AN INTERIM ORDINANCE OF THE CITY OF CYPRESS AMENDING
ORDINANCE NO. 90 THE ZONING ORDINANCE, BY TEMPORARILY
CHANGING THE ZONE OF A CERTAIN PARCEL OF LAND WITHIN THE
CITY OF CYPRESS FROM R-1 (ONE -FAMILY RESIDENTIAL) TO
P -D (PLANNED DEVELOPMENT)
THE CITY COUNCIL OF THE CITY OF CYPRESS DOES ORDAIN AS FOLLOWS
SECTION 1 Ordinance No 90 the Zoning Ordinance of the City of
Cypress, is amended hereby by placing the property described in Section 2
hereof in the P -D (Planned Development) classification.
SECTION 2. The property which is the subject of this Ordinance is
described as follows
Beginning at the northeast corner of Section 21 Township 4 South,
Range 11 West, said point being the true point of beginning; thence
south along the east line of said SEction 4 a distance of 1320
thence westerly 1321 thence northerly 1120 to a point intersecting
the Carbon Creek Channel thence North 540 05 38' east a distance
of 400' thence easterly 1041 to the true point of beginning
SECTION 3 This Ordinance is declared to be an urgency measure
necessary for the immediate preservation of the public safety health and
welfare, and shall become effective immediately upon its adoption, and
shall terminate six months after adoption.
The facts constituting the emergency are as follows
The parcel of land described in Section 2 hereof is now classified
in R-1 (One -family Residential) District The Planning Department of the City
of Cypress is presently conducting studies and intends to conduct further
studies within a reasonable time for the purpose of holding public hearings
and recommending to the City Council the rezoning of such parcel of land
from its present classification to a regional shopping center classification.
The Cypress Junior College District has commenced proceedings for the
condemnation of certain territory within the City which includes 21 acres
previously proposed for use as the only regional shopping center within the
City under the Master Plan and Zoning Ordinance of the City thereby
preventing Bich proposed use
The recent and current rapid development of territory for residential
uses in the City has made parcels of land other than that under consideration
unsuitable or unavailable for development as such a regional shopping center
An economic survey recently prepared for the City has indicated that
this site is one of two sites which would have the greatest amount of potential
for a regional shopping center in the City of Cypress at the present time.
There are imminent uses of the parcel of land described in Section 2
hereof which would to in conflict with the uses permitted under the
contemplated zoning. The establishment of such uses prior to the completion
of the studies being undertaken by the Planning Department would prejudice
and preclude the effective consumation of such studies

meeting held on the 23rd (lane August 1965
