OF THE CYPRESS CITY COUNCIL
HELD
January 16, 1978
The adjourned regular meeting of the Cypress City Council was called to order
at 7:15 p.m. on Monday, January 16, 1978 in the Administrative Conference
Room of the Cypress City Hall, 5275 Orange Avenue, Cypress, California,
Mayor Donald Hudson presiding.

Mayor Hudson suggested that the Council begin discussion with consideration of
establishing new classifications in the Recreation and Park District. The Rec-
reation and Park Director distributed a report dated January 16 which described
his proposal for reorganization of staff members. The reorganization plan was
proposed following the resignation of an Assistant Director of Recreation and
included leaving the Assistant Director vacancy unfilled, changing the Specialist
positions into Program Coordinator positions and hiring one additional Program
Coordinator. The Recreation and Park Director responded to questions regarding
the proposal.
Councilwoman MacLain inquired about the participation and success of the Teen
Center program and specialized club activities and asked how they were evaluated.
She asked if the Police Department makes referrals to the Teen Center. The Rec-
reation Director reported that about 100 teens per day participate at the Teen
Center and that programs are evaluated and discontinued if unsuccessful. He
stated they determine the success of the Teen program by the number of parti-
cipants, whether their participation extends to other areas, and by the benefits
the participants gain after they leave the programs. He stated that, of the
three criteria, the number of participants carries the least weight. He stated
staying power is an indication of interest in the Recreation programs and most
teens drop out when they reach 16, however, many return to assist in the special
club activities. Chief Duke reported that the Police Department as well as the
School Resource Officer refer teens with problems to the Juvenile Diversion
program and not directly to the Teen Center. Ne stated they later can be re-
ferred to the Teen Center. The Recreation Director reported there are about
50 participants per day in the Senior Citizens Nutrition program. Mayor Hudson
asked if the establishment of programs was in response to residents' demands
or if the District was manufacturing programs to maintain a level of attendance
and use of parks. The Recreation Director stated that 90% of programs offered
are based on residents' interest. He stated a minimum number of participants
is required for a program to continue, and unsuccessful programs are discontinued.
He indicated the District may duplicate programs offered by the college or high
school since those programs may be filled. Mayor Hudson suggested that a program
not be created until there is pressure for it as a way to cut costs and he felt
the DSstrict should not be generating patrons. The Council inquired if the
Recreation Director identified reductions in programs based on passage of the
Jarvis Amendment. The City Manager stated all departments will submit contin-
gency operation plans describing immediate actions which will be taken if a
percentage of taxes are eliminated either under the Jarvis Amendment or a state
imposed program. Mayor Hudson stated he would like to see the budget prepared
with the Jarvis Amendment imposed and with no elimination of existing programs
to determine where the reductions would be. He suggested that increased costs
could be borne by charging the users of recreation facilities or programs, such
as charging for lighting of the athletic fields. Councilman Lacayo indicated
he supported charging a user's fee but felt the Council should determine these.
It was moved by Councilwoman Sonju, seconded by Councilwoman Evans and unani-
mously carried to approve the reorganization proposal as submitted by the
Recreation and Park Director.
It was moved by Mayor Hudson, seconded by Councilman Lacayo and unanimously
carried to direct the Recreation and Park Director to undertake a study as part
of the budget process and examine the existing budget and actual inflation cost
and identify areas where the additional costs can be transferred to users of
recreation programs.

It was moved by Mayor Hudson, seconded by Councilwoman MacLain and unani-
mously carried to direct the staff to initiate a study of the possibility
of placing the Recreation and Park District under the jurisdiction of the
City.
EXECUTIVE SESSION: Mayor Hudson called an Executive Session at 9:00 p.m. for
personnel matters. The meeting was called back to order at 10:00 p.m. with
all Council members present.
CONSIDERATION OF REVIEW OF CYPRESS REVIEW DRAFT: The Council reviewed the
draft of the January edition of the Cypress Review newsletter and held dis-
cussion regarding an article reporting the results of the November, 1977
election. Conncilman Lacayo requested the deletion of the election vote
results for Council member. There was further discussion on whether to
delete the vote results. Councilman Lacayo moved to approve the article as
is. The motion was not seconded. Councilman Lacayo moved to delete the
election results article. The motion was not seconded. The Council reviewed
past newsletter articles which reported on election results. It was moved
by Councilwoman MacLain, seconded by Councilwoman Sonju and unanimously
carried to approve the election results article with changes as noted by staff.
It was moved by Mayor Hudson, seconded by Councilwoman Sonju and unanimously
carried to approve the draft of the January Cypress Review.
The Council agreed to schedule the next budget workshop for January 30 at
7:00 p.m. subject to confirmation at the next Council meeting.
The City Manager reported that the Health Department has been unable to con-
doct noise monitoring at Hyatt Die Cast because of the weatber and that staff
would suggest that the hearing scheduled for January 23 be continued. He
also reported that he recommended a postponement of the January meeting of
the Civic Center Property Acquisition Study Committee until March 21 and the
Committee members agreed With the continuance. Chief Duke distributed a
memorandum to the Council regarding changes to positions in the Police Depart-
ment for consideration at the January 23 meeting.
ADJOURNMENT: It was moved by Councilwoman Sonju, seconded by Councilwoman
MacLain and unanimously carried to adjourn the meeting at 10:35 p.m. to
Monday, January 23 at 6:30 p.m.
