Minutes 78-09-05MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD September 5, 1978 The adjourned regular meeting of the Cypress City Council was called to order at 8:12 p.m. on Tuesday, September 5, in the Assembly Room of the Cypress Community Center, 5700 Orange Avenue, Cypress, California; Mayor Donald Hudson presiding. PRESENT: ABSENT: Councilmembers hacayo, MacLain, Rowan~ Hudson Evans Also present were City Manager/City Clerk Darrell Essex. This was a joint meeting with the Cypress Recreation and Park Commission and Youth League presidents, and Chairman Simmons called the meeting of the Recreation and Park Com- mission to order at 8:17 p.m. Those commissioners in attendance were: PRESENT: ABSENT: Commissioners Boykin, Christensen, Hamilton, Simmons Commissioners Swain, Yates Also present were Recreation and Park Director Charles E. Bryant, and staff member Ronald Thomas. Youth league representatives in attendance were: Cy Milton~ PPesident~ Tri-Cities Soccer Dan McCormack~ Representative. A.Y.S.O. Soccer Shirley Rosenkranz, representative of Cypress Federal Little League Bob Larkin, President, Cypress Pony Baseball Roger Ia~otti, President, Cypress Pop Warner Football Christel Santo, Pepresentative of Pop Warnen Football Absent were Pepresentatives from Cypress Girls Softball h~agne and A.Y.S.O. Soccer - Region 154. PLEDGE OF ALLEGIANCE: Mayor Hudson led the pledge to tbp flag. CONSIDERATION OF FEES AND CHARGES FOR USE OF ATHLETIC FACILITIES: Discussion of the topic was opened by Mayor Ht~dson. Councilman Lacayo questioned what the concerns were of the youth league presidents and the effects that the proposed fees and charges would have on the leagues. Roger Iannotti, President of Pop Warner Football League, 5512 Mildred Circle, Cypress, stated that Pop Warner does not want to pay the fees, but that these fees are fair and equitable. He also stated that he and members of his board were concerned that there was double taxation. Mayor Hudson reitereated what Councilman Lacayo had said, that this is a rare opportunity to meet face-to-face, not only with the commission, but the special committee, and hear their input of the proposed fees and charges. He further explained that, because of the effects of Proposition 13, there were certain programs that needed to have a revenue base. Cypress Pony Baseball League President Bob Larkin, 9346 Gregory Street, Cypress, said, as a taxpayer, he is 100% behind this concept of paying for what you use; but, as a league president, he is 100% opposed, although they have time to adjust as their registration time is not until after January. Larkin's state- ment, especially on the part of registration, when they could adjust their fees at that time. Roger Iannotti, Cypress Pop Warner League President, stated that they dit not fix into their registration a fee for this incrnase this year, since the fee had not yet been fixed. He stated further that it might be a hardship for them to collect additional fees. COUNCILWOMAN EVANS ARRIVED AT 8:28 P.M. A question was asked by Hayer Hudson--one of the major concerns the Council had was that everyone had the same numbers and fees and that they understood the process and methodo!egy of the fee structure. The Director of Recreation and Parks reported that, at the direction of the Council, the youth leagues in the Cypress Recreation and Park District have been meeting since April. There have been nine official ACUAF meetings of which seven of these, the major topic was the proposed fees. Councilman Lacaye asked all the leagues if they understood what the fee structure was, and all agreed that they did. Hr. Cy Milton, President of Tri-Cities Soccer Club, 5804 La della Way, Cypress, had some questions on scheduling and wanted to know how the fees would be paid. The Director explained the process. Another question relative to scheduling came from the Pop Warner Football; primarily, their concern was whether they would be held to this particular schedule for next year. Chairman Simmons stated that A.Y.S.0. and Pop Warner had been meeting with the Recreation and Park District as to adjustment of equitable field use under the lights. Staff member Thomas confirmed that a solution had been worked out. Demit:eek Palumbo, 5491 Belle Street, Cypress, felt that this is a form of double taxation and this is nickle and diming the parents ~o give. It was his opinion that the Council should look at not charging the leagues, and adults should pay their fair share. Commissioner Boykin explained that it would not be equitable if one type of group was charged, and youth leagues were not. The Recreation and Park District is dealing with all forms of recreation and all age groups (seniors to tiny-tots), and it must be equitable for all. Hr. Downey, 10371 Whirlaway Street, Cypress, represented an adult sic-pitch softball team, and expressed concern for the amount of charges and wanted an explanation as to the reason why the adult fees went up 80%. Staff will respond in a communique at a later time. The Mayor explained that the fees were the same hourly rates used for both youth sports leagues and adult sports leagues, with the addition in adult sports of a lighting attendant. Mr. Thomas said that this was the basis for calculating all prime users except reserved general public, and they pay a much higher rate. In response to an inquiry by Mayor Hudson if this proposal included waiving the snack bar fees, the Director replied it did. He asked the leagues what effect that would be on the yearly cost to them if the 5% of the gross receipts requirement was waived. Cypress Pop Warner representative, President Iannotti, responded, "by the adiustment in the schedule of field use -2- ' ity Council Minutes September 5, !978 102 and the waiving of that fee, ~he approximate cost would be reduced by $600, ~nd the yearly cost would be in the ne{gh- L/orhood of $~300." Cypress Federal Little League arid Pony Baseball representatives agreed that the yearly cost is going to be considerably less.
