OF THE CYPRESS CITY COUNCIL
HELD
July 2, 1979
The adjourned regular meeting of the Cypress City Council was called to order at
7:00 p.m. on Monday, July 2, 1979 at 5220 Dresden Circle, Cypress, California,
Mayor Howard Rowan presiding.

Councilmembers Evans, Hudson and Rowan
Councilmembers MacLain and Lacayo
The Mayor called the meeting to order and advised that the purpose of the meeting
was to discuss issues with Congressman Patterson and his staff members Linda
Godines and Dan Young who were also present at the meeting.
COUNCILWOMAN MACLAIN ARRIVED AT 7:30 P.M.
RECESS: The Council recessed the meeting for dinner at 7:45 p.m. The meeting
was called back to order at 9:00 p.m. with Councilman Lacayo absent.
The City Council discussed the Federal legislation which had been introduced which
would require Federal reimbursement to local government for all costs of Federally
mandated programs. Congressman Patterson indicated that he was in support of the
concept; however, as of this time he had not submitted his name as a co-sponsor
of any of the legislation.
The City Council advised Congressman Patterson of the intent of the City to re-
submit an electrical vehicle grant proposal to the Department of Energy and
requested Congressman Patterson's assistance in processing the grant proposal.
Congressman Patterson requested that copies of the proposal be submitted to Dan
Young who would assist the City in processing the application. It was generally
agreed that perhaps the Department of Energy staff at the regional office in Las
Vegas should be requested to assist the City due to the difficulties that were
encountered in last year's application.
A general discussion was held regarding the status of the Armed Forces Reserve
Center and the various proposals to increase the air activity at the facility.
Congressman Patterson indicated that he had received no further information at
the Washington level; however, he would continue to support the City's position
in reference to this matter.
The Council advised Congressman Patterson that the City has initiated a program to
consider the use of mortgage revenue bonds as a part of the City's program to provide
affordable housing within the community and would request Congressman Patterson to
be supportive of those rules and regulations which would allow the Cypress project
to continue.
The Council also advised Congressman Patterson of the City's position in support
of the reenactment of General Revenue Sharing and briefly reviewed the projects
which have been funded by Federal Revenue Sharing dollars.
Congressman Patterson advised the City Council of his proposals to establish a
Federal District Court in Orange County and to develop a national urban park in
the Newport Beach-Irvine-Laguna Beach area. He requested the Council to support
this national urban park measure and indicated that a hearing will be held on this
issue in Orange County on August 9. The Council will receive additional information
to be submitted by Dan Young.
The City Council expressed their appreciation to Congressman Patterson for his
efforts on behalf of the City and commended him for his recent activities in
reference to the gasoline shortage.
ADJOURNMENT: It was moved by Councilwoman MacLaln, seconded by Councilwoman Evans
and unanimously carried to adjourn the meeting at 10:00 p.m.
