1959-04-20MINUTES OF THE MEETING OF THE CITY COUTL'CIL OF THE CITY OF CYPRESS April 20, 1959 An adjourned regular meeting of the City Council of the City of Cypress was called to order by Mayor Van Dyke in the City Hall, 9352 Walker Street, at 8 00 o'clock P. M. The Pledge of Allegiance was led by Councilman Baroldi, Councilmen present A. E. Arnold, W. J. Arrowood, T. A. Baroldi, M. G. McCarney, and J. Van Dyke Councilmen absent: None City officials present. City Clerk Olsthoorn, Deputy City Clerk - City Manager Wesenberg, and Deputy City Attorney Richard Barker DENNI S'i'HEET VACATION QUESTION The Deputy City Clerk stated that this matter had been extended from the Council meeting of April 13, Councilman Arrowood moved that the matter be tabled until the Council had further time to study the new aspects, which motion was seconded by Councilman McCarney and unanimously carried. ORANGE AVENUE IMPROVEMENT The Deputy City Clerk again brought up the question of the thick- ness of PMS material to be used on the proposed resurfacing of Orange Avenue between Walker and Moody Streets, He stated that the City Engineer had reported that 22 inches would be satisfactory over the fairly substantial rock base already on the street. Upon motion of Councilman Baroldi, seconded by Councilman Arrowood and unanimously carried, the City Engineer's recommendation was accepted and the resurfacing of Orange Avenue between Walker and Moody Streets was authorized. PROPOSED ZONING, COUNTY AREA The City Manager stated that the Orange County Planning Commission had requested that the Cypress Planning Commission and City Council have their recommendations submitted to the County Planning Commis- sion before May 13, when public hearings are scheduled to begin on -1- April 20, 1959 the proposed new zoning in the unincorporated territory north of Lincoln Avenue and south of the Dairyland boundary. The City Manager further stated that the Cypress Planning Commission would hold a special meeting on April 28, 1959, to take under considera- tion the matter of the proposed new zone changes in the aforemen- tioned County territory Following discussion, the Council decided to hold a joint meeting with the Cypress Planning Commission, in order to make their recommendations available to the County Planning Commission as soon as possible. STATE LEGISLATURE, PROPOSED MEASURES The City Manager stated that the League of California Cities had requested an expression of opinion on a number of measures now before the California State Legislature. The City Council acted as follows: AB1351: The League of Cities' opinion was that this bill was a step backward; that the present system of non-partisan local elec- tions had resulted in good local government. Councilman Arrowood moved that the Council support the League of Cities' stand against AB1351, which motion was seconded by Councilman McCarney and unani- mously carried. AB515 and 528: Upon motion of Councilman Arrowood, seconded by Councilman McCarney, the Council agreed to support the League of Cities in opposing these measures, which motion was carried with Councilman Baroldi declining to vote. AB1067• Upon motion of Councilman Arrowood, seconded by Council- man Baroldi and unanimously carried, the Council agreed to support the League of Cities in opposing this measure because of the manda- tory features; AB1778 Upon motion of Councilman Arrowood, seconded by Council- man Baroldi and unanimously carried, the Council went on record as opposing this measure. AB919. Upon motion of Councilman Arrowood, seconded by Councilman 2.. April 20, 1959 McCarney and unanimously carried, the Council voted to oppose this measure. At this point (8.30 P. M.), Councilman Arnold asked to be excused from the Council meeting because of a fire in the area. AB570, 602, 603, 607 and 631. It was moved by Councilman Arrowood, seconded by Councilman Baroldi and unanimously carried, that the Council oppose these measures. PARKING PROBLEM, CERRITOS AVENUE The City Manager stated that Mr. Vessels had reported that the parking of cars along the south side of Cerritos Avenue was causing traffic problems and asked that the City Council authorize "No Parking" signs to be posted in that area during the racing season. Upon motion of Councilman Arrowood, seconded by Councilman Baroldi and unanimously carried, the matter was referred to the Chief of Police for investigation and recommendation, DENNI S'1'tir'ET VACATION, CONTINUATION Mr, Ugene Blalock, legal representative for Forest Lawn Memorial - Park, requested that the Council set a definite date, if possible, for taking up the matter of abandoning Denni Street north of Lincoln Avenue in the City of Cypress, It was then explained to Mr, Blalock that the delay in making a decision on the matter was occasioned by a letter, written to Councilman Arnold by Mr, Al Koch, County Road Commissioner, stating that the City would be placing itself in grave jeopardy of loosing gas tax monies distributed at the discretion of the County Board of Supervisors if the City Council vacates any por- tion of a street which is shown on. the County Master Plan of Highways. Following discussion, Councilman Arrowood requested permission to rescind his previous motion to table the matter and re -state the motion that the matter of abandoning Denni Street be continued until April 28, 1959. Councilman McCarney, who seconded the previous motion, gave his permission to said action as requested by Councilman -3- April 20, 1959 Arrowood. The new motion was unanimously carried. CERRI TOS AVENUE CONDITION Mr. Bill Davidson brought up the question of the condition of Cerritos Avenue east of Miller Street. He was informed that it is planned to reconstruct that portion of Cerritos Avenue after the sewer line has been installed, but that, in any event, money for the project would not be available until after the first of July. ADJOURNMENT There being no further business to come before the Council, upon motion of Councilman Baroldi, seconded by Councilman Arrowood and unanimously carried, the meeting was adjourned at 9:00 o'clock P.
