1957-03-25MINUTES OF MEETING OF THE. CITY COUNCIL OF THE CITY OF DAIRY CITY March 25, 1957 An adjourned regular meeting of the City Council of the City of Dairy City was called to order in the Council Chambers of the City Council at 9352 Walker Street, in the City of Dairy City, at the hour of 7 30 o'clock P N , on the 25th day of March, 1957, with Mayor Van Dyke presiding Councilmen present A E Arnold, W J Arrowood, Jacob Van Dyke, and Jacob Van Leeuwen, Jr Councilmen absent T A Baroldi City officials present City Clerk Olsthoorn, City Manager - Deputy City Clerk Wesenberg, and City Attorney Howell The minutes of the regular meeting held on March 11, 1957, were read by the Deputy Clerk Upon motion of Councilman Arrowood, seconded by Councilman Van Leeuwen, and unanimously carried, the minutes were approved as read SALES TAX INCOME In response to a question on the matter, the City Manager ex- plained the sales tax payments procedure followed by the State Ha estimated that it would be at least another month before the City received a check for the funds now accumulating; to the City's account FIREWORKS 0=3DINANCE A proposed ordinance, numbered and entitled "0l3DINANCE NO 18 AN ORDINANCE OF THE CITY OF DAIRY CITY TO REGULATE THE SALE OF FIREWORKS WITHIN THE CITY LIMITS " was presented and read by the Deputy Clerk Councilman Van Leeuwen moved that said ordinance be introduced and passed and adopted as an urgency measure. Motion was seconded by Councilman Arnold and unanimously carried by the following roll call vote AYES Councilmen Arnold, Arrowood, Van Dyke and Van Leeuwen NOES None ABSENT- Councilman Baroldi -1- March 25, 1957 DOG NUISANCE The City Manager explained the problem of a citizen, Mr Aidgway, present at the meeting, regarding numerous dogs running loose in and around his premises and grounds There followed considerable discussion as to how best to handle the situation The citizen was advised that the City could do nothing officially He was further advised that, if the dogs were unlicensed, he coald im- pound them until the County Animal ahelter could be contacted and the dogs removed by them. However, the concensus of opinion seemed to be that the best way to handle the problem was to use sprays of certain chemicals known to be effective in repelling dogs It was brought out that there is no leash law in the City or County at present The citizen asked if he could have per- mission to shoot the dogs He was advised that he could not be granted such permission STiEETS IMP;iOVEMENTS PROGRESS The City Manager reported that the Mayor and himself had had meetings with the County Board of Supervisors and the County rioad Department to discuss the question of improvements on the City streets, and that further meetings are planned in the near future The Mayor explained that, if different people began asking for different and opposing things, the issue would become confused, and much-needed improvements would very likely be de- layed or abandoned entirely It was sugested that, since the Mayor and the City Manager are handling the problem, other members of the City Government should refrain from contacting the County officials individually TRASH DUMPING PROBLEM - ROAD PATROL In the discussion of the problem of trash and dead animal dumping, it was brought out that the Council should establish a policy as to how to handle offenders if and when they are apprehended -2- March 25, 1957 After much discussion, it was decided to dispense with the sug- gested evening patrolmen Instead it was decided to have ,villiam (-erritsen bury dead chickens or animals quite deeply in the City right-of-way, and have a trash man pick up all cans, bottles, etc , dumped LINCOLN AVENUE DIVIDER STRIP The City Manager read a letter from the City Manager of the City of Anaheim in which he expressed disagreement with the stand taken by Dairy City on the questior of a divider island on Lincoln Avenue, since Lincoln Avenue is a State highway The letter required no answer. During the ensuing discussion, it was decided that the City would do nothing further on the matter until contacted by the State Division of Highways MAPS O_F THE CITY. The City Attorney asked if it would be possible for him to have some copies of a current descriptive map of the City, including Annexation No 1 the size to be approximately 20 inches by 20 inches Councilman Airowood moved that the City Engineer be authorized to obtain said maps of the City, provided the expendi- ture not exceed 430 00 or S40 00 The motion was seconded by Councilman Van Leeuwen and unanimously carried It was then sug- gested by the Attorney that he would see if he could get them printed free by the Title Insurance Company in anta Ana ADJOURNMENT There being no further business, the meeting was duly adjourned until the next regular meeting ATTEST Martin Olsthoorn, City Clerk -3- March 25, 1957 7� �/ ', , Jacob Van Dyke, Ma or DA J)
