A regular meeting of the City Council of the City of Cypress was
caJ_led to older by Mayor Var Dyke in the City Hall, 9352 Walker
Street at 7 30 o'clock P. M The Pledge of Allegiance to the
Flag was led by Councilman Arnold

ARNOLD STA`1EMENT
Councilman Arnold asked for and received permission to read a
stateent to the Council. In this statement he stated that he

DESUTTER CONDITIONAL PERMI1 APPLICATION
Mayor Vin D,rke preserted Conditional Permit Application No. C-112 of
Artoine F DeSutter to permit the establishment of a hay sales and
trucking yard in the A-2 zone at 9242 South Bloomfield Avenue. The
Deputy City Clerk read the recommendation of the Cypress Planring
Commission
Upon motion of Councilman Baroldi, seconded by Council -
mar McCarney and unanimously carried, Conditional Permit Application
No C-112 was granted as requested with the following conditions
1. That the truck entrance driveway be a 20 -foot paved drive, and
2 That applicant dedicate for street purposes an area 40 feet from

the center line of Bloomfield Avenue for a distance of 135
feet along Bloomfield.
BOSTON CONDITIONAL PEHi•II1 APPLICATION
The Deputy City Clerk presented Conditional Permit Application
I':o C-110 of Mason A and Florence E Boston to permit the con-
struction of a trailer park for dweiling trailers in the C-2 and
A-2 zones at 4322 Lincoln_ Avenue. The recommendation of the Cypress
Planning Commission was tr.on read by the Deputy City Clerk It was
moved by Councilman Arnold, seconded by Councilman Baroldi and un-
animously carried, that Conditional Permit Application ho. C -11C be
grafted as requested with the following conditions
1 That the entire property to be utilized for the aforemertioned
Trailer park as indicated on the plot plan be surrounded by a
five-foot masonry block wall, with the exception that between
the two entrance driveways a four -foot masonry block wall be
constructed,
2 That grass, shrubbery and proper landscaping, similar to that
shown on the plot plan, be accomplished throughout the area
of the trailer park,
3. That tine westerly entrarce driveway be curvod toward the east
in a man_ler similar to that shown on the plot plan '01 the
easterly entrance driveway,
4. That .no certificate of use and occupancy be issued urtil the
mobile home park is connected to the sanitary sewers.
ABBOW0OD CONDITIONAL PERMIT APPLICATION
At this point, Councilman Arrowood removed himself from the Council
table and took a seat in the audience £he Deputy City Clerk
presented Conditional Permit Application Ivo C-113 of Walter J.
Arrowood to permit the location of a mobile home to be used
dwelling purposes in the C-2 zone at 6072 Lincolr Avenue.
The recommendation of the Cypress Planning Commission was
the Deputy City Clerk. During the discussion, Councilman

stated that he was opposed to allowing a trailer in the C-2 zone

as setting a bad precedent He further stated that he thought
three years was too long a period of time Councilman Arnold
stated that, since he had not received the plot plans, he nad
been unable to study the matter It was __oved by Councilman
Baroldi, seconded Mayor Van Dyke, that Conditional Permit
Application No C-113 be granted as requested for a three-year
period, expiring on February 8, 1963, which motion was carried by
the following roll call vote

NOES Councilman McCarney
(Councilman Arrowood not participating in the voting)
Councilman Arnold refrained from voting. Later in the meeting
Councilman Arnold stated that he had been thinking the matter over,
and, since permits had been granted for trailers in another C-2
zone location and in the C-1 zone, he felt that it was in order to
grant the Arrowood application He therefore wished to vote Aye
MEEKHOF CONDITIONAL PERMIT APPLICATION
At tris point Councilman Arrowood resumed his seat at the Council
table Mayor Van Dyke presented Conditional Permit Application
1o. C-111 of Calvin J Meekhof to permit construction of an
addition to an existing poultry lay house in the A-2 zone at 9731
South Walker Street, said lay house having less than the required
rear yard and side yard The Deputy City Clerk read the recommen-
dation of the Cypress Planning Commission. Mr. James Duncan, 9582
South Walker Street, Cypress, rose from the audience and protested
the granting of tlis variance because an existing water condition
will create bad smells Following discussion, it was moved by
Councilman Baroldi, seconded by Councilman Arnold and unarimously
carried, that Conditional Permit Application No. C-111 be grarted
as requested with the condition that a six-foot solid board fence
be constructed along the north property line from the front line
of the existing garage +-o the rear property line Said fence is to
be painted and maintained it good condition at all times

ALL A.,1ERICAN MARKET DEDICATION ACCEPTANCE
The Deputy City Clerk presented a grant dead from Cypress Irvest-
ment Inc and Greater All American Markets, Inc. as required by
Rezoning Permit No. 2 Upon motion of Councilman Arrowood,
seconded by Councilman Ba.roldi and unanimously carried, said
deed was accepted and the proper City officials were instructed
to effect the recordation of said deed.
STATh WATER PROJECT BILL - DISCUSSION
The Deputy City Clerk presented a letter addressed to the City
Council which had been received in the City Clerk's office from
the Orange Coanty Water iistrict Enclosed with said letter was
a certified copy of a resolution adopted by the Orange County
later District, endorsing Senate Bill 1106. Following discussion,
it was moved by Councilman Arnold, seconded by Councilman McCarney
and unanimously carried, that the City Council supports said
resolution of the Orange County Water District.
PAVING CONTRACT AJTHORIZATICN
The Deputy City Clerk presented for the Council's approval, a
contract with the R J Noble Company for pang of a one mile
section of Miller Street, between Cerritos and Orange Avenues.
Following discussion, it was moved by Councilman Arnold, seconded
by Councilman Arrowood and unanimously carried, that the proper
City officials are hereby authorized to execute said contract
MILLER STREET - 4 LANE '-IIGH1vAY
The Deputy City Clerk stated that the City had received a request
from the County Board of Supervisors for the City to participate
in a three year project for the widening and extension of Miller
Street as a four lane highway, from Lincoln Avenue past Orangewood
Avenue to meet Garden Grove's four lane highway Following con-
siderable discussion, it was moved by Councilman Arnold, seconded
by Councilman Arrowood and unanimously carried, that the City
Engineer make a study of Miller Street for a four lane highway
and report bac to the Council on the approximate cost, etc

SPEED LIMIT ON KATELLA AVENUE
The Deputy City Clerk preserted a report from the Chief of Police
or the question of placing speed limit signs on Katelia Avenue
The matter was tabled for the time being
REGISTER OF DEMANDS
Upon motion of Councilman Arnold, seconded by Co,ncilmar Arrowood
and unanimously carried, the Register of Demands for the month of
February, was approved as presented.
CONSTiUCTION OF PAVING, LINDEBOOM DRIVE-IN DAIRY
The Deputy City Clerk stated that the question had been raised
as to whether the City of Cypress would pave the portion of Miller
Street between the present pavement and the curb line in front of
the Lindeboom Drive -In Dairy It was the opinion of the City
Attorney, that under the terms of Ordinance No 51, amending
Ordinance No 4.1, the Lindebooms would be reauired to pave the
street from the present pavemert to the curb line
ELECTION NOTICE RESOLUTION
Upon motion of Councilmen Arnold, seconded by Councilman McCarney
and unanimously carried, the Council adopted 3esolution No 107,
authorizing publication of the Notice of Election to be held on
April 12, 1960.

AbTHORIZATION TO COMPENSATE SECRETARY FOR OVERTIMMiE WORK
It was moved by Councilman Arnold, seconded by Councilman Baroldi
and unanimously carried, that the secretary be authorized to work
overtime as needed daring the absence of Mrs Lingener
2_RROWOOD R✓CALL PETITION
The Deputy City Clerk reported that there had been filed with the
City Clerk's office, eight petitions for the recall of Walter J
Arrowood, and requesting ar election for said recall. He stated
that the signatures on said petitions would be checked and verified,
and said petitions would be reported back to the Council

EXCLUSION PETITIONS DISCUSSION
There followed considerable discussion of a possible exclusion
attempt by the Standard Development Corporation.
RECALL ELECTION DISCUSSION
There followed considerable disc.ssion between Mr Shubin, Mr
Duncan, and the various members of the Council as to possible ways
of preventing the recall election on all of the present Councilmen
and having the opposing factions get together to work out some
compromise of their disagreements With regard to the recall
petitions Filed against Mr. Arrowood, it was stated that the
complaint against him was that he lives outside of the City
At 10 12 P M a recess was called in order that the Mayor might
answer the telephone. At 10.15 P M Councilman Baroldi asked to
be excused from the meeting. The Mayor assumed the Chair and the
meeting was reconvened at 10 18 P M The question of withdrawing
the recall petitions against Mr Arrowood was raised Mrs Tatro
stated that her husband had been instructed by their attorney to
file them at this time, that she had no authority to withdraw the
petitions and that it would be impossible to contact her husband
Councilman Arrowood stated that certain charges had been made
against him and that he felt that he should have the privilege of
having the voters decide this question for themselves
It was suggested that the members of the opposing factions get together
for a discussion of their differences in an effort to fins a sol-
ution and that the City Attorney act as moderator.
ADJOURNMENT
There being no further business to come before the reeting, upon
motion of Councilman McCarney, seconded by Mayor• Van Dyke gnd
unanimously carried, the meeting was adjourned at 10.40 P M until
