THE CYPRESS PLAINNING COMMISSION
April 28, 1959
A special meeting of the Cypress City Council, meeting in joint
session with the Cypress Planning Commission, was called to order
at 7 30 o'clock P. M. in the Cypress City Hall by Chairman John
Beekman.
City Councilmen present: A, E. Arnold, W. J. Arrowood, T, A. Baroldi,
M. G. MoCarney, and J. Van Dyke
City Councilmen absent: None
City Officials present: City Engineer Neff, City Attorney Howell,
City Clerk Olsthoorn, City Manager -Deputy
City Clerk Wesenberg
Commissioners present: J. A. Beekman, F. Ferreira, C. L Wicker,
M. L. Wright, and A Van Klaveren
Commissioners absent* K. B. Bordner and H. J Siegers
Chairman Beekman stated that, since this was a special meeting
called for a specific purpose, the reading of the minutes of the
last meeting would be waived.
Chairman Beekman stated that the first order of business was the
consideration of the proposed zoning changes in the unincorporated
area north of the City of Cypress.
The Assistant Secretary presented for study Sectional Maps 8-4-11
and 9-4-11 and explained the Planning Director's recommendations
for these areas. The proposed new zoning restrictions were then
discussed.
It was moved by Commissioner Wicker, seconded by Commissioner Wright
and unanimously carried, that a recommendation be made to the Orange
County Planning Commission that the territory on Map 8-4-11 which is
proposed to be zoned A -R be retained as A-1 as it is presently desig-
nated.
It was moved by Commissioner Wright, seconded by Commissioner Van
Klaveren and unanimously carried, that the City concurs with Planning

Director Neff's recommendation of R -2-D zoning for that portion
of Map 8-4-11 which is between Lincoln and Crescent and Sumner
Place and Moody, which is the new zoning proposed by the Orange
County Planning Commission. Excepted was the Bakker Dairy property
which is recommended to be retained as A--1.
It was moved by Commissioner Wright, seconded by Commissioner
Wicker and unanimously carried, to concur with the Orange County
Planning Commission's recommendation for a C-2 zoning on a 300 -foot
deep strip on the north side of Lincoln Avenue from Sumner Place
to Moody Street.
It was moved by Commissioner Wicker, seconded by Commissioner Van.
Klaveren and unanimously carried, that on Map 9-4-11, the area north
of Crescent, bounded by the Cities of Dairyland and Buena Park, be
zoned R -2-D, as recommended by Planning Director Neff.
It was moved by Commissioner Wicker, seconded by Commissioner Van
Klaveren and unanimously carried, that the area on Map 9-4-11
between the Dairyland boundary and Watson Street and Crescent and
De Long be zoned A -2-D, as recommended by Planning Director Neff,
Councilman Arnold moved that this area be reconsidered because of
the single-family dwellings along De Long Street, Said motion was
seconded by Commissioner Wright, because he wanted to discuss the
subject further. Said motion to reconsider this area was unanimously
carried,,
Councilman Arnold moved that the area between Crescent and De Long
and Dairyland and Watson be zoned R-1. This motion died for lack
of a second,
Councilman Arrowood moved that the Cypress Park be zoned A -2.-D and
that the area already in residential use along De Long Street be
zoned 8-1. Said motion was seconded by Commissioner Wright and
unanimously carried.

It was moved by Councilman Arrowood, seconded by Commissioner
Wright and unanimously carried, to concur with the recommendation
that the B-4 zone be changed to R-1 and R -2-D as proposed by the
Orange County Planning Commission on Map 9-4-11.
It was moved by Commissioner Wright, seconded by Commissioner Van
Klaveren, that the area north and east of the Pacific Electric
tracks on both sides of Walker Street remain C-2 and M-1, as pre-
sently zoned. Following considerable discussion, Commissioner
Wright withdrew his motion, with permission of the second.
Commissioner Wright then moved that recommendation be made to the
Orange County Planning Commission that the area presently zoned
C-2 east and west of Walker Street north of the boundary line of
the City of Cypress be retained C-2. Said motion was seconded by
Commissioner Van Klaveren and unanimously carried,
It was moved by Councilman Arrowood, seconded by Councilman Baroldi
and unanimously carried, that the City concurs with the Orange
County Planning Commissionts proposed changes to R-1 and R-3 in
the area remaining west of Walker and north of the Pacific Electric
tracks.
Commissioner Wright moved, seconded by Commissioner Van Klaveren
and unanimously carried, that the City concurs in the C-2 zoning
for the area north of Lincoln and west of the City of Cypress and
bordered on the east by Buena Park,
Councilman McCarney moved, seconded by Councilman Arrowood and
unanimously carried, that, in the area east of Electric atreet and
north of Lincoln, the present zoning of C-2 and M-1 be retained.
Councilman Arrowood moved, seconded by Councilman McCarney and
unanimously carried, that the zoning on the area between Watson and
Electric Streets, north of Lincoln Avenue to the railroad tracks
remain C-2 and M-1 as presently zoned.
Commissioner Wright moved, seconded by Councilman Arrowood and
unanimously carried, that the area immediately west of Watson Street

north to the railroad tracks be retained as presently zoned:
C--2 frontage on Lincoln and M-1 north to the tracks. In the
remainder of the area west of Watson to Moody Street between
Lincoln and the railroad tracks, it was moved by Commissioner
Wright, seconded by Councilman McCarney and unanimously carried,
that the City concurs with the Orange County Planning Commission's
recommendation of C-1 along Lincoln for a depth of 400 feet, C-2
for the next 400 -foot depth and the remainder of the area north
to the tracks M-1.
The joint meeting of the City Council and Planning Commission
was adjourned at 9:00 o'clock P. M. After a short recess, the
Mayor called the Council to order to continue the business at
hand.
DENNI STREET ABANDONMENT CONTINUATION
The Deputy City Clerk stated that this was the time and place set
for the continuation of the discussion of the possible vacation
of Denni Street north of Lincoln Avenue in the City of Cypress.
The City Attorney stated that he had been unable to contact any
of the County officials to obtain their views on the matter and,
therefore, could only advise the Council to continue the matter
until another date. Upon motion of Councilman Arrowood, seconded
by Councilman Baroldi and unanimously carried, the proposed aban-
donment of Denni Street was continued until May 11, 1959, at the
regular Council -meeting.
PURCHASE OF LOT ON MILLEH S'1HEET
The Deputy City Clerk stated that the County had requested an
opinion from the Council regarding the purchase of a lot imme-
diately adjacent to the Pacific Electric Railway tracks on Miller
Street which is going up for revenue and taxation sale, Does the
City wish to make a bid on this lot? Upon motion of Councilman
McCarney, seconded by Councilman Arrowood and unanimously carried,
the Council voted not to bid on the purchase of the aforementioned
lot.

WEED ABATEMENT CONTRACT
Upon motion of Councilman Arrowood, seconded by Councilman Baroldi
and unanimously carried, the Council authorized the proper City
officials to execute the contract with the County Fire Department
for weed abatement for 1959.
REQUEST FOR LEASH LAW
A citizen, Mrs. Tatro, asked whether the City of Cypress could not
have a leash law to control dogs in the City. The City Manager ex.»
plained that the County has no such law and would refuse to enforce
a leash law in the City. He further explained that such a law in
the City would require the establishment of the City's own dog pound,
a rather expensive procedure.
'B156, REQUEST FOR SUPPORT
The City Attorney stated that a bill had been introduced to amend
the Government Code sections to provide specific authorization to
City and County Planning Commissions to have some control over the
location of schools. It was the City Attorney's recommendation that
the Council support the passage of said bill. Upon motion of Council-
man Arrowood, seconded by Councilman Arnold and unanimously carried,
the Council authorized letters to be written to the Assemblymen and
State Senator supporting AB -156.
ADJOURNMENT
There being no further business to come before the Council, upon
motion of Councilman Arrowood, seconded by Councilman Baroldi and
unanimously carried, the meeting was adjourned at 9.35 o'clock P. M,
until the next regular meeting.
