THE CITY OF CYPRESS
May 28, 1958
An adjourned regular meeting of the City Council of the City of
Cypress was called to order in the City Hall, 9352 Walker Street,
at 2 00 o'clock P M., with Mayor Van Dyke presiding.
Councilmen present. A E Arnold, T A. Baroldi, J. Van Dyke,
and W. J. Arrowood (who came in late)
Councilman absent. M. G. McCarney
City officials present. City Clerk Olsthoorn, City Attorney
Howell, City Manager -Deputy City Clerk
Wesenberg, and City Engineer Neff
WEED ABATEMENT
The Deputy City Clerk stated that this was the time and place set
for the public hearing of protests of property owners who are
liable to be assessed for the work of weed abatement. The
Deputy Clerk stated that no written protests had been received
by the City Clerk's office. He further stated that two (2) un-
official complaints had been received and disposed of and that
one official complaint had been received which would be referred
to the County Fire Department for investigation and correction.
Since there were no protests from the floor of the Council chamber,
it was moved by Councilman Baroldi, seconded by Councilman Arnold
and unanimously carried, that the public hearing be closed
SOCIAL SECURITY RESOLUTION AND AGREEMENT
Councilman Arnold reported on the investigative work done and the
conclusions drawn by the Insurance Committee. Councilman Arnold
stated that it was the Committee's conclusion that the life -re-
tirement insurance plan, as submitted, would snowball into a
very expensive burden on the City as the number of employees
increased. It was the Committee's recommendation that a program
of State Compensation, State Unemployment Disability Insurance
and X`'ederal Social Security, augmented by a health insurance plan
as soon as is feasible, would be best for all concerned. It was

moved by Councilman Arnold, seconded by Councilman Baroldi and
unanimously carried, that Resolution No. 60, requesting that the
City employees be included in the California State Social Security
Agreement, was adopted.
It was moved by Councilman Baroldi, seconded by Councilman Arnold
and unanimously carried, that the City Manager is hereby author-
ized to sign the agreement with the State of California for con-
tracting for Federal Social Security coverage for the City
employees.
BUENA PARK DRAINAGE PROBLEM REPORT
The City Engineer reported on progress made in solving the problem
of water runoff into this City. There followed discussion of
the proposed route of a drainage ditch, types of pipe to be used,
and the acquiring of right-of-way, and the costs thereof. It
was moved by Councilman Arnold, seconded by Councilman Arrowood
and unanimously carried, that the City Engineer go ahead on the
problem and report back to the Council at the next regular meeting.
FOREST LAWN CEMETERY ANNEXATION
Since one member of the Council was absent, and since the remain-
ing members who were present were not yet ready to vote on the
matter, action on the resolution initiating annexation proceedings
on the proposed Forest Lawn Cemetery was deferred until Monday,
June 2, 1958, at 6.30 o'clock P M
DINNER INVITATION, GREENBRIAR
The City Manager reported that a representative of Westminster
Cemetery had issued an invitation to the members of the City
Council to attend a dinner to be held at the Greenbriar the
evening of June 4th. By unanimous consent, the Council declined
the invitation, with apologies.
AUDIT REPORTS
By unanimous consent the Council tabled the matter of the audit

reports until after the Audit Committee had made their study
The matter was to be brought up again at the next regular Council
meeting.
SPECIAL ZONING MEETING
The Council decided to hold a general discussion meeting jointly
with the Planning-ommission to iron out disagreements on the
proposed zoning ordinance and sectional maps. This meeting is
to be held on June 5, 1958, at 7 30 o'clock P. M.
DETOUR APPROVAL
Following a report by the City Engineer, it was moved by Council-
man Arnold, seconded by Councilman Arrowood, and unanimously
carried, that the Council approved the proposed traffic control
on the streets crossing the proposed Carbon Creek flood control
channel during construction.
ROAD WORK DISCUSSION
Due to the lack of time and the necessity for two of the Council-
men to leave as soon as possible, this discussion was tabled
until the next regular meeting.
FLOOD DAMAGE
Discussion on this question also was postponed until the next
regular meeting.
SECRETARY'S SALARY
Action on this question was deferred until all members of the
Council are present.
ADJOURNMENT
The meeting was duly adjourned until June 2, 1958, at 6'30 o'clock
