CITY COUNCIL OF THE CITY OF CYPRESS
KNOW ALL MEN BY THESE PRESENTS*
That we, the undersigned, being all the Councilmen, by
mutual consent and understanding beforehand, hereby consent to
hold a special meeting of the Council of said City at the
Cypress City Hall on the 31st day of December, 1957, at the
hour of 11 00 A IwI of said day, and we agree that all of the
acts and proceedings of said meeting shall be as valid as if
had or taken at a meeting duly and regularly called and
noticed.
We further waive all notice of the time, place, and
purpose of said meeting, whether required by the laws or
otherwise
IN WITNESS WHEREOF, we have hereunto subscribed our

MINUTES OF THE MEETING
OF THE CITY COUNCIL OF
THE CITY OF CYPRESS
December 31, 1957
A special meeting of the City Council of the City of Cypress was
called to order at 11 00 o'clock A M in the City Hall with
Mayor Van Dyke presiding
Councilmen present. A. E. Arnold, W. J Arrowood, T A Baroldi,
J. Van Dyke, and J Van Leeuwen
Councilmen absent None
City officials present City Attorney Howell, City Clerk
Olsthoorn, City Manager -Deputy City
Clerk Wesenberg, and Police `%hief

RACE TRACK
There was considerable discussion regarding whether or not the
City should send the City Attorney as an official representative
of the City of Cypress before the Racing Commission hearing to
decide on whether the Vessels Race Course should receive a
thoroughbred racing meeting Councilman Arrowood was against
having the City Attorney appear before the Board strictly on a
moral ground. He felt that there would be many people within
the City who might not believe in utilizing City funds and the
taxpayers' money in order to further a gambling enterprise
He made it clear that he was definitely not against having
thoroughbred racing within the City, himself Upon motion of
Councilman Arrowood, duly seconded and unanimously carried,
the City Attorney was authorized to appear before the Racing
Commission hearing, at which time the Vessels Race Course issue
would be heard, and for a set fee of not more than 4100 00
ANNEXATION ORDINANCE, SCHIPPER ANNEXATION
The Deputy City Clerk read the title of the Sehipper annexation
ordinance, No 35 Upon motion of Councilman Baroldi, duly se-
conded and unanimously carried, it was ±oved that further read-
ing of the ordinance be waived Upon motion of Councilman

Arrowood, duly seconded and unanimously carried, the Schipper
Annexation Ordinance, No 35, was adopted by the following
roll call vote
AYES. Councilmen Arnold, Arrowood, Baroldi,
Van Dyke, and Van Leeuwen
NOES. None
ABSENT None
CORREIA A1NNEXATION ORDINANCE ADOPTION
The Deputy City Clerk read the title of the Correia Annexation
Ordinance, No. 34. Upon motion of L%ouncilman Arrowood, duly se-
conded and unanimously carried, further reading of the ordinance
was waived. Upon motion of Councilman Arrowood, duly seconded
and unanimously carried, the Correia Annexation Ordinance, No
34, was unanimously adopted by the following roll call vote
AYES Councilmen Arnold, Arrowood, Baroldi,
Van Dyke, and Van Leeuwen
NOES None
ABSENT• None
CAMP STREET ROAD REPAIR
The City Manager explained that there were a number of places
on Camp Street which were in dire need of repair He suggested
that the Council authorize SC4 resurfacing and rolling of such
areas of said street by the County Road Department. Upon mo-
tion of Councilman Arrowood, duly seconded and unanimously car-
ried, the City Manager was authorized to have the aforementioned
resurfacing and repair of Camp Street done by the County hoed
Department
SEWER REPORT
Mayor Van Dyke reported that there was still considerable diffi-
culty in having all the cities of Orange County approve of the
proposed County-wide sewer bond issue Therefore, he stated,
the Cypress Water Board had started preliminary investigation
as to the possibility of said sewer district constructing its

own sewer mains down to Los Alamitos and connecting in with
existing trunk lines. After discussion, it was unanimously
agreed by the Councilmen that the City would endorse such an
investigation and was very much interested in developing sewers
for the unsewered part of this City as quickly as possible
DAIRY WATER PROBLEM
Mayor Van Dyke reported that there was still a very serious
drainage water problem from dairies on Orange Avenue in the
western portion of the City He stated that Carl Allen, Frank
Cardoza and others were contributing to unnecessary amounts of
water flowing down the street culverts and causing a very bad
problem The iiayor suggested that the entire City Council and
other officers inspect this problem at the close of this present
Council meeting This was agreed to by the Council
ADJOURNMENT
There being no further business, the Council meeting was duly
adjourned until the next regular Council meeting.
