Minutes 78-01-30 '1401 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNC 11 HELD January 30, 1978 The adjourned regular meeting of the Cypress City Council was called to order at 7: 20 p.m. on Monday, January 30, 1978 in the Administrative Conference Room of the Cypress City Hall, 5275 Orange Avenue, Cypress, California, Mayor Donald Hudson presiding. PRESENT: Councilmen Evans, Lacayo, MacLain and Hudson ABSENT: Councilwoman So nj u BUDGET WORKSHOP: The City Manager transmitted a bud get calendar which indicated the first review of budget requests by the City Council was scheduled for April 3 . He indicated the calendar covers the same time frame as last year's calendar. Councilwoman MacL ain suggested that time may be saved by reviewing the budget department by department and indicated she did no t favor the three all-day budget sessions. Councilman Lacayo also favored the department by department approach. He suggested that the Council consider the Jarvis amendment impact on the individual budgets during the process and not wait until final review of the budget. Mayo r Hudson asked that along with the budget the departments submit an alternate budget reflecting the impact of the Jarvis amendmen t. The Council held discussion regarding the Jar vi s amendmen t . Councilwoman MacLain f el t the City cannot expect relief from the State Legislature. Mayor Hudson felt the Jarvis amendment will result in a loss of matching funds to the City and that the City should set aside a reserve for use as seed money. The Council decided to schedule budget workshops for the Mondays which are not regular meeting nights and to review the department budget requests along with contingency plans based on the Jarvis impact. Mayor Hudson suggested that the Park District bud get be the last one considered and Councilwoman MacL ain suggested that staff consider specific program cuts or programs where the cost can be passed on to the user. Councilwoman MacLain anticipated a reduction of City services such as street sweeping, grass mowing, and possibly labor cuts. The Council held further general dis- cussion regarding the Jarvis amendment. The Finance Officer reported that the State Legislature under the Jarvis amendment will determine the distribution of property tax. Councilman Lacayo recommended that the Council members meet with their State Legislators to describe how the Jarvis amendment will affect the City budget. The Council agreed they wo u 1 d be available for a weekend work sess ion with the legislators. The Finance Officer suggested that the Council inquire about and ur ge property tax reform legislation which may be proposed an an alternative to the J a rv i s amendment. He fel t at present alternatives are no t being considered which could increase the chances of the Jarvis amend- ment passing. COUNC 11 WOMAN SO N JU ARRIVED AT 7:50 P.M. Councilman Lac ayo requested that staff prepare a breakdown of property tax revenue and expenditures in the form of a pie chart so the Council may determine which areas will be most affected, which information co ul d be provided to the State Legislators. He suggested that the elimination of certain City ordinances could reduce non-essential services and that in the area of conditional use permits City responsibilities could be assumed by the property owner. Mayor Hudson stated that since a 35% reduction in the budget is expected under Jarvis, he suggested a review of a previous ye ar ' s budget with the same operating to ta 1 in o rd er to compare manpower and service levels. EXECUTIVE SESSION: Mayo r Hudson called an ExecutIve Session at 8:10 p.m. for matters of personnel. The meeting was called back to o rd e r at 9: 25 p.m. with all Council members present. It was moved by Councilwoman Evans, seconded by Councilwoman MacLain and unanimously carried to ad 0 p t the following Reso lu- tions by title only, titles as follows: RESOLUTION NO. 1951 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS ESTABLISHING SALARIES FOR CITY EMPLOYEES DESIGNATED AS MANAGEMENT PERSONNEL. RESOLUTION NO. 86 A RESOLUTION OF THE CITY COUNC 11 OF THE CITY OF CYPRESS, EX OFFICIO BOARD OF DIRECTORS OF THE CYPRESS RECREATION AND PARK DISTRICT, A SUBSIDIARY DISTRICT OF THE CITY OF CYPRES S, ESTABLISHING SALARIES FOR DISTRICT EMPLOYEES DESIGNATED AS MANAGEMENT PERSONNEL.
