February 10, 1958
A regular meeting of the City Council of the City of Cypress
was called to order in the City Hall, 9352 Walker Street, at
7 30 o'clock P M., with Mayor Van Dyke presiding.

Upon motion of Councilman Van Leeuwen, duly seconded and unani-
mously carried, the minutes of January 13, 1958, were approved
as submitted.
STOP SIGNS - BLINKER LIGHT
Police Chief Hansen suggested that the County Traffic Safety
Committee make a survey of the need for a four-way boulevard
stop at Walker and Ball Road It was moved by Councilman
Arnold, duly seconded and unanimously carried, that said survey
be requested
The Police Chief further suggested that a red warning blinker
be installed at the intersection of Wacker and Lincoln since it
is impossible to see the boulevard stop sign from any distance
at night It was moved by Councilman Arnold, duly seconded and
unanimously carried, that the City Manager and Police Chief
contact the State Division of Highways and request of them that
such a blinker light be installed, if they are not intending to
install signals, and informing them of the dangerous condition
existing at this intersection
CONFERENCE WITH THE SHERIFF
Mayor Van Dyke reported that the Chief, the City Manager and
himself had talked with the Sheriff about having the Sheriff's
Department take over the relief work in this City. The Mayor
stated that the Sheriff disapproved of the idea, since he felt
that it would not work out for the two departments to work in
the same area The City Manager stated that he had carefully

studied the budget and would recommend that .600.00 be transferred
from the Road Maintenance Fund and 4300 00 from the Reserve Fund
to be used to pay the salary of a relief officer for the remainder
of this fiscal year on the basis of his working three shifts per
week. The City Manager stated that the monies taken in from fines,
etc , in connection with the Police Department operations, could
be used for road maintenance, that such monies would not have to
be deposited and not used. He stated that this transfer of funds
was designed to solve the problem of the relief patrolman's salary
until the end of this fiscal year. Thereafter•, provisions will
be made in the budget for this expense. Councilman Arrowood
stated that, if funds may be transferred legitimately, that it
should be done, but that, if such a transfer cannot be done, then
the Citi should consider asking for another loan Thereupon, it
was moved by Councilman Van Leeuwen, duly seconded and unanimously
carried, that said transfer of monies be accomplished, as ex-
plained by the City Manager The City Attorney stated that trans-
fer of budget items is entirely legal.
MERCHANT PATROL ORDINANCE
The City Attorney presented and read a proposed ordinance, No. 37,
regulating patrol systems, providing for permits, bonds and in-
surance, and providing for punishment for violation thereof The
City Attorney stated that said ordinance incorporated the recom-
mendations made by Chief Hansen, as well as other controls It
was moved by Councilman Arrowood, duly seconded and unanimously
carried, that said Ordinance No 37 be introduced and passed on
to the next regular meeting for second reading and adoption
OLIVEIRA VARIANCE
The Deputy Clerk presented for the Council's consideration Use
Variance Application No W-106 to permit Manuel L Oliveira to
relocate a house on his property in line with present dwellings

which are 56 feet from the centerline of Orange Avenue. The
Deputy Clerk read an excerpt from the Planning Commission Minutes,
indicating their approval It was moved. by Councilman Arnold,
duly seconded and unanimously carried, that Use Variance Permit
No. UV -106 for the relocation of a dwelling 56 feet from the
centerline of Orange Avenue be granted to Manuel L. Oliveira
in accordance with his application and accompanying plot plan.
TIDWELL VARIANCE AMENDMENT
The Deputy Clerk presented an application for an amendment to
Use Variance Permit No. UV -101 to permit Robert L. Tidwell to
maintain the existing sign, advertising his existing realty of-
fice, 14 feet south of the north property line, at 6032 Lincoln
Avenue. The Deputy Clerk then read from the minutes of the
Planning Commission their recommendation against granting said
amendment. Mr. Tidwell took the floor to explain how the sign
came to be placed in its present position, instead of the posi-
tion described on the plot plan which accompanied the original
application for the use variance Mr Tidwell explained that he
had gone to the site and had shown the City Engineer just where
he wanted the office building and the sign to be placed The
City Engineer then proceeded to measure these positions and
these measurements were the ones which appeared on the original
application. Now, the County Building Department says that the
sign is 15 feet too far north Mr Tidwell was of the opinion
that the City Engineer was unaware that the centerline of Lincoln
had been changed when the street was widened by the State. It
was the decision of the Council that the City had made a mistake
and that the applicant should not be penalized for this mistake
Therefore, upon motion of Councilman Arnold, duly seconded and
unanimously carried, the application for the amendment to UV -101
was granted

REGISTER OF DEMANDS
It was moved by Councilman Arnold, duly seconded and unanimously
carried, that the February Register of Demands be approved as
submitted
ELECTION RESOLUTION
The Deputy Clerk presented and read a resolution which was sug-
gested by Duane W. Wheeler. Said resolution provides for con-
solidating all three precincts for voting purposes, designates the
City Hall as the polling place, and provides for the payment of
the members of the election board It was pointed out that the
hours the poll would be open had already been established. It
was moved by Councilman Arnold, duly seconded and unanimously
carried, that the members of the election board be paid according
to the same scale used by the County It was moved by Council-
man Arnold, duly seconded and unanimously carried, that said
Resolution No 50 be adopted
NANNE VARIASNCE
The Deputy Clerk presented Application No UV -107 for a use
variance to permit Martin Nanne to build a commercial dairy ad-
jacent to non-dairy property in the A-2 zone with corrals located
closer to the property line than is legally allowed The Deputy
Clerk then read from the minutes of the Cypress Planning Commission
their recommendation in favor of this variance and their condi-
tions thereto The plot plan for this dairy was presented to the
Council for their study. During the discussion, Councilman Arnold
moved that the hay be stacked 295 feet from the first corral or
beginning with the No 2 corral. This motion died for lack of a
second Councilman rrnold further moved that the plot plan be
returned to the engineer to be re -drawn according to the stipu-
lations of the Council. This motion also died for lack of a
second It was then moved by Councilman Arnold, seconded by

Councilman Arrowood and unanimously carried, that the variance be
granted with the following conditions and that the plot plan be
redrawn in accordance with these conditions*
1 No hay storage shall be permitted closer than the
easterly line of the second corral as shown on the
plot plan (464 feet west of the east property line);
2 That no calf or bull pens be constructed closer than
200 feet to any adjoining building not on the premises;
3. That the corrals be located not less than 170 feet
from the existing dwelling on the property immediately
north of applicant's dairy property,
4 That a brick or block wall be constructed along a
portion of the north boundary of applicant's property,
according to the regulations of the City and County
and according to the newly submitted plot plan as
revised;
5 That the corrals be located 62 feet from the north
property line of applicant's property.
COUNTY ROAD CONTRACT
The City Attorney presented and explained a proposed contract
submitted by the County under which the County 'goad Department
agreed to perform road work as the City asks for it to be done
and under which the City would be billed for said work on the
month following its performance Said contract would run for the
present fiscal year. It was moved by Councilman Arnold, duly
seconded and unanimously carried that the Mayor and the City
Clerk be authorized to sign the contract with the County of
Orange for road maintenance and construction services Roll

DEPUTY CIVIL DEFENSE DIRECTOR.
It was moved by Councilman Van Leeuwen, duly seconded and unani-
mously carried, that the Chief of Police be named as the Deputy
Civil Defense Director.
POLICE CAR RADIOL PAYMENT FOR
It was moved by Councilman Arrowood, duly seconded and unanimously
carried, that the bill submitted by Motorola Company for the
radio equipment for the police car, in the amount of v;-678.51,
be paid.
PUBLIC HEARING, SECTIONAL MAPS.
Upon motion of Councilman Arrowood, seconded by Councilman Van
Leeuwen and unanimously carried, the City Manager was instructed
to give notice as required by law to hold a public hearing on
the zoning ordinance and the precise land use maps in the
Cypress Park Recreation Building at 7 30 o'clock P. M , on
Tuesday, February 25, 1958.
T,F,AVE OF ABSENCE
Upon motion of Councilman Arnold, seconded by Councilman Arrowood
and unanimously carried, Councilman Van Leeuwen was granted a
month's leave of absence from the City.
UNIFORM ALLOWANCES
It was moved by Councilman Arnold, duly seconded and unanimously
carried, that the Police Officers' uniform allowance be paid
quarterly.
BUENA PARK SUBDIVISION
Following discussion of a proposed subdivision to be built in
Buena Park, between Ball Road and Cerritos Avenue and east of
Miller Street, it was moved by Councilman Arnold, seconded by
Councilman Van Leeuwen and unanimously carried, that the City
Manager arrange a meeting with the Buena Park City Manager;
the committee from Cypress to consist of Mayor Van Dyke, Council-
man Baroldi, Councilman Arnold, City Manager, City Engineer, and

City Attorney
FLY CONTROL PROGRAM
The City Manager reported on the Health Department program for
the elimination of flies He stated that a meeting for repre-
sentatives of the dairying industry would be held in the Health
Department wilding in Santa Ana on Thursday evening, February
13, at 7 30 o'clock P 11. Mayor Van Dyke and City Clerk Olsthoorn
indicated their intention to attend said meeting
CULVERTS AND PAVED DRIVEWAYS
It was moved by Councilman Arnold, seconded by Councilman Van
Leeuwen and unanimously carried, that the City Attorney investi-
gate the possibility of writing an ordinance requiring culverts
under private driveways.
ADJOURNMENT
Upon motion of 'ouncilman Van Leeuwen, duly seconded and unani-
mously carried, the meeting was adjourned until February 25,
1958, at 7.30 P
