ORDINANCE NO 277
AN INTERIM ORDINANCE OF THE CITY OF CYPRESS AMENDING
ORDINANCE NO. 90 THE ZONING ORDINANCE BY TEMPORARILY
CHANGING THE ZONE OF A CERTAIN PARCEL OF LAND WITHIN THE
CITY OF CYPRESS FROM R-1 (ONE -FAMILY RESIDENTIAL) R-2
(TWO-FAMILY RESIDENTIAL) AND R-3 (MULTIPLE -FAMILY
RESIDENTIAL) TO P -D (PLANNED DEVELOPMENT)
THE CITY COUNCIL OF THE CITY OF CYPRESS DOES ORDAIN AS FOLLOWS
SECTION 1 Ordinance No 90, the Zoning Ordinance of the City of Cypress
is amended hereby by placing the property described in Section 2 hereof in the
P -D (Planned Development) classification.
SECTION 2 The property which is the subject of this Ordinance is
described as follows
Beginning at the center of Section 16 Township 4 South,
Range 11 West San Bernardino Base and Meridian thence easterly
180' thence southerly 240 thence westerly 210 thence southerly
102 thence westerly 1292 thence northerly 342 thence westerly
672 thence northerly 1331 thence easterly 1694 thence southerly
728 thence easterly 330 thence southerly 603 to the true point
of beginning.
SECTION 3 This Ordinance is declared to be an urgency measure necessary
for the immediate preservation of the public safety health and welfare, and
shall become effective immediately upon its adoption, and shall terminate six
months after adoption.
The facts constituting the emergency are as follows
The parcel of land described in Section 2 hereof is now classified
in R-1 (One -family Residential) R-2 (Two-family Residential) and R-3
(Multiple -family Residential) Districts The Planning Department of the
City of Cypress is presently conducting studies and intends to conduct
further studies within a reasonable time for the purpose of holding
public hearings and recommending to the City Council th rezoning of such parcel
of land from its present classification to a C -C (Civic Center Combining)
R-1 (One -family Residential) R-3 (Multiple -family Residential) and C-0
(Commercial Office) Districts
Plans for the construction and financing of the civic center of Cypress
are nearly completed, and it is the intention and desire of the City to
proceed with such construction as soon as possible after such plans are completed
There are imminent uses of the parcel of land described in Section 2 hereof
which would be in conflict with the uses permitted under the contemplated zoning
The establishment of such uses prior to the completion of the studies being
undertaken by the Planning Department would prejudice and preclude the effective
consumation of such studies
Such plans for the civic center would be affected materially by the uses
permitted in the existing zoning classifications, if they were to be constructed
in that area described in Section 2 of this Ordinance.
PASSED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 12th day of July 1965
