September 19, 1960
A special meeting of the City Council of the City of Cypress
was called to order by Mayor Baroldi in the City Hall.,, 9352
Walker Street, at 8.00 o'clock A. M.
Councilmen present W. J. Arrowood, J. J Denni, M. G. McCarney,
J. Van Dyke and T. y, Baroldi
Councilmen absent: None
City officials present Deputy City Attorney Harmon
HIRING OF ACTING CITY MANAGER
Mayor Baroldi stated that this meeting is being held to consider
the hiring of a Municipal Consultant and Acting City Manager.
He proposed the name of Mr. Fred D. Harber of Buena Park* Mayor
Baroldi stated that Mr. Harber had agreed to take the job on a
temporary basis; that it would be impossible to get anyone to take
the position on a permanent basis until the recall and the law
suit are settled.
Mayor Baroldi introduced Mr, Fred D, Harbert Who then gave a short
resume of his background,
Upon motion of Councilman McCarney, seconded by Councilman Denni,
Resolution No. 130, authorizing the employment of Mr,, Fred D. Harber
as a Municipal Consultant and Acting City Manager for a period of
ninety (90) days, or longer if necessary, at the rate of $1,000.00
per month, was adopted by the following roll call vote:
AYES- Councilman Dennis McCarney and Baroldi
NOES • Councilmen Arrowood and Van Dyke
ABSENT. None
AMENDMENT TO CITY MANAGER ORDINANCE
The Deputy City Attorney presented and read an amendment to
Ordinance No, 19, providing that the City Manager shall hold the
offices of City Clerk. Deputy City Treasurer, Director of Finance,
Director of Civil Defense, and Purchasing Agent. It was moved by
Councilman McCarney that said ordinance, No, 75, amending Ordinance
1•.

No. 19, be introduced and passed on to the next regular meeting
for second reading and final adoption, which motion was seconded
by Councjlman Denni and carried by a vote of three (3) Ayes to
two (2) Noes (Councilmen Arrowood and Van Dyke dissenting).
APPOINTMENT OF ACTING CITY MANAGER TO OTHER POSITIONS
Upon motion of Councilman Dennis seconded by Councilman McCarney,
Resolution No. 131, appointing Mr, Fred D. Harber to serve as
ex officio City Clerk, Deputy City Treasurer, Director of Finances
Director of Civil Defense and Purchasing Agent, was adopted by the
following roll call vote
AYES Councilmen Dennis McCarney and Baroldi
NOES: Councilmen Arrowood and Van Dyke
ABSENT • None
RESOLUTION DIRECTING ESTABLISHMENT OF BUILDING DEPARTMENT
Upon motion of Councilman McCarney, seconded by Councilman Dennis
Resolution No, 132, directing the City Manager to set up the
Building Department, was adopted by the following roll call vote:
AYES Councilmen Arrowood, Denni, McCarney=. Van Dyke,
and Baroldi
NOES None
ABSENT: None
The City Manager was also directed by said resolution to notify
the County Board of Supervisors that the City intends to set up
such a department and to request the Board of Supervisors to
release the City of Cypress from such building department contract
upon being notified by the City Manager that the Cityss department
is in operation.
REMOVAL OF SHIRLEY M. GORDON AS CITY CLERK
Deputy City Attorney Harmon stated that Miss Shirley M. Gordon
is still City Clerk and that some arrangements should be made to
correct the situation. It was moved by Councilman Dennis seconded
by Councilman McCarney, that the Mayor is hereby authorized and
directed to request the resignation of the present City Clerk,

Shirley M. Gordon; that he is further authorized and directed
to accept such resignation on behalf of the City Council; that,
in the event such resignation is not received by noon on the 19th
day of September, 1960, her appointment as City Clerk is terminated.
Said motion was carried by the following roll call vote:
AYES Councilmen Dennis McCarney, and Baroldi
NOES: Councilmen Arrowood and Van Dyke
ABSENT None
ADJOUBNME U T
There being no further business to come before the Council at
this tine, upon motion of Councilman McCarney, seconded by Council-
man Arrowood and unanimously carried, the meeting was adjourned
at 9.00 o'clock A. M. until the next regular meeting,
