MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CYPRESS CITY COUNCIL
HELD
April 3, 1978
The adjourned regular meeting of the Cypress City Council was called to
order at approximately 7:20 p.m., on Monday, April 3, 1978, in the Admi-
nistrative Conference Room, Cypress City Hall, 5275 Orange Avenue, Cypress.
California, Mayor Hudson presiding.
PRESENT: Council Members Evans, MacLain, Rowan and Hudson
ABSENT: Council Member Lacayo
Also present were City Manager/City Clerk Darrell Essex and staff memb~rs~
Charles Bryant, Dennis Davenport, Orbrey Duke, Brian Hawley, Lee Powell
aud Art Schatzeder.
CONSIDERATION OF A COMMUNICATION FROM THE CYPRESS CHAMBER OF COMMERCE
REGARDING THE MAY FESTIVAL: The City Council was presented with a
communication dated March 31, 1978 regarding the status of the May
Festival. Mr. Jim Maylor, Chairman of the May Festival Steering C~T~.-
mittee, advised the Clty Council of the actions taken by the Steering
Coramittee to date and announced that the following officers have been
named for the May Festival: Chairman - Jim Maylor, Vice Chaimnan ~
L. Wagner, Secretary - Linda Osborne, Treasurer - Norm Osborne. Mr~
Maylor further advised that the SteerSng Committee's mt~eting was
schuduled for Wednesday, Apr'i] 5, at which time it would be deterr~lr!ed
whether or not a request for funding will be submitted to the City
at tts meeting of April 10.
CONSIDERATION OF BUDGET REVIEW: The City Manager presented a sunun~t ~
repr~rt on the 1978/79 City budget. The City Manager outlined *:i~e
taken by staff in developing the budget and his review process of depart ~en~
requests and the general revenue sources projections. The City Mana~,~
s[ated that the budget guidelines were to stay within the
percent growth factor which would be imposed by the provisions rjr
The City Manager indicated that the Preliminary Budget as snbmitt~'d
reqnire only a 2.6% increase In property tax revenues. Auy in~.'~: .
assessed valuation over 2.6% would allow the City Counc~I tn considt,~
tax rate reduction. In response to questions from the City Cot~n~ il
City Manager advised that the total budget increase over the pr~vi~ ~
year was 10%. General discussion was held regarding specific
ont!ioed in t'he Preliminary Budget materials.
Dis~ussion on the regular City budget review was coucluded and ~l,.:nl,
were> made on the "Jarvis Budget". The City Manager stated that s~,'~
was developing a separate line item budget to display the e~fect~ o?
Proposition 13.
The Mayor stated that the Preliminary Budget did not provide for ~n~: ~w
programs.
Councilwoman MacLain suggested that salary reduction be considered i~ ]
of employee layoffs In the event Proposition 13 is approved by th~ w>ter~.;,.
The Mayor felt that staff should address long range planning issues as
part of the budget process.
After some discussion, it was concluded that a workshop on these
would be appropriate.
The Mayor requested that the staff explain the ramifications to the City
of absorbing special districts, such as the Cypress Recreation and Park
District and the Lighting District. The Mayor discussed the possib~l~t:y
of absorbing the Park maintenance operation and having the Distr~ct contrac~

with the City for maintenance services. The City Manager indicated that
staff would address the advantages and disadvantages of such actions.
The City Council approved the communication presented by the City Manager
which would be sent to the Blue Ribbon Committee on Proposition 13.
The City Manager indicated that there will be a meeting in Los Angeles
on April 13 presented by the California League of Cities on the Behr
Bill and its impact on cities.
The City Manager indicated that there will be eight public hearings at
the April 10 meeting. The Council indicated that the street sweeping
report could be held over until April 24.
On the issue of the Orange County Division of the League of California
Cities' dues, it was moved by Councilman Rowan, seconded by Mayor Hudson
and unanimously carried to authorize Councilwoman MacLain, the City's
voting delegate, to vote on the lower of the two rates, but to have the
option to vote on the higher of the two,if it resolved a conflict of cities.
The City Manager indicated that Police Officer Joseph Fenton would be
nominated for the Liberty Bell Award in observance of "National Law Day".
The City Manager reviewed a communication from Supervisor Schmit regarding
the construction of a wall on Carob Street. Following discussion, the
City Council continued consideration of this item to the meeting of April
24 and requested that staff provide additional information regarding the
status of the easements and access rights of the adjacent property owners.
The Council further requested that the City Manager notify Supervisor Schmit
that the City Council has this matter under advisement.
CONSIDERATION OF CO~IMUNICATION FROM WeTiP(We Turn In Pushers): The City
Manager distributed to the Council a communication from Mr. B~ll Browne]L,
Founder/State Director of WeTiP,regarding funding of the program. It was
moved by Mayor Hudson, seconded by Councilwoman MacLain and unanimously
carried to receive and file this conm~unication.
CONSIDERATION OF COMMUNICATION FROM THE CYPRESS GIRLS SOFTBALL LEAGUE: The
City Manager presented a request from Mr. George Hallak, President of the
Cypress Girls Softball League, dated March 26, 1978, requesting a $75
contribution for an ad in their "Batter-Up" yearbook. It was moved by
Councilwoman MacLain, seconded by Councilman Rowan and unanimously carried
to approve the $75 expenditure for an ad in the Cypress Girls Softball
League's annual "Batter-Up" yearbook.
Councilman Rowan requested the staff to provide the City Council with
further information regarding the City's entrance sign.
EXECUTIVE SESSION: Mayor Hudson called an Executive Session at 10:00 p.m.
for matters of litigation. The meeting was called back to order at 10:40 p.m.
and it was moved by Mayor Hudson, seconded by Councilman Rowan and unanimously
carried to adjourn the meeting.
