1958-05-19MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF CYPRESS May 19, 1958 An adjourned regular meeting of the Cypress City Council was called to order by Mayor Van Dyke at 7.30 P M , May 19, 1958, in the Cypress City Hall Councilmen present A E Arnold, W J Arrowood, T A Baroldi, and J Van Dyke 1 Councilman absent i•i G ricCarney City officials present Deputy City Clerk -City Manager Wesenberg, Police Chief Hansen and City Clerk Olsthoorn WEED ABAMI'iENT HEARING The Deputy City Clerk announced that this was the time set for public hearing on any complaints regarding the posting of vacant lots within the City by the County Fire Department for weed abatement purposes There being no complaints, either submitted in writing or from anyone present in the meeting room, upon motion of Councilman Arnold, seconded by Councilman Baroldi and unanimously carried, said hearing is hereby closed WEED ABATEMENT RESOLUTION Resolution No. 57, authorizing the Orange County Fire Department to remove any and all weeds on lots which had been previously posted, was duly passed upon motion of Councilman Arnold, seconded by Councilman Baroldi and unanimously carried Public hearing on said abatement was set in the resolution for 2.00 P m on May 28, 1958. GAS TAX ENGINEERING PROJECT STATEMENT RESOLUTION Upon motion of Councilman Arnold, seconded by Councilman Arrowood and unanimously carried, the Council adopted Gas Tax Engineering Resolution No. 58, establishing the amounts to be spent in the coming fiscal year on engineering projects within the City and requesting a Memorandum of Agreement from the State of California for said amount. -1-- Mal'? 10 , 100t -232 ;sAS TAX PROJECT STATEMENT RESOLUTIO; Upon motion of Councilman Baroldi, seconded by Councilman Arnold and unanimously carried, gas tax Project Statement Resolution No 59 was unanimously adopted Said resolution set forth the amounts budgeted for road construction and mainte- nance, for the use of State Jas Tax monies, in the coming fiscal year and requesting a iemorandum of Agreement from the State of California UNEMPLOYMENT DISABILITY INSURANCE Upon motion of Councilman Arnold, seconded by Councilman Baroldi and unanimously carried, the Council approved of the City of Cypress placing all of its employees and officers who are eligible within all departments, bureaus and divisions, either presently activated or to be activated in the future, under the State of California Unemployment Disability Insurance Code OFFICER B3ANNEN Upon motion of Councilman Arnold, seconded by Councilman Arrowood and unanimously carried, the Council authorized the placement of Officer Meredith B Brannen on the full-time active patrolman role as of June 1, 1958, and authorized the City Manager to trans- fer the necessary funds from the City's reserve fund to cover the salary of said officer for June, 1958 ARTESIAN LAND SUES T I ON A Mr Epstein and a iir Keiter , industrial subdividers, appeared before the Council and showed the Council a plan for the develop- ment of the Artesian Land property for cemetery, agricultural and industrial purposes The Council indicated that they would like to see a more detailed plan of the proposed development SECRETARY TO CITY MANAGER WORK HOURS Upon motion of Councilman Arnold, seconded by Councilman Arrowood and unanimously carried, the Council authorized that, as soon as it was feasible, the City Manager should put his secretary on an -2- May 19, 1958 ._233 eight-hour day at a monthly salary of 015.00 per month The Council indicated that the City of Dairyland would be allowed a reasonable length of time to acquire another secretary who would be allowed to work in the Cypress City Hall SICK LEAVE Upon motion of Councilman Arnold, seconded by Councilman Arrowood and unanimously carried, the Council went on record as establish- ing as a policy for the City of Cypress that any officer or em- ployee may take a maximum of ten (10) working days sick leave per year. CITY MANAGER SALARY ADDITION Upon motion of Councilman Arrowood, seconded by Councilman Baroldi and unanimously carried, the Council authorized the City Manager's salary to be increased by '25 00 per month to take care of miscellaneous car expenses, etc. WALKER AND BALL STOP SIGN Upon motion of Councilman Arnold, seconded by Councilman Baroldi and unanimously carried, the Council authorized the Orange County Traffic Safety Division to place two stop signs at the intersec- tion of Ball and Walker in the City of Cypress, regulating east and west traffic on Ball Goad ADJOURNMENT There being no further business, the Council was duly adjourned until May 28 at 2:00 P M ATTEST Jacob Van Dyke, Mayor -3- May 19, 1958
