OF THE CYPRESS CITY COUNCIL
HELD
March 14, 1978
The adjourned regular meeting of the Cypress City Council was
called to order at 7:40 p.m. on Tuesday, March 14, 1978 in the
Cypress City Council Chambers, 5275 Orange Avenue, Cypress,
California, Mayor Donald Hudson presiding.

CONSIDERATION OF CITY CLERK'S CERTIFICATE OF CANVASS AND RESOLU-
TION RECITING THE FACT 0¥ THE GENERAL MUNICIPAL ELECTION: The
City Manager reported that the canvass of the election was con-
dt~cted and the results are contained as Exhibit "A" of the Resolu-
tion transmitted to the Council. He recommended acceptance of
tt~e C~'rtlficate of Canvass and adoption of the Resolution reciting
the f~t of tbe election.
It wa*~ moved by Councilman Lacayo and seconded by Councilwoman
MacLain to approve the City Clerk's Certificate of Canvass and
adopt the following Resolution by title only, title as follows:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
~)F CYPRESS, CALIFORNIA, RECITING THE FACT OF
?HE GENERAL MUNICIPAL ELECTION HELD IN SAID

ARE PROVIDED BY THE PROVISIONS OF THE CHARTER

in accordance with Section 7 of the above Resolution No. 1966,
the f-llowing is a statement of the results of said election:
1. ?he whole number of votes cast in the City was 4,624.
'?he names of the persons voted for at said election for
member of the City Council of said City are as follows:

Elected as a member of the City Council for a full term of four
years were:

Howard Rowan
2,008 votes

1,973 votes
As a result of said election, a majority of the qualified voters
voting on said Code Amendment Referendum did vote in favor thereof,
and said measure was carried, and shall be deemed adopted and
ratified.

CONSIDERATION OF CITY COUNCIL REORGANIZATION: Mayor Hudson
announced his resignation as Mayor and turned the meeting over
to the City Clerk. The City Clerk asked for nominations for Mayor.
Councilwoman MacLain nominated Councilman Hudson as Mayor.
Councilman Lacayo nominated Councilwoman MacLain as Mayor.
Councilwoman MacLain declined the nomination.
Councilwoman Evans nominated Councilman Lacayo as Mayor.
It was moved by Councilwoman MacLain, seconded by Councilman
Rowan and unanimously carried to close nominations for Mayor.
The motion to elect Councilman Hudson as Mayor carried by the
following roll call vote:
AYES: 3 COUNCILMEN: Hudson, MacLain & Rowan
NOES: 2 COUNCILMEN: Evans & Lacayo
ABSENT: 0 COUNCILMEN: None
The City Clerk turned the meeting over to Mayor Hudson.
Councilman Lacayo nominated Councilwoman Evans as Mayor Pro Tem.
Councilwoman MacLain nominated Councilman Rowan as Mayor Pro Tem.
It was moved by Councilman Lacayo, seconded by Councilwoman MacLa~n
and unanimously carried to close nominations for Mayor Pro Tem.
The motion to elect Councilwoman Evans as Mayor Pro Tem failed
to carry by the following roll call vote:
AYES: 2 COUNCILMEN: Evans & Lacayo
NOES: 3 COUNCILMEN: MacLain, Rowan
ABSENT: 0 COUNCILMEN: None
& Hudson
The motion to elect Councilman Rowan as Mayor Pro Tem carried by
the following roll call vote:
AYES: 3 COUNCILMEN: MacLain,
NOES: 1 COUNCILMEN: Evans
ABSENT: 0 COUNCILMEN: None
ABSTAINING: 1 COUNCILMEN: Lacayo

Mayor Hudson asked if anyone wished to speak in regard to any
matter not on the agenda.

It was moved by Councilwoman MacLain, seconded by Councilman
Lacayo and unanimously carried to adjourn the meeting at 7:50 p.m.
