March 11, 1957
A regular meetinw of the City Council of the City of Dairy City
was called to order in the Council Chambers of the City Council
at 9352 Walker :street, in the City of Dairy City, at the hour of
7 30 o'clock P M , on the 11th day of March, 1957, with igayor
Van Dyke presiding
Councilmen present' A. E. Arnold, W J Arrowood, T A Baroldi,
Jacob Van Leeuwen, Jr., and Jacob Van Dyke
Councilmen absent
None
City officials present City Clerk Olsthoorn City Engineer Neff,
City Attorney Howell, and City Manager -
Deputy City Clerk Wesenberg
Minutes of the last regular meeting and two special meetings were
read by the Deputy Clerk Councilman Baroldi moved that the
minutes for the regular Council meeting held on February 11, 1957,
and the special Council meetings held on r''ebruary 22, 1957, and
March 4, 1957, be approved as read This motion was seconded by
Councilman Arrowood, and unanimously carried
RE&ISTEri OF DEMANDS
The City Manager read the list of checks, to whom paid and their
purpose, to be paid from the General Fund It was moved by
Councilman Van Leeuwen, seconded by Councilman Arrowood and
unanimously carried, that the Council accept the February Register
of Demands
LAND USE ORDINANCE
AMENDMENT
The City Attorney presented Ordinance No 17, entitled, "AN
ORDINANCE OF THE CITY OF DAIRY CITY AMENDING THE ORDINANCE RE-
LATING TO LAND USE KNOWN AS ORDINANCE NO 2, ENACTED ON THE 24TH
DAL OF JULY 1956, BY AMENDING SECTION 6 2 AND SECTION 19 OF THE
LAND USE ORDINANCE THEREIN ADOPTED BY REFERENCE-" The Deputy
Clerk then read said Ordinance No 17 After the reading of the
ordinance, Councilman Baroldi moved, seconded by Councilman Arnold,
and unanimously carried, that said ordinance be introduced and
passed to the second reading at the next meeting

AUTHORIZE STREETS REPORT
BY CITY ENGINEER
Following the City Engineer's explanation of the purpose of the
report, Councilman Arnold moved, seconded by Councilman Van Leeuwen,
that the Council authorize the City Engineer to make a report to
the Federal Government on streets improvements, as required by
the Federal Government Motion was unanimously carried
FIREWORKS STAND REQUEST
There was presented for the Council's consideration and action
a request by Mrs Beth Lancaster, of Long Beach, for a permit to
erect and operate a fire works stand on Peter Van Huiten's property
at the corner of Bloomfield and Lincoln Avenues After much dis-
cussion of the problem, Councilman Arnold moved, seconded by
Councilman Baroldi, that fire works stands be allowed in the City
of Dairy City, at the fee of ,:100 00 per license, under the fol-
lowing conditions* that no fire hazard is created, that the
stand be set back at least 70' from the center of the street,
that the stand be at least 100' from the nearest building, that
off-street parking be provided for a minimum of ten (10) cars,
that an adult be in charge at all times that all requirements
of the Fire marshal be rnet, that all requirements of the County
Building Department be met, that the license be for the Fourth
of July and the immediate nine (9) days preceding the Fourth
that a 450.00 bond be posted with the City Clerk insuring the
clean-up of the site within a period of five (5) days after the
Fourth of July The motion was unanimously carried
VARIANCES
There was presented for the Council'- action Use Variance Permit
Application No UV -3539, applicant, Mr ',nthony Silva, Jr , to
operate a truck storage yard The application was approved by
the County Planning Department and the County Planning Commission
with conditions. The Citizens' Advisory Committee recommended

approval of this application Councilman Baroldi moved, seconded
by Councilman Van Leeuwen, that the variance be approved, pro-
vided that the applicant dedicate 40' from the centerline of
Orange Avenue to the City, and blacktop, to his new property line,
a driveway not less than ten feet wide The motion was unani-
mously carried
Next, there was presented Use Variance Permit Application vo
UV -3530 applicant, Virginia Frogge, to operate a patio furniture
business at the corner of Denni Hoed. and Lincoln Avenue The
County Planning Department and the County Planning Commission
approved, with conditions The Citizens' Advisory Committee made
no recommendation Councilman Arnold moved, seconded by Council-
man Van Leeuwen, that the variance be granted with the following
conditions (a) that applicant dedicate 40' from the centerline
of Denni rioad, (b) that the bins, etc., must be 20' back from
the street line (c) that there be one driveway entrance on
Lincoln Avenue, (d) that the permit be for a period of two years
Motion was unanimously carried
ROAD PATROLMAN
Because of the continued nuisance of people dumpin dead chickens,
etc., on the City's streets, the City Manager suggested that the
City hire someone to do some partol work The City Manager re-
ported that Mr Hay Meader, of Santa Ana, would supply sufficient
men to partol and stake out the area at 00 for three weeks,
three nights per week, four hours per night between dusk and about
eleven P or, at the rate of 4r4 00 per hour and 10¢ per mile,
whichever the City chooses The City Attorney suggested that the
City offer a bonus to anyone who catches anyone dumping trash
After much discussion, the matter was tabled until the next meeting-
GAS TAX FUNDS
EXPENDITURE
After explanation by the City Engineer, Councilman Arnold moved

seconded by Jouncilman Arrowood, that the Council resolve to
adopt the budget and approve the memorandum of expenditure of
funds for the fiscal year of 1957-58 The motion was unanimously
carried This is Resolution No. 19
RACING BILLS
The City Manager stated that Vessels Race Track had sent a letter
requesting the City's endorsement of two bills in the State
Legislature Councilman Arnold moved, seconded by Councilman
V:n Leeuwen, that the Council send a resolution to the State
Legislature, urging the passage of two bilis, AB3967, introduced
by Messrs Hanna and Grant, and SB1864, introduced by Senator
John F McCarthy, which would extend the time allowed for quarter
horse racing in Southern California to 55 days per year 1'he
motion was unanimously carried This is Resolution No. 18.
CITY ATTO iNEY
RETAINER FEE
Councilman Arnold reported that the committee had met with the
City Attorney and presented the City's offer of $150 00 per
month, starting the first day of February, 1957, ',100.00 per
month from the inception of the City; the City to pay 45 00 per
month toward the Attorney's law library, the contract to run
for one year The City Attorney indicated acceptance of this
offer The Councilmen expressed their appreciation of the fine
work and spirit of cooperation on the part o" the City Attorney
in the past and their hopes for continued successful association
in the future
ADJOUSNMENT
Councilman Baroldi moved seconded by Councilman Arrowood, and
unanimously carried, that the meeting be adjourned until March 21,
1957, at 7'30 P M , at which time a joint meeting with the Citizens'
Advisory Committee will be held to discuss the question of zoning
