1957-07-10MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF DAIRY CITY July 10, 1957 An adjourned regular meeting of the City Council of the City of Dairy City was called to order in the City Hall, 9352 Walker Street, at 10 00 A M , with Mayor Van Dyke presiding. Councilmen present. A. E. Arnold, W. J. Arrowood, T A Baroldi, and J. Van Dyke Councilmen absent J Van Leeuwen City officials present. City Manager -Deputy Clerk Wesenberg, City Clerk Olsthoorn, and City Attorney Howell Upon motion duly made and seconded, the reading of the minutes of the last meeting was waived. PLANNING COMMISSION TECHNICAL SERVICES The possibility of obtaining technical services from the County was brought up for discussion. Mayor Van Dyke reported that the County may be willing to enter into a contract with the City for technical services, providing that the City pays all fees and that the City's land use ordinance is practically the same as the County's. It was mentioned that technical assistance in the City of Dairyland is provided by the City Engineer, with the County Building Department making necessary inspections. Council- man Arnold stated that he thought that the permitted uses in the different zones should be comparable to those allowed in the County. Councilman Arrowood stated that he thought that Mr Neff should handle the matter of technical assistance Council- man Baroldi stated that he thought that it was a matter for the City Attorney and the Jity Engineer to settle The City Manager stated that he had already requested the contract and that the County is working on it Until such time as the question is settled, the Planning Commission is suspending all planning for the City The City Attorney stated that he had planned on uniformity in the land use designations, but that he felt that -1- July 10, 1957 certain changes should be made in the procedural terminology He said that he had had previous discussions with the County authori- ties on this subject and that they were now in agreement with him He emphasized, however, that the changes in terminology which he had in mind would have nothing; to do with technical planning or the basic land use terminology or designations. The matter was temporarily tabled VESSELS GOLF COURSE AND CLUB HOUSE VARIANCE There followed a lengthy discussion of the County Planning '%om- mission's recommendations with regard to this request for a variance. Councilman Arrowood stated that, since the road be- longs to the County, he thought that the City should approve of the required acceleration -deceleration lanes; that he was opposed to requiring applicant to install curbs and gutters the full length of the property involved, he suggested that the driveway be according to County specifications, with curbs and gutters installed for 25 feet east and west of the driveway. Council- man Arnold stated that he thought the curbs and gutters should be put in because of the drainage problem which exists at that point, that he felt that the acceleration -deceleration lanes should be left up to the County Councilman Baroldi and Councilman Van Dyke were opposed to the requirement of curbs and gutters. In the matter of land dedication, it was noted that the Planning Commission had recommended dedication for street improvement to be made to the County, and that it should read "to the City " It was a€,reed that the City's policy of requiring land dedica- tions only at the time of street improvement would apply in this case, also It was decided to postpone further discussion on this subject until the Council could recess and repair to Katella Avenue to survey the situation ADMISSIONS TAX In response to questions from the Council, the City Manager stated July 10, 1957 -2- that the revenue for the 1957-58 fiscal year, exclusive of the admissions tax, would be an estimate of ti;45,900.00 and that he estimated that the budget would be X60,000 00, figured as closely as possible He stated that this figure included the reserve required to carry the City through the next eighteen months. He estimated that the admissions tax, at 10¢ per $1.00, would amount to at least $11,000.00 per meeting He said that the budget included y13,000 00 for road maintenance, plus $5,000.00 from the State for construction on roads It was brought out that, if the tax were not imposed until next year, funds would have to be raised by increasing the property tax rate and continuing the business license fees on the dairies, which the Council had pro- mised to abolish after this year. There followed a lengthy dis- cussion of how much admissions tax should be imposed and when it should be imposed. The Council decided to postpone any action on the matter until all of the Councilmen were present, at which time Mr. Frank Vessels and Hr. John Beekman should be invited to be present RECESS The Council meeting was recessed at 11.45 A ;•i to give the Councilmen an opportunity to observe the site of the proposed Vessels golf course The meeting was re -convened at 1.20 P.M. GOLF COURSE VARIANCE After some further discussion, it was moved by Councilman Baroldi, seconded by Councilman Arrowood, and unanimously carried, that the variance be approved with the following conditions. 1 That the applicant sign an agreement, offering irrevocably to dedicate to the City for street purposes an easement for the right-of-way of Katella Avenue to a width of 60 feet from the centerline thereof, extending from the west boundary of the parking lot to the east boundary of the -3- July 10, 1957 24 • golf course Said dedication to be made without further consideration at such time as the City Council may resolve its intention to improve or widen Katella Avenue The agreement which the applicant will sign is a standard Dairy City document which will be filed with the County Building and Road Departments. 2 The applicant shall sign an agreement with the City of Dairy City to offer irrevocably to dedicate to the City for street purposes an easement for the right-of-way of Cerritos Avenue to a width of 40 feet from the centerline thereof, extending the entire frontage. Said dedication to be made without further consideration at such time as the City Council may resolve its intention to improve or widen Cerritos Avenue. 3 The applicant shall improve the entrance driveway to the same width as Enterprise Drive and establish a suitable closed culvert under said driveway A curved, concrete curb shall extend ten feet east and west of the driveway along Katella. The driveway shall be paved (asphalt) to County standards from the property line to the existing pavement. All improvements are to be made according to County standards TRAFFIC CONTROL, LINCOLN AND WALKER Following discussion of the matter, it was moved by Councilman Baroldi, seconded by Councilman Arrowood, and unanimously carried, that the Council adopt a resolution requesting the State Division of Highways to install traffic control signals at the intersection of Lincoln Avenue and Walker Street, and, if no signal could be installed, then the City requests a four-way stop A copy of this resolution is to be sent to the State Division of Highways at Los Angeles. -4- July 10, 1957 -125' ADJOURNMENT There being no further business, it was moved by Councilman Baroldi, seconded by Councilman :rrowood, and unanimously carried, that the meeting be adjourned until August 5, 1957.
