1956-12-27MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF DAIRY CITY December 27, 1956 Council met in adjourned regular session at 7.30 P M at the City Hall, 9352 walker Street, Dairy City, California Meeting was called to order by Mayor Van Dyke Councilmen present Arnold, Daroldi, Van Dyke, and Van Leeuwen Councilman absent. Arrowood City officials present City Manager -Deputy Clerk Wesenberg and City Attorney Harmon Minutes of the last meeting were read by Deputy Clerk Wesenberg. After discussion, it was decided to strike out the section on the Penalty Ordinance and to replace it with the following "A general ordinance, No 15, providing punishment for violating any City ordinance, unless specific penalties have been provided, was given first reading by City Attorney Howell " Upon motion by L.ouncilman Arnold, seconded by Councilman Van Leeuwen, and unanimously carried, the minutes were approved as corrected FLOOD CONTROL City Manager Wesenberg reported that there had been no further meetings between the two groups of representatives City Attorney Howell had contacted the Pacific Electric Company, who have no objection to using their right-of-way for a flood control ditch The major matter left to be decided was whether the Flood Control District would help finance the project OOSTEN ANNEXATION HEARING Deputy Clerk Wesenberg read a letter from the Artesian Land Company, protesting and objectirg to having their land annexed to the City of Dairy City It was brought out that the law requires that the owners of at least 50L of the assessed valuation of the land must portest in order to nullify the proceedings After discussion, it was moved by Councilman Arnold, seconded by Councilman Van Leeuwen, and unanimously carried, to refer the matter to the City Engineer to determine whether the protestant owns 50;0 or more of -1- December 27, 1956 the land in the proposed annexation by value, according to the last equalized assessment roll Upon notion by Councilman Arnold, seconded by Councilman Baroldi, and unanimously carried, the hearing was continued until the next regular Council meeting on January 14, 1957 BUSINESS LICENSE 0EDINANCE AMENDMENT Councilman Baroldi introduced Ordinance No 14, entitled, "AN ORDINANCE OF THE CITY OF DAIRY CITY, STATE OF CALIFOkNIA, AMENDING ORDINANCE NO 7 WHICH ESTABLISHES REGULATIONS FOR THE LICENSING OF BUSINESSES IN THE CITY OF DAIRY CITY." Deputy Clerk Wesenberg then gave first reading to Ordinance No 14 CHECK APPROVAL City Manager Wesenberg presented two bills for approval One bill was for ;73 15 for installation of heaters by Charles Thomas The other bill was for $182.33, covering the cost of the heaters and thermostats, by Day -Riddle Manufacturing Company Upon motion by Councilman Arnold, seconded by Councilman Van Leeuwen and unani- mously carried, these bills were approved for payment CIVIL DEFENSE After discussion, upon motion by Councilman Van Leeuwen, seconded by Councilman Arnold, and unanimously carried, the Council voted that they favored an agreement between the City and the County with respect to Civil Defense being conducted and coordinated by the County and authorized the Mayor to send a letter to the County asking them to prepare the agreement CENSUS After discussion, upon motion by Councilman Arnold, seconded by Councilman Baroldi, and unanimously carried, the Mayor was author- ized,by Resolution, to enter into, on behalf of the City, a contract with the Federal Government to have a census taken of the City's population December 27 1956 -2- ADJOURNMENT Upon motion by Councilman Baroldi, seconded by Councilman Van Leeuwen, and unanimously carried, the meeting was adjourned until the next regular meeting Jacob Van Dyke, Mayor the City of Dairy City, California ATTEST Martin Olsthoorn, City Clerk of the City of Dairy City December 27, 1956 -3-
