AN ORDINANCE OF THE CITY OF DAIRY CITY PROVIDING FOR THE CREATION
OF A PLANNING COMMISSION, DEFINING THE DUTIES OF SAID COMMISSION,
AND DECLARING THE NECESSITY OF SUCH COMMISSION.
THE CITY COUNCIL OF THE CITY OF DAIRY CITY DOES ORDAIN AS FOLLOWS.
Section 1.
The Mayor of the City of Dairy City, State of California,
shall appoint, with the approval of a legislative body of said
City, seven (7) persons, which persons shall be and constitute
a Planning Commission for said City
Section 2.
That the persons appointed as members of said Committee
shall hold office as follows
Two (2) shall be appointed for a term of one (1) year,
Two (2) shall be appointed for a term of two (2) ;J ;ars,
Two (2) shall be appointed for a. term of three (3) years,
One (1) shall be appointed for a term of four (4) years
From and after their respective appointments, and thereafter,
their successors shall be appointed for a term of four (4) years
Section 3.
The said Commission shall meet regularly at least once each
month, at a time and place fixed by resolution of said Commission
and shall hold such other meetings as shall from time to time be
called in the manner and form required by law
Section 4
.:;aat all members of the said Commission shall serve as such
without compensation, except that reasonable travel and other
expenses may be allowed from time to time while travelling or
engaged on business authorized by said Commission
Section 5.
That the said City Planning Commission shall have power,

except as otherwise provided by law, as follows:
A. To recommend to the proper officers of the City, plans
for the regulation of the future growth and development
and beautification of the City in respect to its public
buildings, works, streets, grounds and vacant lots,
B To recommend to the proper officers of the City, plans
consistent with the future growth and development of
the City in order to secure to the City and its inhabi-
tants, sanitation, proper service of all public utilities,
shipping and transportation facilities.
C To make recommendations to any public authorities or
any corporation or individuals of said City with
reference to the location of any proposed buildings,
structures or works.
D. To recommend to the proper officers of the City, the
approval or disapproval of maps or plats or subdivisions
of lands Every such map or plat shall, prior to its
final approval or disapproval by the proper officers of
the City, be submitted to said Planning Commission for
its recommendation thereon to such officers
E. To do such other things as shall be necessary to carry
out the provisions herein authorized and to undertake
the study for, preparation and recommendation of a
master plan covering a comprehensive, long-term, general
plan for the physical development of the City and of
any land outside its boundaries which in the Commission's
judgment bears relation to the development of the City.
Section 6.
This ordinance is urgently required for the immediate pre-
vation of the public peace, health, and safety, for the reason
that the City has recently been incorporated and, as it is no
longer using the services of the Orange County Planning Commission,

it is necessary that a Planning Commission be created to succeed
to the duties of said Orange County Planning Commission; there-
fore, the City Council declares that this ordinance shall take
effect and is adopted as an emergency measure and is to be in
force and effect immediately
Section 7.
This ordinance shall take effect immediately and within
fifteen (15) days shall be posted in three (3) public places
in the City of Dairy City, together with the names of the members
of the City Council voting for and against the same.
