KNOW ALL IM"IEN BY THESE PRESENTS
That we, the undersigned, being all the Councilmen, by
mutual consent and understanding beforehand, hereby consent to
hold a special meeting of the Council of said City at the Dairy
City City hall on the 25th day of April, 1957, at the hour of
10.30 A N of said day, and we agree that all of the acts and
proceedings of said meeting shall be as valid as if had or
taken at a meeting duly and regularly called and noticed
further waive all notice of the time, place, and
purpose of said meeting, whether required by the laws or
otherwise

MINUTES OF SPECIAL MEETING OF
THE CITY COUNCIL OF
THE CITY OF DAIRY CITY
April 25, 1957
A special meeting of the City Council of the City of Dairy City
was called to order in the Council Chambers of the City Council
at 9352 Walker Street, in the City of D:=.iry City, at the hour
of 10 30 o'clock A M , on the 25th day of April, 1957, with
Mayor Van Dyke presiding.
Councilmen present A E Arnold, W J Arrowood, J Van Dyke,
and J Leeuwen, Jr
Councilman absent. T. A. Baroldi
City officials present City Clerk Olsthoorn, and Deputy Clerk -
City Manager Wesenberg
Councilman Arnold moved, seconded by Councilman Van Leeuwen, to
dispense with the reading of the minutes Motion was unani-
mously carried
VARIANCE, CARDOZA DAIRY
The City Manager explained that the purpose of this special
meeting was to consider the application of Mr. Frank Cardoza for
a permit for a use variance in order to build a dairy on Moody
Street, north of Orange Avenue, in an R-4 zone The City
Manager further stated that the County Planning Commission had
not acted on the application It was decided that the City had
no grounds for action in the matter at that time After much
discussion, it was decided to continue the matter until the next
meeting of the Council It was moved by Councilman Arrowood,
seconded by Councilman Van Leeuwen, and unanimously carried,
that it should be published in the papers that it is necessary
for anyone who is contemplating a variance to check with the
City Manager for the proper procedure
It was moved by Councilman Arrowood, seconded by Councilman Van
Leeuwen, and unanimously carried, that no special meetings are
to be called in the future, except in cases of emergency affect-
ing the entire City or in cases where all of the papers regarding
variances etc., are in the hands of the City Manager at the
time the meeting is to be called.

FIREWORKS STANDS INSURANCE
The City Manager stated that he had received complaints from
two of the applicants for permits to operate fireworks stands
in the City that the limits on the liability insurance are too
high The matter was thoroughly discussed, and the Council
decided to allow the liability insurance limits of 4100,000/
300,000 to remain without change.
CEREBRAL PALSY ORGANIZATION
The City Manager presented for the Council's action a request
by the United Cerebral Palsy Association of Orange County that
they be allowed to place their collection cannisters in various
places in the City. The Council agreed that this should be
allowed.
TRAFFIC CONTROLS, LINCOLN AVEIUE
The City Manager read a letter from the State Division of High-
ways, Los Angeles Office, in which it was stated that they did
not anticipate the installation of electric si;cnals or four-
way boulevard stop signs at any of the intersections along
Lincoln Avenue in this area. However, they plan to make a study
of the traffic situation before making a final decision
ADJOURNMENT
It was moved by Councilman Arrowood, seconded by Councilman
Van Leeuwen, and unanimously carried, that the meeting be
adjourned until the next regular meeting
