THE CITY COUNCIL OF
THE CITY OF DAIRY CITY
August 5, 1957
An adjourned regular meeting of the City Council of the City of
Dairy City was called to order in the City Hall, 9352 Walker
Street, at 7.30 o'clock P M , with Mayor Van Dyke presiding.
Councilmen present A. E. Arnold, W J Arrowood, T A Baroldi,
J Van Dyke, and J Van Leeuwen (came in late)
Councilmen absent None
City officials present City Manager -Deputy City Clerk Wesenberg,
City Engineer Neff, and City Attorney
Howell
Upon motion duly made and seconded, the reading of the minutes
of the last meeting was waived
BUDGET ORDINANCE
The Deputy Clerk presented and read the title of an ordinance,
No. 25, entitled, "AN ORDINANCE OF THE CITY OF DAIRY CITY ADOPT-
ING THE ANNUAL BUDGET F0H THE FISCAL YEAR COMMENCING JULY 1,
1957, AND FIXING THE LIMITATIONS OF EXPENDITURES FOR THE SEVERAL
FUNDS AND THE FUNCTIONS, DEPARTMENTS AND ACTIVITIES CARRIED ON
UNDER SUCH FUNDS " Following discussion, Councilman Arnold
moved, seconded by Councilman Baroldi, that said ordinance be
adopted as an urgency measure, which motion was carried by the
following roll call vote.
AYES. Councilmen Arnold, Arrowood, Baroldi,
and Van Dyke
NOES. None
ABSENT Councilman Van Leeuwen
The City Manager suggested that discussion of the tax rate be
delayed until the following week, when the amount of the assessed
valuation for the public utilities would be available
ACCOUNTING AND AUDITING
The City Manager reported that he had investigated firms in the
municipal accounting field As a result of this investigation,
he suggested that the firm of Diehl Evans & Co of Santa Ana

be retained to handle the City's accounting; and auditing This
firm had submitted the following fee schedule Thirty Dollars
(30 00) per month for accounting, One Hundred Fifty Dollars
(0150.00) for the final audit of the 1956-57 books, and Fifty
Dollars (50 00) for the final audit in the future. Following
discussion, Councilman Arrowood moved, seconded by Councilman
Baroldi, and unanimously carried, that the firm of Diehl Evans
& Co be retained to handle the City's accounting and auditing
PLANNING - TECHNICAL SEiiVICES
Following discussion, it was moved by Councilman Arrowood, seconded
by Councilman Arnold, and unanimously carried, that the Council
authorize the City Manager to withdraw the request for technical
assistance from the County Planning Commission. It was decided
that the technical phases of City planning would be handled by
the City Engineer
There followed further discussion as to the number of members to
be appointed on the proposed City Planning Commission It was
decided that the Citizens' Advisory Committee would be set up
as the Planning Commission Councilman Arnold moved that the
Mayor appoint seven (7) members to the Planning Commission and,
if this number proves to be too large, that the number could
later be reduced to five (5) This motion was seconded by
Councilman Arrowood and unanimously carried
The Deputy Clerk then read the ordinance creating the Planning
Commission, which is Ordinance No. 26. Thereupon, it was moved
by Councilman Arrowood, seconded by Councilman Baroldi, that said
ordinance, creating the Dairy City Planning Commission, be adopted
as an urgency measure, which notion was carried by the following
roll call vote

Mayor Van Dyke then announced that, in accordance with the wishes
of the Council, he hereby appointed the following Citizens' Ad-
visory Committeemen as members of the Dairy City Planning Com-
mission and for the stated terms of office
Pi G McCarney, three (3) years
M. L. Wright, four (4) years
A Van Klaveren, three (3) years
J. A Beekman two (2) years
F C Ferreira, two (2) years
C. L. Wicker, one (1) year
F A Jones, one (1) year
ROAD PATCHING
During the discussion on the subject of procuring road patching
services, the City Manager reported that a County crew had been
patching the road on Cerritos Avenue without a request from the
City Following discussion, Councilman Baroldi moved, seconded
by Councilman Arrowood, that the City Manager be authorized to
retain the Security Construction Company to do the road patching
in the City on a trial basis, which motion was unanimously carried.
POLICE CHIEF SELECTION
Following discussion of the report by the City Manager, Councilman
Arnold moved to have the State Personnel Board assist in select-
ing the police chief Motion was seconded by Councilman Baroldi
and unanimously carried Councilman Van Leeuwen arrived in time
to join in the above discussion.
PUBLIC MEETING
It was moved by Councilman Baroldi, seconded by Councilman Arro-
wood, and unanimously carried, that a public meeting be held on
August 27, 1957, in the Cypress School auditorium, at 7 30 P.M.
The purpose of the meeting was to introduce the City officials
and make a report to the public on the progress made during the

City's first year of incorporation The Mayor reported that it
was tentatively planned to have short talks by City Engineer
Neff, Mr. Nelson, Sanitation District, City Attorney Howell;
City Manager ''esenberg, and Mr Spurgeon Sparks of the County
Civil Defense organization
ROAD CONTRACT
The City Manager presented a contract for road maintenance ser-
vices to be provided, at the City's request, by the County Road
Department Following discussion, during which certain clauses
were read from the contract, it was moved by Councilman Arnold,
seconded by Councilman Van Leeuwen, and unanimously carried, that
the Council authorize the proper officers to execute the agree-
ment with the County for road maintenance and construction
ROAD REPORT
The City Engineer reported on a Government survey being made of
the adequacy of the present road system and an estimate of future
needs The City Manager reported that the League of Cities is
working on a plan for distribution of State Gas Tax funds which
are to be shared by the County with its cities
TAXATION ORDINANCE
The City Manager presented and read an ordinance establishing
the amount of revenue to be raised by property taxes for the
fiscal year 1957-58. It was moved by Councilman Baroldi, seconded
by Councilman Van Leeuwen, that said ordinance, No 27, be
adopted as an urgency measure, which motion was carried by the
following roll call vote.

ELECTION PERSONNEL REIMBURSEMENTS
The City Manager presented and read a resolution, No. 31, entitled,

"A RESOLUTIOON OF THE CITY OF DAIRY CITY, ESTABLISHING THE MUNI-
CIPAL POLLING PLACE, SETTING THE FEES TO BE PAID THE ELECTION
BOARD, AND SETTING' THE HOURS THE POLL SHALL BE OPEN " Follow-
ing discussion, it was moved by Councilman Arnold, seconded by
Councilman Arrowood, and unanimously carried, that said resolution
be adopted
ADJOURNMENT
There being no further business, it was moved by Councilman
Baroldi, duly seconded and unanimously carried, that the
meeting be adjourned until the next regular Council meeting.
