1956-08-13PERMANENT DRAFTui1 REGULAR MEETING OF THE CITY COUNCIL of DAIRY CITY August 13, 1956 The meeting was called to order by Mayor Van Dyke at 7:30 P M in the offices of the City Hall at 5731 Orange Avenue, Dairy City, California Upon roll call the following councilmen were present: Alfred E. Arnold, -Walter J Arrowood, Thomas A Baroldi, Jacob Van Dyke Absent: Jacob Van Leeuwen, Jr. Also present were Nat Neff and H. Rodger Howell Upon motion of Councilman Arrowood, seconded and unanimously carried, H. Rodger Howell was appointed Clerk pro purpose of keeping a record of the Minutes of the The Minutes of the organizational meeting of were read and upon motion of Councilman Arrowood, unanimously carried were approved. Clerk pro tem Howell informed the City Council that he had received two written bids concerning the insurance coverage for the City They were opened and read The first bid opened was that of Lee Smith & Company, Santa Ana, California, which, meeting the terms and conditions of the specifications previously submitted by the City Attorney and Lngineer, proposed an annual premium of $ *6? ?? . The second bid opened was that of Robbins -Bristol, Inc , which, meeting the terms and conditions of the specifications previously submitted by the City Attorney and Engineer, proposed an annual premium of $ 3S) 2 I-. Attached to the Robbins -Bristol, Inc bid was a form of the policy that would be issued. A general discussion then followed as to the merits or demerits of the bids received and as to why Tom Bromley & Son who had previously tem for the meeting. July 24, 1956, seconded and -1- =lugust 13, 1956 given the City Council a temporary rider insuring its coverage had not submitted a bid. It was thereupon moved by Councilman Arnold, seconded by Councilman Baroldi and unanimously carried that the bid of Robbins -Bristol, Inc. of $357 24 be and the same is hereby accepted with the understanding that it may be cancelled next Monday, August 20, 1956, without liability for premium upon the City and that if it is not cancelled at that time it will automatically be in effect for the full year John Oosten thereupon presented himself to the City Council and said that he and others south and slightly east of the City were interested in annexing to Dairy City He said their properties were south of Bryant and west of Hansen. A discussion then followed after which Mr. Oosten asked for an indication of whether the proposed annexation if it did occur would receive a favorable consideration by the councilmen. The councilmen indicated to Mr Oosten that they would favorably look towards the annexation of their respective properties to Dairy City as they were proposed to be used for agricultural and industrial purposes. Councilman Arnold brought to the attention of the City Council the consideration of annexing certain commercial properties north of Lincoln Boulevard. After considerable discussion and an examination of the maps the council expressed a favorable view towards the annexing of such commercial properties Jack Ware of Duane Wheeler Company presented himself to the City Council and explained the services that his company offered to cities and requested an opportunity to demonstrate to Dairy City the type of services his company presented Mr L R Van Noord, Assistant Manager of the Artesia Branch of Security First National Bank presented himself to the City Council and expressed the interest of his bank in the formation of the new city and said that they would be very interested and -2- August 13, 1956 desirable in handling the city's funds iLrs Carl Tarutman presented herself to the City Council and said that she had been to the Orange County Planning Commission regarding establishing of a trailer park on the west side of Wacker Street between Ball and Orange She said that she had been getting considerable run -a -round from the County offices and was interested in finding out what the City was going to do regarding this matter After considerable discussion involving spot zoning and master plan zoning, upon motion of Councilman Arnold, seconded by Councilman Arrowood and unanimously carried the request of Mrs Tarutman for a re -zoning for a trailer park was taken under submission Councilman Arnold then introduced to the councilmen Air G McCarney and Sam Rosen who councilman Arnold proposed as his appointees on the citizens' advisory committee A geleral discussion then followed concerning the size and scope of the citizens' advisory committee and it was generally agreed that each councilman would attempt to have his two appointees here for a regular meeting with the City Council on Monday, August 27, 1956 The appointment of a chief of police for the City of Dairy City was then discussed and after considerable discussion as to respective candidates it was moved by Vice Mayor Arnold, seconded by Councilman Arrowood and unanimously carried that Ralph R. Ellsworth be appointed Chief of Police to serve at the pleasure of the City Council and without compensation The appointment of a city manager was then discussed at great length by the various members of the council, including an explanation of the interviews of prospective candidates. It was thereupon moved by Councilman Baroldi, seconded by Vice Mayor Arnold and unanimously carried that Burton We.setterg be and he August 13, 1956 is hereby hired as City Manager of Dairy City to serve at the pleasure of the City Council on a part-time basis at the rate of $275 00 per month, said services to commence immediately. A discussion of the use of various agencies of Orange County by the City then followed and in particular the Orange County Planning Commission. It was thereupon moved by Councilman Arrowood, seconded by Vice Mayor Arnold and unanimously carried that a form of contract be prepared covering the use of the Orange County Planning Commission as a City Planning Commission by Dairy City for processing and handling of matters relating to land uses, variances, zoning, etc It was moved by Councilman Arrowood, seconded by Councilman Baroldi and unanimously carried that the Mayor be authorized and directed to send a letter to the Orange County Road Department requesting that the Road Department temporarily continue maintenance of the roads within the City pending the entering into a formal contract between the City and the Road Department. There being no further business to come before the City Council, upon motion of Councilman Baroldi, seconded by Council- man Arrowood and unanimously carried the meeting was adjourned to 7:30 P M , August 20, 1956 August 13, 1956 Respectfully submitted, -4- Clerk or
