April 11, 1960
A regular meeting of the City Council of the City of Cypress was
called to order by Mayor Van Dyke in the City Hall, 9352 Walker
Street, at 7 30 otclock P, M. The Pledge of Allegiance to the
Flag was led by Mayor Van Dyke.

MINUTES
It was moved by Councilman McCarney, seconded by Councilman
Baroldi and unanimously carried, that the minutes of the meeting
of March 140 1960, be approved as submitted.
WICKER CONDITIONAL PI RMIT AMENDMENT
The Deputy City Clerk presented an application for an amendment
to conditional permit No. C-114 of C. L. Wicker to allow for signs
to advertise the businesses to be established at 6062 Lincoln
Avenue. Following discussion, upon motion of Councilman McCarney,
seconded by Councilman Baroldi and unanimously carried, said
application for amendment to conditional permit C-114 was approved
as requested.
VAN ZANDT - WORTHINGTON CONDITIONAL PERMIT APPLICATION
The Deputy City Clerk presented conditional permit application
No. C-117 of William A. Van Zandt and Ivan Worthington to permit
the erection of a 19 unit motel with swimming pool in a C-2 zone
located at 3662 Lincoln Avenue. Said motel is to have a 10 foot
rear yard, five foot side yards, and 24 -foot front yard setback
from the front property line. The motel is to have 18 paved
parking spaces, one garage and is to be of stucco -frame construc-
tion. All parking areas and drives are to be black -topped and
concrete curb and gutter is to be placed according to State

requirements. The motel is to be connected with sewers, The
Deputy City Clerk read the recommendation of the Planning Com-
mission, Upon motion of Councilman Baroldi, seconded by Council-
man McCarney and unanimously carried, conditional permit applica-
tion No, C-117 was granted with the following conditions.
1, That a chain link fence, 6 feet high, be erected
along the south property line and said fence is to
tie into the proposed building,
2, That a chain line fence or equivalent, 6 feet in
height, be erected along the east property line;
3. That the swimming pool comply with existing County
Standards, be completely fenced and equipped with
self-locking gates.
LUIS CONDITIONAL PEEMIT APPLICATION NO, C-118
The Deputy City Clerk presented conditional permit application
No, C-118 of Amilear and Mary Evelyn Luis to permit the construc-
tion of a stucco -frame, single family dwelling in the A-2 zone
located at 9092 Denni Street. Said dwelling is to have less than
the required side yards and area. The Deputy City Clerk read the
recommendation of the Planning Commission. Upon motion of Council,.
man Arnold, seconded by Councilman McCarney and unanimously carried,
conditional permit application No. C-118 was granted as requested,
DAVIS CONDITIONAL PERMIT AMENDMENT
The Deputy City Clerk presented an application for an amendment
to conditional permit No. C-116 of Clarence T, Davis, altering
the front yard setback and allowing for the erection of two (2)
signs advertising the business to be located at 5721 Lincoln
Avenue. Following discussion, upon motion of Councilman Arnold,
seconded by Councilman Baroldi and unanimously carried, said
application for amendment to conditional permit C-116 was approved
as requested`

CYPRESS RIDERS CORRAL 1 CONDITIONAL PERMIT NO. C..11
The Deputy City Clerk presented conditional permit application
No. C-119 of Cypress Riders Corral 51 to permit the use of the
property (15 acres) in the M-1 and R-4 zones at 9301 Miller
Street for recreational events involving horses and horsemanship
(Gymkhana events). There will be approximately eight acres for
off-street parking. The erection of a steel fence (a maximum of
4 feet in height) in the form of an oval is to be used as a horse
arena,. The Deputy City Clerk read the recommendation of the Plan-
ning Commission. Upon motion of Councilman Arnold, seconded by
Councilman Baroldi and unanimously carried, conditional permit
No. C-119 was granted with the following conditions:
1. That dust be controlled at all times so as not to
blow on adjoining property,
2. That separate ments and woments restroom facilities
be provided for each 100 people on the premises;
3, This permit is to be limited for a period of one year.
AWARDING OF POLICE CAR S1HVICE CONTRACT
The Deputy City Clerk stated that bid invitations had been sent
out to all types of garages and service stations in the City and
that only two had been sent back, Don's Texaco Service and Van
Kampen3s Union 011 Service. He reported that Van Kampen's was
the low bidder. Upon motion of Councilman Arnold, seconded by
Councilman McCarney and unanimously carried, the police car
service contract was awarded to Van Kampents Union Oil Service
Station.
:STREET MAINTENANCE CONTRACTOR'S WAGE SCALE INCREASE REQUEST
The Deputy City Clerk presented a request from William Gerritsen,
requesting an increase of $1.25 per hour per work unit for street
maintenance work,. Upon motion of Councilman McCarney, seconded
by Councilman Baroldi and unanimously carried, the City Manager
was authorized to use William Gerritsen as needed for all

emergency street maintenance work such as barricades, putting up
stop signs, etc., and other work as the City Manager deemed
advisable at the new price. The County is to be used for most
street maintenance jobs,t
MILLEH STREET WIDENING AND EXTENSION DISCUSSION
City Engineer Neff reported that he would give a full and
complete report on this matter at the next regular meeting.
Upon motion of Councilman Arnold, seconded by Councilman Baroldi
and unanimously carried, the City Council deferred the City
Engineerts report until the next meeting.
SICK LEAVE POLICY REPORT
It was moved by Councilman Arnold, seconded by Councilman Baroldi
and unanimously carried, that the City Managerts report on sick
leave for City employees be made a policy of the City Council.
LAND USE SURVEY REPORT
The City Manager reported that out of several planning organiza-
tions that had been contacted according to the wishes of the City
Council, only two written proposals had thus far been received;
one from Wilsey & Ham of Pasadena and one from Ferdinand Iwasko.
He also stated that the Southern Pacific Railroad had been con-
tacted and that they are interested in meeting with City officials
in possibly assisting in planning out future industrial development
for the City, It was moved by Councilman Baroldi, seconded by
Councilman MoCarney and unanimously carried, that the two reports
be received and filed and that the City Manager make arrangements
to meet with the Southern Pacific Railroad industrial consultant.
Planning Commission, and City Council to discuss this matter further,,
REGISTER OF DEMANDS
Upon motion of Councilman Arnold, seconded by Councilman Baroldi
and unanimously carried, the Register of Demands for the month of
April., 1960, was approved as presented,
COUNCILMAN ARNOLD
Councilman Arnold stated that it had been a pleasure working with

the City Council and the City of Cypress for the past four year:
and that he would continue to do anything he could to help the
City at no cost to the City. He also stated that if it were the
wishes of the Council he would continue to serve on the Mosquito
Abatement District Board..
MCCABNEY RECALL PETITION
Councilman Arnold asked what progress had been made on Council-
man McCarney's recall petition. The City Attorney stated that
new information was forthcoming momentarily and he would report
on it as soon as possible.
CALIFORNIA LEAGUE OF CITIES
City Attorney Howell reported that the California League of Cities
was having a four-day meeting in Monterey, California, and asked
if the Council wished him to attend said meeting. Upon motion of
Councilman Arnold, seconded by Councilman Baroldi and unanimously
carried, the City Attorney was authorized to attend said meeting*
ADJOURNMENT
There being no further business to come before the meeting, upon
motion of Councilman Baroldi, seconded by Councilman McCarney and
unanimously carried, the meeting was adjourned at 9 00 P. M. until
April 19, 1960 at 8.30 P. M.

SICK LEAVE POLICY
April 11, 1960
Each employee of the City shall be allowed ten (10) working
days of absence by reason of sickness without loss of pay for
each period of twelve (12) calendar months of actual continuous
employment No more than five (5) days of paid absence shall be
allowed prior to the completion of the first six months of continuous
employment with the City by any employee Absence by reason of
sickness may be acumulated from year to year until a maximum credit
of thirty (30) days has accrued The amount to be paid must be
prorated for part-time employees according to that portion of a
full working day that each employee works
If requested by the City Manager each employee shall furnish
certificate by a licensed physician or other satisfactory proof
of illness.
