The adjourned regular meeting of the Cypress City Council was called to order at
7:05 p.m. on Monday, March 3, 1980 in the Administrative Conference Room of the
Cypress City Hall, 5275 Orange Avenue, Cypress, California, Mayor Howard Rowan
presiding.

The City Council requested that the street sweeplng program be d~scussed at the
next Council meeting.
The Council conducted a joint meeting with the Board of Directors of the Cypress
Boys' Club for the purpose of discussing their lease of facilities at 10161 Moody
Street and at the northwest corner of Moody and Cerritos Avenue. Mr. Lusk, the
Executive Director, reported their wrestling program began last June at the Moody/
Cerritos corner and soon afterwards they were contacted by VFW Post 9847 who in-
quired about possible joint use of the property. Mr. Lusk stated the VFW was
offered use of the facilities at certain times and the Boys' Club was not contacted
further until this item was brought to the Council's attention.

Mr. Luak stated the Moody/Cerritos property was left in poor condition by the
previous tenant and the Boys' Club undertook maintenance of the grounds by cutting
grass and removing weeds. He stated the sewer problem has existed since the
facility opened. Mr. Lusk reported the Boys' Club wished to use the facility
as a mini-gymnasium for the wrestling and tumbling programs on an interim basis
until the new gym at 10161 Moody is constructed, and that they would like their
lease extended until the gym is built. The Directors indicated they have a five-
year plan for the gym construction and an architect is preparing a rendering.
They indicated that getting funding for the gym would be easier if they had a
long-term lease. Mr. Lusk reported the Club plans to install showers and lockers
in the building at Moody and Cerritos. The Directors inquired whether the Council
supported their plans for a gymnasium.
Councilman Lacayo expressed concern over the disposition of a new gym facility
in tile event that the Boys' Club was unable to maintain it after a certain period
of time. He asked if the facility would be able to be integrated into the City's
recreation and park programs. The City Manager indicated that the property at
10161 Moody was private property donated for recreation and park purposes and
that if it ceased to be used for those purposes the property would revert to the
original owner, according to the trust. Councilman Hudson stated he shared ~his
concern. He asked if the Boys' Club had considered declining school enrollment
as it related to their membership and plans for a gym. The Directors indicated
that the Club's membership has continually increased with the hiring of new
personnel and since the club was opened to girls. They indicated that, according
to last year's report, there was a potential of attracting 2343 boys within a
one-mile radius; and 4060 boys within a five-mile radius, ages 7 - 18. Mr. Lusk
stated athletic programs are the grestest single draw to the club and they felt
they could double their membership with a gymnasium. He reported that ]00 boys
attend the Club daily. Mr. Lusk indicated it is difficult to take a group of
boys down to the Moody/Cerritos property for the wrestling and basketball programs.
The Directors transmitted a proposed budget to the Council.
Councilwoman Evans recommended that the Boys' Club formalize their plans and
present an application for a master plan for both properties, both on an interim
and permanent basis. The Council also recommended that the Boys' Club meet with
the City's legal staff to review legal issues concerning lease of the property
at 10161 Moody, prior to submitting their application. Councilman Lacayo requested

that the Club's proposal address how their plans would fit in with a master plan
for parks and recreation. The Council requested that their proposal also address
potential membership factors and environmental factors including a potential
negative response from homeowners adjoining the new gym. Councilman Hudson
stated he would like a commitment from the Boys' Club that they will continue
to maintain the property at Moody and Cerritos so that it is not an eyesore
or attractive nuisance to children. Mr. Lusk reported on the Club's past maint-
enance costs for repainting, installing new air-conditioning and new lighting
proposed for the parking lot and walkway to the Boys' Club building. Mr. Lusk
asked if the Council would approve an extension of their current lease on longer
than a month-to-month basis. Councilmembers Evans and Lacayo indicated they
were not prepared to approve a longer lease and recommended that the Boys'
Club submit their application and go through the hearing process. Councilmsn
Hudson requested that the Boys' Club provide a deadline on when they plan to
vacate the Moody/Cerritos property, and advise the Council on their plans for
interim use of the property.
EX]~CUTIVE SESSION: Mayor Rowan called an Executive Session at 8:30 p.m. for
matters of personnel. The meeting was called back at 8:40 p.m. with all Council-
members present.

Mayor Rowan adjourned the meeting at 8:41 p.m.
