.
COUNTY HIGHWAY CONS`EUCTION STANDARDS, ADOPTION
Upon motion of Councilman Baroldi, seconded by Councilman McCarney
and unanimously carried, the Council approved and adopted the
Orange County Standards of Highway Construction.
At this point, Councilman Arrowood asked to be excused from the
meeting.
CURBS AND GUTTmS,, LINCOLN AVENUE
There was considerable discussion as to whether Forest Lawn should

be required to construct curbs and gutters along Lincoln Avenue,
fronting on their property. Councilmen Arnold stated that he
thought that Forest Lawn should be required to promise to fully
improve Crescent if and when the street is widened. He stated
that the City should have a standard regulation, and that regu-
lations should be drawn up now for R-1, R-2, and R-3 zones as
well. Councilman McCarney concurred in these opinions.
Upon motion of Councilman McCarney, seconded by Councilman Arnold,
the City Engineer, the City Manager, and the City Attorney were
directed to prepare and submit at the next regular Council meeting
a proposed ordinance, that will uniformly apply throughout the City,
requiring street dedications, street improvements, curbs, gutters,
sidewalks, street lighting, and sanitary sewers, which motion was
carried by a vote of three Ayes and one No (Councilman Baroldi
dissenting and Councilman Arrowood absent). During the discussion,
Councilman Baroldi stated that he felt that this City could be
compared to no other cities except Dairyland and Fountain Valley,
Further, he stated that he did not like the word, "uniformly," and
that he thought these regulations should not apply in the A-2 zone.
The City Attorney informed the Council that no improvements would
be required unless there was a change in the land use.
ADJOURNMENT
There being no further business to come before the Council, upon
motion of Councilman Baroldi, seconded by Councilman McCarney, and
unanimously carried, the meeting was adjourned at 9:30 P.M. until
the next regular Council meeting.
