SECTION 4 Seasonal Personnel
The following temporary and seasonal positions have been placed on a three
v tep pay plan, which provides for a 5% increase between steps equivalent to
steps A, B and C within a range on the Cypress Recreation and Park District
solar, schedule. Temporary and seasonal employees in the following positions

SECTION 5 Compensation of Overtime
Subject to approval of the General Manager and to the following provisions, a
department head may prescribe reasonable periods of overtime work to meet the opera-
tional needs of his department.
Except as otherwise provided herein, overtime shall either be paid at one and
one-half times the hourly equivalent of the employee's monthly salary rate or granted
as one and one-half times the equivalent compensatory time off in compliance with
Fair Labor Standards Act provisions. The method of compensation shall be at the
discretion of the department head, subject to the approval of the General Manager
(a) Management Personnel. Department heads or Division heads, designated by
the General Manager shall not be eligible for paid overtime. Compensatory
time off for work beyond the normal work week may be granted at the discre-
tion of the General Manager
(b) Other Employees. Other employees shall be paid at one and one-half times
the hourly rate established for their class based on the number of hours
actually worked or granted compensatory time off in compliance with the
Fair Labor Standards Act provisions. Temporary or seasonal

employees are not eligible to receive compensation for overtime.
(c) Jury Duty Permanent and probationary employees required to report for
jury duty shall be granted leave for such purpose, upon presentation of
jury notice to the department head Said employees shall receive full
pay for the time served on a jury provided he submits any fees received
for such duty to the Finance Lcpartment. Compensation for mileage,
subsistence ,r similar auxiliary allowances shall not be considered as
a fee and shall be returned to the employee by the Finance Department
SECTION 6 Educational Incentive Pay
Under the provisions f the Educational Incenti,e Pay plan, all non -management
permanent District employees shall be compensated, upon successful completion of
each approved course, in rhe amount of $1.00 per min h per college unit rr equivalent
to a maximum of $30 per month.
All non -management permanent District employees obtaining Associate, Bachelor s
Master s or other advanced degrees from accredited colleges or universities shall
be compensated by the following schedule. Associate degree - 5%, Bachelor a degree -
71/2% Master s degree - 10%
CONDITIONS. The above payment compensation shall be based nn achievements over and
above the job requirements established in the Position Classification Plan for each
class. Payment to employees w111 be based on the highest achievement level only
i.e. employees with an Associate degree and Bachelor's degree will receive compensation
for the Bachelor s degree only
A1.1 payments under this provision are subject to verification and approval by
the Gen'I.Manager or his designate
SECTION 7 Sick Lea Payment
Payment of accumulated i.k leave shall be granted by the Gen 1 Manager ,n an
annual basis at the rate of fifty percent (502) per annual sick leave accumulation
to all permanent full-time employees with over sixty (60) days or fou, hundred
eighty (480) hours of sick leave credit The payment of said Heave shall be made
on a date as specified by the Gen'1 Manager The 50% annual siek leave accumulation
remaining after payment shsll continue as a credit to the employee s sick leave
account To qualif tit ann. I payment kf accumulated sick ]ee,e, employees must
have a minimum of four hundred eighty ( 80) hours of unused sick leave on record
on December 1st which is determined to ,e the beginning of each annual payment period.
Upon death, retirement separation it termination of a permanent full-time
employee, with a minimum of sixty (60) days nr four hundred eighty (480) hours
of sick leave accumulatlr .aid employee is entitled t, receive flit, percent (50X)
compensation for that accumulated sick leave.
SECTION 8. Pay Periods and Pay Days.
All sfficers and employees of the Cypress Recreation and Park District shall be
paid on a bi-weekly basis. The bi-weekly salary of each employee shall be the
monthly salary multiplied he twelve, and divided by twenty-six.
Warrants or checks in payment of compensation shall be made available by the
District to employees and officers of the District on the Friday following the
completion of each b1 -weekly pay period. In the event that a pay day falls on a
holiday all warrant or checks in payment of compensation shall be made available
to the District employees on the first day preceding the holiday

SECTION 9 Computation of Advancement Dates
Employees in permanent positions shall have a merit increase eligibility date
which shall be the first day of the pay period following the ompletion of Si:
months of service within that class. Subsequent merit increase eligibility dates
shall be the first day of the pay period following the completion of one year s
additional service, subject to the recommendation of the Department Head and
approval of the General Manager
SECTION 10- This Resolution shall become effective on July 1, 1575 and all
re. elutions and parts of resolutions in conflict herewith ar hereby rescinded

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
EX -OFFICIO BOARD OF DIRECTORS OF THE CYPRESS RECREATION
AND PARK DLSTRICT, A SUBSIDIARY DISTRICT OF THE CITY OF
CYPRESS, ESTABLISHING PERSONNEL RULES AND REGULATIONS FOR
DISTRICT EMPLOYEES, AND RESCINDING ALL RESOLUTIONS AND
PARTS OF RESOLUTIONS IN CONFLICT HEREWITH.
WHEREAS, the City Council of the City of Cypress, Ex -Officio Board of
Directors of the Cypress Recreation and Park District, is authorized and
directed, under the provisions of the Personnel Ordinance, to adopt and,
from time to time, to amend District Rules and Regulations for the administra-
tion of the Personnel System; and,
WHEREAS, the City Council deems it necessary to amend the Personnel
Ordinance and Rules and Regulations affecting District employees.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of
Cypress, Ex -Officio Board of Directors of the Cypress Recreation and Park
District, does hereby adopt the Personnel Rules and Regulations, copies of
which will be on file in the Office of the City Clerk.
PASSED AND ADOPTED by the City Council of the City of Cypress, ex -officio
Board of Directors of the Cypress Recreation and Park District, at its regular
meeting held on the 11th day of August 1975, to become effective on the
date of the adoption of the proposed Personnel Ordinance.

RESOLUTION NO. 53
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS,
EX OFFICIO BOARD OF DIRECTORS OF THE CYPRESS RECREATION
AND PARK DISTRICT A SUBSIDIARY DISTRICT OF THE CITY OF
CYPRESS FIXING THE GENERAL AND SPECIAL TAX RATES IN SAID
DISTRICT FOR THE FISCAL YEAR 1975/76
WHEREAS, the Cypress Recreation and Park District is a recreation and
park district duly incorporated pursuant to the provisions of Chapter 4
(commencing with Section 5780) Division 5 of the Public Resources Code
of the State of California; and
WHEREAS the City Council of the City of Cypress is both the governing
body' and supervising authority of said District, and
WHEREAS, Public Resources Code Section 5784.5 requires that the super-
vising authority of a recreation and park district levy a tax upon all the
property taxable by such a district which will be sufficient to meet the
amount set forth in the final budget of the District Board, and
WHEREAS, Public Resources Code Section 5784.30 requires that in addi-
tion to all other taxes levied for District purposes a special tax shall be
levied and collected for the payment of interest on bonds and for the retire-
ment of bonds issued by a recreation and park district
NOW THEREFORE, the City Council of the City of Cypress, ex officio
Board of Directors of the Cypress Recreation and Park District, does hereby
resolve as follows
SECTION 1. General Tax Rate.
There is hereby levied a tax in the amount of Fifty Cents ($.50) for
each One Hundred Dollars ($100) of all of the taxable property within the
Cypress Recreation and Park District at the equalized value thereof for
the 1975/76 Fiscal Year
SECTION 2. Special Tax Rate.
In addition to the general tax rate established by Section 1 of this
Resolution, there hereby is levied a special tax rate in the amount of
Fifteen Cents ($.15) for each One Hundred Dollars ($100) of all of the
taxable property within the Cypress Recreation and Park District at the
equalized value thereof for the 1975/76 Fiscal Year
SECTION 3.
The City Clerk shall cause certified copies of this Resolution to be
filed with the Auditor Assessor and Tax Collector of the County of Orange
immediately upon its adoption

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS,
EX OFFICIO BOARD OF DIRECTORS OF THE CYPRESS RECREATION
AND PARK DISTRICT A SUBSIDIARY DISTRICT OF THE CITY OF
CYPRESS APPROVING BENEFITS AS PROVIDED IN A MEMORANDUM
OF UNDERSTANDING BETWEEN SAID DISTRICT AND ORANGE COUNTY
EMPLOYEES ASSOCIATION
WHEREAS, the General Manager of Cypress Recreation and Park District
and the Orange County Employees Association, representing the employees
of the aforesaid District, have signed a Memorandum of Understanding
jointly recommending that this Board of Directors approve and adopt
certain provisions concerning wages, hours, fringe benefits and other
terms and conditions of employment; and
WHEREAS, this Board of Directors finds and determines that the
approval and adoption thereof (as the same pertain to full-time employees
of the District) will be in the best interests of the District and the
employees
NOW, THEREFORE, the City Council of the City of Cypress, ex officio
Board of Directors of the Cypress Recreation and Park District, hereby
does resolve as follows.
SECTION 1. The modifications in the wages, hours, fringe benefits
and other terms and conditions of employment which are set forth in the
aforesaid Memorandum of Understanding hereby are approved and adopted
for all full-time employees of the District who are represented by the
Association, subject to the terms and conditions contained in said
Memorandum of Understanding
SECTION 2. Effective January 2, 1976 all permanent part-time
employees of the District who are represented by the Association shall
receive an increase of five percent (5%) of their base salaries On the
same date, all other part-time employees of the District who are represented
by the Association shall receive an increase of two and one-half percent
(21/2%) of their base salaries
SECTION 3. The modifications adopted hereby shall remain in full
force and effect unless and until changed by subsequent action of this
Board of Directors
SECTION 4. All benefits and terms and conditions of employment which
are not changed hereby shall remain in full force and effect

CYPRESS RECREATION AND PARK DISTRICT, HEREBY DOES RESOLVE, DETERMINE AND ORDER
AS FOLLOWS
SECTION 1. Basic Compensation Plan
All employees of the Cypress Recreation and Park District, except the General
Manager Director of Recreation and Parks and Assistant Directors, and temporary
and seasonal employees, are included in the Basic Compensation Plan. Every position
under this plan shall be assigned a Range Number established by the City Council,
as Ex Officio Board of Directors of the Cypress Recreation and Park District in
the annual budget or appropriate resolution, This Range Number shall be as shown
on the salary schedule described in Section 2 below The salary schedule shall
consist of five (5) steps within each range, except when otherwise specified
(a) The first step is the minimum rate and is normally the hiring rate
for the class. An employee may be assigned, upon appointment, to
other than the normal entering salary step upon the recommendation of
General Manager when it is decided that such action is in the best
interests of the District,
(b) The second step is an adjustment which may be given upon completion of
six months of service. The adjustment shall be made only if recommended
by the Department Head, and if approved by the General Manager
(c) The third, fourth and fifth steps are incentive adjustments to
encourage an employee to improve his work and to recognize seniority
and increased skill on the job. Employees are normally eligible
for these adjustments any time after the completion of one year of
service at the preceding step. Each adjustment shall be made only
if recommended by the Department Head and if approved by the
General Manager
(d) All rates shown are in full payment for services rendered and cover
full payment for the number of hours now being regularly worked in each
class. Employees engaged for less than full-time shall be paid a

SECTION 5 Compensation of Overtime
Subject to approval of the General Manager and to the following provisions a
department head may prescribe reasonable periods of overtime work to meet the opera-
tional needs of his department,
Except as otherwise provided herein, overtime shall either be paid at one and
one-half times the hourly equivalent of the employee s monthly salary rate or
granted as one and one-half times the equivalent compensatory time off in compliance
with Fair Labor Standards Act provisions. The method of compensation shall be at
the discretion of the department head, subject to the approval of the General
Manager

Management Personnel. Department heads or Division heads, designated
by the General Manager shall not be eligible for paid overtime
Compensatory time off for work beyond the normal work week may be
granted at the discretion of the General Manager

(b) Other Employees. Other employees shall be paid at one and onE=half
times the hourly rate established for their class based on the ntdber
of hours actually worked or granted compensatory time off in compliance
with the Fair Labor Standards Act provisions. Temporary or seasonal
employees are not eligible to receive compensation for overtime,
SECTION 6 Educational Incentive Pay
Under the provisions of the Educational Incentive Pay plan, all non -manage-
ment permanent District employees shall be compensated, upon successful completion
of each approved course, in the amount of $1,00 per month per college unit or
equivalent to a maximum of $30 per month.
All non -management permanent District employees obtaining Associate, Bachelor's,
Master's or other advanced degrees from accredited colleges or universities shall
be compensated by the following schedule: Associate degree - 5% Bachelor's
degree - 712% Master's degree - 10%
CONDITIONS The above payment compensation shall be based on achievements over and
above the job requirements established in the Position Classification Plan for each
class Payment to employees will be based on the highest achievement level only
i.e. employees with an Associate degree and Bachelor's degree will receive compensa-
tion for the Bachelor's degree only
All payments under this provision are subject to verification and approval by
the General Manager or his designate.
SECTION 7 Sick Leave Payment.
Payment of accumulated sick leave shall be granted by the General Manager on
an annual basis at the rate of fifty percent (50%) per annual sick leave accumula-
tion to all permanent full-time employees with over sixty (60) days or four hundred
eighty (480) hours of sick leave credit. The payment of said leave shall be made
on a date as specified by the General Manager The 50% annual sick leave accumula-
tion remaining after payment shall continue as a credit to the employee s sick leave
account. To qualify for annual payment of accumulated sick leave, employees must
have a minimum of four hundred eighty (480) hours of unused sick leave on record
on December 1st, which is determined to be the beginning of each annual payment
period.
Upon death, retirement, separation or termination of a permanent full-time
employee, with a minimum of sixty (60) days or four hundred eighty (480) hours
of sick leave accumulation, said employee is entitled to receive fifty percent
(50%) compensation for that accumulated sick leave.
SECTION 8: Pay Periods and Pay Days.
All officers and employees of the Cypress Recreation and Park District shall
be paid on a bi-weekly basis. The bi-weekly salary of each employee shall be the
monthly salary multiplied by twelve, and divided by twenty-six.
Warrants or checks in payment of compensation shall be made available by
the District to employees and officers of the District on the Friday following
the completion of each bi-weekly pay period. In the event that a pay day falls
on a holiday all warrants or checks in payment of compensation shall be made
available to the District employees on the first day preceding the holiday
SECTION 9• Computation of Advancement Dates.
Employees in permanent positions shall have a merit increase eligibility
date which shall be the first day of the pay period following the completion of
six months of service within that class, Subsequent merit increase eligibility
dates shall be the first day of the pay period following the completion of one
year's additional service, subject to the recommendation of the Department Head
and approval of the General Manager

employees of said District to plan and provide for adequate financial
resources for retirement, and
WHEREAS the Internal Revenue Code provides a method by which
employees who defer a portion of their income until retirement pursuant
to a plan need not pay Federal Income tax thereon until after retirement;
and
WHEREAS this City Council finds and determines that it would be in
the best interest of the District and its residents to establish such a
plan and to make the same available to its employees

WHEREAS, the Congress under Public Law 88-578 has authorized the
establishment of a Federal Land and Water Conservation Fund Grant -In -
Aid Program, providing matching funds to the State of California and its
political subdivisions for acquiring lands and developing facilities for
public outdoor recreation purposes, and
WHEREAS the State Department of Parks and Recreation is responsible
for the administration of the program within the State setting up necessary
rules and procedures governing application by local agencies under the pro-
gram; and
WHEREAS, said adopted procedures established by the State Department
of Park and Recreation require the applicant to certify by res'lution the
appri ,al f applications and the availability of local matching funds
prior to submission of said applications to the State and
WHEREAS Part V of said applications contains assurances that the
applicant mustcomply with, and
WHEREAS said procedures further require the applicant tt possess an
adopted plan showing parks and recreation lands and facilities existing
and proposed, and
WHEREAS, the District s Focus 2000 plan was first adopted by the City

WHEREAS the proposed Regional Sports Complex and Recreation Area
Pr,lect appears on the District s plan and is consistent with the California
Outdoor Recreation Resources Plan and

1. Approves the filing of an application for Land and Water
Conservation Fund assistance, and
2 Certifies that said agency understands the assurances in P -rt V
of the application and certifies that it will comply with the

WHEREAS, the Congress under Public Law 88-578 has authorized the
establishment of a Federal Land and Water Conservation Fund Grant -In -
Aid Program, providing matching funds to the State of California and its
political subdivisions for acquiring lands and developing facilities for
public outdoor recreation purposes and
WHEREAS the State Department of Parks and Recreation is responsible
for the administration of the program within the State, setting up neces-
sary rules and procedures governing application by local agencies under
the program; and
WHEREAS said adopted procedures established by the State Department
of Parks and Recreation require the applicant to certify by resolution the
approval of applications and the availability of local matching funds
prior to submission of said applications to the State, and
WHEREAS Part V of said applications contains assurances that the
applicant must comply with, and
WHEREAS said procedures further require the applicant to possess an
adopted plan showing parks and recreation lands and facilities existing
and proposed, and
WHEREAS, the District s Focus 2000 plan was first adopted by the City
Council on June 12 1972 and
WHEREAS the proposed Regional Sports Complex and Recreation Area
Project appears on the District s plan and is consistent with the California
Outdoor Recreation Resources Plan, and
WHEREAS, the project must be compatible with the land use plans of
those jurisdictions immediately surrounding the project
NOW THEREFORE, BE IT RESOLVED that the City Council hereby'
1 Approves the filing of an application for Land and Water
Conservation Fund assistance, and
2 Certifies that said agency understands the assurances in Part V
of the application and certifies that it will comply with the
regulations, policies guidelines, and requirements, including
Office of Management and Budget circulars Nos. A-87 A-95 and
A-102 as they relate to the application.
3 Certifies that said agency has matching funds and can finance
100 per cent of the project half of which will be reimbursed,
and
4. Certifies that said agency meets the planning requirements and
that the project is compatible with the land use plans of those
jurisdictions immediately surrounding the project and
5 Appoints the General Manager as agent of the District to conduct
all negotiations execute and submit all documents including but
not limited to applications, agreements amendments, billing
statements, and so on which may be necessary for the completion
of the aforementioned project.

CYPRESS FIXING THE GENERAL AND SPECIAL TAX RATES IN SAID
DISTRICT FOR THE FISCAL YEAR 1976/77
WHEREAS, the Cypress Recreation and Park District is a recreation and
park district duly incorporated pursuant to the provisions of Chapter 4
(commencing with Section 5780) Division 5 of the Public Resources Code
of the State of California; and
WHEREAS the City Council of the City of Cypress is both the governing
body' and supervising authority of said District, and
WHEREAS Public Resources Code Section 5784 5 requires that the super-
vising authority of a recreation and park district levy a tax upon all the
property taxable by such a district which will be sufficient to meet the
amount set forth in the final budget of the District Board, and
WHEREAS Public Resources Code Section 5784 30 requires that in addi-
tion to all other taxes levied for District purposes a special tax shall be
levied and collected for the payment of interest on bonds and for the retire-
ment of bonds issued by a recreation and park district
NOW THEREFORE, the City Council of the City of Cypress ex officio
Board of Directors of the Cypress Recreation and Park District does hereby
resolve as follows
SECTION 1. General Tax Rate
There is hereby levied a tax in the amount of Forty-eight Cents(48C)for
each One Hundred Dollars ($100) of all of the taxable property within the
Cypress Recreation and Park District at the equalized value thereof for
the 1976/77 Fiscal Year
SECTION 2 Special Tax Rate
In addition to the general tax rate established by Section 1 of this
Resolution, there hereby is levied a special tax rate in the amount of
Thirteen Cents(130 for each One Hundred Dollars ($100) of all of the
taxable property within the Cypress Recreation and Park District at the
equalized value thereof for the 1976/77 Fiscal Year
SECTION 3.
The City Clerk shall cause certified copies of this Resolution to be
filed with the Auditor Assessor and Tax Collector of the County of Orange
immediately upon its adoption.

AND PARK DISTRICT, A SUBSIDIARY DISTRICT OF THE CITY OF
CYPRESS, TO SUPPORT AND ENDORSE PROPOSITION 2, THE NEJEDLY-
HART STATE, URBAN AND COASTAL PARK BOND ACT OF 1976
WHEREAS, it is the responsibility of the State to provide and encourage
the provision of recreational opportunities for the citizens of California,
and
WHEREAS, it is the policy of the State to preserve, protect and, where
possible, to restore the coastal resources which are of significant recre-
ational or environmental importance for the enjoyment of present and future
generations of persons of all income levels, all ages, and all social groups,
and
WHEREAS, the demand for parks, beaches, recreation areas and recreational
facilities, and historical resources preservation projects in California is far
greater than what is presently available, with the number of people and who
cannot be accommodated at the area of their choice or any comparable area
increasing rapidly. and
WHEREAS, there is a high concentration of urban social problems in Cali-
fornia s major metropolitan areas which can be partially alleviated by in-
creased recreational opportunities; and
WHEREAS current development pressures in urbanized areas near the
Pacific Ocean threaten to preclude public acquisition of these key remaining
undeveloped coastal parcels unless these sites are acquired in the near
future, and
WHEREAS, increasing and often conflicting pressures on limited coastal
land and water areas, escalating costs for coastal land, and growing coastal
recreational demand requires, as soon as possible, funding for and the
acquisition of land and water areas needed to meet demands for coastal
recreational opportunities and to implement recommendations for acquisitions
of the Coastal Plan prepared and adopted in accordance with the requirements
of the California Coastal Zone Conservation Act of 1972 and
WHEREAS, because past and current funding programs have not and cannot
meet present deficiencies there is a pressing need to provide statutory
authority and funding for a coordinated state program designed to provide
expanded public access to the coast to preserve prime coastal agricultural
lands, and to restore and enhance natural and man-made coastal environments,
NOW THEREFORE, BE IT RESOLVED that the City Council hereby supports
passage of Proposition 2, The Nejedly-Hart State, Urban, and Coastal Park
Bond Act of 1976, on the November ballot.

of the number of landowners within the territory to be detached ownins
not more than 25 percent of the assessed value of land therein and

The territory a legal description of which is attached hereto will
be benefited by detachment from said Cypress Recreation and Park District
4. Said territory is hereby ordered detached from the Cypress Re-reatimn
and Park District without election.

from rsponsibility for the debt incurred by the Cypress Recreation

at the discretion of the City Manager for a period of at least thirty
days but not to exceed one year

Each person appointed to any class of work in the District service
may be required to provide and/or sign certain necessary documents such as

WHEREAS, Section 2-62 of Article VII of the Cypress City Code provides
that compensation to the members of the Cypress Arts and Cultural Commission
may be fixed by the City Council,

Cypress, acting as the ex officio Board of Directors of the Cypress Recreation
and Park District that each member of the Arts and Cultural Commission of

CYPRESS, EX -OFFICIO BOARD OF DIRECTORS OF THE
CYPRESS RECREATION AND PARK DISTRICT A SUBSIDIARY
DISTRICT OF THE CITY OF CYPRESS, APPROVING THE
BLOCK GRANT APPLICATION FOR GRANT FUNDS UNDER THE
URBAN OPEN -SPACE AND RECREATION PROGRAM
WHEREAS, the legislature of the State of California has
enacted the Urban Open -Space and Recreation Program, which provides
funds to certain political subdivisions of the State of California for
acquiring lands and for developing facilities within urban areas to
meet urban recreation needs; and
WHEREAS, the State Department of Parks and Recreation has
been delegated the responsibility for the administration of the pro-
gram, setting up necessary procedures governing application by local
agencies under the program; and
WHEREAS, said procedures established by the State Department
of Parks and Recreation require the applicant to certify by resolution
the approval of applications prior to submission of said applications
to the state, and
WHEREAS, said applications contains a certification that the
applicant will comply with all federal, state, and local environmental,
public health, relocation, affirmative action, and clearinghouse re-
quirements and all other appropriate codes, laws and regulations prior
to the expenditure of the grant funds, and
WHEREAS, the project(s) applied for under this program must
be of a high priority and satisfy the most urgent park and recreation
needs with emphasis on unmet needs in the most heavily populated areas,
NOW THEREFORE, BE IT RESOLVED that the Cypress City Council
hereby.
1. Approves the filing of an application for Block Grant funding under
the Urban Open -Space and Recreation Program; and
2 Certifies that said agency understands the general provisions of
the agreement, and
3 Certifies that said agency has or will have sufficient funds to
operate and maintain the project(s) funded under this program; and
4 Certifies that said agency has or will have available prior to
commencement of any work on the project(s) included in this
application matching money from a nonstate source, and
5 Certifies that the project(s) included in this application conform
to the recreation element of the applicable city or county general
plan, and
6 Appoints the Director as agent of the Cypress Recreation and Park
District to conduct all negotiations execute and submit all docu-
ments including but not limited to applications, agreements, amendments
payment requests, and so on which may be necessary for the completion
of the aforementioned project(s) and
7 Appoints John Murphy City Attorney as legal counsel for said agency

CYPRESS ENDORSING THE PRIORITY PLAN FOR EXPENDITURES
FROM THE NEJEDLY-HART STATE URBAN AND COASTAL PARK BOND
ACT OF 1976 FOR JURISDICTIONS WITHIN THE COUNTY OF ORANGE
WHEREAS, the voters of the State of California on November 2
1976 approved the Nejedly-Hart State Urban and Coastal Park Bond Act
of 1976, and authorized the issuance of bonds in the amount of
$280 million to provide funds to acquire, develop and restore real
property for the state local park, beach, recreation and historical
purposes, and
WHEREAS, approximately $6 9 million of these funds will be
available for use by Orange County and its cities and districts for
the acquisition and development of high priority projects, and
WHEREAS, the above referenced act requires that each county
of the state submit a priority plan of expenditures to the State
Department of Parks and Recreation prior to June 30, 1978; and
WHEREAS, the plan must be approved by at least fifty per cent
of the cities and districts within the county representing at least
fifty per cent of the population of the cities and districts and by
the County Board of Supervisors and
WHEREAS, the Orange County Division League of California
Cities Ad Hoc Task Force for Proposition 2 met January 14, 1977 and
adopted the attached Priority Plan for Expenditures by unanimous vote,
NOW THEREFORE, BE IT RESOLVED that the City Council of the
City of Cypress, ex officio Board of Directors of the Cypress Recreation
and Park District, hereby approves the Priority Plan for Expenditures
for Orange County on a per capita basis, as set forth in Exhibit A

NO 2-76' FROM THE CYPRESS RECREATION AND PARK DISTRICT
WHEREAS, on November 22 1976 this City Council adopted a Resolution
declaring its intention to detach that certain parcel of incorporated
territory a legal description of which is attached hereto and by this
reference incorporated herein, from the Cypress Recreation and Park District
and
WHEREAS by said Resolution, the 13th day of December 1976 at the hour
of 8.00 p.m. in the City Council Chambers of the City of Cypress State
of California, located at 5275 Orange Avenue was fixed as the time and place
for the hearing upon the question of the detachment and all objections
thereto and
WHEREAS pursuant to said Resolution notice of the time and place of
the hearing was given in the manner and for the time required by law• and
WHEREAS said matter came on for hearing at said time and place and was
continued to the regular meeting of the City Council held on the 14th day of
March, 1977 and evidence having been received and any objections to said
detachment having been heard and passed on, and it appearing to this Council
that the services of the type now being provided within Cypress Recreation
and Park District should also be provided within the above territory
NOW THEREFORE. this Council finds as follows
1 The territory proposed to be detached from the Cypress Recreation
and Park District is inhabited
2. No written protests were filed concerning said detachment
3. The territory a legal description of which is attached hereto
will be benefited by detachment from said Cypress Recreation and
Park District
4 Said territory is hereby ordered detached from the Cypress
Recreation and Park District without election.
BE IT FURTHER RESOLVED that the Local Agency Formation Commission is
hereby directed to file a Certificate of Completion with the Secretary of
State pursuant to Chapters 893 and 956 Statutes of 1976
BE IT FURTHER RESOLVED that following receipt of a Certificate of
Filing from the Secretary of State the Local Agency Formation Commission
is directed to record a counterpart original of the Certificate of Completion
and the original or a counterpart original of the Secretary of State s
Certificate of Filing with the County Recorder pursuant to Chapters 893
and 956 Statutes of 1976
BE IT FURTHER RESOLVED that after recordation of the Certificate of
completion, the ReLorder is hereby directed to file with the County Surveyor

CITY OF CYPRESS, APPROVING THE DETACHMENT KNOWN AS 'DETACHMENT
NO. 1-76' FROM THE CYPRESS RECREATION AND PARK DISTRICT
THE CITY COUNCIL OF THE CITY OF CYPRESS DOES RESOLVE AS FOLLOWS
1. Resolution No. 68 adopted by the Cypress City Council ex -
officio Board of Directors of the Cypress Recreation and Park District,
on December 13, 1976 is hereby repealed in its entirety
2. On November 22 1976, this City Council adopted Resolution No 67
declaring its intention to detach that certain parcel of incorporated
territory a legal description of which is attached hereto and by this
reference incorporated herein, from the Cypress Recreation and Park District.
3. By said Resolution, the 13th day of December 1976, at the hour
of 8.00 p.m. in the City Council Chambers of the City of Cypress, State of
California, located at 5275 Orange Avenue, was fixed as the time and place
for the hearing upon the question of the detachment, and all objections
thereto.
4. Pursuant to said Resolution, notice of the time and place of the
hearing was given in the manner and for the time required by law and said
matter came on for hearing at said time and place, and evidence having
been received and any objections to said detachment having been heard and
passed on.
NOW, THEREFORE, this Council finds as follows.
1. The territory proposed to be detached from the Cypress Recreation
and Park District is inhabited.
2. Written protests filed and not withdrawn represent less that 25
percent of the number of landowners within the territory to be detached
owning not more than 25 percent of the assessed value of land therein and
less that 25 percent of the voting power of voters entitled to vote as
a result of residing in such territory
3. The territory a legal description of which is attached hereto will
be benefited by detachment from said Cypress Recreation and Park District
4. Said territory is hereby ordered detached from the Cypress Recreation
and Park District without election.
BE IT FURTHER RESOLVED that the Local Agency Formation Commission is
hereby directed to file a Certificate of Completion with the Secretary of State,

WHEREAS pursuant to Chapter 730 of the Statutes of 1976 Section
16429 1 was added to the California Government Code to create a Local
Agency Investment Fund in the State Treasury for the deposit of money of
a local agency for purposes of investment by the State Treasurer and
WHEREAS, the Board of Directors does hereby find that the deposit
and withdrawal of money in the Local Agency Investment Fund in accordance
with the provisions of Section 16429 1 of the Government Code for the
purposes of investment as stated therein is in the best interests of the
Cypress Recreation and Park District
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the
Cypress Recreation and Park District does hereby authorize the deposit
and withdrawal of District monies in the Local Agency Investment Fund in
the State Treasury in accordance with the provisions of Section 16429 1

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS,
'-'1; OFFICIO BOARD OF DIRECTORS OF THE CYPRESS RECREATION
AND PARK DISTRICT A SUBSIDIARY DISTRICT OF THE CITY OF
CYPRESS, FIXING THE GENERAL AND SPECIAL TAX RATES IN SAID
DISTRICT FOR THE FISCAL YEAR 1977/78.
WHEREAS, the Cypress Recreation and Park District is a recreation and
park district duly incorporated pursuant to the provisions of Chapter 4
(commencing with Section 5780) Division 5 of the Public Resources Code
of the State of California, and
WHEREAS the City Council of the City of Cypress is both the 'governing
body' and 'supervising authority' of said District and
WHEREAS Public Resources Code Section 5784.5 requires that the super-
vising authority of a recreation and park district levy a tax upon all the
property taxable by such a district which will be sufficient to meet the
amount set forth in the final budget of the District Board and
WHEREAS, Public Resources Code Section 5784.30 requires that in addi-
tion to all other taxes levied for District purposes, a special tax shall he
levied and collected for the payment of interest on bonds and for the retire-
ment of bonds issued by a recreation and park district
NOW THEREFORE, the City Council of the City of Cypress ex officio
Board of Directors of the Cypress Recreation and Park District does hereby
resolve as follows
SECTION 1. General Tax Rate.
There is hereby levied a tax in the amount of Forty-nine Cents ($ 49)
for each One Hundred Dollars ($100) of all of the taxable property within
the Cypress Recreation and Park District at the equalized value thereof
for the 1977/78 Fiscal Year
SECTION 2. Special Tax Rate.
In addition to the general tax rate established by Section 1 of this
Resolution, there hereby is levied a special tax rate in the amount of
Eleven Cents ($ 11) for each One Hundred Dollars ($100) of all of the
taxable property within the Cypress Recreation and Park District at the
equalized value thereof for the 1977/78 Fiscal Year
SECTION 3.
The City Clerk shall cause certified copies of this Resolution to be
filed with the Auditor Assessor and Tax Collector of the County of
Orange immediately upon its adoption.

MONIES FOR THE MORRIS PLAYGROUND TENNIS COURT
COMPLEX
WHEREAS the people of the State of California have enacted
the State, Urban and Coastal Park Bond Act of 1976 which pro-
vides funds to the State of California and its political sub-
divi_ions for acquiring lands and for developing facilities for
public recreation and historical purposes and
WHEREAS the State Department of Paris and Recreation has
been delegated the respnnsibility for the administratiDn of the
program within the State setting up necessary procedures
governing application by local agencies under the program and
WHEREAS said procedures established by the State Department
of Parks and Recreation require the applicant to certify by
Resolution the approval of applications prior to submission of
said applications to the State and

SECTION 1 Basic Compensation Plan.
All employees of the Cypress Recreation and Park District except the General
Manager Director of Recreation and Parks, Assistant Directors, Administrative
Analysts and temporary and seasonal employees, are included in the Basic Compensa-
tion Plan. Every position under this plan shall be assigned a Range Number established
by the City Council as Ex Officio Board of Directors of the Cypress Recreation and
Park District in the annual budget or appropriate resolution. This Range Number
shall be as shown on the salary schedule described in Section 2 below The salary
schedule shall consist of five (5) steps within each range, except when otherwise
specified.
(a) The first step is the minimum rate and is normally the hiring rate
for the class An employee may be assigned, upon appointment, to
other than the normal entering salary step upon the recommendation of
the General Manager when it is decided that such action is in the best
interests of the District
(b) The second step is an adjustment which may be given upon completion of six
months of service. The adjustment shall be made only if recommended
by the department head, and if approved by the General Manager
(c) The third fourth and fifth steps are incentive adjustments to encourage
an employee to improve his work and to recognize seniority and
increased skill on the job Employees are normally eligible for these
adjustments any time after the completion of one year of service at the
preceding step Each adjustment shall be made only if recommended by
the department head and if approved by the General Manager
(d) All rates shown are in full payment for services rendered and cover
full payment for the number of hours now being regularly worked in each
class. Employees engaged for less than full-time shall be paid a
proportionate part of these salaries or by an hourly rate of pay that
falls within these ranges
(e) The comprehensive wage and salary plan, as outlined herein, is based on
a forty (40) hour work week for all full-time employees

The following temporary positions are hereby placed at the rates of pay specified

SECTION 5 Compensation of Overtime.
Subject to approval of the General Manager and to the following provisions, a
department head may prescribe reasonable periods of overtime work to meet the opera-
tional needs of his department.
Except as otherwise provided herein, overtime shall either be paid at one and
one-half times the hourly equivalent of the employee's monthly salary rate or granted
as one and one-half times the equivalent compensatory time off in compliance with
District Rules and Regulations. Employees will be permitted to earn compensatory
time off (CTO) and may accumulate CTO up to a total of twenty-four (24) hours.
The method of compensation shall be at the discretion of the department head, subject
to the approval of the General Manager
(a) Management Personnel. Department heads or division heads, designated by the
General Manager shall not be eligible for paid overtime. Compensatory time off for
work beyond the normal work week may be granted at the discretion of the General
Manager
(b) Temporary or Seasonal Employees. Temporary or seasonal employees are not
eligible to receive compensation for overtime.
SECTION 6 Educational Incentive Payment
Under the provisions of the Educational Incentive Pay plan, all nen-management
permanent District employees shall be compensated, upon successful completion of
each approved course, in the amount of $1.00 per month per college unit or equivalent,
to a maximum of $30 per month.
All non -management permanent District employees obtaining Associate and Bachelor
degrees from accredited colleges or universities shall be compensated by the following
schedule. Associate degree - 5% Bachelor degree - 71%
CONDITIONS. The above payment compensation shall be based on achievements over and
above the job requirements established in the Position Classification Plan for each
class Payment to employees will be based on the highest achievement level only
i.e. employees with an Associate degree and Bachelor degree will receive compensation
for the Bachelor degree only Those District employees whose employment is contingent
upon continuing education shall not be eligible for this benefit
All payments under this provision are subject to verification and approval by
the General Manager or his designate.
SECTION 7 Sick Leave Payment
Payment of accumulated sick leave shall be granted by the General Manager on
an annual basis at the rate of fifty percent (50%) per annual sick leave accumula-
tion to all permanent full-time employees with over sixty (60) days or four hundred
eighty (480) hours of sick leave credit. The payment of said leave shall be made
on a date as specified by the General Manager The 50% annual sick leave accumula-
tion remaining after payment shall continue as a credit to the employee s sick leave
account To qualify for annual payment of accumulated sick leave employees must
have a minimum of four hundred eighty (480) hours of unused sick leave on record
on December 1st which is determined to be the beginning of each annual payment period.
Upon death, retirement separation or termination of a permanent full-time
employee, with a minimum of sixty (60) days or four hundred eighty (480) hours of
sick leave accumulation, said employee is entitled to receive fifty percent (50%)
compensation for that accumulated sick leave
SECTION 8 Safety Shoe or Boot Payment.
All employees designated by District management shall receive reimbursement
up to $40 00 per year for the purchase of safety shoes or boots meeting the quality
standards as specified by the District.
SECTION 9 Call Back Pay
Employees required to return to work after said employee has completed his or

pursuant to this provision, may be assigned other work until the guaranteed time has
elapsed Employees on 'standby' shall be excluded from this benefit
SECTION 10 Vacation Accumulation.
Employees who have continuously served a period of ten (10) years or more with
the District shall accumulate vacation at the rate of 13 333 hours per month, and
continuously each month thereafter
SECTION 11 Dependent Health Insurance Coverage Payment.
The District will pay a maximum of $52 00 toward dependent health insurance
coverage (based on the predominant plan) for future premium increases. Employees'
current contribution for dependent health insurance coverage will remain unchanged
until such time as the District contribution exceeds $52.00. Amounts over this
maximum shall beborneby the employee.
SECTION 12 Pay Periods and Pay Days
All officers and employees of the Cypress Recreation and Park District shall
be paid oq a bi-weekly basis The bi-weekly salary of each employee shall be the
monthl# sarary,multiplied by twelve, and divided by twenty-six.
Warrants or checks in payment of compensation shall be made available by
the District to employees and officers of the District on the Friday following
the completion of each bi-weekly pay period. In the event that a pay day falls
on a holiday all warrants or checks in payment of compensation shall be made
available, if possible, to the District employees on the first day preceding the
holiday
SECTION 13 Computation of Advancement Dates.
The anniversary date for persons employed or promoted between the first day
of the month and the fifteenth of the month, inclusive, shall be computed from the
first day of the month in which employed or promoted for persons employed or promoted
between the sixteenth day of the month and the last day of the month, inclusive
the anniversary date shall be computed from the first day of the month following
the date of the appointment or promotion.
SECTION 14 This Resolution shall become effective on December 30, 1977 and
all resolutions and parts of resolutions in conflict herewith are hereby rescinded.

RECREATION AND PARK DISTRICT REGARDING THE INADVERTENT
FAILURE TO DETACH CERTAIN PROPERTY FROM THE CYPRESS
RECREATION AND PARK DISTRICT
WHEREAS, on June 2, 1975 certain property described as the north-
west quadrant of Moody Street and Crescent Avenue and more specifically
as Annexation 74-1 was annexed to the City of La Palma by Ordinance No.
75-9 of the City Council of the City of La Palma, and
WHEREAS, said property was at the time of said Annexation and up
to and including April 4 1977 a part of the Cypress Recreation and Park
District and
WHEREAS both Cypress Recreation and Park District and the City of
La Palma subjected certain property owners indicated in Exhibit 'A" a
copy of which is on file in the office of the City Clerk and by this
reference is incorporated herein, to taxation for recreation and park
services and
WHEREAS the City of La Palma and the Cypress Recreation and Park
District wish to refund any and all taxes to said property owners which
were levied in error
NOW THEREFORE, the City Council of the City of Cypress, acting as
the Ex -Officio Board of Directors of the Cypress Recreation and Park
District DOES HEREBY RESOLVE as follows
SECTION 1. Any and all taxes collected on behalf of the Cypress
Recreation and Park District from those property owners indicated in
Exhibit A' a copy of which is on file in the office of the City Clerk
and by this reference is incorporated herein, whose property had been
annexed to the City of La Palma but was not detached from the Cypress
Recreation and Park District specifically for the fiscal year 1977/78,
are hereby deemed to have been collected erroneously
SECTION 2. Proceedings to detach the property of those property
owners indicated in Exhibit 'A a copy of which is on file in the office
of the City Clerk and by this reference incorporated herein, were not
commenced following the conclusion of Annexation 74-1 due to excusable
neglect.
SECTION 3. For purposes of determining the amount of the refund due
the property owners indicated in Exhibit 'A" a copy of which is on file
in the office of the City Clerk and by this reference incorporated herein,
the property is hereby deemed to have been detached from the Cypress
Recreation and Park District on July 1 1977
SECTION 4. The City of La Palma is hereby deemed the Agent of the
Cypress Recreation and Park District for the purposes of transmitting
the refund due to the property owners indicated in Exhibit 'A a copy
of which is on file in the office of the City Clerk and by this reference
incorporated herein.
SECTION 5. The Finance Officer is hereby directed to transmit the
sum of Two Thousand Six Hundred Thirty Eight Dollars and Seventy Two
Cents ($2,638.72) to the City of La Palma for distribution to those
property owners indicated in Exhibit 'A' a copy of which is on file in
the office of the City Clerk and by this reference incorporated herein.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
ACTING AS THE EX -OFFICIO BOARD OF DIRECTORS OF THE CYPRESS
RECREATION AND PARK DISTRICT A SUBSIDIARY DISTRICT OF THE
CITY OF CYPRESS, APPROVING THE BLOCK GRANT APPLICATION
FOR GRANT FUNDS UNDER THE URBAN OPEN -SPACE AND RECREATION
PROGRAM.
WHEREAS the legislature of the State of California has enacted the
Urban Open -Space and Recreation Program, which provides funds to certain
political subdivisions of the State of California for acquiring lands and
for developing facilities within urban areas to meet urban recreation
needs and
WHEREAS, the State Department of Parks and Recreation has been dele-
gated the responsibility for the administration of the program, setting
up necessary procedures governing application by local agencies under the
program; and
WHEREAS said procedures established by the State Department of Parks
and Recreation require the applicant to certify by resolution the approval
of applications prior to submission of said applications to the state, and
WHEREAS
will comply
relocation,
appropriate
funds and

said applications contains a certification that the applicant
with all federal state, and local environmental public health,
affirmative action, and clearinghouse requirements and all other
codes laws and regulations prior to the expenditure of the grant
WHEREAS, the project(s) applied for under this program must be of a high
priority and satisfy the most urgent park and recreation needs with emphasis
on unmet needs in the most heavily populated areas,
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of
Cypress, hereby'
1 Approves the filing of an application for Block Grant funding
under the Urban Open -Space and Recreation Program; and
Certifies that said agency understands the general provisions of the
agreement and
3 Certifies that said agency has or will have sufficient funds to
operate and maintain the projects(s) funded under this program,
and
4 Certifies that said agency has or will have available prior to com-
mencement of any work on the project(s) included in this applica-
tion matching money from a nonstate source, and
5 Certifies that the project(s) included in this application con-
form to the recreation element of the applicable city or county
general plan, and
6. Appoints the Director as agent of the Cypress Recreation and Park
District to conduct all negotiations execute and submit all docu-
ments including but not limited to applications, agreements, amend-
ments, payment requests and so on which may be necessary for the com-
pletion of the aforementioned project(s) and
7 Appoints John Murphy as legal counsel for said agency with author-
ization to sign the certification of this application.

DISTRICT OF THE CITY OF CYPRESS AUTHORIZING THE DESTRUCTION
OF CERTAIN DISTRICT PERSONNEL RECORDS.
WHEREAS the City of Cypress took over governing control of the Cypress
Recreation and Park District from the Orange County Board of Supervisors in 1971
and
WHEREAS the City desires to destroy the Personnel files of all terminated
temporary employees four years or older and
WHEREAS the destruction of these records will have no adverse impact on
the District operation and
WHEREAS the elimination of these records will provide additional needed
file space
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Cypress
acting as the ex officio governing board of directors of the Cypress Recreation and
Park District authorize the destruction of certain specified employee files

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
EX OFFICIO BOARD OF DIRECTORS OF THE CYPRESS RECREATION
AND PARK DISTRICT A SUBSIDIARY DISTRICT OF THE CITY OF
CYPRESS, FIXING THE SPECIAL TAX RATE IN SAID DISTRICT
FOR THE FISCAL YEAR 1978/79
WHEREAS, the Cypress Recreation and Park District is a recreation
and park district duly incorporated pursuant to the provisions of
Chapter 4 (commencing with Section 5780) Division 5 of the Public
Resources Code of the State of California, and
WHEREAS, the City Council of the City of Cypress is both the
'governing body' and "supervising authority' of said District, and
WHEREAS, the City Council, acting as the ex officio governing
board of the Cypress Recreation and Park District, is empowered to
levy and collect a special tax for the payment of interest on voter
approved bonds and for the retirement of such bonds issued by the
District and
WHEREAS, two-thirds of the eligible voters of the Cypress Recreation
and Park District approved the 1973 Park Bond issue.
NOW THEREFORE, the City Council of the City of Cypress ex officio
Board of Directors of the Cypress Recreation and Park District, DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Special Tax Rate.
There hereby is levied a special tax rate in the amount of Ten
and One-half Cents ($.105) for each One Hundred Dollars ($100) of all
of the taxable property within the Cypress Recreation and Park District
at the equalized value thereof for the 1978/79 Fiscal Year
SECTION 2.
The City Clerk shall cause certified copies of this Resolution to
be filed with the Auditor Assessor and Tax Collector of the County of
Orange immediately upon its adoption.

A DETACHMENT FROM THE CYPRESS RECREATION AND PARK
DISTRICT
WHEREAS on September 27 1978, the Local Agency Formation Commission
for the County of Orange approved a request of the City of La Palma for
the detachment of certain territory from the Cypress Recreation and Park
District as referred to in the Commission s Resolution No 78-166 and
WHEREAS Section 5 of the Commission s Resolution No 78-166 authorizes
the Board of Directors of the Cypress Recreation and Park District tc
detach said territory without notice and hearing and without election
pursuant to Section 56261 of the Government Code, and
WHEREAS in accordance with this directive the City Council of the
City of Cypress acting as the Ex -Officio Board of Directors of the Cypress
Recreation and Park District reviewed the proposed detachment.
NOW THEREFORE, the City Council of the City of Cypress acting as
the Ex -Officio Board of Directors of the Cypress Recreation and Park
District finds as follows
1. The territory proposed to be detached from the Cypress Recreation
and Park District is not inhabited.
2 The territory a legal description of which is attached hereto
will be benefitted by detachment from said District
3 Said territory is hereby ordered detached from the Cypress
Recreation and Park District without election.
BE IT FURTHER RESOLVED that the Local Agency Formation Commission of UrangL
County is hereby directed to file a copy of the Certificate of Completion
with the County Recorder the County Assessor and the Clerk of each affc .ted
city pursuant to Chapter 1253 Statutes of 1977
BE IT FURTHER RESOLVED that the Local Agency Formation Commission make
the necessary filings with the State Board of Equalization, pursuant ti
Chapters 893 and 956 statutes of 1976.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
EX OFFICIO GOVERNING BOARD OF DIRECTORS OF THE CYPRESS
RECREATION AND PARK DISTRICT A SUBSIDIARY DISTRICT OF
THE CITY OF CYPRESS ESTABLISHING AN AMENDED AND RESTATED
DEFERRED COMPENSATION PLAN FOR EMPLOYEES AND AUTHORIZING
THE IMPLEMENTATION THEREOF
WHEREAS the City Council of the City of Cypress ex officio governing
board of the Cypress Recreation and Park District desires to enable the
employees of said District to plan and provide for adequate financial
resources for retirement and
WHEREAS the Internal Revenue Code provides a method by which
employees who defer a portion of their income until retirement pursuant
to a plan need not pav federal income tax thereon until after retirement and
WHEREAS, this City Council finds and determines that it would be
in the best interest of the District and its residents to establish such
a plan and to make the same available to its employees and
WHEREAS by Resolution No. 59 such a plan was established, but this
City Council wishes to amend and restate said plan to provide the employees
of the District with a broader range of benefit payment alternatives and
to comply with recent legislation.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF CYPRESS EX OFFICIO
GOVERNING BOARD OF DIRECTORS OF THE CYPRESS RECREATION MB PARK DISTRICT
HEREBY RESOLVES AS FOLLOWS
SECTION 1 There is hereby approved and adopted an amended and
restated deferred compensation plan for the District s employees that certain
document entitled, 'The Cypress Recreation and Park District Deferred Compen-
sation Plan dated December 11 1978 a copy of which is on file in the
City Clerk s Office and which by this reference is incorporated herein as
though set forth at length.

SECTION 1. Basic Compensation Plan.
All employees of the Cypress Recreation and Park District except the
General Manager Director of Recreation and Parks, Assistant Directors, Admini-
strative Analyst and temporary and seasonal employees are included in the Basic
Compensation Plan. Every position under this plan shall be assigned a Range
Number established by the City Council, as Ex -Officio Board of Directors of the
Cypress Recreation and Park District, in the annual budget or appropriate reso-
lution. This Range Number shall be as shown on the salary schedule described
in Section 2 below The salary schedule shall consist of five (5) steps within
each range, except when otherwise specified
(a) The first step is the minimum rate and is normally the hiring rate
for the class An employee may be assigned, upon appointment to
other than the normal entering salary step upon the recommendation
of the General Manager when it is decided that such action is in
the best interests of the District.
(b) The second step is an adjustment which may be given upon completion
of si. months of service. The adjustment shall be made only if
recommended by the department head, and if approved by the General
Manager
(c) The third fourth and fifth steps are incentive adjustments to
encourage an employee to improve his work and to recognize seniority
and increased skill on the job Employees are normally eligible
for these adjustments any time after the completion of one year of
service at the preceding step Each adjustment shall be made only
if recommended by the department head, and if approved by the General
Manager
(d)
All rates shown are in full payment for services rendered and cover
full payment for the number of hours now being regularly worked in
each class Employees engaged for less than full-time shall be
paid a proportionate part of these salaries or by an hourly rate
of pay that falls within these ranges
(e) The comprehensive wage and salary plan, as outlined herein, is based
on a forty (40) hour work week for all full-time employees

SECTION 6: Educational Incentive Payment.
Under the provisions of the Educational Incentive Pay plan, all non -management
permanent District employees shall be compensated, upon successful ompletion of
each approved course, in the amount of $1.00 per month per allege unit or equivalent,
to a maximum of $30 per month.
All non -management permanent District employees obtaining Associate and Bachelo
degrees from accredited colleges or universities shall be compensated by the fallow-
ing schedule: Associate degree - 5%, Bachelor degree - 7:1%
CONDITIONS: The above payment compensation shall be based on achievements over and
above the job requirements established in the Position Classification Plan for each
class Payment to employees will be based on the highest achievement level only
i. employees with an Associate degree and Bachelo degree will receive ompens
tion for the Bachelor degree only. Those District employees whose employment is
ontingent upon continuing educatio shall not be eligible for this benefit.
All payments under this provision are subject to ve ifr ation and approval by
the General Manager or his designate.
SECTION 7 Sick Leave Payment.
Payment of accumulated sick leave shall be granted by the Gene al Manager on
an
annual basis to all permanent full-time and part-time employees who have minimum
of one
e hundred twenty (120) hours of cumulated
umulated sick leave on record on Decembe
1st, and opt to eceive payment, duringthe subsequent De ember on a date determined
by the General Manager, at a rate of 50% of current salary fo one-half (ia) of their
annual unu ed sick leave. The sick leave hour for which the employee receive pay
went shall be deducted from his or her sick leave rd with the remaining one-half
(1/2) of the annual accumulated sick leave being continued as a redit to the employees'
sick leave account. Employees wishing to opt fDs uch payment must notify the
Pe onnel Offic of said decision thirty (30) days rn advance of the payment date

SECTION 8: Safety Shoe or Boot Payment.
All employe designated by District manageme,t shall eive reimbu emelt up
to $40.00 per year for the purchase of safety shoe boots meeting the quality
standards as specified by the District.
SECTION 9• Dependent Health Insurance Coverage Payment.
All permanent full-time employe represented by the Orange County Employe
Association shall receive a maximum of $76.56 pe month ontribution toward
dependent health insuranc coverage effective January 1, 1979 The employe
cur ent contribution for dependent health insurance shallmain unchanged until
such time the District' ontribution eds $76.56 pe e ohth Amounts
thi maximum shall be borne by the employe
The District will pay maximum of $52.00 toward dependent health
ove vge (ba ed upon the predominant plan) for futur premium IncAll
permanent full-time employe not identified above shall continue to ceive th
cur ent contribution for dependent health insurance cove age until ch time
the Distr ct' ontribution exceeds $52.00 pe month. Amounts ove this ma aurum
shall be borne by the employee.

SECTION 10: Floating Holidays.
All permanent full-time employees shall be provided two (2) floating holidays
(16 hours) per calendar year in exchange for the elimination of state-wide
election days off. Designation and se of such floating holidays shall be at
the discretion of the employee subject to reasonable requirements of and olio
approval by the department.
SECTION 11. Lump Sum Payment.
All permanent full-time general government employees, management and ondi
dential employees employed on or before January 1, 1979 and continuing their
employment through June 30, 1979 shall be eligible to receive a lump sum payment
equivalent to 6% of their base salary for the first six (6) months of 1979. Pay-
ment shall be made in July 1979 on a date determined by the General Manager.
(Employees hired after January 1, 1979 or terminating prio to July 1, 1979
shall not be eligible to receive said payment)
SECTION 12: Pay Periods and Pay Days.
All officers and employees of the Cypress Recreation and Park District shall
be paid o: bi-weekly basis. The bi-weekly salar, of each employee shall be the
monthly salary multiplied by twelve and divided by twenty-six
Warrants checks in payment of compensation shall be made available by
th District to employees and officer of the District on the Friday following
th completion of each bi-weekly pay period. In the event that a pay day falls
holiday, all wa nts or checks in payment of compensation shall be made
available if possible to the District employees on the first day preceding the
holiday
SECTION 13: Computation of Advancement Dates.
The anniversary date for persons employed or promoted between the first day
of the month and the fifteenth of the month, inclusive shall be computed from the
first day of the month in which employed or promoted; for persons employed or
promoted between the sixteenth day of the month and the last day of the month,
inclu roe the anniversary date shall be computed from the first day of the moith
following the date of the appointment or promotion.
SECTION 14. This solution shall become effective on January 1, 1979 nd
all solutions and parts of elutions in conflict herewith are hereby rescinded.

RECREATION AND PARK DISTRICT AMENDING SECTION 4 5
OF 'THE CYPRESS RECREATION AND PARK DISTRICT DE-
FERRED COMPENSATION PLAN'
WHEREAS, the City Council of the City of Cypress Ex Officio
Governing Body of the Cypress Recreation and Park District has
heretofore by its Resolution No 1696 established a plan pursuant
to which employees of the District may elect to defer a portion of
their income until retirement and
WHEREAS said City Council by its Resolution No 95 approved
and adopted an amended and restated deferred compensation plan in
the form entitled "The Cypress Recreation and Park District Deferred
Compensation Plan dated December 11 1978 and
WHEREAS said City Council now wishes to amend a portion of said
plan to provide the employees of the District with greater flexibility
in changing the amount of compensation to be deferred pursuant to said
plan
NOW THEREFORE, the City Council of the City of Cypress Ex Of-
ficio Governing Body of the Cypress Recreation and Park District,
hereby resolves that Section 4 5 of the aforesaid document entitled
'The Cypress Recreation and Park District Deferred Compensation Plan
hereby is amended to read as follows
4 5 A Participant may change the amount of compensation
to be deferred in subsequent Payroll Periods during the Em-
ployment Period, not more than once each calendar quarter
by executing and filing notice with the Administrator at
least thirty (30) days prior to the beginning of the Payroll
Period for which such change is to be effective provided
however that in no event shall any such change be effective
for any calendar month or portion thereof unless notice
has been given before the beginning of such calendar month
Such notice shall constitute an amendment to the Participation
Agreement effective on the receipt by the Administrator of
such notice

CERTAIN FUNDS RESERVED FOR PARK BOND PROJECTS
WHEREAS, there exists a balance of $11,850 in the District s Park Bond
Fund which represents funds received from the City pursuant to City Council
Resolution No 1511, and
WHEREAS, the aforementioned sum is properly designated for expenditure
for park and recreation purposes and
WHEREAS, the Cypress Recreation and Park District is in the process of
developing a recreation facility consisting of tennis courts located at the
Civic Center Complex, to serve and benefit the citizens of the City of Cypress
and
WHEREAS, the District is in need of additional funds in order to success-
fully complete the tennis courts
NOW THEREFORE, the City Council of the City of Cypress, acting as the
ex officio Board of the Cypress Recreation and Park District, hereby does resp Ive
that the aforementioned funds be appropriated for actual expenses related to tht
construction of the tennis courts located at the Civic Center
