1957-12-09MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF CYPRESS December 9, 1957 A regular meeting of the City Council of the City of Cypress was called to order in the City Hall 9352 Walker Street, at 7.30 o'clock P. M., with Mayor Van Dyke presiding Councilmen present A E. Arnold, W. J. Arrowood, T. A Baroldi, J Van Dyke, and J Van Leeuwen Councilmen absent* None City officials present City Manager -Deputy City Clerk Wesenberg, City Clerk Olsthoorn, City Attorney Howell, and City Engineer Neff ZONING ORDINANCE At the close of a lengthy discussion of the proposed zoning ordi- nance, it was agreed that the Council approved in principal the ordinance as it now stands, except for the section on the Vessels Race Track. WELDING SHOP The City Manager brought up the matter of an informal request by a Mr Cutter to operate a light welding shop in the C-2 zone on Lincoln Avenue, just west of the Sorghum Mill. The Council was of the opinion that, if his operation remains in the "light" category, it would be acceptable. However, if his operation be- comes "heavy," it should then be moved to the N-1 zone MINUTES It was moved by Councilman Arnold, duly seconded and unanimously carried, that the of all minutes on prior to the next in the future CITY MEMBER, MOSQUITO ABATEMENT DISTRICT The Deputy Clerk explained that the term of office of the present representative of the City on the osquito Abatement District Board had expired. Thereupon, Mayor Van Dyke re -appointed reading of the minutes be waived and that copies hand to be read be mailed to each meeting and that this practice be Councilman followed -1- Lecember 9, 1957 Councilman Van Leeuwen to serve for two (2) years, starting January 1, 1958 Councilman Baroldi moved that the Council af- firm the re -appointment of Councilman Van Leeuwen to serve as the City's representative on the Mosquito Abatement District Board and that the Council commend Councilman Van Leeuwen for an ex- cellent job done in his first term This motion was duly seconded and unanimously carried. REGISTER OF DEMANDS Councilman Van Leeuwen moved that the December Register of Demands be approved as submitted, which motion was duly seconded and unani- mously carried TRUCK ROUTE SIGNS There followed a discussion as to the need for truck route signs at Walker and Cerritos and at Walker and Bali Councilman Baroldi stated that the truck weight signs had considerably re- duced the number of heavy trucks (mostly garbage trucks and oil tankers) which now use Cerritos as a through street During the discussion, it was stated by Councilman Arnold that the City would get no money from the State for improve:r.ent of any streets which have truck weight limit signs on them. The Mayor asked the City Engineer to ascertain the facts of this assertion and report back to the Council at the next meeting. It was moved by Council- man Baroldi, duly seconded and unanimously carried, that a truck route sign, pointing north, be placed at the intersection of Cerritos and Walker and that another sign, pointing east and west, be placed at the intersection of Walker Street and Ball tioad. PUBLIC HEARING, CORREIA ANNEXATION The Deputy Clerk stated that this was the time and day fixed for the hearing of protests to the proposed Correia Annexation He stated that no protests in writing had been received in the City Clerk's office He then asked if there were any comments from the floor and hearing none, he then declared the public hearing -2- December 9, 1957 closed The Deputy Clerk then presented an ordinance approving said proposed annexation, known as the Correia Annexation No 4, and read the title of said ordinance Thereupon, Councilman Baroldi moved that further reading of the ordinance be waived and that said ordinance be introduced and passed on to the next Council meeting for second reading and adoption, which motion was duly seconded and unanimously carried. PUBLIC HEA.RINGJ SCHIPPER ANNEXATION The Deputy Clerk stated that this was the time and day fixed for the hearing of protests to the proposed Schipper Annexation He stated that no protests in writing had been received by the City Clerk, and askd if there were any comments from the floor Hearing none, he then declared the public hearing closed. The Deputy Clerk then presented an ordinance approving said proposed annexation, known as the Schipper Annexation No 5, and read the title of said ordinance Thereupon, Councilman Arrowood moved that further reading of the ordinance be waived and that said ordinance be introduced and passed on to the next Council meeting for second reading and adoption, which motion was duly seconded and unanimously carried AUDIT REPORT, 1956-57 The Deputy Clerk presented the report of the audit of the City's finances for the fiscal year 1956-57, copies of which were given to each Councilman Following discussion, Councilman Arnold moved that the audit report be accepted as submitted, which motion was duly seconded and unanimously carried. The Deputy Clerk reported that the auditors have recommended that all permit forms, business license forms, etc , be printed and numbered in duplicate and that the duplicate copy be filed in the City Hall FIRE DEPARTMENT REQUEST A Mr. Robinson, representing the Cypress Fire Department, appeared -3- December 9, 1j)57 • 1�r before the Council Mr 1'iobinson discussed the need for more risers or hydrants on properties supporting wells He asked that all owners of wells having such risers or hydrants notify the Fire Department so that these risers can be spotted on the maps He invited any interested parties to attend the Fire De- partment meeting in the Cypress Fire Station on the evening of December 17 He suggested that the County Fire Department might be able to work up some instructions on what was needed and stated that the availability of more water and the completeness of the maps showing its location might materially lower the fire insur- ance rate in this locality Mayor Van Dyke thanked Mr Robinson for appearing before the Council and complimented the Cypress Fire Department on its efficiency He pledged the City's cooperation at all times The Mayor then asked for two volunteers to attend the Fire Department meeting Councilmen Baroldi and Van Leeuwen responded, and they were then appointed as official representatives of the City at the Fire Department meeting to be held on December 17. HEI\:NESSY COMPLAINT A citizen, Mrs Margaret Hennessy of 5711 Camp Street, appeared before the Council and stated that the Pacific Pipe Line Company, in installing a line in the Pacific Electric property which ad- joins her property in the rear, had left a large ditch at the rear of her property. She asked for advice as to what she could do to get the pipeline company to fill in the ditch and restore the premises to their previous condition. Mayor Van Dyke au- thorized the City Manager to check into the situation to see what could be done to assist Mrs Hennessy FIRE AID APPRECIATION LETTERS It was moved by Councilman Arrowood, duly seconded and unani- mously carried, that letters of appreciation be sent to each of the fire departments who so unselfishly responded to the recent December 9, 1957 hay barn fire at the Olsthoorn Dairy. POLICE CHIEF The City Manager reported that Mr Ii W Hansen had accepted the appointment as Police Chief but that he would like to remain with his family until after Christmas. This arrangement was approved by the Council. The City Manaver further reported on the progress being made in obtaining and equipping the police patrol car It was suggested that the top of the car be painted white The Council decided that this question should be referred to the Police Chief for his decision POLICE UNIFORM ALLOWANCE, STARTING SALARIES The Deputy Clerk presented a resolution, No. 44, providing for the payment of a uniform allowance of 425 00 per month to police of- ficers and regulating the starting salary of patrol officers Said starting salary was increased from 4375 00 per month, as previously fixed, to 0400.00 per month Upon motion of Council- man Baroldi, seconded by Councilman Arnold, and unanimously carried, said Resolution No 44 was adopted CITY ATTORNEY FEES The City Attorney gave an accounting of the monies due him from the City He stated that his figures were in agreement with the City Manager's figures, except for the 4150.00 for each annexation as submitted in his proposal of last January It was pointed out that there is nothing in the minutes showing that that part of the proposal was approved Thereupon, it was moved by Councilman Baroldi, duly seconded and unanimously carried, that the City Attorney be paid '150.00 per annexation It was moved by Council- man Arnold, duly seconded and unanimously carried, that 4,2,650 00 be paid to the City Attorney as total fees due him up to December 31, 1957, and that said fees be paid before the end of the year -5- December 9, 1957 ADJ 6URNMENT There being no further business to come before the council, the meeting was duly adjourned until the next regular meeting ATTEST Martin Olst -6- December 9, 1957 Jacob Van Dyke, Mayor i 713 , -i
