August 24, 1960
A special meeting of the City Council of the City of Cypress
was called to order by Mayor Baroldi in the City Hall, 9352
Walker Street, at 7.30 o'clock P. M

Deputy City Attorney Harmon, City Engineer

APPOINTMENT OF ACTING CITY MANAGER
Mayor Baroldi stated that the purpose of the meeting was to consider
the hiring of a Municipal Consultant who would also serve as Acting
City Manager, Mayor Baroldi then read the following statement
"Since the Council suspended Burt Wesenberg as City Manager,
I called the California League of Cities to ask them to forward
the names of men who might be available for our consideration,
The Manager highly recommended Mr. Deane Seeger as a Municipal
Consultant who happened to be immediately available,
"Since the Council has determined to change the policy of
the City from no development to a policy of active encouragement
of development, there are probably many adjustments in adminis-
trative procedures that will need to be made to meet the changing
conditions, I am sure that we want to be sure that these changes
are made in the best possible order so that the best interests
of the City are taken care of and in the best interests of good
administrative practices. I felt that having a municipal con-
sultant available who is also willing to fill the position of
Acting City Manager is most fortunate. I have talked considerably
with Mr. Seeger and asked hit to appear at the City Hall and look
into the City's business pending this meeting in order that you
might meet him and come to a decision.

"I think that we should hire him as a Consultant and Acting
City Manager. He has stated that he will be willing to work on
such a temporary basis for the sum of $900.00 per month, Which I
think is reasonable when we consider that he will be overseeing
the setting up of administrative procedures necessary to effective
and orderly development."
During the ensuing discussion, Councilman Arrowood asked
whether the law provided that the City Clerk would act as City
Manager until a City Manager could be appointed. While the Deputy
City Attorney searched for the answer to Councilman Arrowo odts
question, City Engineer Toups reported on several problems with
regard to the reconstruction of Cerritos Avenue. Following discus-
sion, it was decided to hold a special Council meeting at 5 00
o'clock P. M. on August 25, 1960, to take up the problems outlined
by the City Engineer. The City Attorney was excused from attending
this special meeting.
Deputy City Attorney Harmon stated that he could find nothing
in the Government Code with regard to Councilman Arrowoodts question.
He stated that the City's ordinance provides that the City Council
may designate some qualified person to serve as City Manager under
such conditions.
Mayor Baroldi then presented copies of a resolution. The
Deputy City Attorney stated that he approved the form of the
resolution and suggested two changes in the wording. He suggested
that, in the third paragraph of the resolution following the word
"Manager," the following be inserted• "that such employment be at
the pleasure of the Council." He further suggested that, in the
fourth paragraph of the resolution following the word "rate", the
words "not in excess" be inserted.
Mayor Baroldi then introduced Mr. Deane Seeger who gave a
short resume of his qualifications and experience. There followed
discussion as to the terms of the contract to be signed by Mr. Seeger
and Mayor Baroldi.

Upon motion of Councilman McCarney, seconded by Councilman
Denni and unanimously carried, the Council adopted Resolution
No. 128, with the corrections suggested by the Deputy City
Attorney, authorizing the employment of Mr. Deane Seeger as a
Municipal Consultant and Acting City Manager and fixing his re-
mumera.tian1
ADJOURNMENT
There being no further business to come before the Council at
this time, upon motion of Councilman Arrowood, seconded by Council-
man McCarney and unanimously carried, the meeting was adjourned at
8 25 otclock P. M. until the next regular meeting.
