1957-10-21MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF CYPRESS October 21, 1957 An adjourned regular meeting of the City Council of the City of Cypress was called to order in the City Hall, 9352 walker Street, at 7.30 P M., with Mayor Van Dyke presiding. Councilmen present' Councilman absent. A E Arnold, W J Arrowood, T A. Baroldi, and J Van Dyke J Van Leeuwen City officials present City Engineer Neff, City Attorney Howell, City Clerk Olsthoorn, and City Manager Wesenberg TIP SHEET ORDINANCE ADOPTION The Deputy Clerk presented an ordinance, No. 33, controlling the selling of tip sheets within the City, and read the title of said ordinance It was moved by Councilman Barold, duly seconded and unanimously carried, that further reeding of the ordinance be waived. It was then moved by Councilman Baroldi, and duly seconded, that said ordinance, No 33, be adopted, which motion was unanimously carried by the following roll call vote AYES Councilmen Baroldi, Van Dyke, Arnold, and Arrowood NOES• None ABSENT. Councilman Van Leeuwen PLANNING DIRECTOR APPOINTMENT Upon motion of Councilman Arrowood, duly seconded and unanimously carried, Mr Nat H Neff was appointed Planning Director for the City STOP SIGN RESOLUTION The Deputy Clerk explained the necessity for passing this pro- posed resolution authorizing the establishment of four-way stop signs at the intersection of Ball Road and Miller Street There- upon, it was moved by Councilman Baroldi, duly seconded and -1-- October 21, 1957 1_5ti',ri unanimously carried, that said resolution, No 35, be adopted RADIO AGREEMENT Upon motion of Councilman Arrowood, duly seconded and unani- mously carried, the City Manager was authorized to request the Board of Supervisors for a radio agreement, in connection with the operation of the police department POLICE CAR DISCUSSION There followed considerable discussion as to the type of vehicle to be purchased for the planned police department Upon motion of Councilman Arnold, duly seconded and unanimously carried, the City Manager was authorized to seek bids on a four -door, six -passenger station wagon, with automatic transmission, heater, power brakes, painted black with the front doors white, and with a high powered motor CIVIL DEFENSE ORDINANCE ADOPTION The Deputy Clerk presented an ordinance, No. 31, relating to civil defense and disasters, and read the title of said ordinance. It was ,loved by Councilman Arrowood, duly seconded and unanimously carried, that further reading be waived Thereupon, Councilman Arrowood moved that said ordinance be adopted, which motion was duly seconded and unanimously carried by the following roll call vote* AYES. Councilmen Van Dyke, Baroldi, Arrowood, and Arnold NOES None ABSENT: Councilman Van Leeuwen CIVIL DEFENSE RESOLUTIONS The Deputy Clerk presented and explained three resolutions re- lating to civil defense and disasters. Upon motion of Council- man Arrowood, duly seconded and unanimously carried, resolution No 37, relating to civil defense local organization, was adopted. -2- October 21, 1957 Upon motion of Councilman Arnold, duly seconded and unanimously carried, Resolution No 38, relating to Workmen's Compensation Insurance for volunteer disaster service workers, was adopted It was moved by Councilman Arnold, duly seconded and unanimously carried, that Resolution No. 39, relating to the civil defense mutual aid agreement, be adopted CIVIL DEFENSE CONTRACT The City Manager explained the contract and that it is between the County of Orange and both the City of Cypress and City of 1-'airyland It was moved by Councilman Arrowood, duly seconded and unanimously carried, that the Mayor and the City Clerk be authorized to sign the contract for the City CIVIL DEFENSE PURCHASE RESOLUTION This matter was tabled until the next meeting ADOPTION OF CITY SEAL RESOLUTION Upon motion of Councilman Baroldi, duly seconded and unanimously carried, Resolution No 40, adopting the City seal, was adopted. Upon motion of Councilman Baroldi, duly seconded and unanimously carried, the City Manager was authorized to send a letter of appreciation to Mr Julio Sierra for his work in designing the City seal. MUNICIPAL CODE There followed a lengthy discussion on the need for a municipal code It was moved by Councilman Arnold, duly seconded and unanimously carried, that specific ordinances would be written and adopted as needed, and that a municipal code would not be written until the City grows larger. The City Attorney suggested that the City join the National Institute of Municipal Law Officers He stated that the fee is '47 50 and that this organization is developing a model municipal code It was moved by Councilman Arrowood, duly -3- October 21, 1957 i57 seconded and unanimously carried, that the City become a member of said organization MERCHANT PATROL QUESTION It was moved by Councilman Arrowood, duly seconded and unanimously carried, that the City Manager write a letter to the Statewide Patrol Service, stating that the City will take no action on merchant patrols until the Police Chief is on duty and can screen them, and that the City has always gone on record as encouraging private enterprise but that it is a standing policy not to endorse any particular private enterprise POLICE CHIEF CANDIDATES There followed a discussion on the type of man to be chosen for the police chief and his qualifications and personal character- istics The City Manager reported on the type of applications received and stated that he expected to have received the results of the examination by November 5. He further stated that, in his opinion, anyone who has had previous connections with any officer of the City should be automatically out of consideration ANNEXATIONS The City Attorney reported on progress on the two annexations, Correia and Schipper, stating that the maps and descriptions had been submitted to the County Boundary Commission and he submitted two petitions to be signed by the property owners of the territory involved ADJOURNMENT Upon motion of Councilman Arrowood, duly seconded and unanimously carried, the meeting was adjourned until the next regular meeting ATTEST artin 0 -CI erk October 21, 1957 -4- �f / Jacob Van Dyke, ayor or Y
