October 14, 1958
A regular meeting of the City Council of the City of Cypress was
called to order in the City Hall, 9352 Walker Street, at 7.30
o'clock P M , with Mayor Van Dyke presiding. The Pledge of
Allegiance to the Flag was led by Councilman Baroldi
Councilmen present: J Van. Dyke, T A Baroldi, W. J. Arrowood,
M G McCarney, and A. E. Arnold
Councilmen absent. None
City officials present City Clerk Olsthoorn, City Manager -
Deputy City Clerk Wesenberg, City
Attorney Howell, City Engineer Neff,
Planing Commissioner Wright, and
Chief of Police Hansen
MI NUTES
On motion of Councilman Arnold, seconded by Councilman Arrowood
and unanimously carried, the minutes of the meeting of September
8, 1958, were approved as submitted.
The minutes of the meeting of September 23, 1958, were tabled
until the next meeting
REGI S Tr R OF DEMANDS
It was moved by Councilman Baroldi, seconded by Councilman Arrowood
and unanimously carried, that the Register of Demands for the month
of October, 1958, be approved.
GARCIA USE VARIA1dCE APPLICATION
The Deputy City Clerk presented the use variance application No
UV -117 of Mr A G Garcia to permit the continued use of his
fertilizer grinding and storage plant in an M-1 zone, located
on Bloomfield Avenue, approximately 600 feet north of Ball Road.
The Deputy City Clerk pointed out that Mr Garcia had been operat-
ing his fertilizer plant under a variance granted by the Council
in 1956, but that the variance was now expiring The Deputy City
Clerk also stated that the Planning Commission had recommended
approval of the application and, upon. request, read the Planning
Commission's recommendations from the minutes of their meeting.

Following discussion, it was moved by Councilman Arnold, seconded
by Councilman Baroldi and unanimously carried, that Use Variance
No. UV -117 be granted with the following conditions:
1 That the variance be granted for a period of three
(3) years, beginning on October 14, 1958, and
expiring October 14, 1961,
2 That the proposed sign advertising said business,
to be located on the northeast corner of Ball Road
and Bloomfield Avenue, is to be 60 feet from the
centerline of Ball Road,
3. That permittee must reasonably control flies and
dust on the premises.
STATEWIDE PATROL SERVICE
The Deputy City Clerk stated that the Statewide Patrol Service
of luena Park had requested a license to operate within the City
He further stated that the Chief of Police had checked out the
men and vehicles to be used within the City and had found them
to be satisfactory; also, that the company had presented the re-
quired bond to the City Following discussion of the City's
responsibilities and liabilities in the matter, it was moved by
Councilman Baroldi, seconded by Councilman Arnold and unanimously
carried, that the Statewide Patrol Service of Buena Park be
granted a business license to operate within the City of Cypress
PROJECT STATEMENT, W_aLKER S'1_FiEET
On motion of Councilman Arnold, seconded by Councilman Arrowood
and unanimously carried, the Council authorized the City Engineer
to make a survey of the proposed reconstruction work on Walker
Street between Orange and Ball_ and to prepare the necessary plans
and the project statement, to be ready for submissi:,n to the
Council at the next meeting.

REPORT ON HOLDER STREET CHANNEL
The City Engineer presented and discussed his revised plans for
the drainage ditch along Holder Street He estimated that the
cost, under these revised plans, would be approximately 424,000.00
Following discussion, it was moved by Councilman Arrowood, seconded
by Councilman Baroldi and unanimously carried, that the City
Engineer and the City Attorney work out the contingencies as soon
as possible, and that, when they are ready to report to the Council,
a special meeting will be called
STATE FUNDS FOR FLOOD -DAMAGED STREETS
The Deputy City Clerk read a letter from the Division of Highways
in Los Angeles and addressed to the City Engineer. The City
Engineer explained just exactly what the State was offering in
the way of funds for repairing flood -damaged streets in the City.
Following a lengthy discussion of the needed repairs and the
approximate cost thereof, it was moved by Councilman Arnold,
seconded by Councilman Arrowood and unanimously carried, that
Resolution No 73, authorizing the City Manager to sign the
agreement with the State of California for the acquiring of
44.0,600.00 for repair of the flood damage done to the City's
streets, be adopted
It was then moved by Councilman Arnold, seconded by Councilman
Baroldi and unanimously carried, that a letter be directed to
Supervisor Phillips, requesting that sufficient monies from the
County Gas Tax Fund be allocated to the City for the improvement
to County standards of Cerritos Avenue from Walker Street to
Knott Avenue
PROPOSED PURCHASING REGULATIONS
The City Attorney presented and read a suggested resolution
governing City purchases Following considerable discussion, it
was moved by Councilman Baroldi, seconded by Councilman McCarney

and unanimously carried, that the matter be tabled until each
Councilman can obtain a copy of the proposed resolution and has
had an opportunity to study it
CULVERTS UNDER BALL ROAD
The City Manager stated that his office had received inquiries
from two property owners with regard to the drainage problem on
Ball Road in the vicinity of Denn.i Street There followed dis-
cussion of the problems of disposing of drainage waters in this
area On motion of Councilman Arrowood, seconded by Councilman
Baroldi and unanimously carried, the Council authorized the City
Engineer to make a survey of the problem of placing culverts under
Ball Road, said survey to be presented to the Council at the next
meeting
ORANGE AVENUE DRAINAGE PROBLEM
It was pointed out that another drainage problem exists in the
area of Orange Avenue just west of Moody Street Councilman
Arnold moved that the ditch be cleaned out and the culverts be
taken out and taken care of, which motion died for lack of a
second The City Engineer pointed out that that section of Orange
Avenue is scheduled to be resurfaced and that the culverts and
drainage can be attended to at that time
MILLER STREET PROJECT
The City Engineer reported that the proposed Miller Street Im-
provement Project is acceptable to the County Board of Super-
visors for County Gas Tax funds as a major highway
CERRITOS AVENUE, DITCH AND CULVERTS
There was no report from the City Engineer on a possible new
ditch and culverts on the north side of Cerritos near Knott No
action was taken on this matter
REVISED AUDIT REPORTS
The City Manager presented to each Councilman a copy of the revised
audit report for the fiscal year 1957-58.

PLANNING COMMISSION REORGANIZATION REPORT
The City Attorney briefly reviewed the previous discussion on the
membership of the Planning Commission There followed a lengthy
discussion as to the number of Commissioners and as to whether
they should be required to be registered voters of the City.
The City Attorney presented and read a proposed ordinance amending
Section 2 of Ordinance No 26 with the provision that new members
of the Planning Commission will be registered voters of the City
Whereupon, it was moved by Councilman McCarney, seconded by
Councilman Arrowood and unanimously carried, that said ordinance,
No 45, is introduced for adoption and passed on to second reading
and final adoption.
It was moved by Councilman Arnold, seconded by Councilman McCarney,
that Commissioners Wheelock and Wicker be re -appointed to full
terms It was pointed out that the appointment of the Commissioners,
in accordance with the City's ordinance, must be made by the
Mayor Whereupon, Councilman Arnold withdrew his motion with the
permission of the second The matter of the terms of Commissioners
Wheelock and Wicker was tabled until the next meeting
RESOLUTION RE. LAWRENCE ANNEXATION
The Mayor stated that, in view- of the talk going around, he felt
the need for a clarification of the Lawrence Annexation situation
The City Attorney presented and read a proposed resolution stating
the Council's position with regard to the Lawrence Annexation. It
was moved by Councilman Arrowood, seconded by Councilman Baroldi
and unanimously carriea, that said resolution, No 74, is hereby
adopted for publication.
FOREST LAWN LETTER
IMr Ugene Blalock, representative of Forest Laws Memorial -Park
Association, was recognized by the Chair and asked permission to
reaa ana present a letter to the Council Such permission was

granted. Following the reading of the letter, it was moved by
Councilman Baroldi, seconded by Councilman Arrowood and unanimously
carried, that said letter be received and filed
MILLER STREET, PROPOSED EXTENSION
The City Engineer pointed out on a map the route of the proposed
extension of Miller Street and stated that the County would like to
have an expression from the Council on file before holding public
hearings It was moved by Councilman Arnold, seconded by Council-
man Baroldi and unanimously carried, that the Council approves in
principle the location and allignment of the proposed extension
of Miller Street
LAWRENCE ANNEXATION LAWSUITS
The City Attorney gave a brief report on the four vending lawsuits
in connection with the Lawrence Annexation and cemeteries in
general in the City
ADJOURNMENT
There being no further business to come before the Council, Council-
man Baroldi moved, seconded by Councilman Arrowood and unanimously
carried, that the meeting be adjourned until the next regular
