1958-01-24 (Special Meeting)CONSENT TO HOLD AND WAIVER OF NOTICE OF SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF CYPRESS KNOW ALL MEN BY THESE PRESENTS That we, the undersigned, being all the Councilmen, by mutual consent and understanding beforehand, hereby consent to hold a special meeting of the Council of said City at the Cypress City Hall on the 24th day of January, 1958, at the hour of 2 30 P M of said day, and we agree that all of the acts and proceedings of said meeting shall be as valid as if had or taken at a meeting duly and regularly called and noticed We further waive all notice of the time, place, and purpose of said meeting, whether required by the laws or otherwise IN WITNESS WHEREOF, we have hereunto subscribed our signatures this 24th day of January, 1958. Arnold Thomas ti Jacob Van Leeuwen,✓Jr. Baro ld i MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF CYPRESS January 24, 1958 A special meeting of the City Council of the City of Cypress was called to order in the City Hall, 9352 Wacker Street, at 2:30 o'clock P M , with Mayor Van Dyke presiding. Councilmen present' A E J hrrowood, T A Baroldi, J. Arnold,Van Lyke, and J Van Leeuwen Councilmen absent None City officials present City Attorney Howell, City Clerk Olsthoorn, and City manager -Deputy City Clerk Wesenberg Upon motion of Councilman Van Leeuwen, duly seconded and unani- mously carried, the reading of the minutes of the last meeting was waived. BUENA PARK CIVIC CENTER The City Manager reported that the City of Buena Park had ex- tended an invitation to the Councilmen and City officials of Cypress to attend the dedication ceremonies of Buena Park's new civic center at 6650 South Grand Avenue SPEED LIMIT SIGNS, WALKER STREET Following discussion, it was moved by Councilman Baroldi, duly seconded and unanimously carried, that, upon the recommendation of the Chief of Police, a new 25 -mile zone sign be placed at the southwest corner of Walker Street and Lincoln Avenue and that the existing 25 -mile zone sign be moved to a point just north of Orange Avenue on the east side of Walker Street, facing north -bound traffic. POSTING PLACES The City Attorney presented and read a resolution, No 49, es- tablishing the posting places within the City as follows' 1. In the City Hall, 2 On a posting board at 5523 East Lincoln Avenue, 3 On a telephone pole at the northwest corner of Miller Street and Ball Road -1- January 24, 1958 Upon motion of Councilman Arnold, duly seconded and unanimously carried, said Resolution No. 49 was adopted POLLING HOURS It was moved by Councilman Arnold, duly seconded and unanimously carried, that the City Council of the City of Cypress does hereby designate the hours for the poll to be open for voting in a municipal election to be between 7 00 o'clock A. N. and 7 00 o'clock P. ire., unless otherwise specifically stated NOTICE OF ELECTION It was moved by Councilman Arnold, duly seconded and unanimously carried, that the notice of the general election on April 8, 1958, be published according to law. RELIEF PATROLMAN Councilman Arrowood brought up the question of a relief patrolman who could be on duty so that the Chief and Patrolman could be off duty one day a week. He suggested that the retired Police Chief might fill this need. It was pointed out that, due to his age and physical condition, the r4tired Chief would be unable to handle the job. Councilman Arnold suggested that, since no funds had been set up in the budget for a third man, the City try to make arrangements with the Sheriff's Department to handle the patroling of the City for three shifts per week The Chief stated that the Sheriff's cars were available for emergency calls in the City between the hours of 3 00 A N and 8 00 A ii , but that the Sheriff wanted it strictly understood that the emergency would be handled only until the City's officer could be called back on duty. There followed a discussion on the possibility of transferring funds from the reserve, since fines and traffic safety fund monies cannot be used for salaries Councilman Arnold moved that the Police Chief, the Mayor and the City Manager explore the possibility of working out an agreement with the -2-- January 24, 1958 Sheriff to patrol the City so that the Chief and Patrolman may have a day off duty and, if this is not feasible, try to hire some- one to substitute on a deferred pay basis This motion was duly seconded and unanimously carried ZONING ORDINANCE DISCUSSION There followed a lengthy discussion on certain portions of the proposed zoning ordinance on which an agreement had not been reacned During the discussion, the City Attorney mentioned that the County has now decided to follow this City's example and revise the County Zoning Ordinance to bar residential develop- ment in a C-1 zone. Questions discussed were feed yards, number of cows per acre, recreational zone, size of building sites, and non -conforming operations Following discussion, it was moved by Councilman Arrowood that the paragraph providing for the re- moval of a non -conforming operation to an appropriate zone in the event 75 percent of the building is destroyed, be deleted from the ordinance This motion was duly seconded and unanimously carried ADJOURNMENT There being no further business, upon motion of Councilman Baroldi, duly seconded and unanimously carried, the meeting was adjourned until the next regular meeting -3- January 24, 1958 acob Van Dyke,yor
