January 14, 1957
A regular meeting of the City Council of the City of Dairy City
was called to order in the Council Chambers of the City Council
at 9352 Walker Street in the City of Dairy City, at the hour of
7 30 o'clock P M , on the 14th day of January, 1957, with Mayor
Van Dyke presiding
Councilmen present A E Arnold, W J. Arrowood, T A Baroldi,
J. Van Leeuwen, and J Van Dyke
Councilmen absent None
City Officials present. City clerk Olsthoorn, City Engineer Neff,
Deputy City Attorney Harmon, and City
Manager -Deputy City Clerk Wesenberg
Minutes of the last meeting were read by Deputy Clerk Wesenberg
Upon motion by Councilman Arnold, seconded by Councilman Arrowood,
and unanimously carried, the minutes were approved as read
OOSTEN ANNEXATION
The City Engineer reported that the protestant to the Oosten An-
nexation owned 49.826% of the territory in the proposed annexation
according to the last equalized assessment roll. Councilman Arnold
rnoved, seconded by Councilman Baroldi, and unanimously carried,
that the Council resolved that the only protest filed was by an
owner of less than one-half of the value of the territory within
the proposed annexation as shown by the last equalized assessment
roll, and that, therefore, sufficient protest had not been filed
against the proposed annexation. Thereafter, Councilman Baroldi
introduced an ordinance approving the annexation The Deputy
Clerk read the title of the ordinance, and, upon. unanimous vote,
further reading of the ordinance was waived
ARNOLD ANNEXATION
Councilman Baroldi moved, seconded by Councilman Arrowood, and
unanimously carried, that the Council approve the boundaries as
now drawn, and that the boundaries be submitted to the Boundary
Commission by the City Attorney

TAX ASSESSMENT ORDINANCE
Deputy Clerk presented and read Ordinance No. 13, entitled "AN
ORDINANCE OF THE CITY OF DAIRY CITY PROVIDING FOR THE TRANSFERRAL
OF MUNICIPAL TAX ASSESSMENT, TAX COLLECTION AND TREASURY FUNCTIONS
TO THE COUNTY OF ORANGE " Councilman Van Leeuwen moved, seconded
by Councilman Arrowood, and unanimously carried, that the Council
adopt said ordinance as an urgency measure Roll call
AYES* Councilmen Arnold, Arrowood, Baroldi, Van Dyke,
and Van Leeuwen
NOES. None
ABSENT None
REGISTER OF DEMANDS
City Manager Wesenberg read the list of checks, to whom paid and
their purpose, to be paid from the General Fund. Councilman
Arnold moved, seconded by Councilman Arrowood, and unanimously
carried, that the Council accept the Register of Demands.
PENALTY ORDINANCE
The Deputy Clerk gave second reading to Ordinance No 15, entitled,
"AN ORDINANCE OF THE CITY OF DAIRY CITY PROVIDING PUNISHMENT FOR
VIOLATION OF CITY ORDINANCES." Councilman Baroldi moved, seconded
by Councilman Arrowood, and unanimously carried, that the Council
adopt said ordinance. moll call.

AMENDMENT, BUSINESS
LICENSE ORDINANCE
The Deputy Clerk gave second reading to Ordinance No. 14, entitled,
"AN ORDINANCE OF THE CITY OF DAIRY CITY, STATE OF CALIFORNIA,
AMENDING ORDINANCE NO. 7 WHICH ESTABLISHES REGULATIONS FOR THE
LICENSING OF BUSINESSES IN THE CITY OF DAIRY CITY " Councilman
Barol,di moved, seconded by Councilman Arnold, and unanimously

carried, that the Council adopt the Ordinance, No 14, as an amend-
ment to Business License Ordinance No. 7. Aoll call.

SOUTHERN CALIFORNIA EDISON COMPANY
ELECTRIC FRANCHISE
Deputy Clerk Wesenberg announced that, the hour of 7 30 o'clock
P.M. having arrived, this was the time and place fixed for the
hearing of objections to the granting to Southern California
Edison Company of an electric franchise of the character and for
the purposes stated in the resolution of intention, Resolution
No. 9. He stated that the Notice of Intention to Grant Franchise
was published and posted as directed in said Resolution No 9 He
advised that no written protest stating objections against the
granting of said franchise had been received and he asked if any-
one present desired to be heard in the matter. No one answered
and, there being no protests, the hearing on objections to the
granting of said franchise was closed The Deputy Clerk then pre-
sented and read the title of Ordinance No. 12 entitled "ORDINANCE
GRANTING TO SOUTHERN CALIFORNIA EDISON COMPANY, ITS SUCCESSORS
AND ASSIGNS, A FRANCHISE TO USE AND TO CONSTRUCT AND USE, FOR
TRANSMITTING AND DISTRIBUTING ELECTRICITY FOR ANY AND ALL PURPOSES,
POLES, WIRES, CONDUITS AND APPURTENANCES, INCLUDING COMMUNICATION
CIRCUITS NECESSARY 0H PROPER THEREF0t, IN, ALONG, ACROSS, UPON,
OVER AND UNDER THE PUBLIC STREETS, WAYS, ALLEYS AND PLACES WITHIN
THE CITY OF DAIRY CITY " After the reading of the title of said
ordinance, Councilman Van Leeuwen moved, seconded by Councilman
Baroldi, and unanimously carried, that further reading of said
ordinance be waived and that said ordinance be introduced and passed
to the second reading

MISCELLANEOUS
Councilman Arnold asked for a report on progress in the matter of
trash being dumped along the City streets City Manager Wesenberg
stated that the County Road Department had refused to take any
action in the matter He further stated that ten (10) signs,
prohibiting trash dumping and stating the penalty, had been ordered
and would be put in place in a few days in the places where dump-
ing would be most likely to occur
Councilman Arnold brought up the matter of franchises for the oil
companies whose pipe lines go through the City. The City Engineer
was instructed to obtain maps showing the location of all pipe
lines. The City Manager and the City Attorney were instructed to
handle the matter of franchises
The question came up as to how many business licenses were delin-
quent and how much had been received from the business licenses
City Manager Wesenberg reported that there were about eight who
had not paid and that he would give a full report at the next
meeting.
City Engineer Neff reported that the City of Buena Park is making
an over-all drainage scheme The matter now rests with the Flood
Control District
It was reported that, in the matter of the petitions for the name
change, fifty names were lacking for enough to call an election
Councilman Arrowood protested against the placing of two large
signs near his property on Lincoln Avenue It was believe that no
permit had been obtained for erecting these signs The City
Manager was instructed to investigate the matter and take appro-
priate action.

ADJOURNMENT
Upon motion by Councilman Arnold, seconded by Councilman Arrowood,
and unanimously carried, the meeting was adjourned until the
next regular meeting.
