Minutes 78-04-17MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD April 17, 1978 The adjourned regular meeting of the Cypress City Council was called to order at 7:40 p.m. on Monday, April 17, 1978 in the Administrative Conference Room of the Cypress City Hall, 5275 Orange Avenue, Cypress, California, Mayor Donald Hudson presiding. PRESENT: ABSENT: Councilmen Lacayo, Rowan and Hudson Councilwomen Evans and MacLain BUDGET WORKSHOP: The City Manager transmitted to the Council a memorandum from the Recreation and Park Director dated April 17 which outlined recommendations to the Council from the Recreation and Park and Arts and Cultural Commissions relative to the Dis- trict's 1978-79 budget and program fees and charges. The report contained a Jarvis Budget Proposal for the Park District and escalated fee structures for Activity and Sports Programs, use of the Community Center, Youth League activities, and Arts and Cultural activities. The Recreation and Park Director explained several of the activity programs in response to questions from the Council. COUNCILWOMAN EVANS ARRIVED AT 7:45 P.M. Councilman Lacayo reported he attended a play last week sponsored by the Arts and Cultural Commission which appeared to be well attended and he stated the Council may want to consider allocating more funds for Arts and Cultural activities. He stated that Arts and Cultural activities attract persons living outside of the City and he asked bow these programs would be affected if the Park District is brought under the jurisdiction of the City. The Finance Officer stated the City would lose approximately $8 to $10 million in assessed valuation if the District is under the jurisdiction of the City. The Recreation and Park Director stated that, pursuant to the Council's direction, the staff has undertaken a study of this proposal. He also reported that at their last meeting the Arts and Cultural Commission reviewed a study regarding establishment of a permanent arts and cultural facility and they desired a joint meeting with the Council to discuss the matter. The Recreation and Park Director reported that the Recreation and Park Commission suggested establishment of a users' fee to cover 25% of the maintenance cost for recreation programs whether Prop- osition 13 passes or not. Councilman Rowan stated the public should be advised of the in- creased program fees and he felt the increased fees may decrease interest in programs and force their cancellation. The Recreation and Park Director stated this occurs at the present time since there is a cut-off number based on the class capacity and if it is not met then the program is cancelled. He stated the City Attorney advised that persons should be made aware of the new fees based on passage of Proposition 13. Mayor Hudson suggested that fees for several programs, such as dog obedience and charm and modeling, should be increased irre- gardless of Proposition 13. The Recreation and Park Director stated the Recreation and Park Commission reviews fees periodically and they did suggest several increases in current programs which were not based on passage of Proposition 13. He reported that City Council Minutes April 17, 1978 Cypress College intends to continue with their regular schedule of summer classes with no change. He reviewed the recommendations of the Commissions as contained in the report. The Administrative Assistant explained how staff determined the field and light charges for youth sports leagues. The staff reported that the $209,000 in increased District revenue represents the increased field and light fees and program fees. It was moved by Mayor Hudson and seconded by Councilman Rowan to approve the following recommendations: Recommend to the City Council the adoption of the "Jarvis Budget" if Proposition 13 passes on June 6. 2 o Recommend to the City Council the establishment of the fees as described within the staff report to assist in supporting a "Jarvis Budget". escalated Recommend to the City Council that staff have the authority to publish the "Jarvis Budget" fees and charges in the 1978 summer activity brochure. Recommend to the City Council that staff be authorized to attach a statement advising people of the increase in fees for Community Center room use should Proposition 13 pass. Recommend to the City Council that staff be authorized to set up workshops for the various youth organizations in the community to explain the effects Proposition 13 would have on the Recreation and Park services provided those organi- zations. 6. Recommend to the City Council the adoption of the "Jarvis Budget" after Proposition 13 passes on June 6 for the Arts and Cultural Commission activities. 7 o Recommend to the City Council the establishment of the in- creased fees as outlined in the staff report. Recommend to the City Council that the Arts and Cultural Commission be authorized to publish the "Jarvis Budget" fees in the 1978 summer activities brochure. Recommend to the City Council that staff be authorized to explain to the various cultural arts organizations the effects of Proposition 13 on the Cypress Arts and Cultural services. Mayor Hudson suggested statement that the fees downwards, based on the that the summer program brochure contain a are subject to change, either upwards or outcome of Proposition 13. Mayor Hudson asked how the City would proceed with regard to the budget if Proposition 13 passes but is contested in court. He recommended that the City Attorney closely monitor the situation and keep the Council advised. The City Manager advised that the City could enter a joint powers agreement with the Park District in order to transfer City funds to the District. Councilman Rowan stated the Council should be advised as to exactly what provisions of Proposition 13 are challenged. Councilman Lacayo stated he did not favor the increased fees since the Council has not considered other revenue sources. Councilwoman Evans expressed concern over the high fees for the Youth Leagues and stated she wanted to be sure the increased fees were the only alter- native. The Recreation and Park Director stated that when the staff meets with the Leagues they will suggest other alternatives such as having the Leagues provide in-kind services like helping with maintenance of the parks. The motion carried with Councilman Lacayo voting no. -2- City Council Minutes April 17, 1978 The Public Works Director discussed the matter regarding the parking prohibition on street sweeping days and stated staff investigated Councilman Rowan's suggestion that sweeping be done every other week. The Public Works Director felt this would present problems with the language of the street signs and he inquired if the Council wished to change the wording on the signs. He felt that having the parking prohibition in effect on alter- nate days when the street is not swept would cause irritation for residents. The Council determined to proceed with the program as originally approved.
