1958-04-14MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF CYPRESS April 14, 1958 A regular meeting of the City Council of the City of Cypress was called to order in the City Hall, 9352 Walker Street, at 7 30 o'clock P. M., with Mayor Van Dyke presiding. The meeting was opened with the Pledge of Allegiance to the Flag which was led by Councilman Arnold.. Councilmen present Councilmen absent' A. E. Arnold, '". J. Arrowood, T A Baroldi, J. Van Dyke, and J. Van Leeuwen None City officials present. City Clerk Olsthoorn, City Manager -Deputy City Clerk Wesenberg, City Attorney Howell, City Engineer Neff, and Plewnning Commis- sioners McCarney and Wright It was moved by councilman Baroldi, seconded by Councilman Arrowood and unanimously carried, that the minutes of the Council meetings of the following dates be approved as submitted* January 24, February 10, February 13, March 10, and March 18, 1958. GAGE VARIANCE The Deputy City Clerk presented for the Council's consideration Use Variance Application No UV -109 of Esten V. and Dorothy Gage to construct a second dwelling on their property at S551 Camp Street in Cypress. The construction of this dwelling would leave a rear yard of less than the legal size. Councilman Arnold brought up the question of whether Mr. and firs Gage had title to half (7i - feet) of the unimproved alley to the rear of their property. The matter was tabled until Mr. Gage could procure the deed to the property from his home and return to the meeting. MAIL CARRIER SERVICE PETITIONS It was moved by Councilman Arrowood, seconded by Councilman Arnold and unanimously carried, that the "ouncil give its approval to the circulation of the petitions for mail carrier service within the City limits. 3 MILE ZONE, WALKER STREET Following discussion of the need for keepting the speed down on -1- April 14, 1958 1 ^�► 21 Wacker Street, between Lincoln and Orange, it was moved by Council- man Baroldi, seconded by Councilman Van Leeuwen and unanimously carried, that a c(x_mittee be appointed to meet with the County Traffic Safety Committee to work out the problem The Mayor stated that he would appoint a committee. NEW RELIEF PATROLMAN Police Chief Hansen introduced Meredith B (Dick) Brannen who had been appointed to replace B. R. Woodill as relief patrolman GAGE VARIANCE CONTINUED At this time, Mr Gage returned with the deed to his property at 5551 Camp Street The City ttorney stated that he could find nothing in the deed to indicate whether Mr and Mrs Gage had title to half of the alley in question It was moved by Council- man Van Leeuwen, seconded by Councilman Arnold and unanimously carried, that the City Engineer determine who owns the alley and the depth of the lot owned by Mr. and Mrs. Gage. The matter was tabled until Tuesday, April 15, 1958, at 7.30 P. i' i. UNIFORM ALLOWANCE, RELIEF PATROLMAN It was moved by Councilman Arrowood, seconded by Councilman Baroldi and unanimously carried, that the relief patrolman be paid a uniform allowance of c15.00 per month STOP SIGN, WALKER AND BALL The City Manager read the County Traffic Safety Committee's re- commendations on the question of said stop sign It was moved by Councilman Baroldi and seconded by Councilman Van Leeuwen that the letter be accepted and filed and the recommendations complied with, which motion was carried by a vote of three ayes to one no (Council- man Arnold dissenting). WEED ABATEMENT AGREEMENT It was moved by Councilman Baroldi, seconded by Councilman Ar- rowood and unanimously carried, that the proper City officials are -.2- April 14, 1958 hereby authorized to sign the agreement with the County Fire Department for weed abatement as presented GROUP INSURANCE AND RETIREMENT PLANS Councilman Arrowood introduced Mr Miles Greer of the Cal -Farm Insurance Company. Mr. Greer explained a life insurance and retirement program for City employees REGISTER OF DEMANDS It was moved by Councilman Arnold, seconded by Councilman Baroldi and unanimously carried, that the April Register of Demands be approved as submitted. GASOLINE PUMP DISCUSSION The City Manager presented for discussion the matter of whether the City should procure a tank and pump for use in supplying gasoline for City -owned vehicles. After considerable discussion, the matter was tabled for further investigation. FLY ABATEMENT PROGRAM LETTERS It was moved by Councilman Van Leeuwen, seconded by Councilman Arrowood and unanimously carried, that a letter be mailed to all dairymen and poultrymen in the City, requesting their cooperation with the County Health Department on the fly control problem ADJOURNMENT There being no further business to come before the Council, it was moved by Councilman Arnold, seconded by Councilman Arrowood and unanimously carried, that the meeting be adjourned until 7.00 o'clock P.
