Ordinance No. 246ORDINANCE NO. 246 1 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CYPRESS AMENDING ORDINANCE NO. 117 AND ADOPTING BY REFERENCE THE NATIONAL ELECTRICAL CODE, 1962 EDITION, AS AMENDED THE CITY COUNCIL OF THE CITY OF CYPRESS DOES ORDAIN AS FOLLOWS. SECTION I There is hereby adopted by reference as the Electrical Code of the City of Cypress, the National Electrical Code, 1962 Edition, as amended hereby three copies of which have been and now are filed in the Office of the City Clerk. SECTION II. Such Electrical Code of the City of Cypress is hereby amended as follows A. ARTICLE 90 --INTRODUCTION, Section 90-7, is hereby amended to read as follows. '90-7 ENFORCEMENT This Code is intended to be suitable for mandatory application by governmental bodies exercising legal jurisdiction over electrical installations and for use by insurance inspectors. The administrative authority supervising such enforcement of the Code will have the responsibility for making interpretations of the rules, for deciding upon the approval of equipment and materials and for granting the special permission contemplated in a number of the rules. The Building Official of the City of Cypress is hereby vested with the authority to enforce all of the provisions of this Code and shall have the right to enter upon any premises at all reasonable hours for the purpose of inspecting the installation and working of all apparatus coming within the terms of this Article and no person shall interfere with the Building Official in making the inspections, or refuse to permit the Building Official or his deputies to enter the premises for such purposes. B. ARTICLE 210 --BRANCH CIRCUITS Section 210-1 is hereby amended to read as follows '210-1 SCOPE. The provisions of this Article shall apply to branch circuits supplying lighting or appliance loads or combinations of such loads. Where motors, or motor -operated appliances, are connected to any circuit supplying lighting or other appliance loads the provisions of both this Article and Article 430 shall apply Article 430 shall apply where branch circuit supplies only motor loads. (a) Accessory or other buildings separately located on the same lot or premises shall have connecting conductors run underground. EXCEPTION Overhead (12' high) may be used when horizontal run is in excess of 50' (b) Where spare circuit protective devices are provided or space for future circuit protective devices are provided on the buss in any flush mounted panel, then raceways of sufficient capacity to permit utilization of such spares or spaces shall be provided to an accessible location. C. ARTICLE 210 --BRANCH CIRCUITS, Section 210-21 (b) is hereby amended to read as follows. (b) RECEPTACLES. Receptacles installed on 2U ampere branch -circuits shall be of the grounding type and they shall be installed in accordance with Section 210-7 The installation of grounding type outlets shall not be used as a requirement that all portable equipment be of the grounding type. See Article 250 for requirements for the grounding of portables Ordinance No. 246 When connected to circuits having two or more outlets receptacles shall conform to the following. 20 amp circuits 30 amp circuits 50 amp circuits 15 or 20 amp rating 30 amp rating 50 amp rating Receptacles connected to circuits having different voltages, frequencies or type of current (AC or DC) on the same premises shall be of such design that attachment plugs used on such circuits are not interchangeable. Grounding receptacles rated at 15 or 20 amperes and installed in circuits of less than 150 volts between conductors shall be approved for use only on potentials less than 150 volts. Grounding receptacles rated at 15 amperes and installed in circuits of 151 to 300 volts between conductors shall be approved for use only on potentials not less than 151 volts. Receptacles rated at 15 amperes connected to 15 or 20 ampere branch circuits serving two or more outlets shall not supply a total load in excess of 12 amperes for portable appliances. Receptacles rated at 20 amperes connected to 20 ampere branch citcnits serving two or more outlets shall not supply a total load in excess of 16 amperes for portable appliances D. ARTICLE 210 --BRANCH CIRCUITS, Section read as follows '210-22 RECEPTACLE OUTLETS REQUIRED. installed as follows (a) 210-22, is hereby amended to Receptacle outlets shall be Minimum Wire Size For the supply of current to general appliance and convenience receptacle circuits, no conductor smaller than No 12 A.W.G shall be installed. No convenience receptacle or appliance receptacle shall be installed or operated on a general lighting branch circuit at any time in any occupancy (b) At least one grounding type receptacle shall be installed in rooms containing one or more wash basins or lavatories E. ARTICLE 210--13RANCH CIRCUITS Section 210-24 (a), is hereby amended to read as follows. '210-24 (a) 20 AMPERE BRANCH CIRCUITS, Convenience or appliance The rating of any one portable appliance shall not exceed 80 percent of the branch circuit rating The total rating of all fixed appliances shall not exceed 50 percent of the branch circuit rating when portable appliances are also supplied F ARTICLE 210 --BRANCH CIRCUITS is hereby amended by adding the following section 210-26: '210-26 LIGHTING OUTLETS. (a) Each single family dwelling and each occupancy of a multi- family dwelling shall have not less than one fifteen ampere (15 amp.) general lighting branch circuit with a maximum of 12 lighting outlets per circuit installed, minimum wire size shall be No 14 A.W.C. (b) Every room shall have at least one switched general lighting outlet Living roans, bedrooms, family rooms and dens may be excepted, provided at least one switched wall receptable is installed (c) Ordinance No. 246 Entrance doorways providing access to thepremises from the exterior shall be provided with exterior illumination suitably Located. The illuminating source shall be controlled by an interior switch conveniently located near the doorway NOTE: The intent of the above is not to provide a light and switch at every door but only to provide adequate illumination for normal egress and ingress at all doors (d) Each single family dwelling and each occupancy of a multi -family dwelling shall have at least one twenty ampere (20amp ) convenience receptacle circuit supplying current to receptacles with a maximum of 12 convenience receptacles per circuit G. ARTICLE 215 --FEEDERS, Section 215-2 is hereby amended to read as follows. 215-2 CONDUCTOR SIZE Feeder conductors shall have a current rating not smaller than the feeder load as determined by Section 220.4. A 2 wire feeder supplying two or more 2 wire branch circuits, or a 3 wire feeder supplying more than two 2 wire branch circuits or two or more 3 wire branch circuits shall be not smaller than No 10 Where a feeder carries the total current supplied by the service - entrance conductors, such feeder, for services of No 1 and smaller, shall be of the same size as the service -entrance conductors Where at any time it is found that feeder conductors are or will be overloaded the feeder conductors shall be increased in capacity to accommodate the actual load served. H. ARTICLE 230 --SERVICES, Section 230-1, is hereby amended to read as follows: '230-1 SCOPE The provisions of this Article shall apply to the con- ductors and equipment for control and protection of services -- circuit that conduct electric power frail the supply system or plant to the premises to be served. Regardless of the requirements of other Sections of this Code the minimum size of conduit, conductors, switch or circuit breakers for services shall not be less than the following. (a) Commercial and store buildings A to G inclusive, 100 sq ft and over The minimum service requirements for commercial and store buildings A to G inclusive, 100 sq ft and over shall be Conduit Conductors Switch Circuit Breaker (b) Single family dwellings, service requirements for 800 sq ft. shall be Conduit Conductors Switch Circuit Breaker 1 trade size 3 No 6 AWG 60 ampere 50 ampere under 800 sq.ft. The minimum single family dwellings under 1 trade size 3 No 6 AWG 60 ampere 50 ampere Provisions shall be made in the service panel for a minimum of 10 single pole over -current protective devices in addition to the main switch or circuit breaker (c) Single family dwellings, 800 sq ft and over The minimum service requirements for single family dwellings 800 sq ft. and over shall be Conduit Conductors Switch Circuit Breaker 1 1/2' trade 3 No. 1 AWG 100 ampere 100 ampere size Provisions shall be made in the service panel for a minimum of 20 single pole over -current protective devices in addition to the main switch or circuit breaker (d) Duplex dwelling I occupancy For duplex dwelling I occupancy 1 The combined minimum service requirements shall be: Conduit Conductors 1 1/2' trade size No 1 AWG Ordinance No 246 2 The minimum service for each individual occupancy shall be. Service entrance conductors shall have a current carrying capacity sufficient to carry the load The branch circuit protective devices shall be located in and for each occupancy (e) Multirofamily dwelling H occupancy For multi -family dwelling H occupancy. 1 The minimum service requirements for combined unit occupancy load shall be Conduit Conductors 1'-' trade size 3 No 1 AWG 2 The minimum feeder or sub -feeder for each individual occupancy shall be. Raceway 3/4' trade size Conductors 3 No, 8 AWG Switches 60 ampere Circuit Breaker 40 ampere 3 Service entrance conductors shall have a current carrying capacity sufficient to carry the load and in no case smaller than lil AWG Branch Circuit protective devices shall be located in and for each multi -family occupancy with kichen facilities for cooking (f) Rough Inspection. Service shall be complete at the time of rough Inspection. I ARTICLE 230 --SERVICES, Section 230-44 is hereby anended to read as follows '230-44 METHOD OF INSTALLATION OF SERVICE Every service shall be installed in galvanized sheradized or equal rigid metal conduit and in accordance with the provisions of this Code, and all service equipment conduits and fittings installed on the exterior of any building shall be listed and approved by a recognized testing laboratory as rain -tight (Service -entrance condutors should not be run within the hollow spaces of frame buildings unless provided with overcurrent protection at their outer end. S ARTICLE 230 --SERVICES, Section 230-70 (a) is hereby amended to read as follows '(a) DISCONNECTION FROM SERVICE CONDUCTORS Means shall be provided for disconnecting all conductors in the building from the service entrance conductors An approved service entrance switch or breaker shall be installed for each service meter, and located on the load side of the meter• service switch or breaker may be located inside or outside the structure provided it meets the requirements of the power serving agency but shall'be located at the nearest readily accessible and practicable point to where the service conductors enter the structure K, ARTICLE 240--OVERCORRENT PROTECTION Section 240-16 is hereby amended to read as follows '240 -16 --LOCATION IN PREMISES. Overcurrent devices shall be located where they will be: (a) Readily accessible, except as provided in Sections 230 91 and 239 92 for service equipment and Section 364.11 for busways Ordinance No 246 (b) Not exposed to physical damage. (c) Not in the vicinity of easily ignitible material (d) Branch Circuit protective devices shall be installed in and for each occupancy Nothing contained in this Code shall be deemed or construed to permit the installatim of any electrical device outlet or circuit in any occupancy the control of or the protection of which is not accessible to the occupancy at all times except, remodeled existing occupancies is changed to a different classification and m parts of any circuit shall supply electrical energy to more than one (1) occupancy L. ARTICLE 250 --GROUNDING, Section 250-112 is hereby amended to read as follows '250-112. TO ELECTRODE. The grounding connection to the electrode shall be located as follows (a) To Water Pipes System or common grounding conductors shall be attached to a water piping system on the street side of the water meter or on a cold water pipe of adequate current - carrying capacity as near as practicable to the water service entrance to the building. Where the source of the water supply is from a driven well in the basement of the premises, the connection shall be made as near as practicable to the well. The point of attachment shall be accessible. Where the point of attachment is not on the street side of the water meter the water piping system shall be made electrically continuous by bonding together all parts between the attachment and the street side of the water meter or the pipe entrance which contain insulating sections or are liable to become disconnected as at meters valves and service unions Equipment may be gounded to a grounded cold water pipe near the equipment (b) Service Ground Clamp The service ground clamp shall be accessible at all times and shall be accessible without the necessity of crawling in at the time of rough -in inspection. (c) To Other Electrodes The grounding conductor shall be attached to other electrodes permitted in Section 250-82 and 250-83 at a point which will assure a permanent ground. The point of attachment shall be accessible M. ARTICLE 334--METAL-CLAD CABLE, Section 334-6 is hereby amended to read as follows '334-6. USE. Except where otherwise specified elsewhere is this Code and where not subject to physical damage, metal clad cable may be installed for branch circuits and feeders in concealed work as follows (a) Type MC. This type of power cable may be used in partially protected areas, such as in continuous rigid cable supports and the like in dry locations and when any of the following conditions are met it may be used in wet locations (1) The metallic covering is impervious to moisture (2) A lead sheath or moisture impervious jacket is provided under the metal covering (3) The insulated conductors under the metallic covering are improved for use in wet locations (See Section 300 5)1 N. ARTICLE 336 --NON-METALLIC SHEATHED CABLE, Section 336.3 is hereby amended to read as follows '336 3. USE. Non-metallic sheathed cable shall not be used for exposed wiring and shall only be used for concealed wiring on single family or duplex dwellings as follows. Ordinance No 246 6 (a) Type NM. This type of non-metallic sheathed cable may be installed or concealed work in normally dry locations It may be installed or fished in air voids in masonry block or tile walls where such walls are not exposed or subject to excessive moisture or dampness. Type NM cable shall not be installed where exposed to corrosive fumes or vapors nor shall it be embedded in masonry or concrete and covered with plaster of similar finish. (b) Moisture and Corrosion -Resistant Type NMC. This type of non-metallic sheathed cable may be installed or concealed work in dry moist, damp or corrosive locations and in outside and inside walls of masonry block or tile Where embedded in plaster or run in shallow chase in masonry walls and covered with plaster within 2 inches of the finished surface, it shall be protected against damage from nails by a cover of corrosion -resistant coated steel at least 1/16 in thickness and 3/4 wide in the chase or under the final sur- face finish. O. ARTICLE 336 -NON-METALLIC SHEATHED CABLE, Section 336-6 Exposed Work -- General, is deleted in its entirety P ARTICLE 336 -NON-METALLIC SHEATHED CABLE, Section 336-9 is hereby amended to read as follows Q• '336-9 IN ACCESSIBLE ATTICS. Cable in accessible attics or roof spaces shall also conform with Section 334-13 (Accessible Attic 18' minimum height) ARTICLE 346 --RIGID METAL CONDUIT Section 346-1 is hereby amended to read as follows '346-1 USE. Rigid metal conduit may be used under all atmospheric conditions and occupancies, and shall be galvanized, sheradized or equal, and shall be required in concrete or masonry floors and walls underground and outside of buildings or where exposed to the weather (Underground raceways may be of other approved materials ) Rigid metal conduit installed underground shall be buried a minimum of one foot under grade level unless protected by at least four inches of concrete. Where dissimilar metals in contact anywhere in the system shall be avoided to eliminate the possibility of galvanic action. (See Section 300.5 for limitation in the use offerrous raceways and fittings protected from corrosion solely by enamel) R. ARTICLE 348 --ELECTRICAL METALLIC TUBING, Section 348-1 is hereby amended to read as follows '348-1 USE. Electrical metallic tubing may be used for both exposed and concealed work. Electrical metallic tubing protected from corrosion solely by enamel shall not be used Electrical metallic tubing shall not be used (1) where during installation or afterwards it will be subject to severe physical damage; (2) for installations underground, in slabs, or where exposed to the weather or excessive moisture. Where the use of dissimilar metals throughout the system shall be avoided to eliminate the possibility of galvanic action. (See Section 300.5 for limitation in the use of ferrous raceways and fittings protected from corrosion solely by enamel). S ARTICLE 350 --FLEXIBLE METAL CONDUIT Section 350-2 is hereby amended to read as follows. '350-2 USE. Flexible metal conduit shall not be used (1) in wet locations unless conductors are of the lead -covered type or of other type especially approved for the conditions (2) in hoistways, except as provided in Section 620-21 (3) in storage battery rooms (4) in any hazardous location except as permitted in Section 501.4 (b) 502.4 & 503 3 nor (5) where rubber -covered conductors are exposed to dl, gasoline, or other materialslaving a deteriorating effect on rubber. (6) where embedded in masonry concrete, adobe, plaster or similar finish, (7) where exposed to mechanical injury Ordinance No. 246 T ARTICLE 410 --LIGHTING FIXTURES LAMPHOLDERS LAMPS RECEPTACLES, AND ROSETTES Section 410-8 is hereby amended to read as follows 410-8 FIXTURES IN CLOTHES CLOSETS (a) Fixtures in clothes closets shall be installed on the ceiling or on the wall above the door (b) Pendants shall not be installed in clothes closets Paragraph (c) is hereby added to Section 410-8 of the Code to read as follows (c) All closets provided with lighting outlets shall be operated by a wall or a door switch (no pull chain lighting fixtures permitted) and the lighting outlet shall be located so as not to be within 12 inches horizontally or directly over any shelving U ARTICLE 410 --LIGHTING FIXTURES LAMPHOLDERS LAMPS RECEPTACLES AND ROSETTES Section 410-29 is hereby amended to read as follows '410-29 FIXTURE RATING (a) All fixtures requiring ballasts or transformers shall be plainly marked with their electrical rating and the manufacturer s name, trade -mark or other suitable means of identification. (b) The electrical rating shall include the voltage and frequency and shall indicate the current rating of the unit including the ballast, transformer or auto -transformer (c) No such equipment shall be installed in which the power factor is less than 90 per cent V ARTICLE 422 --APPLIANCES Section 4221-2 is hereby amended to read as follows 422-2 BRANCH CIRCUIT REQUIREMENTS. Every appliance shall be supplied by a branch circuit of one of the types specified in Article 210 Motor operated applicances shall also conform to the requirements of Article 430 Fixed appliances such as food grinders dishwashers washing machines dryers laundry tray locations built-in refrigerators built-in freezers, furnaces air conditioners and bolt -in heaters or any other fixed appliance with motors '� H.P or larger shall be on a separate branch circuit supplied by No. 12 AWG wire Each single family dwelling and each occupancy of a multi -family dwelling shall have installed therein an individual food waste grinder branch circuit. Said circuit shall be supplied with a minimum No. 12 AWG wire and a 15 ampere indicating type switch Said switch shall be located on wall adjacent to the sink. Food waste grinder shall be wired with a minimum of No 16 AWG 3 -wire S.P T -3 thermosplastic hard finish cord or equal anlan approved grounding type, cord grip cap must be used ARTICLE 422 --APPLIANCE, Section 422-40 is hereby amended to read as follows 422-40 GENERAL (a) Equipment for use with electrical space heating systems shall be of a type approved for such service. (b) In addition to complying with the general requirements for appliances such equipment shall comply with Part E of this Article. (c) The special provisions of this Article shall apply to electrically energized units panels and cables for space heating They shall also include central heating systems employing electrical heating units Ordinance No 246 8 (d) Electrical space heating systems employing methods of installation other than covered by Part E of this Article may be used only by special permission (e) Approved recessed ceiling heaters using not more than one (1) 250 watts infrared lamp may be installed on a lighting branch circuit by reducing the allowable number of lighting outlets by two (2) for each single lamp device used. However not more than two (2) such devices shall be connected to any one (1) lighting branch circuit. Any number of multiple lamp and single lamp heaters, the total wattage not exceeding 1500 watts or the total number of 250 watt lamps not exceeding six (6) may be connected to a separate 20 ampere branch circuit X. ARTICLE 512 --RESIDENTIAL STORAGE GARAGES Section 512-3, is hereby amended to read as follows '512-3. BELOW GRADE. Where the lowest floor is below adjacent ground or driveway level, the following shall apply• (a) The entire area of the garage or of any enclosed space which includes the garage shall he classified as a Class I Division 2 location up to a level 18 inches above the garage floor All electrical equipment and wiring within such hazardous location shall conform to applicable provisions of Article 501 (b) Wiring and equipment above the defined hazardous location shall conform to the requirements of this Code for non- hazardous locations (c) Adjacent areas in which hazardous vapors or gases are not likely to be released, and having floor elevated at least 18 inches above the garage floor or separated therefrom by tight curbs or partitions at least 18 inches high, shall not be classed as hazardous (d) Garages or carports accessory to dwellings or duplexes (Group I) shall be wired with a minimum of one switched light outlet, and one grounding type receptacle Said wiring, if exposed, shall be in approved metal raceways All wiring to detached garages to be run underground Y ARTICLE 600--ELECTIC SIGNS AND OUTLINE LIGHTING Section 600-1 is hereby amended to read as follows '600-1 SCOPE The provisions of this Article shall apply to the installation of conductors and equipment for electric signs and outline lighting as defined in Article 100 A sign circuit shall be provided and installed to an accessible location at the front of all commercial and store buildings Z ARTICLE 680--SWIAPIING POOLS Section 600-5 is hereby amended to read as follows '680:5 JUNCTION BOXES AND TRANSFORMER ENCLOSURES. (a) Junction boxes installed on the supply side of conduits extending to underwater pool lights shall be (1) Not less than 4 feet from the pool perimeter and (2) Not less than 8 inches above the ground or concrete surface. SECTION III In addition to the rational Electrical Code, 1962 Edition, adopted by reference herein as the Electrical Code of the City of Cypress the following provisions are hereby added to the Electrical Code of the City of Cypress Ordinance No. 246 A. PENALTIES 1. This code shall not be construed to relieve from or lessen the responsibility of any party owning, operating, controlling or installing any electric wiring, electric devices or electric material for damages to person or property caused by any defect therein, nor shall the jurisdiction be held as assuming any such liability by reason of the inspection authorized herein, or certificate of inspection issued as herein provided. 2 The Building Official is hereby authorized to determine the intent and meaning of any provision of this Code. 3. Any person, firm or corporation, violating any of the provisions of this Code shall be guilty of a misdemeanor and upon conviction thereof, shall be punishable by a fine of not more than $500 or by imprisonment for a period of not more than six months, or by both such fine and imprisonment. 4. Every person, firm or corporation violating any of the provisions of this Code shall be deemed guilty of a separate offense for each day or portion thereof during which such violation continued and shall be punishable thereof as herein provided B. PERMITS, FEES, AND INSPECTIONS 1. PERMITS. No electrical equipment shall be installed within or on any building structure or premises, publicly or privately owned nor shall any alteration or addition be made in any such existing equipment without first securing a permit therefor from the Building Official except as provided in Section III.B.1.a a. Minor repair work, such as the replacement of lamps or the repair and connection of portable electrical equipment to suitable permanently installed receptacles 2 PERMITTEES MUST BE LICENSED BY STATE. Permits may be issued only to a person, firm or corporation licensed by the State of California in the classification authorized to perform the work and subject to the conditions and limitations of such classifica- tion, or to a person, firm, or corporation qualifying under Section III.B.4 or to an owner qualifying under Section III B.5 3. APPLICATIONS FOR ELECTRICAL PERMITS. Applicantions for electrical permits, describing the work to be done, shall be made in writing to the Building Official The application shall be accompanied by such plans complete with calculations of load for service, feeders and branch circuits as may be necessary to determine whether the installations as described will be in conformity with the requirements of the sections in this Code pertaining to electricity If it shall be found that the installation as described will conform to all legal requirements and if the applicant has complied with the provisions of the sections in this Code pertaining to electricity, a permit for such installation may be issued upon receipt of fees therefore, as prescribed in Sectionlll.B.10. No deviation may be made from the installation described in the permit without the written approval of the Building Official 4. MONTHLY PERMIT In lieu of an individual permit for each installa- tion or alteration, a monthly permit shall, upon application therefor, be issued to any person, firm or corporation regularly employing one or more qualified electricians for the installation alterations and maintenance of electrical equipment in or on buildings or premises owned or occupied by the applicant for the permit The application forthis permit shall be made in writing to the Building Official and shall contain a description of the premises on which the work is to be done under the permit a. Within not more than 15 days following the end of each calendar month, the person, fdrm or corporation to which a monthly permit is issued shall transmit to the Building Official a report of all electrical work which has been done under the permit during the preceding month. Ordinance No.246 1' b. The person, firm or corporation to which a monthly permit is issued shall keep a record of all electrical equipment installed under said permit and the Building Official shall have access to such records 5 OWNERS PERMIT Any permit required by the sections of this Code pertaining to electricity may be issued to an owner to do any work regulated by the sections in this Code pertaining to electricity in a single family dwelling used exclusively for living purposes including the usual accessory buldings and quarters in connection with such buildings in the event that such person is the bona fide owner of any such dwelling and accessory buildings and quarters, and that the same are occupied by or designed to be occupied by said owner, and provided that said owner is determined by the Building Official tote qualified and shall personally perform all labor in connection therewith. 6 FAILURE TO OBTAIN A PERMIT Failure to obtain a permit and pay fees therefor before commencing work shall be deemed evidence of violation of the provisions of this Code Double the amount of permit fee shall be assessed for work commended before a permit is issued 7 NO PERMIT SHALL BE TRANSFERABLE A permit granted to ane person, firm or corporation shall not authorize any other person, firm or corporation, except an employee of the permittee, to do any electric wiring 8. TEMPORARY WORKING PERMIT When in the opinion of the Building Official special conditions warrant, a temporary working permit may be issued to allow the permittee to commence the installation of electrical wiring prior to obtaining a regular electrical permit However, the working permit shall be replaced by a regular electrical permit before the complete rough inspection can be made 9 EXPIRATION OF PERMIT Every permit shall expire and become null and void for any one or more of the following reasons: a. When the electic wiring authorized by a permit is not commenced within 60 days from the date of issuance of such permit b Whenever the electric wiring authorized by a permit has been suspended, abandoned or discontinued for a continuous period of 120 days. c Whenever the elctric wiring done during any continuous period of 90 days amounts to less than 10 percent of the total of the electric wiring authorized by such permit Before recommending proceeding with or doing any 8lectic wiring authorized by but not done before expiration of any such permit, a new permit shall be obtained therefore and the fee for such permit shall be the fee required for a new permit. 10. REVOCATIONS AND SUSPENSIONS OF PERMITS The Building Official may suspend or revoke any electrical permit for any of the following reasons: a. If any reason is found to exist which would have been cause for denial of such permit b Any material misrepresentation or falsity in the application upon which said permit was issued c For failure to comply with the provisions of the section in this Code pertaining to electricity• after due notice of corrections and the time limit therefore has expired or for failure to comply with other codes of this jurisdiction that may be related to or appertain to the sections in this Code pertaining to electricity Ordinance No 246 11 FEES a. Fees for all new work installed under such permit since date of last previous inspection shall be paid according to the above schedule, at the time when such work is inspected, these fees shall be in addition to fee paid at time when annual permit is issued. No permit shall be issued to any person unless all fees for permits are paid in full except that no fee shall be paid for a Civil Defense Shelter provided said shelter shall not be designed for or used as living quarters except during a disaster and provided such shelter does not exceed 200 square feet in area. b REFUNDS The Building Official shall collect such fees as ac provided to be paid by this Code. Ile shall make no refunds on fees collected amounting to three dollars ($3.00) or less, or on any plan checking fee refunds may be made in the amount equal to eighty-five per cent (85%) of the permit fee paid unless two fees have been collected for the same job, in which case one hundred per cent (100%) may be refunded provided that no refunds of any fee or portion thereof shall be made in either of the following cases (1) If the wort: designated in the permit has been commenced. (2) Tae permit has not expired per Section III.B.10 12 CONCEALED WIRING When any part of a wiring installation is to be hidden from view by thele rmanent placement of parts of the building, the person firm or corporation installing the wiring shall notify the Building official and such parts of the wiring installation shall not be concealed until they have been inspected and approved by the Building Official. 13. INSPECTIONS AND CORRECTIONS Upon completion of the work which has been authorized by issuance of any permit except an annual permit it shall be the duty of the person firm, or corporation installing the same to notify the Building Official who shall inspect the installation as soon thereafter as practicable. If upon inspection the installation is not found to be in conformity with the provisions of this Code the Building Official shall notify the person firm, or corporation making the installation, stating the defects which have been found to exist. A11 defects small be corrected within 10 days after inspection and notifica- tion or within other reasonable time as permitted by the Building Official. No electrical installation shall be energized until inspected and approved by the Building Inspector 14. TEMPORARY COGJECTION When authorizing the connection and use of temporary or incomplete work such authorization shall expire at a time to be stated by the Building Official C. ITISTALLATION STANDARDS 1 STANDARD` FOR THE INSTALLATION OF ELECTRICAL EQUIP?BENT All Electrical installation industrial commercial and residential within the governmental jurisdiction covered by this Code shall be in confornity with the provisions of this Code all applicable State Laws and the National Electric Code 1962 Edition, and in accordance with the rational Fire Protective Association standards for safety to life and property 2. LISTING OR LABELING. Listing or labeling as conforming, to the standards of Underwiters Laboratories Inc. as approved by the United States Bureau of Mines the American Standards Association, the United States Bureau of Standards, or other similar institu- tions of nationally recognized standing, shall be prima facie evidence of conformity with approved standards of safety to life and property Ordinance No. 246 3. USED MATERIALS. Previously used materials shall not be re -used without the written approval obtained in advance from the Building Official. 4. NAMEPLATES. The maker's nameplate trademark or other identifi- cation symbol shall be placed on the outside where it is visible at time of inspection on all electrical materials devices appliances fitting, and equipment used or installed under the provisions of this Code. 5. PROXIMITY OF CIRCUIT BREAKER HANDLES Where circuit breakers are used for protection of ungrounded conductors in a branch circuit, the breaker handles shall be designed to disconnnect all ungrounded conductors sinnitaneously D. APPLICATION TO EXISTING BUILDINGS 1. ALTERATIONS ADDITIONS OR RENEWAL OF EXISTING WIRING INSTALLATIONS Alterations additions or renewal of existing wiring installations shall be made in compliance with the provisions of this code EXCEPT When a renewal due to deterioration or damage does not exceed 5O of the electrical installation of any existing building or structure such renewal may be installed in the same manner as the existing installation. 2 CHANGE OF OCCUPANCY CLASSIFICATION When any building or structure or portion thereof is placed in a different occupancy classifica- tion those portions directly affected by such occupancy change, shall be wired in compliance with the provisions of this Code. 3 RELOCATED BUILDINGS.
