1956-09-24 (Special Meeting)-20 MINUTES OF SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DAIRY CITY COUNCIL MET AT DAIRY CITY CITY HALL September 24, 1956 7 30 P M CONSENT TO HOLD AND WAIVER OF NOTICE OF SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DAIRY CITY KNOW ALL MEN BY THESE PRESENTS That we, the undersigned, being all the Councilmen by mutual consent and understanding beforehand, hereby consent to hold a special meeting of the council of said city at the Dairy City City Hall on the 24th day of September, 1956, at the hour of 7 30 P M of said day, and we agree that all of the acts and proceedings of said meeting shall be as valid as if had or taken at a meeting duly and regularly called and noticed We further waive all notice of the time, place and nurnose of said meeting whether required by the laws or other- wise IN WITNESS WHEREOF, we have hereunto subscribed our signatures this 24th day of September, 1956. -1- September 24, 1956 4'e 0A,tor-e-( c Council met in 9352 Walker Street, order by Vice -Mayor MINUTES OF SPECIAL MEETING OF THE CITY COUNCIL OF THE CTTY OF DAIRY CITY September 24, 1.956 special session at 7 30 P M at the City Ha11, Dairy City, California Meeting called to Arnold. COUNCILMEN PRESENT COUNCILMEN ABSENT• Vice -Mayor Arnold, Arrowood, Baroldi, and van Leeuwen. van Dyke City officials present City Manager -Deputy City Clerk Wesenberg, City Attorney Howell, City Clerk Olsthoorn and City Treasurer Leal, who came in late. Minutes of the previous Council Meeting were read by the Deputy Clerk and, upon motion of Baroldi, seconded by Arrowood, and unani- mously carried, were approved as corrected FERTILIZER PLANT There came before the Council a citizen, Mr Garcia, seeking a variance permit to operate a fertilizer plant There followed die.. cussion as to whether there was sufficient storage room at the site of the proposed fertilizer plant, the signatures on the petition be- ing those of people not residing within Dairy City and the necessity of obtaining signatures from bona fide residents, in the future; Mr Garcia's willingness to invest sufficient money in order to com- ply with the requirements of air polution control. Mr Garcia stated that he could provide sufficient storage room and that he intended to provide the necessary means to comply with the air polution control In view of the fact that these requirements would be rather costly, it was thought that one yearts permit would be too short a time Therefore, it was moved by Councilman Baroldi, seconded by Councilman van Leeuwen, and unanimously carried, that a variance permit to operate e fertilizer plant within the city limits of the City of Dairy City be granted to Mr Garcia for a reriod of two (2) years, upon condition that the plant conform to all County regulations (setbacks, air polution control requirements, etc.). NOES ABSENT beptember 24, 1956 Arnold., Arrowood, Baroldi, van Leeuwen None van Dyke -1- VESSEL ANNEXATION Resolution No 7, amending Resolution No 4 as to the date of the hearing of protests, was read by Deputy Clerk Wesenberg Following discussion, it was moved by van Leeuwen and seconded by Baroldi and unanimously carried, that Resolution No 7 be adopted. Arnold, Arrowood Baroldi, and van Leeuwen NOES None ABSENT. van Dyke USE OF EQUIPMENT There followed a discussion of the problem of the interchangeable use of (office) equipment by the City of Dairy City and the City of Dairyland City Attorney Howell was instructed to draw up an agreement STOP SIGN It was moved by Baroldi, seconded by Arrowood, and unanimously carried that the City request of the County Road Department a boulevard stop sign at the intersection of Ball Road and Miller, re- gulating East and West traffic, said sign being necessary to protect the safety and prorerty of the citizens of the city APPROVAL OF CHECKS City Manager Wesenberg presented the following bills for approval Bixby Knolls Stationery - $69 56 for stationery supplies Duane W Wheeler and. Company Tiernan1s Office Equipment - - $32 76 for official city record books $172 95 for an adding machine, typewriter stand and pad It was moved by van Leeuwen, seconded by Arrowood, and unanimously carried, that these bills be paid It was discussed and decided that supplies should be procured within the City or County whenever poss4ble GARDENER It was moved by van Leeuwen, seconded by Baroldi, and unanimously carried, that a gardener be tentatively hired at $25 00 per month to care for the grounds around the City Hall September 24, 1956 -2- BUSINESS LICENSES City Attorney Howell suggested that each Councilman be furnished with a copy of the proposed schedule of business license fees drawn up by the Citizens' Advisory Committee in order to study it before the next meeting MISCELLANEOUS BUSINESS The City Attorney indicated that the Rubbish Ordinance will be ready soon There followed considerable discussion on the problem of the dumping of rubbish along certain streets in the City Mr Arnold mentioned that a man on a motorcycle would give police protection at night by patrolling each subscriber1s grounds during the night He sets his fees at so much per night ADJOURNMENT Upon motion of Baroldi, seconded by Arrowood, and unanimously carried, the meeting was adjourned until the next regular meeting on October 8, 1956 at the City Hall ATTEST '1 46101sth orn, City Clerk of the City of Dairy City Burton Wesenberg, Deputy City Clerk of the City of Dairy City September 24, 1956 -3- 1'4cob Van Dyke, Mayor - .6f the City of Dairy Cfty
