Council met in adjourned regular session at 7 30 P fi at the City
Hall 9352 calker Street, Dairy City, California Meeting called
to order by Mayo' Van Dyke

City officials present City Clerk Olsthoorn, City Manager -Deputy
City Clerx Wesenberg, Deputy City Attorney Harmon.
Also present was Rev. t'isher, pastor of the Church of the Nazarene,
who was called upon b5 riayor Van Dyke to open the meeting with
prayer
Minutes of the last meeting were read by Deputy Clerk Wesenberg
Councilman Arnold sugp•ested that the wordinj. in the section on the
register of Demands, about the payment for the first and last months'
rent for the City Hall be revised After some discussion, it was de-
cided that this portion of this section should be deleted entirely
It was moved by Councilman Arnold that the minutes be approved as
corrected Motion was seconded by Councilman Van Leeuwen, and
unanimously carried.
VESSEL'S ANNEXATION
HEARING
Deputy Clerk WesenberE stated that no protests had been filed with the
City Clerk's office The Vessel's Annexation Ordinance No 10 was
then introduced by the Deputy Clerk, entitled "AN ORDINANCE
APPROVING THE ANNEXATION OF CERT IN UNINHABITED TER .ITORY, DE'SIGNk-TED

Deputy Clerk Wesenberg stated that he had been contacted by several
people protesting this annexation one such protest being in writing
and signed by the following people Elia "utter Leonard :white and
LaRue White This protest was read to the Council by Deputy Clerk
Wesenberg Councilmar Arnold stated that these people had previously
affirmed to him their approval of the annexation, but that they ap-
parently had changed their minds, due to being afraid of high taxes
Rev Fisher, pastor of the Church of the Nazarene, stated that he and

and the members o-' his con •res ation knew nothing of the annexation
until it came to them by hearsay on the previous Frida; He stated
that he was present at the meeting to gain irforrnatior concerning the
annexatior as it affected his churcr and their properties, so that he
could inform his Board for their appropriate action rev Fisher
asked, if the Board does decide to annex to the City, could the ad-
ditional iour lots in the re'r of the church building be included
He also asked what procedure should be followed if they decide against
annexation Councilman ,.rrovood suggested that signatures of all
piopert,,r owners should bo obtained b&ore proceeding to taxe action
on this, or any other, annexation He further suggested that the City
should assume that people do not want to annex until they come to the
City and ask for annexation Hev i''isher stated that he thought that
Councilman Arro.•.00d had a point Councilman baroldi brou _ ht up the
Point that the City can't druw lines around people who are not it

Councilman Arnold moved that the ori^'ina.l annexation map be -out back
into effect, which included property north of Bishop ,treet, and leave
out two alleys There followed further discussion on points of hood
public relations Councilman Arnold stated that he had talked to
is 'white, but that she had evidently changed her mind since that
conversation Councilman Van Leeuwer moved that this matter be tabled
until the Deputy Clerk could write to these interested parties and
have them appear before the Council or present in writin;_, their de-
cisions regarding annexation (interested parties beini, owners of Lots

unanimously carried

ANNEXATION
Deputy Clerk ,.esenberg stated that City Attorney Powell had talked
with the Artesia Land Company, but that thoy had not called back,
therefore the situation remains the same Mayor Ve.n Dyke asked
about the flitrht pattern o' the Los Alamitos Naval Air Station
Councilman Baroldi stated that it was planned to extend the runway

another 2,500 feet The Navy is tryin_> to buy the right-of-way
Buildings in the flight pattern must be no more than 80 feet high
in the front of the pattern and 50 feet high in the back The flight
pattern will fan out and anything within that far comes under severe
restrictions These restrictions will materially affect the Artesia
Land Company property At Baroldi's plant the fan will be close to
one-half mile wide There would be a restriction as to what could
be built in the flight pattern Industrial buildings would be allowed,
but no housing: There was some discussion as to what could be built
on the Artesia Land Company property
Councilman Arnold stated that Los Alamitos could not file for incor-
poration again within a year. Councilman Arnold moved that the
Council start annexation proceedings City Clerk Olsthoorn suggested
that the signatures of the three dairy people be obtained before
doing anything; more Councilman Arnold withdrew his motion Mayor
Van Dyke suggested that the City 'Manager get the signatures of those
three and start proceedings It was stated that it will have to go
bacK to the Boundary Commission because of the change it boundaries
It was estimated that the area might contain eight to ten registered
voters Councilman Arrowood moved that the City Manager get the sig-
natures of the three people and start annexation proceedings Coun-
cilman Baroldi seconded the motior It was suggested that the City
Manager check on the registered voters Councilman Arrowood with-
drew his motion and (,ouncilman Baroldi concurred Councilman Arnold
moved that the Council resolve to declare its intent to annex the
territory, that it be described, and maps drawn lotion was seconded
by Councilmar Baroldi, and unanimously carried

City Manager Wesenberg read the checks, to whom they were made out,
the purpose, and the amounts The City manager reported that about
3,000 00 had been spent by the City during the first three months of
its existence Councilman Arrowood moved that the Register of Demands

be acceoted Motion was seconded by Councilman Van Leeuwen, and
unanimously carried

THANKS
Councilman Arrowood moved that the City Manager send a letter to
iir Frank Noe thanking him for the contribution of the two fluores-
cent li<, ht fixtures ror the Council Meeting boom Councilman Van
Leeuwen seconded the motion, and it was unanimously carried
SALES TAX

by Courailman Arrowood, seconded by Councilman Baroldi, and unani-
mously carried, that Ordinance No 8 be read by title only Motion
was made by Councilman Baroldi, seconded by Councilman Van Leeuwen,
and unanimously carried, that the City Council adopt Ordinance No 8

SALES TAX EDMINISTRATION
AGREEMENT
City .ianager esenberg asked the Council to pass on the Sales 2ax
Administration Agreement with the State of California. Upon motion
by Councilman Van Leeuwen, seconded by Councilman Arrowood, and
unanimously carried, it was resolved that the Mayor be authorized
to enter into an agreement with the State for the collection and
administration of the City Sales and Use Tax
MISCELLANEOUS
The matter of the stop sign at Ball and Miller doads was brought up,

and the need for such a stop sign was discussed
Deputy amity Attorney Harmon urged a "Yes" vote on Proposition A on
the November 6 ballot There followed a discussion of the need for
the new Court House in Santa -na
Mr Kroesen of the "Enterprise" urged a "Yes" vote on Propositions
B, C, and D
City manager Wesenberg reported that the lease on the City dall has
been signed with Mrs Gersh, with the chanes as approved by the
Council
CITY SEAL
The sketch of the design of the new City Seal was presented by
Councilman Baroldi Councilman Arrowood moved that the design be
accepted and the rubber stamp ordered Motion was seconded by
Councilman Van Leeuwen and unanimously carried
HEATING
City Vanager wesenberg reported that a bid had bee --a submitted by a
heating outfit for two gas heaters of the parelray type vented, and
installed so that they could be easily removed The bid was for
0_30 00, plus labor of installation It was decided that another
estimate should be obtained preferably from Mr Tom Murphy
uECOGN ITION
City Manager Wesenberg reported that both Dairyland and Dairy City
were to be designated as official City Manager Cities by the Inter-
national City Managers' Association. This constitutes quite an
honor for these cities
VAEIANCES
In the matter of variances which had been submitted by the County
Planning Commission, it was decided to give them to the Citizens'
Idvisory Committee for study at their meeting on Wednesday evening
These variances were for
1 Ge-aeral Petroleum Corporation for a service station at the
northeast
/—corner of Millei and Ball hoads
2 Cal -Ay -Uta Oil and Mines Corporation (agent Leslie D Vaughn

in Long Beach) for drilling an oil well on the Harada land
3 Russell B Clark for a fertilizer grinding plant on
Bloomfield, south of Lincoln mayor Van Dyke asxed that
all the Councilmen drive by there and look over this site
because it will be a controversial question
4 E g bellows for the establishment of a small auto wreck-
ing yard north of the fertilizer plant on bloomfield
All of these variances have been approved by the County Planning
Commission
ADJCUHN 'ENT
since the date of the next regular meeting falls on Defense Day, it
was decided to hold the meeting on Tuesday, November 13, 1956, at
7 30 P i in the City Hall Upon motior by Councilman r.rrowood,
seconded by Councilman Baroldi, and unanimously carried, the meeting
was adjourned to November 13, 1956
