January 11, 1960
A regular meeting of the City Council of the City of Cypress was
called to order by Mayor Van Dyke in the City Hall, 9352 Walker
Street, at 7 30 o'clock P M The Pledge of Allegiance to the
Flag was led by Mayor Van Dyke.

MINUTES
Upon motion of Councilman McCarney, seconded by Councilman Baroldi,
and unanimously carried, the minutes of the meeting of December
14, 1959, were approved as submitted
SPAAN CONDITIONAL PERMIT APPLICATION
The Deputy Cit Clerk presented conditional permit application
No C-109 of Gilbert Spaan and Harry Roach to permit the con-
struction of two single-family, single -story, stucco frame dwellings
in the R-4 zone with less than the required building site and on
which one dwelling now exists at 5582 Newman Street The Deputy
City Clerk then read the recommendations of the Cypress Planning
Commission Upon motion of Councilman McCarney, seconded by
Councilman Baroldi and unanimously carried, said conditional
permit application No C-109 was granted by the Council as requested
with the condition that 12 -foot concrete driveways be provided
for each of the proposed houses
BOSTON CONDITIONAL PERMIT APPLICATION
The Deputy City Clerk reported that this application was still
under consideration by the Planning Commission.
CONSTRUCTION OF CURBS AND GUTTERS ORDINANCE
The City Attorney presented a proposed ordinance governing the

construction of curbs and gutters and setting forth specifications
for said construction It was moved by Councilman Arnold, se-
conded by Councilman Arrowood and unanimously carried, that said
ordinance be read by title only Thereupon, the City Attorney
did read the title of said ordinance It was moved by Councilman
Arnold, seconded by Councilman Arrowood and unanimously carried,
that said ordinance, No 70, be introduced and passed on to the
next Council meeting for second reading and final adoption
COYOTE CREEK INLET SURVEY
The Deputy City Clerk read a letter, which was addressed to the
City Engineer from the Los Angeles County Flood Control District,
requesting information on inlets and side drains into the Coyote
Creek channel Following discussion, it was moved by Councilman
Arrowood, seconded by Councilman i3aroldi and unanimously carried,
that the City Engineer is authorized to make the survey to obtain
the information requested by the Los Angeles County Flood Control
District.
STOP SIGNS, TRAFFIC SAFETY COMMITTEE REPORT
The Deputy City Clerk reported that the Orange County Traffic
Safety Committee has approved of the installation of boulevard
stop signs regulating the north -south traffic at the intersections
of Miller and Orange and Holder and Orange
STOP SIGN RESOLUTION
Upon motion of Councilman Arnold, seconded by Councilman Arrowood
and unanimously carried, Resolution No 104, establishing stop
signs at the intersections of Miller and Orange and Holder and
Orange to control north -south traffic, was adopted.
HEART ASSOCIATION CANVASS RE QUEST
The Deputy City Clerk stated that the Heart Association has re-
quested permission to canvass the City for funds during the month
of February. It was moved by Councilman ]3aroldi, seconded by

Councilman Arrowood and unanimously carried, that permission is
hereby granted to the Heart '°association to conduct said fund-
raising campaign
GONZALES DEDICATION ACCEPTANCE
The Deputy City Clerk presented an easement deed from John and
Soledad Gonzales for street purposes as required by Conditional
Permit C-106 Upon motion of Councilman =tirnold, seconded by
Councilman Baroldi and unanimously carried, said deed was accepted
and the proper City officials were instructed to effect the re-
cordation of said deed.
REGISTER OF DEMANDS
Upon motion of Councilman Arnold, seconded by Councilman Baroldi
and unanimously carried, the negister of Demands for the month of
January, 1960, was approved as presented.
PURCHASE OF REC0i DING EQUIPMENT
The City Manager reported that, in accordance with instructions,
he had obtained two bids for tape recording equipment He presented
a bid of "i 175.00 for the Webcor Tape Recording equipment, and a
bid of :180 00 for the VM recording equipment It was moved by
Councilman Arnold, seconded by Councilman Baroldi and unanimously
carried, that the City purchase the Webcor equipment provided that
it can be taken on a trial basis first
CITY ENGINEER'S REPORT
City Engineer Neff reported on the plans and specifications for
the improvement of Killer Street from Cerritos to Orange Follow-
ing discussion, it was moved by Councilman Arnold, seconded by
Councilman Baroldi and unanimously carried, that, by reason of
the urgency of getting this street improvement work done immediately,
it is impossible to advertise in the normal manner and, therefore,
it is authorized that informal bids be obtained
LAT1 BILLS
The Deputy City Clerk presented two bills which had been received

too late to be placed on the Register of Demands One bill was
from the Karen Water Company for water rent for the period of
July to December, 1959 It was moved by Councilman Arrowood,
seconded by Councilman Baroldi and unanimously carried, that the
Karen Water Company bill be paid The other bill was from the
City Attorney for legal opinions and police prosecutions for a
total of 4470.00. It was moved by Councilman Arnold, seconded by
Councilman Arrowood and unanimously carried, that the City
Attorney's bill be paid
POLICE CHIEFS' CONFERENCE
It was moved. by Councilman Arnold, seconded by Councilman McCarney
and unanimously carried, that the Police Chief is hereby authorized
to attend the annual Police Chiefs' Conference in Fresno on
January 20 and 21 at City expense
SPEED LIMIT ON KA`1`ELLA
Councilman Baroldi suggested that, since the maximum speed limit
in the State had been raised to 65 miles per hour, he felt that
Katella Avenue should be posted for a speed of 55 miles per hour
The Council requested that the Police Chief consider the matter
and report his findings at the next Council meeting
VIOLATION OF LAW, DAMRON PUBLIC HEARING
The City Attorney stated that it would appear that a violation of
State law had occurred during the public hearing of December 14,
1959, on the zone change application submitted by Dr Damron
The City Attorney stated that he referred to a series of bills
known as the Brown Act governing the holding of public or non-
public City Council meetings handling any matter in which any
member of the Planning Commission or City Council has any interest
in said matter. Upon being questioned as to what, specifically,
he was referring, the City Attorney replied that he referred to
the fact that the property under consideration during the public
hearing was either actually or technically under the name of

Councilman Arnold It was moved by Councilman Arrowood, seconded
by Councilman Baroldi and unanimously carried, that the City
Attorney is authorized to investigate this matter, and, if it
warrants further action, to refer it to the District Attorney
LAND USE SURVEY
Councilman Arrowood presented and read a prepared statement on
land use and plans for the orderly growth of the City He con-
cluded his statement with the following motion "I therefore
move that the Mayor, the Chairman of the Planning Commission
the City Manager, the City Engineer and the City Attorney are
hereby authorized and directed to contact two or more organiza-
tions specializing in city land use planning and recommend back
to this Council at the earliest possible date an organization
and an alternate and a form of agreement by which such organiza-
tion would make a comprehansive land use study of our City with
particular emphasis on. the problem of encouraging industrial and
commercial uses " Said motion was seconded by Councilman Baroldi
and unanimously carried
LINDEBOOM CURBS AND GUTTERS QUESTION
Mr Eize Lindeboom appeared before the Council and asked to have
the stakes set so that he could construct the curbs and gutters
in front of his proposed drive-in dairy. He stated that he could
not get final inspection and begin doing business until this is
done It was moved by Councilman Arrowood, seconded by Counclman
McCarney and unanimously carried, that the City Engineer be
instructed to post the grades so that the drive-in dairy may be
finished and get into business.
ADJOURNMENT
There being no further business to come before the Council, it
was moved by Councilman McCarney, seconded by Councilman Baroldi
and unanimously carried, that the meeting be adjourned at 9.15
