The adjourned regular meeting of the Cypress City Council was called to order at
7:40 p.m. on Monday, October 29, 1979 at the Plankbouse Restaurant, 10011 Valley
View Street, Cypress, California, Mayor Howard Rowan presiding.
PRESENT:
ABSENT:
Councilmembers Evans, Hudson and Rowan
Councilmembers Lacayo and MacLain
Also present were State Senator Paul Carpenter and City Manager/City Clerk Darrell
The City Council discussed the general activities of the State and the impact
upon the City of Cypress.
COUNCILWOMAN MACLAIN ARRIVED AT 7:55 P.M.
A general discussion continued and specific topics included: the appointment of
judges by the Governor, the problems of nuclear energy, the future of air
activities at the Los Alamitos Armed Forces Reserve Center, the availability of
highway construction fsnds, concern over water for Southern California including
the need for the Peripheral Canal, and the concerns over the proposed changes in
~ire service based on Governor Brown's decision to cancel the contract between
the State Fire Marshal's office and the County of Orange.
Senator Carpenter reviewed the need to provide for a legislative veto for the
regulatory implementation authority of the State departments and suggested that,
ii ile is not able to obtain State legislation, he would consider using the
initiative process.
ADJOURNMENT:
It was moved by Councilman Hudson, seconded by Councilwoman Evans and unanimously
carried to adjourn the meeting at 11:15 p.m. to Monday, November 5, 1979 at
7:00 p.m. in the Administrative Conference Room of the Cypress City Hall.
