MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CYPRESS CITY COUNCIL
HELD
April 30, 1979
The adjourned regular meeting of the Cypress City Council was called to order
at 7:50 p.m. on Monday, April 30, 1979 in the Administrative Conference Room
of the Cypress City Hall, 5275 Orange Avenue, Cypress, California, Mayor Howard
Rowan presiding.

Councilmembers Evans, Hudson, Lacayo, MacLain and Rowan

Also present was Supervisor Harriett Wieder.
Supervisor Wieder distributed a copy of a proposed discussion agenda which in-
cluded: the County Islands Policy, County Fire Update, Affordable Housing,
Orange County Housing Authority, Los Alamitos Airport, Corob Street Fence,
Lighting District Funding, Financial Plan, County Transfer Station, SB 31
Funding for Park District and Child Abuse Programs.
In reference to the recent island annexation to the City of Cypress, it was
suggested that the funds budgeted from the Housing and Conmunity Development
Program which had been targeted for public improvements in the island annexa-
tion should be returned to the City of Cypress for implementing the program.
Supervisor Wieder agreed to assist the City in obtaining these funds for
improving the area.
in reference to the Affordable Housing project located in Cypress' sphere of
influence, Supervisor Wieder indicated that the City would be involved in the
process and that John Erskine of her office would be responsible for coordina-
ting this project.
Supervisor Wieder reviewed her activities in opposing joint commercial air
activities at the Los Alamitos Armed Forces Reserve Center and suggested that
the City Council arrange for Major Gormely to present the air traffic problems
which exist at Los Alamitos. It was further suggested that the Council may
also wish to have Mr. Jim Evans present the general aviation viewpoint.
In reference to the need for a block wall fence adjacent to Carob Street,
Supervisor Wieder indicated that her staff was researching this project and,
upon receipt of additional information, will attempt to resolve the problem.
Supervisor Wieder advised the City Council that she supported the allocation of
$301,126 to the Cypress Recreation and Park District as the District's shore
of the bail-out funds provided by S.B. 31. She further indicated that the
County staff was prepared to recommend this funding. The City Manager indicated
that the request and certification for this allocation of State bail-out funds
would be transmitted to Supervisor Wieder's office for information purposes.
The City Council reviewed the problems relative to the child abuse programs
and Supervisor Wieder indicated that she would take under advisement the City
Council's concerns in this regard in reviewing the funding of the child abuse
prevention programs.
The City Council expressed their appreciation to Supervisor Wieder and her
staff assistant, Ruthanne Bingham, for meeting with the Council to discuss
problems of mutual interest.
The City Manager advised the Council that the Pop Warner Football Association
had requested a proclamation of May 6-12 as Pop Warner Week in the City of
Cypress.

It was moved by Councilwoman MacLain, seconded by Councilman Hudson and unani-
mously carried to proclaim the week of May 6-12, 1979 as "Pop Warner Week" in
the City of Cypress.
The City Manager reviewed the meeting which he and the Finance Officer had held
with the Chamber of Commerce representatives to discuss possible amendments to
the Business License Ordinance. The City Manager advised that the Chamber was
receptive to a two year phase-in program for those businesses which will receive
the largest increase in business license fees as a result of the ordinance
changes, and an optional flat rate and gross receipts license fee structure
for professional services.
The City Council expressed no objection to these amendments, and it was moved by
Councilman Hudson, seconded by Councilwoman Evans and unanimously carried to
direct the staff to amend the Business License Ordinance to incorporate these
suggestions and to schedule the Business License Ordinance for public discussion
at the meeting of May 14, 1979.
The City Council discussed the League of California Cities Legislative Conference
to be held in Sacramento and the various strategies which might be employed to
inform the State Legislature of the City's needs in the area of long-term
financial solutions.

It was moved by Councilman Lacayo, seconded by Councilwoman MacLain and unani-
mously carried to adjourn the meeting at 11:05 p.m. to Wednesday, May 9, 1979
at 7:30 p.m. in the Administrative Conference Room.
